The Sogdian language and script were used to govern the empire. The importance of Sogdians cannot be understated in keeping the early Turks safely outside of the Chinese cultural sphere. The Sogdian language and script were used to administer the empire, because it was the only written language in the cities under his control. After his death the title of qaghan passed to his younger brother Tapo. He was said to have red hair and blue eyes.
The second son of Tumen and third qaghan. He expanded the Göktürk Khanate and secured the borders against the last of the Rouran people. He conquered the Töle tribes in the west the Kitans in the east and the Kyrgyz in the north. Thus he expanded his state to all the former Xiong-Nu territory. His uncle Istämi autonomously ruled the far-west region (Kazakh Steppe) in his name. This was the beginning of the east/west division of power. He created an alliance with the Zhou kingdom, by marrying off his daughter, to oppose the Qi kingdom that was sheltering the Rouran.
After Muhan's death the title of khagan passed to his younger brother Taspar. His daughter Empress Ashina was the wife of Emperor Wu of Northern Zhou.

This region is listed second after Airyanem Vaejah, "homeland of the Aryans", in the Zoroastrian book of Vendidad, indicating the importance of this region from ancient times.[3] Sogdiana, at different times, included territories around Samarkand, Bukhara, Khujand, Panjikent and Shahrisabz in modern Tajikistan and Uzbekistan.
The Sogdian states, although never politically united, were centered on the main city of Samarkand. Sogdiana lay north of Bactria, east of Khwarezm, and southeast of Kangju between the Oxus (Amu Darya) and the Jaxartes (Syr Darya), embracing the fertile valley of the Zeravshan (ancient Polytimetus). Sogdian territory corresponds to the modern provinces of Samarkand and Bokhara in modern Uzbekistan as well as the Sughd province of modern Tajikistan. During the High Middle Ages Sogdian cities included sites stretching towards Issyk Kul such as that at the archeological site of Suyab.

In the opening decade of the 20th century, the German Turfan Expedition found over a thousand fragments at the monastery site of Bulayïq on the outskirts of Turfan. Approximately 500 of the fragments were in the Syriac language, the remainder were in Sogdian, but written in Syriac-script. The Syriac manuscripts largely are liturgical or biblical, including many from the Psalter, whereas the Sogdian manuscripts cover a much wider range of genres, most notably hagiographies and ascetical literature. The paper discusses what this distribution of genres reveals about the Christian communities at Turfan, as well as commenting on the transmission of material from the ‘mother-church’ in Mesopotamia and Central Asia.
