The army seized power in a bloodless coup in 2014, toppling the remnants of the Puea Thai Party-led government of ousted Prime Minister Yingluck Shinawatra. Prime Minister Prayuth Chan-ocha, who as army chief led the coup, has ruled largely unchallenged since.
"This charter totally disregards the sovereignty of the Thai people," the Puea Thai Party said in a statement. "The true power belongs to agencies and mechanism which are designed to maintain the junta's power without checks and balances."
The National Reform Council (NRC) will vote on the draft on Sept. 6 and if it passes, it will be put to a referendum in January. It needs the support of just over half the NRC's 247 members.
Of particular concern is a proposal for a 23-member National Strategic Reform and Reconciliation committee dominated by the military that allows security to intervene in a time of crisis.
"Many provisions are contrary to international democratic principles and the rule of law," Puea Thai said.
Many politicians say they expect the charter to pass the vote but to be rejected in the referendum, which would mean the drafting process has to begin again, delaying an election the junta has promised for next year.
Some groups have held peaceful protests against the junta but opposition activists have largely gone to ground in recent weeks after authorities arrested some student activists.
Prayuth has, however, had to contend with criticism leveled at his administration's handling of Thailand's flagging economy and, more recently, slow progress in an investigation into a Bangkok bomb attack that killed 20 people, more than half of them foreigners.

Troops sealed off the parliament building throwing out staffers and a few lawmakers on Thursday.
The army gave no explanation for the action but Pakistan's military chief is reportedly seeking a way to restore constitutional democracy.
Analysts say Musharraf has a majority support of Pakistan's people.

Police and demonstrators clashed on the streets of Quito in Ecuador during the first day of a two-day national strike called to protest the government's economic policy.
The latest actions are the first to follow January's bloodless coup in which former President Jamil Malhuad was ousted over his controversial economic policies.
His successor, current President Gustavo Noboa, has pressed on with the reforms that his predecessor began.
Demonstrators taking part in the two day strike ran through the streets of Quito pursued by police wielding tear gas and guns.
But for the most part, the first day of a two day strike saw few incidents of violence in the rest of the country.
Students, opposition groups and even doctors participated in the strike to protest the current President, Gustavo Noboa plans to proceed with the previous government's plan to adopt the U-S dollar as the national currency.
There has been fierce from unions and indigenous groups.
But strike organisers were disappointed when the Indian Confederation of Ecuador (Conaie), which along with rebel soldiers organised the January coup, declined to join the strike.
However, that didn't stop opposition members from taking to the street.

Pakistan's prime minister Nawaz Sharif remains under house arrest, after troops loyal to Army Chief General Pervaiz Musharraf overthrew Pakistan's democratically elected government.
The bloodless coup was staged on Tuesday, just hours after Sharif made an announcement replacing Army Chief Musharraf, with his ally General Zia Uddin, the former head of Pakistan's secret service.
Pakistani troops took over state-run media and closed airports before announcing that the democratically elected government had been removed.
Troops cordoned off the prime minister's residence in Islamabad and took over the houses of several other top ministers - including Foreign Minister Sartaj Aziz and Information Minister Mushahid Hussein.
Other government buildings were also surrounded.
International phone lines out of the capital were cut, while television began broadcasting nationalistic songs and footage of Pakistani troops.
After news of the coup people gathered to read newspapers and watch TV in an attempt to find out what the army's plans for Pakistan are.

STORYLINE
Former Prime Minister Thaksin Shinawatra, deposed, exiled and allegedly corrupt, was poised for a comeback-by-proxy on Sunday as exit polls suggested his allies had won Thailand's post-coup election.
The outcome is likely to deepen the country's two-year political crisis.
Polls from Thailand's two leading polling agencies, however, differed on whether the pro-Thaksin People's Power Party had won an absolute majority in the 480-seat lower house of parliament.
The final results might still allow the PPP's opponents to form a coalition government.
Thaksin was ousted in a bloodless coup in September 2006, but retains widespread popularity among the rural majority.
PPP campaigned on a platform of bringing Thaksin back from exile in London to continue his populist policies.
Unofficial results were expected before midnight (1700 GMT) on Sunday in an election billed as a return to democracy after 15 months of military-backed government.
The top rivals for next prime minister are a study in stark contrasts.
People's Power Party head Samak Sundaravej, 72, is an acid-tongued, ultra-rightist, dubbed a political dinosaur by the local press.
He has been charged with involvement in corrupt deals while serving as Bangkok's mayor, but he is seen as Thaksin's proxy and his earthy style appeals to many.
Forty-three-year-old Abhisit Vejjajiva, who leads the Democrats, is regarded as an intelligent, honest politician but lacking the common touch needed to connect with the mass electorate.

Former Prime Minister Thaksin Shinawatra, deposed, exiled and allegedly corrupt, was poised for a comeback-by-proxy on Sunday as exit polls suggested his allies had won Thailand's post-coup election.
The outcome is likely to deepen the country's two-year political crisis.
Polls from Thailand's two leading polling agencies, however, differed on whether the pro-Thaksin People's Power Party had won an absolute majority in the 480-seat lower house of parliament.
The final results might still allow the PPP's opponents to form a coalition government.
Thaksin was ousted in a bloodless coup in September 2006, but retains widespread popularity among the rural majority.
PPP campaigned on a platform of bringing Thaksin back from exile in London to continue his populist policies.
Unofficial results were expected before midnight (1700 GMT) on Sunday in an election billed as a return to democracy after 15 months of military-backed government.
The top rivals for next prime minister are a study in stark contrasts.
People's Power Party head Samak Sundaravej, 72, is an acid-tongued, ultra-rightist, dubbed a political dinosaur by the local press.
He has been charged with involvement in corrupt deals while serving as Bangkok's mayor, but he is seen as Thaksin's proxy and his earthy style appeals to many.
Forty-three-year-old Abhisit Vejjajiva, who leads the Democrats, is regarded as an intelligent, honest politician but lacking the common touch needed to connect with the mass electorate.

The history of this event began in 1926, when a military coup established the Estado Novo, overthrowing the nascent First Republic of Portugal, a democratic government which had replaced Portugal's monarchy in 1910. Portuguese citizens chafed under the Estado Novo, but the end of this regime was ultimately brought about by the actions of the military, rather than the citizens. Military officers with left-wing inclinations masterminded their coup d'état in response to the sacking of a Portuguese general who spoke out against Portuguese colonial policy.
In the early hours of 25 April 1974, the Carnation Revolution began in the Portuguese city of Lisbon. The military forces quickly overwhelmed the government, sparking spontaneous demonstrations in the street, in which civilians ran out to mingle with the soldiers, despite orders to stay inside. At the time, carnations were flooding the famous central flower market of Lisbon, and many citizens put them into the gun barrels of the soldiers, inspiring the name "Carnation Revolution" to describe this event in Portuguese history.
In February 1974, Caetano determined to remove General António Spínola in the face of increasing dissent by Spinola over the promotion of military officers and the direction of Portuguese colonial policy. At this point, several left-wing military officers who opposed the war formed a conspiracy - the Movimento das Forças Armadas (MFA, "Armed Forces Movement"), to overthrow the government by military coup. The MFA was headed by Otelo Saraiva de Carvalho and joined by Salgueiro Maia. The movement was significantly aided by other officers in the Portuguese army who supported Spinola and democratic civil and military reform. Some observers have speculated that Francisco da Costa Gomes actually led the revolution.
There were two secret signals in the military coup: first the airing of the song "E depois do adeus" by Paulo de Carvalho, Portugal's entry in the 6th of April 1974 Eurovision Song Contest, which alerted the rebel captains and soldiers to begin the coup. Next, on April 25, 1974 at 12:15 am, the national radio broadcast Grândola, Vila Morena, a song by Zeca Afonso, a progressive folk singer forbidden on Portuguese radio at the time. This was the signal that the MFA gave to take over strategic points of power in the country and "announced" that the revolution had started and nothing would stop it except "the possibility of a regime's repression".
Six hours later, the Caetano regime relented. Despite repeated appeals from the "captains of April" (of the MFA) on the radio inciting the population to stay at home, thousands of Portuguese descended on the streets, mixing themselves with the military insurgents. One of the central points of those gathering was the Lisbon flower market, then richly stocked with carnations, which were in season. Some military insurgents would put these flowers in their gun-barrels, an image which was shown on television around the world. This would be the origin of the name of this "Carnation revolution". To clarify the above context, this was not a popular revolution but a military coup- there were no mass demonstrations by the general population prior to the coup.
Caetano found refuge in the main Lisbon military police station at the Largo do Carmo. This building was surrounded by the MFA, which pressured him to cede power to General Spínola. What’s up with North Korea?
In 2013, we saw Kim Jong-un create a worldwide sensation despite being the head of a small, 25 million strong society. In recent months, we’ve seen an uptick in activity: missile launches, threats against South Korea, top level culls, and once more, problems at the Kaesong Industrial Complex.
Joining me is Adam Cathcart, a historian focusing on Chinese and North Korean relations the University of Leeds. He’s also the co-editor of Sino-NK, a collective of young scholars focusing on Korean and Chinese sources.

Is confrontation in the South China Sea Unavoidable?
For the past year, there's been a steady build-up of activity on China's part inside its self-declared Nine Dash Line. There was the deployment of an oil rig inside Vietnam's established Exclusive Economic Zone, the bullying of weaker ASEAN members, and of course, the unprecedented land reclamation efforts that have quadrupled in recent months. We may now be entering a new phase as tensions in the region increases.
