The Obama administration on Saturday declared Afghanistan the United States' newest "major non-NATO ally," an action designed to facilitate close defence cooperation after US combat troops withdraw from the country in 2014 and as a political statement of support for Afghanistan's long-term stability.
"We see this as a powerful symbol of our commitment to Afghanistan's future and later this year I'm looking forward to convening, along with Foreign Minister Rasul, the new US-Afghanistan bilateral commission to intensify our cooperation," said US Secretary of State Hillary Clinton in Kabul on Saturday.
Clinton, who arrived in Kabul on an unannounced visit to meet Afghan President Hamid Karzai, disclosed the alliance to diplomats at the US Embassy.
The designation allows for streamlined defence cooperation, including expedited purchasing ability of American equipment and easier export control regulations.
Afghanistan's military, which is heavily dependent on American and foreign assistance, already enjoys many of these benefits.
The non-NATO ally status guarantees it will continue to do so.
Afghanistan becomes the 15th such country the US has declared a major non-NATO ally.
Others include Australia, Egypt, Israel and Japan.
Afghanistan's neighbour Pakistan was the last nation to gain the status in 2004.
The declaration was part of a Strategic Partnership Agreement signed by Presidents Barack Obama and Karzai in Kabul at the beginning of May.
Clinton stressed that, while the US would continue to support Afghanistan," transition is on track, Afghanistan is standing up for itself."
In their meeting, Clinton and Karzai were expected to discuss US-Afghan civilian and defence ties and stalled Afghan reconciliation efforts.
From Kabul, Clinton is heading later on Saturday to Japan for an international conference on Afghan civilian assistance.

President Barack Obama announced Thursday his intention to designate Tunisia as a major non-NATO ally, citing democratic reforms in the country.
The upgraded status would put the level of strategic cooperation between Washington and the North African nation on par with U.S. allies like Israel and Japan.
Currently only four other Arab nations have the high-level designation, including Bahrain, Kuwait, Morocco and Jordan.
The announcement followed a meeting between Obama and Tunisian President Caid Essebsi at the White House.
“I want the president and the people of Tunisia to know that the United States believes in Tunisia, is invested in its success, and will work as a steady partner for years to come,” Obama said at a press conference with Essebsi in the Oval Office.
Tunisia was the first Arab nation to be rocked by mass demonstrations in what has become known as the Arab Spring, and is widely regarded as the sole country to have seen lasting reform from the popular uprisings.
Long-time dictator Zine el Abidine Ben Ali was toppled after 23 years in power in 2011, setting in motion political and democratic overhauls in the country of nearly 11 million people.
Highlighting the importance of Tunisia, Obama said, “the place where the Arab Spring began is a place where we have seen the most extraordinary progress in allowing all parties and all parts of the population, including women and minorities, [to] participate fully in the civic and political life of the nation.”
Obama said he and Essebsi discussed security, counterterrorism, and efforts to stabilize Libya, which has been the site of widespread instability following the death of long-time dictator Muammar Gaddafi.
Extremist groups, including Daesh and al-Qaeda-linked militants, have exploited Libya’s chaos and established footholds there as the country’s warring factions vie for control.
The situation has prompted security concerns for Libya’s neighbors, including the leaders of Tunisia’s nascent democracy.
“The democratic process is always fragile and threatened by chaos, by parties that do not believe in democracy, that do not follow democratic policies and discourse, but also by our regional environment, which could represent a threat to the democratic process,” Essebsi said in remarks translated from Arabic.
The White House said if needed, the U.S. would supply Tunisia with a loan guarantee up to $500 million.
"As Tunisia continues to embark on important structural reforms to the economy that we will not only provide short-term aid, but also try to provide the kind of bridge and support that's necessary to complete those reforms and make sure that they’re effective and benefitting the people of Tunisia," Obama said.

Barack Obama has elevated Tunisia to new allied status, promising financial and security assistance to ensure the North African country's transition to democracy remains a success.
Obama announced in an Oval Office meeting with newly elected Tunisian President Beji Caid Essebsi on Thursday that he intends to designate his country as a major non-NATO ally of the US.
The special status has been granted to only a few countries.
"The United States believes in Tunisia, is invested in its success and will work as a steady partner for years to come," Obama said.
The move recognises the country's democratic progress following its 2011 Arab Spring uprising.
Status as a non-NATO ally qualifies a country for certain privileges supporting defence and security cooperation but does not provide any security commitment to that country.
Other countries with the designation include Afghanistan, Argentina, Australia, Bahrain, Egypt, Israel, Japan, Jordan, Kuwait, Morocco, New Zealand, Pakistan, the Philippines, Thailand and Korea.
The White House has been discussing expanding the designation to other Arab allies.
Essebsi said Tunisia is still midway in its reforms and has a long road ahead, with threats coming from terrorists, anti-democracy forces and an unstable regional environment.
"We need the support of the US, and maybe the US needs Tunisia now," said Essebsi, who was elected in December.
Obama said it was important that the US and Tunisia became partners in counterterrorism and tried to stabilise Libya, which is divided between two rival governments in turmoil, enabling the rise of Libya's Islamic State in Iraq and the Levant (ISIL) branch.
Obama said the goal for Libya is that "we don't have a failed state, a power vacuum that ends up affecting the situation in Tunisia".
Obama's praise
ISIL claimed responsibility for a March terrorist attack at Tunisia's Bardo National Museum that killed 22 people, mostly foreign tourists.
Tunisians ended decades of one-man rule in 2011, overthrowing their longtime president, Zine El Abidine Ben Ali, after a street vendor, Mohamed Bouazizi, set himself ablaze after police confiscated his merchandise.
Obama praised Tunisia for inspiring a series of pro-democracy uprisings that became known as the Arab Spring and praised the country's progress since then in incorporating all parties, including women and minorities, in the governing process.
"It bodes well for Tunisia's future and the future of its children," he said.
Obama this year asked the US Congress for at least $100m in assistance for Tunisia, which would bring total support since the 2011 revolution to nearly $700m.
Obama said he would expand economic assistance so ordinary Tunisians could feel the benefits of the change.

Argentina is likely to become one of a small group of major non-NATO allies to the U-S according to a statement delivered by U-S Secretary of State Madeleine Albright on Wednesday.
Albright made the announcement at a press conference shortly before a meeting with Chile's Foreign Minister Jose Miguel Insulza.
The issue was one of many covered as journalists fired questions on the future of the U-S arms trade in Latin America, North and South Korean relations and Bosnia.
Argentina's likely status as a major non-NATO ally to the U-S was announced to the press on Wednesday by the U-S Secretary of State Madeleine Albright.
The status likely to be awarded to Argentina would place the country alongside Israel, Egypt, Japan, South Korea and Jordan.
Albright's indications followed Argentina's requests for non-NATO ally status during U-S General John Shalkikashvili's visit to the capital, Buenos Aires, last year

Albright was speaking at a conference also attended by Chile's foreign minister Jose Miguel Insulza.
The two were due to meet afterwards to discuss future Chilean-U-S relations.
Both Miguel and Albright made significant references to a recent decision by the U-S to trade arms to Latin American countries.
SOUNDBITE: (English)
"The sale of planes has been mentioned and again the first question is are you going to sell planes to Chile? We understand that this is a policy for the region."
SUPER CAPTION: Jose Miguel Insulza, Chile's foreign minister
The pair fielded questions from the press pack which turned to the subject of Bosnia and the continuing freedom of wanted war criminal Radovan Karadzic.
Albright rejected claims by Bosnian Serb President Biljana Plavsic, published in the London-based Financial Times newspaper, that the U-S had offered Karadzic refuge in a third country.
Plavsic claimed Albright had made the offer when the two met in Banja Luka on 2 June.
Albright stated a firm commitment on bringing Karadzic to trial at The Hague.
SOUNDBITE: (English)
"It is the policy of the United States to make sure that Mr. Karadzic goes to the Hague. That is where we believe war criminals belong, and as I have said, the statute of limitations on war crimes does not run out, and Mr. Karadzic's day will come."
SUPER CAPTION: US Secretary of State Madeleine Albright
Questions then turned to the subject of relations between the politically opposed nations of North and South Korea.
SOUNDBITE: (English)
"What we consider very important is that there is a dialogue between the North and the South and we want all this to take place within the framework of the four party talks. Recognition is something that is down the line because the important part here is to get a dialogue between the North and South."
SUPER CAPTION: US Secretary of State Madeleine Albright
On a separate issue, Secretary Albright referred to peace mediations in the Middle East.
Albright called on Palestinian leader Yasser Arafat to do all he could to halt violence in that region.
SOUNDBITE: (English)
"We consider that it is essential that the violence be stopped and everything be done by Chairman Arafat to make sure that the infrastructure of the terrorist groups be dismantled. And that he make 100 per cent effort in order to make sure that the terrorist activities do not take place."

Secretary Albright has indicated that she may make a trip to the Middle East to bring a major American peace initiative to the table.

The U-S may consider granting Argentina non-NATO military ally status, according to a senior State Department official.
U-S Secretary of State Madeleine Albright discussed the proposal when she met with Argentine Foreign Minister Guido Di Tella on Thursday in New York.
It was one of a series of meetings Albright had with the so-called Rio Group of 14 Latin American leaders and with individual Latin and South American ministers.
Latin American members of the Rio Group met on Thursday in New York with U-S Secretary of State Madeleine Albright and the U-S Ambassador to the United Nations, Bill Richardson.
The 14-member group discussed what it sees as the diminishing threat of an arms race in Latin America, according to a senior U-S official.
A U-S proposal to designate Argentina as a major non-NATO military ally was not discussed in the group meeting but raised in a separate meeting between Albright and Argentine Foreign Minister Guido Di Tella.
According to senior U-S officials, Albright told Di Tella that President Clinton is expected to ask Congress to consider granting Argentina non-NATO ally status.
In August, Albright indicated that Argentina was on track to get the designation approved.
Such status would give Argentina priority access to ammunition and spare parts, but not to advanced weaponry.
Other nations with such status include Israel, Egypt, Japan, South Korea and Jordan.
Chile has criticized the special status the designation would confer on its long-time rival, Argentina.
The issue is not believed to have come up in bilateral meetings Albright held with Chile's Foreign Minister, Jose Miguel Insulza.
Albright also held separate bilateral talks with the foreign ministers of Mexico and Brazil.
Officials revealed little information on what other topics were touched upon in the Rio Group session.
But it is likely the group discussed President Clinton's forthcoming visit to Venezuela, Brazil and Argentina starting on October 12, and the second Summit of the Americas in Chile next year.

The Netherlands (Dutch: Nederland, also commonly, but incorrectly, called Holland in English) is a European country, bordering Germany to the east, Belgium to the south, and France in the Caribbean as the Dutch territory Sint Maarten borders French territory Saint-Martin. The people, language, and culture of the Netherlands are referred to as "Dutch".
With over 16 million people on an area of just 41,543km², it's a densely populated country with its gorgeous capital Amsterdam being just one of many interesting cities. Once a great naval power, this small nation boasts a wealth of cultural heritage and is famous for its painters, windmills, clogs and notoriously flat lands. A modern European country today, it preserved its highly international character and is known for its liberal mentality. As a founding member of EU and NATO, and host to the International Court of Justice in The Hague, the Netherlands is at the heart of international cooperation. Its small size, welcoming attitude to travellers and many sights make it a unique and fairly easy to discover destination and a great addition to any European trip.
=====================
Belgium (Dutch: België, French: Belgique, German: Belgien) is a low-lying country on the North Sea coast in the Benelux. With the majority of West European capitals within 1,000km of the Belgian capital of Brussels, and as a member of the long-standing international Benelux community, Belgium sits at the crossroads of Western Europe. Its immediate neighbours are France to the southwest, Luxembourg to the southeast, Germany to the east and the Netherlands to the north.
Understand
Belgium is a densely populated country trying to balance the conflicting demands of urbanization, transport and industry with commercial and intensive agriculture. It imports large quantities of raw materials and exports a large volume of manufactured goods, mostly to other EU countries.

Latvia Adventure Travel: If you're yearning to hit Europe's untrodden jackpot, cash in your chips in Latvia (Latvija). Still undiscovered by the tourism masses, this sizzling Baltic sexpot is poised to become the continent's next A-list star. A country in transition, hellbent on shedding its stalwart old-Soviet image, the Latvia of today is vibrant, enigmatic and altogether mesmerising. Refreshingly unpretentious, Latvia manages to tantalise even the most jaded traveller. Many arrive expecting little and leave overwhelmed, certain they've uncovered long-buried treasure.
Latvian amber was known in places as far away as Ancient Greece and the Roman Empire. In the 12th century, German traders arrived, bringing with them missionaries who attempted to convert the pagan Finno-Ugric and Baltic tribes to the Christian faith. The Germans founded Rīga in 1201, establishing it as the largest and most powerful city on the eastern coast of the Baltic Sea. After independence in 1918, Latvia achieved considerable results in social development, economy, industry and agriculture. It has always been a multicultural melting point, where foreigners and locals worked together and brought prosperity to the country. On June 16, 1940, Vyacheslav Molotov presented the Latvian representative in Moscow with an ultimatum accusing Latvia of violations of that pact, and on June 17 Soviet forces occupied the country. Elections for a "People's Saeima" were held, and a puppet government headed by Augusts Kirhenšteins led Latvia into the USSR. The annexation was formalized on August 5, 1940. During the time of the Iron Curtain, Latvia was a province of the Soviet Union, but the concentration of heavy industry was enormous. Contacts with the West were regulated. The Baltic region had the reputation of being the most urbanized and having the highest literacy rate in the Soviet Union. Latvia gained independence on September 6, 1991. Between 1991 and 2007 the country saw unprecedented economic growth. However, the global recession and the banking crisis hit Latvia brutally, and severe economic contraction and destructively high unemployment have returned.
Because of a tribal past and divisions between occupying nations, there are regional differences between parts of Latvia which are interesting to explore.

TrackingPoint precision guided semi-auto firearms are available now in 3 different calibers starting at $7,495.
TrackingPoint's precision guided firearms system uses several component technologies:
Networked Tracking Scope: The core engine that tracks the target, calculates range and the ballistic solution, and works in concert with the shooter and guided trigger to release the shot.
Barrel Reference System: A fixed reference point that enables the networked tracking scope to make adjustments and retain zero over time. The barrel reference system is factory calibrated to a laser reference.
Guided Trigger: The rifle's trigger is hard-wired to the networked tracking scope. The networked tracking scope controls the trigger weight to eliminate trigger squeeze and shot timing errors.[7]
Field Software Upgradeable: Software can be uploaded to the scope to add capability.[8]
Heads Up Display (HUD): The HUD indicates range, wind, reticle, video storage gauge, zoom, and battery life, plus LRF icon, Wi-Fi on/off icon, compass icon, cant wheel, inclination wheels and off-screen indicators.
Recording: An integrated camera captures video and still images from the networked tracking scope and heads up display. Recorded images can be downloaded to a smartphone or tablet from the scope and transmitted via email or social media.
A rifle is a firearm designed to be fired from the shoulder, with a barrel that has a helical groove or pattern of grooves ("rifling") cut into the barrel walls. The raised areas of the rifling are called "lands," which make contact with the projectile (for small arms usage, called a bullet), imparting spin around an axis corresponding to the orientation of the weapon. When the projectile leaves the barrel, this spin lends gyroscopic stability to the projectile and prevents tumbling, in the same way that a properly thrown American football or rugby ball behaves. This allows the use of aerodynamically-efficient pointed bullets (as opposed to the spherical balls used in muskets) and thus improves range and accuracy. The word "rifle" originally referred to the grooving, and a rifle was called a "rifled gun." Rifles are used in warfare, hunting and shooting sports.
In most armed forces the term "gun" is incorrect when referring to small arms; in military parlance, the word "gun" refers to an artillery piece or crew-served machine gun. Furthermore, in many works of fiction a rifle refers to any weapon that has a stock and is shouldered before firing, even if the weapon is not rifled or does not fire solid projectiles (e.g. a "laser rifle").
A gun is a normally tubular weapon or other device designed to discharge projectiles or other material.[1] The projectile may be solid, liquid, gas or energy and may be free, as with bullets and artillery shells, or captive as with Taser probes and whaling harpoons. The means of projection varies according to design but is usually effected by the action of gas pressure, either produced through the rapid combustion of a propellant or compressed and stored by mechanical means, operating on the projectile inside an open-ended tube in the fashion of a piston. The confined gas accelerates the movable projectile down the length of the tube imparting sufficient velocity to sustain the projectile's travel once the action of the gas ceases at the end of the tube or muzzle. Alternatively, acceleration via electromagnetic field generation may be employed in which case the tube may be dispensed with and a guide rail substituted.

The 2004 South Asian Games(or 9th SAF Games) were held in Islamabad, Pakistan in 2004. Originally scheduled for 2001, these games were postponed in the wake of the 9/11 attacks on the United States in which the US later declared Pakistan a Major non-NATO ally. The slogan for these Games is "Rising Above".
The games in Islamabad were originally to be held in 2001, but they were inevitably rescheduled (with the location remaining unchanged) for March 29 through April 6, 2003, due to the invasion of Afghanistan. Afghanistan was invited for the games, however Bhutan and India withdrew.
The entire event was postponed once again due to the war against Iraq. Pakistan retained the organisational authority, despite Sri Lanka being offered to host the games for 2004. Nevertheless, the honour was returned to Sri Lanka as they were given the 10th edition for 2005 instead. The 9th edition was then rescheduled in Pakistan, for March 28 through April 6, 2004. (apologies for the poor video quality due to a technical problem with the recorder)
Thailand's status as a non-NATO ally of the United States is an extension of Cold War treaties in the 1950s, and founded on warm diplomatic relations first established in the 19th century. In the 1920s and 1930s, the US helped Siam tackle unequal treaties that had been imposed on it by predatory European powers. In late 1941, the US ducked a declaration of war issued by the government of Field Marshal Pibul Songkhram. After World War II, Americans helped keep at bay vengeful European colonial powers returning to Southeast Asia for the last gasps of Western colonialism. Thailand was a key ally to the US in Southeast Asia during the Vietnam War years, but relations reached a low point in 1975 when Indochina fell to communism leaving Thailand marooned in a sea of red. Even so, the US remained Thailand's most important foreign trading partner until it was overtaken by Japan in the 1980s and 1990s. The US is still important to Thailand in many ways, including defence arrangement that have included the annual Cobra Gold joint military exercises.
Despite talks of diplomatic pivots, Thailand like many countries in Asia has been dealing with a US seemingly distracted by developments in other parts of a post 9-11 world. Relations have also been strained by coups in 2006 and 2014 that triggered automatic censure protocols by the world's most powerful democracy. In January, Assistant US Secretary of State Daniel R. Russel made some critical, but predictable, comments about the kingdom's political situation during a talk at Chulalongkorn University. He ruffled feathers. Relations with China have meanwhile apparently warmed on all fronts. With a new US ambassador on the horizon, where do things stand in this rollercoaster relationship and what can we expect next?
The FCCT is pleased to welcome the following speakers:
Kasit Piromya was a career diplomat who served as foreign minister in the government of Prime Minister Abhisit Vejjajiva between 2008 and 2011. Previously, he served as ambassador to the US, Russia, Indonesia, Germany and Japan. Kasit was a member of the People's Alliance for Democracy, and has lately been giving thought to how Thailand's exceptionally fractious party politics can be mended and taken forward.
David Lyman is an icon of Thailand's American business community having served as president of the American Chamber of Commerce (AMCHAM). He is chief values officer at the law firm of Tilleke and Gibbins - a role that extends beyond legal matters to creating an ethical environment for business. A former submarine officer in the US navy, David has been active with the World Economic Forum's Davos Annual Meeting for 18 years. He is a member of the board of governors at the University of California, Hastings College of the Law.
Benjamin Zawacki is a member of the Council on Foreign Relations and was recently a visiting fellow in the human rights program at Harvard Law School. He is completing a book on Thailand's changing relationships with the United States and China, and the implications for human rights and geo-politics in Southeast Asia. Based in Bangkok, he was previously a researcher at Amnesty International and senior legal advisor at the International Commission of Jurists.

The Dark Side of Humanity: Violence and Corruption in Latin America (1991) During the Cold War era, the United States feared the spread of communism and, in some cases, overthrew democratically elected governments perceived at the time as becoming left-wing or unfriendly to U.S. interests. Examples include the 1954 Guatemalan coup d'état, the 1964 Brazilian coup d'état, the 1973 Chilean coup d'état and the support of the Nicaraguan Contras. The 1980s saw a shift of power towards corporations, and a polarization of the political election systems of many of the Latin American nations. As of late, several left-wing parties have gained power through elections, and Venezuela under the late Hugo Chávez and his successor Nicolás Maduro has been particularly critical of U.S. foreign policy; Nicaragua, Bolivia, and Ecuador currently have governments sometimes seen as aligned with Venezuela, while Cuba and the U.S. continue to have non-existent relations. Left-wing governments in nations such as Brazil, Peru, Paraguay, Argentina, and Uruguay are considerably more centrist and neutral; Argentina is a major non-NATO ally, but it is one of the most anti-U.S. nations in the world, having long since suspended its automatic alignment policy and distanced itself from the U.S., and is still embroiled in the Falkland Islands dispute with the U.K., the U.S.'s closest ally. The right-wing governments in Mexico, Panama, Chile, and Colombia have closer relations with the U.S., with Mexico being the U.S's largest economic partner in Latin America and its third largest overall trade partner after Canada and China. Thanks to the North American Free Trade Agreement (NAFTA) signed with Canada and Mexico in 1994, the United States enjoys virtual duty-free trade with Mexico. Since 1994, the United States has signed other notable free-trade agreements with Chile in 2004, Peru in 2007, and most recently Colombia and Panama in 2011. Americans of Hispanic or Latin American ancestry comprise more than 15% of the total population of the United States or more than 50 million people, the vast majority of which are of Mexican ancestry. All of Latin America is still part of the Organization of American States, and with the exception of Mexico (who withdrew by 2004), are currently bound by the Inter-American Treaty of Reciprocal Assistance. Tina Rosenberg (born April 14, 1960 in Brooklyn, New York) is an American journalist and the author of three books. For one of them, The Haunted Land: Facing Europe's Ghosts After Communism (1995), she won the Pulitzer Prize for General Non-Fiction and the National Book Award for Nonfiction. As a youth outside Lansing, Michigan, Rosenberg was active in her synagogue and regional Jewish youth groups, including a 1976--1977 term as Songleader for Michigan State Temple Youth. She earned her Bachelor's and Master's degrees from Northwestern University. In 1987 she won a MacArthur Fellowship, which she used to move to South America. Her experiences there led to her first published book, Children of Cain: Violence and the Violent in Latin America (1991). Rosenberg's work has appeared in The New Republic, The New Yorker, and The Washington Post. She is a fellow at the World Policy Institute and an editorial writer for The New York Times who frequently writes for The New York Times Magazine. Her latest book is Join the Club: How Peer Pressure Can Transform the World (2011).

The Movement Against U.S. Imperialism in Panama & Latin America (1990)

During the Cold War era, the United States feared the spread of communism and, in some cases, overthrew democratically elected governments perceived at the time as becoming left-wing or unfriendly to U.S. interests. Examples include the 1954 Guatemalan coup d'état, the 1964 Brazilian coup d'état, the 1973 Chilean coup d'état and the support of the Contra rebels in Nicaragua. The 1970s and 1980s saw a shift of power towards corporations, and a polarization of the political election systems of many of the Latin American nations.
Left-wing governments in nations such as Brazil, Peru, Paraguay, Argentina, and Uruguay are considerably more centrist and neutral; in 1998, Argentina was designated as major non-NATO ally, yet it is one of the most anti-U.S. nations in the world, having long since suspended its automatic alignment policy and distanced itself from the U.S., and is still embroiled in the Falkland/Malvinas Islands dispute with the U.K., the USA's closest ally.
The right-wing governments in Mexico, Panama, and Colombia have closer relations with the U.S., with Mexico being the U.S.'s largest economic partner in Latin America and its third largest overall trade partner after Canada and China.
The entirety of Latin America is still part of the Organization of American States, and with the exception of Mexico (who withdrew by 2004), are currently bound by the Inter-American Treaty of Reciprocal Assistance.

On November 4, 1903, the immediate support of the USA secured the Declaration of Independence of Panama from Colombia. In return, Panama signed the Hay–Bunau-Varilla Treaty three weeks later, granting the USA sovereign rights over the interoceanic canal that would be built the following year.
The evolution of the relation between Panama and the USA has followed the pattern of a Panamanian project for the recovering of the territory of the Canal of Panama, project which become public after the events of January 9, 1964, known in Panama as the Martyrs' Day (Panama), in which a riot over the right to raise the Panamanian flag in an American school in the vicinity of the Panama Canal.
The following years saw a lengthy negotiation process, culminating with the Torrijos–Carter Treaties in which the transfer of the Panama Canal to Panama was set to be completed in December 1999. The process of transition, however, was made difficult by the existence of the de facto military rule of Manuel Antonio Noriega in Panama from 1982 to 1989.
The 1977 Panama Canal Treaties entered into force on October 1, 1979. They replaced the 1903 Hay–Bunau-Varilla Treaty between the United States and Panama (modified in 1936 and 1955), and all other U.S.-Panama agreements concerning the Panama Canal, which were in force on that date. The treaties comprise a basic treaty governing the operation and defense of the Canal from October 1, 1979 to December 31, 1999 (Panama Canal Treaty) and a treaty guaranteeing the permanent neutrality of the Canal (Neutrality Treaty).
The details of the arrangements for U.S. operation and defense of the Canal under the Panama Canal Treaty are spelled out in separate implementing agreements. The Canal Zone and its government ceased to exist when the treaties entered into force and Panama assumed complete jurisdiction over Canal Zone territories and functions, a process which was finalized on December 31, 1999.
On December 20, 1989, in order to arrest Manuel Noriega, the United States invaded Panama. The military intervention helped to swear into power the winners of the elections of May 1989, President Guillermo Endara.

wn.com/The Movement Against U.S. Imperialism In Panama Latin America (1990)

America's Involvement With Israel, 1947 to the Present: Financial Cost of Aid (1993)

Military relations between Israel and the United States have been consistently close, reflecting shared security interests in the Middle East. A major purchaser and user of U.S. military equipment, Israel is also involved in the joint development of military technology and regularly engages in joint military exercises involving United States and other forces. The relationship has deepened gradually over time, though, as Alan Dowty puts it, it was "not a simple linear process of growing cooperation, but rather a series of tendentious bargaining situations with different strategic and political components in each."
During the early 1960s, the U.S. government sought to establish a regional arms limitation agreement in the Middle East. The initiative lost steam in early 1965 after it was disclosed that the U.S. had been indirectly supplying weapons to Israel via West Germany since 1962, under the terms of a 1960 secret agreement to supply Israel with $80 million worth of armaments. The remainder of the agreement was fulfilled publicly, following its disclosure by the U.S., with Israel receiving shipments of M48 Patton tanks in 1965 and A-4E Skyhawk attack aircraft in 1968.
U.S. policy changed markedly after the Six-Day War of 1967, in response to a perception that many Arab states (notably Egypt) had permanently drifted toward the Soviet Union. In 1968, with strong support from Congress, U.S. President Lyndon B. Johnson approved the sale of F-4 Phantom II fighters to Israel, establishing the precedent for U.S. support for Israel's qualitative military edge over its neighbors. The U.S., however, would continue to supply arms to Israel's neighbors, particularly Lebanon, Jordan and Saudi Arabia, in order to counter Soviet arms sales and influence in the region.
During the Yom Kippur War in 1973, the U.S. mounted a major airlift codenamed Operation Nickel Grass to deliver weapons and supplies to Israel. Over 22,000 tons of tanks, artillery, ammunition, and other materiel were delivered to aid the Israeli military in response to a large-scale Soviet resupply effort of the Arab states. The operation was paralleled by a large-scale sealift of some 33,000 tons of materiel and the transfer of 40 F-4 Phantoms, 36 A-4 Skyhawks and twelve C-130 Hercules transport aircraft to replace Israeli war losses.[11]
Bilateral military cooperation deepened under the Ronald Reagan administration in the 1980s. In 1981, U.S. Secretary of Defense Caspar Weinberger and Israeli Minister of Defense Ariel Sharon signed the Strategic Cooperation Agreement, establishing a framework for continued consultation and cooperation to enhance the national security of both countries. In November 1983, the two sides formed a Joint Political Military Group, which still meets twice a year, to implement most provisions of the MOU.[12] Joint air and sea military exercises began in June 1984, and the United States has constructed facilities to stockpile military equipment in Israel.
In 1987, the United States granted Israel the status of major non-NATO ally, enabling it to compete equally with NATO and other US allies for contracts and purchase advanced US weapons systems. Israel became the largest recipient of U.S. military aid in the world (see military aid below).[3] In 1988, Reagan and Israeli Prime Minister Yitzhak Shamir signed a memorandum of understanding to formalize and perpetuate the work of the bilateral US-Israel military, security and economic working groups.[12]
In an effort to prevent Israel from retaliating against Iraqi SS-1 Scud missile attacks during the Persian Gulf war of 1991, and thereby breaking up the US-Arab coalition, the US dispatched MIM-104 Patriot surface-to-air missile batteries to Israel. The effort met with very limited success, with less than 10% and perhaps as few as none of the Scuds fired against Israel intercepted successfully.

- The massacre of Ustica was in a plane crash that killed 81 people in the sky between the islands of Ustica and Ponza, Friday, June 27, 1980, when the airliner Douglas DC-9, I-code TIGI, took off from the airport Bologna, belonging to the Italian airline Itavia, he burst open in flight suddenly and disappeared into the sea.
After more than thirty years of investigations, many aspects of this disaster, including the causes themselves, have not yet been clarified.
The thesis discussed the massacre of Ustica over the years have generally divided between those close to an international conspiracy and those that support the terrorist attack (an explosive device placed in the toilets of veivolo), assuming the existence of a connection with the most famous Bologna massacre, which took place only 35 days later, and the airport which was taken off the plane dell'Itavia.
The hypothesis of the international conspiracy, although the military, and national allies, has ever received any report anomalies, because they might have been hidden, nor the wreck has never been found any fragments of missile, but only traces of explosives, provides a air war scenario that would lead to the fall of the DC-9 Itavia while he was in level flight on the route Bologna-Palermo.
The concealment and destruction of some records (Marsala, Licola, Grosseto) and some tapes (Marsala, Grosseto) that recorded the flight DC-9 IH870, in the face of the evidence produced by other similar records and tapes not concealable and not destroyed (Fiumicino, Satellite Russian), leads us to reflect on what really happened. In fact, if the disaster had clear causes (structural defect or bomb) would not have been necessary to conceal and destroy evidence of primary importance on the flight, as has been established by the conclusions of the judgment in Criminal Procedure No. 527/84 A GI The flight data recovered and destroyed by other national and international sources, the general alarm of air defense, launched by two Italian Air Force pilots could confirm the hypothesis according to which the accusatory DC-9 aircraft Itavia flight IH870 around which flew at least three planes, one of which at supersonic speed, was shot down by an airplane flying at supersonic speed, thesis proposal for the first time by the expert of the National Transportation Safety Board, John Macidull.

I have just had an excellent series of meetings with Chancellor Merkel and with ministers Steinmeier and von der Leyen. I thanked each of them for their personal commitment and leadership in our Alliance. We discussed the wide range of security challenges we face, and our plans for the NATO Summit in September.
Our summit takes place at a critical time. For 65 years, the NATO Alliance has helped bring peace and prosperity to the free countries of Europe. Today, more than at any time since the end of the Cold War, that is being put to the test. From Eastern Europe to North Africa and the Middle East.
So we must remain ready to keep our nations safe. To respond to any threat. To reinforce our network of partners around the world. To help keep the world stable and secure. And all allies must take their share of responsibility in keeping our transatlantic alliance strong.
I thank Germany for your leading role in Afghanistan. Your troops have done a remarkable job in the north of the country, as I saw for myself when I visited Mazar-e-Sharif. Across the country, security has created the conditions for a better Afghanistan and given the Afghan people the opportunity to develop their country and to decide their own future.
At the end of the year, we will end our combat mission and turn a new page in Afghanistan. Germany has again taken a leading role in offering to be framework nation in the new non-combat mission we are planning after 2014. Taking the lead in training, advising and assisting Afghan forces. Building on the many gains we have made.
Germany also plays a key role in keeping our collective defence strong. Both to our south, with a Patriot battery in Turkey, and to the east in the Baltic region.
In Szczecin in Poland, Germany is working closely with Poland and Denmark to enhance the readiness of NATO's Multinational Corps Headquarters. Contributing additional troops and turning it into a high readiness headquarters. This is a significant contribution to the strengthening our collective defence.
Germany's commitment to international peace and security is clear. And this level of commitment is particularly important now. With her actions in Ukraine, Russia has violated international law and torn up the rule book that has served Europe so well since the end of the Cold War.
Such behaviour cannot be allowed to return to Europe.
No one wants to turn away from our cooperation with Russia. But no one can ignore that Russia has violated the very principles upon which our NATO-Russia cooperation is built. And to which Russia herself was committed.
Germany has played a crucial role in the international response to Russia's actions. When Europe and the world needed you, you were there.
It is vital for Europe and the world that Germany remains strong. To provide not only political and economical pressure, but military presence as well.
So that no country can be in any doubt: If the rules are broken, if our freedom, our people and our borders are threatened, we will respond.
Of course, Germany's defence priorities are for Germany to decide. But I would urge you, as I urge every Ally to give increased priority to your defence. As European economies recover from the economic crisis, so too should our investment in defence.
Today, our world is more dangerous and more unstable than at any time since the end of the Cold War. By facing up to this reality, by investing in our own defence, and by standing together as one through the NATO Alliance, we will ensure our peace and security for another 65 years and beyond.

Tensions are rising between Ankara and Damascus following the latest fatal border incident in Turkey. But still the US and EU refuse to intervene militarily in Syria, despite repeated calls from NATO ally Turkey. The civil war in Syria has claimed more than 70,000 victims up to now. Is there a growing danger that the conflict envelops the region?
The twin bombings in the Turkish border town of Reyhanli on Saturday left dozens dead and have heightened tensions between Ankara and neighbouring Syria. Reyhanli is a hub for Syrian refugees and the Syrian oppostion. Turkish Prime Minister Recep Tayyip Erdogan has blamed Damascus for the attacks and has once more urged the United Nations to take action against the country's leader Bashar al-Assad.
US President Barack Obama is also coming under increasing pressure from Ankara and other NATO allies. This is not the first deadly bomb attack on Turkish soil. And Syrian refugees continue to flood into neighbouring states. How long can the West keep up its policy of non-intervention? And could some states and groups have an active interest in an escalation of the crisis?

Our guests:
Fawaz Tello - is part of Syria's secular opposition movement. He has been living in exile in Germany since 2012. Before that, he was a member of the Damascus Spring Movement. As a result of his political activities he was imprisoned by the Assad regime from 2001 to 2006. He is a founding member of the National Dialog Forum the most powerful liberal grouping, and assisted in establishing the National Council of the Damascus Declaration, the most extended movement inside Syria set up to advocate reform of the Syrian political system. He resigned from the Syrian National Council, criticising its lack of democratic reforms and disunity.
Robert Reid - he is Associated Press chief of bureau for Germany, Austria and Switzerland and has been a journalist for nearly 45 years, including about 15 years in the Middle East. During the US-led invasion of Iraq, he was a supervisory editor for the AP based in Doha and then spent the next six years as chief editor for the AP in Iraq. Later, he served as AP News Director for Afghanistan and Pakistan based in Kabul and was AP's chief editor for the Middle East based in Cairo before transferring to Berlin in 2012.
Günter Seufert - worked as a freelance author and journalist in the Turkish capital Istanbul for several years before joining the German Institute for International and Security Affairs in Berlin. He also worked as a researcher and lecturer at the University of Cyprus, the German Oriental Institute in Istanbul and at the University of Lausanne in France. He specializes in Turkish domestic and foreign policies.

Eric Draitser appears on WBAI 99.5 FM (NYC) for part 2 of his interview on imperialism in the world today. He describes in detail what the US and its neocolonial NATO allies are doing in Africa, with close attention to the grand strategy of militarily checking the economic influence of China. Draitser examines some of the volatile conflicts on the continent, attempting to trace how they relate to the US-NATO regional and global hegemonic agenda. From there, he provides his analysis of Syria and the US role in the rise of ISIS/ISIL, as well as Washington's militarization of Latin America in order to stifle its independence and growing alliances with the non-western world. Finally, Draitser touches on the current situation in Haiti and the grand strategy of containing China through the Asia Pivot and the Trans-Pacific Partnership. All this and much much more in this wide-ranging interview.
