STORYLINE:
Paris City Hall unlocked its hallowed wine cellar on Friday to auction off nearly five thousand top-end bottles, many of them left over from the lavish dinner parties of the long-time mayor, President Jacques Chirac.
The collection has caught the attention of professional and amateur buyers from around the world.
Auction organisers expected to bring in up to 94-thousand US dollars.
At a small auction house near City Hall, bidders sat hunched over the lengthy catalogue as the auction began on Friday afternoon, discussing their strategies.
Amateur collector Eric Guy, wouldn't say how much he intended to spend on a bottle, but said he aimed to help keep City Hall's treasures within French borders.
"We will try to prevent the Japanese and the Americans from buying it so we can keep it in France," he said.
Bernard Bled, who managed the mayoral wine cellar from 1975 to 2001, said he was sad to see the bottles go and that France loses prestige at home when wine is exported elsewhere.
"I am never happy when we lose prestige," Bled said.
Much of the collection was pulled together during conservative Chirac's term as mayor from 1977-1995.
The current Socialist mayor, Bertrand Delanoe, has led the effort to sell the wine off, reportedly as part of efforts to seek a less elitist use of city funds.
Delanoe also had the private mayoral apartments converted into a nursery for employees' children.
The mayor's office declined to comment on the auction.
Auctioneer Dominique Giafferi said City Hall had "the perfect cellar," where bottles were kept at a cool 54 degrees Fahrenheit with 87 percent humidity at all times, impeccable conditions for wine storage.
Stephen Williams, president of 'The Antique Wine Company' based in London, was bidding for clients in major markets; the United States, Japan and China.

He made the comments alongside the Mayor of Paris, Anne Hidalgo.
Before addressing the media, the two observed a minute of silence in honour of the 17 victims of last week's attacks in Paris.
Earlier on Friday, Kerry met French President Francois Hollande and Foreign Minister Laurent Fabius before visiting the sites of the attacks, offering silent prayers and laying wreaths to honour the dead.

Paris City Hall unlocked its hallowed wine cellar on Friday to auction off nearly five thousand top-end bottles, many of them left over from the lavish dinner parties of the long-time mayor, President Jacques Chirac.
The collection has caught the attention of professional and amateur buyers from around the world.
Auction organisers expected to bring in up to 94-thousand US dollars.
At a small auction house near City Hall, bidders sat hunched over the lengthy catalogue as the auction began on Friday afternoon, discussing their strategies.
Amateur collector Eric Guy, wouldn't say how much he intended to spend on a bottle, but said he aimed to help keep City Hall's treasures within French borders.
"We will try to prevent the Japanese and the Americans from buying it so we can keep it in France," he said.
Bernard Bled, who managed the mayoral wine cellar from 1975 to 2001, said he was sad to see the bottles go and that France loses prestige at home when wine is exported elsewhere.
"I am never happy when we lose prestige," Bled said.
Much of the collection was pulled together during conservative Chirac's term as mayor from 1977-1995.

If polls prove accurate, an unassuming Socialist senator who was a virtual unknown a year ago could wrest one of French politics' top job from the 25-year grasp of President Jacques Chirac's conservatives.
Should Bertrand Delanoe, become Paris mayor after the two-round vote that starts on Sunday, it would amount to a small revolution in the heart of Chirac country, where the Right held all 20 Paris districts until the last vote in 1995, when it lost six.
With scandals sweeping City Hall, the stakes are high.
One of 36-thousand municipal races, the Paris contest amounts to a warmup for next year's presidential vote, likely to pit Socialist Prime Minister Lionel Jospin against Chirac, who served as Paris mayor for 18 years.
A poll published last week showed that a leftist victory in Paris would be seen as a "personal defeat" for Chirac by 45 percent of the French.
But it would confirm a national trend that took hold with a leftist legislative sweep in 1997 that has sapped the strength of the Right.
But that is not the only reason the race is in the national eye.
The four-way contest has served up a dramatic tale featuring scandal, betrayal and political star, former House Speaker Philippe Seguin, all but risking his career in a race he could lose to an outsider.
Paris Mayor Jean Tiberi's brushes with the law and refusal to step aside in favor of Seguin got him banished from Chirac's Rally for the Republic party.
The opulently ornamented City Hall, its facade drenched in more than 1-hundred statues, has been a rightist bastion for a century and the perch from which Chirac catapulted himself to the premiership, then the presidency in 1995.
Today, it is the focus of corruption investigations that allegedly date to the days of Chirac.
Some 30 people, mainly from the right, have been placed under investigation in connection with kickback schemes on building contracts and elevator installations to feed party coffers.
Tiberi has been accused of bloating voter lists with fake names, and his wife, Xaviere, went to trial for taking money for a fake job.
Her conviction was thrown out on technical grounds.
Tiberi's refusal to bow out of the race, and Seguin's refusal, so far, to strike a deal with Tiberi's backers, despite pleas from other conservatives, have made the race a spellbinder.
Like Seguin, Delanoe has made clean politics a priority.
Delanoe publicly revealed on French television in November that he was gay in a clear effort to pre-empt a leak that could overshadow the issues in his campaign.
With two relatively low-key, uncharismatic candidates in the lead, many are wondering whether Seguin or Delanoe could adequately represent the prestigious spot running City Hall, where visiting heads of state traditionally pay a call.

Should Bertrand Delanoe, become Paris mayor after the two-round vote that starts on Sunday, it would amount to a small revolution in the heart of Chirac country, where the Right held all 20 Paris districts until the last vote in 1995, when it lost six.
With scandals sweeping City Hall, the stakes are high.
One of 36-thousand municipal races, the Paris contest amounts to a warmup for next year's presidential vote, likely to pit Socialist Prime Minister Lionel Jospin against Chirac, who served as Paris mayor for 18 years.
A poll published last week showed that a leftist victory in Paris would be seen as a "personal defeat" for Chirac by 45 percent of the French.
But it would confirm a national trend that took hold with a leftist legislative sweep in 1997 that has sapped the strength of the Right.
But that is not the only reason the race is in the national eye.
The four-way contest has served up a dramatic tale featuring scandal, betrayal and political star, former House Speaker Philippe Seguin, all but risking his career in a race he could lose to an outsider.
Paris Mayor Jean Tiberi's brushes with the law and refusal to step aside in favor of Seguin got him banished from Chirac's Rally for the Republic party.
The opulently ornamented City Hall, its facade drenched in more than 1-hundred statues, has been a rightist bastion for a century and the perch from which Chirac catapulted himself to the premiership, then the presidency in 1995.
Today, it is the focus of corruption investigations that allegedly date to the days of Chirac.
Some 30 people, mainly from the right, have been placed under investigation in connection with kickback schemes on building contracts and elevator installations to feed party coffers.
Tiberi has been accused of bloating voter lists with fake names, and his wife, Xaviere, went to trial for taking money for a fake job.
Her conviction was thrown out on technical grounds.
Tiberi's refusal to bow out of the race, and Seguin's refusal, so far, to strike a deal with Tiberi's backers, despite pleas from other conservatives, have made the race a spellbinder.
Like Seguin, Delanoe has made clean politics a priority.
Delanoe publicly revealed on French television in November that he was gay in a clear effort to pre-empt a leak that could overshadow the issues in his campaign.
With two relatively low-key, uncharismatic candidates in the lead, many are wondering whether Seguin or Delanoe could adequately represent the prestigious spot running City Hall, where visiting heads of state traditionally pay a call.

Delanoe rose to the forefront of the race as incumbent Mayor Jean Tiberi's reputation plummeted amid a series of scandals, including allegations that he padded voter lists with phoney names.
Embarrassed, the R-P-R backed another candidate, Philippe Seguin, and kicked Tiberi out of the party.
But Tiberi refused to bow out of the race and the two center-right candidates have so far failed to strike a deal, dividing the city's conservatives.
Seguin, casting his vote on Sunday, told reporters he was still optimistic.
The right also risks losing other key cities, such as Lyon in central France, as well as the southern city of Toulouse, where a pop music group inspired a movement that could help the Socialist candidate.
Polling began at 8 a.m. local time (0700 GMT) and booths will close 12 hours later at 8 p.m. local time(1900 GMT) with the first estimates following shortly.
Voting stations will shut down earlier in smaller cities.
New to the vote is the large number of women on the ballot.
Sunday's election is the first held under a new law that requires the same number of male and female candidates on electoral lists.

The mayor of the French capital, Bertrand Delanoe, was stabbed early on Sunday during an overnight concert at City Hall but his life was not in danger, city officials and firefighters said.
Mayor Delanoe was rushed by ambulance to a Paris hospital after an attacker lunged at him with a knife and struck him once in the abdomen, officials said.
Delanoe under went surgery and was transferred to a recovery room, according to a statement issued by Pitie-Salpetriere hospital in Paris.
A hospital spokesman said Delanoe would remained hospitalised on Sunday but declined to give details about the surgery other than to say that an unspecified number of abdominal lesions were "successfully treated".
Police said Delanoe sustained one stab wound.
France Info radio reported that a 39-year-old man with a criminal record was taken into custody after the attack and was being questioned by police.
The motive was not immediately known.
The attack was the second in less than three months against a prominent French politician.
On July 14, a man allegedly tried to shoot President Jacques Chirac as he was reviewing troops at the annual Bastille Day military parade in Paris.
In a statement released by the presidential palace hours after the stabbing, Chirac expressed outrage at the attack and wished Delanoe a rapid recovery.
Firefighters and ambulances rushed to the scene minutes after Delanoe was attacked and raced him to the hospital, which was placed under tight security.
Four officers stationed at the main entrance checked identification before allowing workers to enter the building and vehicles were stopped at the gate.
Delanoe, 52, was attending a crowded, all-night party at city hall as part of Paris' first-ever "Sleepless Night" festival.
Dozens of museums and tourist attractions, including the Eiffel Tower, were open all night, and concerts and artist exhibits were being held around the French capital.
About two thousand people had gathered at the opulent City Hall building for a concert of electronic lounge music and other festivities.
Delanoe was circulating freely among the crowd when he was stabbed in the main ballroom where two live bands were playing.

A Colombian army operation on Wednesday freeing the French-Colombian dual citizen and 14 other hostages elicited joy in France, where President Nicolas Sarkozy and thousands of supporters had campaigned for Betancourt's release.
"Dear friends, she is free," the Mayor of Paris, Bertrand Delanoe, told the cheering crowds on Thursday. "She has won again all her rights to life, to the love of her dear ones and to defend her convictions."
Sarkozy's office said Betancourt was expected in France on Friday afternoon, with a ceremony at the military air base to welcome her.
There was rare political accord on the role that Sarkozy and the previous government of President Jacques Chirac played in keeping up international pressure to win Betancourt's freedom.
That France had pushed for a humanitarian accord - not a military operation - seemed forgotten.
Sarkozy's chief of staff, Claude Gueant, told French TV that although the Colombians had told France they were mulling possible operations, they only learned of the operation 15 minutes before the first Colombian press reports.
In Colombia, Betancourt herself thanked the French government and people for their support.
Towns across France kept Betancourt's portrait up for years, and her support committee held constant rallies.
Betancourt grew up in Colombia but went to Paris to study.
Among those she befriended at the exclusive Institut d'Etudes Politiques was instructor Dominique de Villepin, who went on to become French prime minister.

Paris City Hall is investing in tourism of the future! Mayor Anne Hidalgo opened this week the first incubator in the world dedicated to start-ups in tourism. Twenty young companies were selected out of 170 to inhabit the 1000 square metre space in Paris' 6th arrondissement. It is hoping to change the unfriendly and rude moniker that has threatened to knock its dominance as the world's most visited city. We take you inside the incubator and talk to the start-ups to see what they're are hoping to get out of the experience.
