For the last hundred years or so, it seemed that one important ingredient for running an economically successful country was a western-style democratic government. All evidence pointed to the idea that capitalist representative democracies made for the best economic outcomes. It turns out that isn't the only way to succeed. In the last 40 years or so, authoritarian capitalism as it's practiced in places like China and Singapore has been working really, really well. John is going to look at these systems and talk about why they work, and he's even going to make a few predictions about the future. Also, thanks for watching this series. China and Russia share traits common to authoritarian regimes: Both subordinate the rule of law to the interests of the top leaders in staying in power; both violate human rights; both, corruption is ubiquitous; and in both there is a powerful nexus between business and the state.
The two states differ, however, in that Russia under Presidents Putin and Medvedev is a "hybrid" authoritarian regime, because of the presence of democratic institutions, such as competitive parties and multiparty elections. These are, to be sure, greatly restricted, but they are also not a facade. They are important because they suggest that in principle norms of democracy are accepted, meaning that there is a possibility, however remote at this time, of movement towards fuller democracy. In contrast, China's authoritarian rulers disavow any intentions to move towards democracy as understood in the West, in Taiwan, Japan, or India. Their concept of democracy is essentially consultative. At the same time, China's authoritarian rule is "soft" in some ways and in others it is "hard."
Another crucial difference is that, in contrast to Russia, China's rulers derive legitimacy from their highly successful developmental efforts, which, if anything, have strengthened Party rule. In Russia, large parts of the state bureaucracy and of business are oriented towards the extraction of resources rather than towards development.

Thomas Bernstein earned his doctorate at Columbia University. He taught at Yale and Indiana universities before returning to Columbia in 1975. He taught there for the next three decades. He is a specialist on comparative politics, with a focus on China as well as on communist systems generally. Comparative studies include analysis of the collectivization of agriculture in the Soviet Union and China and of the two famines that each country experienced in the l930s and late l950s. Work on China includes Up to the Mountains and Down to the Villages: The Transfer of Youth from Urban to Rural China (1977) as well as book chapters on the Mao era, on growth without liberalization, democratization, and on education. Most of his recent writings have focused on various aspects of state-peasant relations in China's reform period. Together with Professor Xiaobo Lu, he co-authoredTaxation without Representation in Contemporary Rural China (2003). He also wrote a case study for the PEW Intitiative in Diplomatic Training, "The Negotiations to Normalize US-China Relations" (1988). He recently co-edited (with Huayi Li) China Learns from the Soviet Union, 1949-Present. He serves on the editorial boards of Comparative Politics, China Quarterly, and China: An International Journal.

The past few years have marked the beginning of a tumultuous period for global governance. Across the world, we have seen threats to international order and a disruption of longstanding political norms and values as authoritarians get smarter and persist undeterred. With authoritarianism on the rise in many of the world’s most strategically important regions, new questions emerge regarding the diffusion of power, the rise of sometimes violent nonstate actors, and the future role of the nation-state. Developing an appropriate strategy for the advancement of human rights and the support of nonviolent civil resistance movements is thus proving to be one of the most challenging policy dilemmas for the United States and other democracies.
On April 21, the Atlantic Council will be hosting a public discussion of these challenges in recognition of the release of its forthcoming publication, Is Authoritarianism Staging a Comeback? This discussion will feature multiple leading experts on nonviolent civil resistance and authoritarian states, and will explore the range of issues and case-studies examined within this book of essays.
Atlantic Council CEO and President Mr. Frederick Kempe will begin by moderating a discussion on countering authoritarianism between Dr. Peter Ackerman, Dr. Paula Dobriansky, and Mr. Damon Wilson. This will be followed by a discussion of the issues raised in the book itself, featuring Adm. Dennis Blair (USN, Ret.), Dr. George A. Lopez, and Dr. Regine Spector, moderated by Dr. Mathew Burrows and Dr. Maria J. Stephen.

Steven Levitsky, professor of government at Harvard University, examines the phenomenon of competitive authoritarianism—the replacement of totalitarianism with regimes that conform to the external standards of democracy but retain many of the qualities of autocracy. In the 1990s, after the collapse of the Soviet Union, the West came to expect the establishment of democracy in countries around the world. Many nations—particularly those with less international leverage—could not afford to maintain dictatorships. However, the international community did not closely monitor these transitions to "democracy," and newly formed competitive authoritarian regimes often fell into place. Steven Levitsky, professor of government at Harvard University, examines the phenomenon of competitive authoritarianism—the replacement of totalitarianism with regimes that conform to the external standards of democracy but retain many of the qualities of autocracy. In the 1990s, after the collapse of the Soviet Union, the West came to expect the establishment of democracy in countries around the world. Many nations—particularly those with less international leverage—could not afford to maintain dictatorships. However, the international community did not closely monitor these transitions to "democracy," and newly formed competitive authoritarian regimes often fell into place. In the past we've tried opening up the channel to comments, but we found that a very high number of episodes wound up being flooded with a combination of spam, long winded apologists, and various obscene or misogynistic comments directed at various hosts by people with an axe to grind. This seems to be the nature of YouTube comment sections, in our experience.
We do moderate the blog, the same way that we moderate chat during the show, as well as comments on our Facebook group. For comment sections that are "officially" associated with our show (and, to a much lesser extent, channels that may give the unintended appearance of being official), we prefer not to play host to straight up ad hominem attacks and bigotry. As a general policy we do not block commenters simply on the basis of disagreement with our point of view. However, we do prefer discussion environments that don't actively chase off more reasonable contributors.

Podstatná část prezentace je zaměřena na měřicí nástroj konceptu Right Wing Authoritarianism – RWA škálu – a jeho testování v českém prostředí. To se uskutečnilo v roce 2013 v šetření Naše společnost Centra pro výzkum veřejného mínění (CVVM) a jednalo se o dosud jediné šetření využívající tuto škálu v České republice. Vzhledem k tomu, že RWA škála byla vyvinuta v americko-kanadském kulturním prostředí a že současné kvantitativní paradigma v sociálních vědách upřednostňuje interkulturní srovnání před vyvíjením dalších, národně specifických měřicích nástrojů, bylo cílem měření autoritářství v dotazníku CVVM prověřit užitečnost RWA škály v našem prostředí. Jako kritérium funkčnosti RWA škály v ČR byla v naší analýze zvolena konstruktová validita. Data CVVM ukázala, že to, co se v americkém a kanadském prostředí ukazuje jako jedna celistvá dimenze autoritářství, jsou v případě České republiky dva nezávislé konstrukty. Z tohoto závěru vyplynulo, že v České republice nelze RWA škálu prakticky používat.

"Anti-immigrant sentiment has found a home in political platforms across the nation and on both sides of the aisle. One such politician is Wisconsin Governor and 2016 Republican candidate Scott Walker. Walker is, like his peers, an absolute disaster in nearly every respect. In typical Republican form, Walker cries out that “government is too big” while simultaneously supporting “right-to-work” laws, bans on abortions after twenty weeks, and a massive federal immigration apparatus.
As detestable as some of these other viewpoints are, his stance on trans-national migration evinces an even more pronounced conflict between his self-professed love of liberty. Not only does Walker advocate traditional Republican nativist busybodism – a border fence, national ID system, substantially increased ICE presence – he actually agrees with Trump that the federal government should restrict legal immigration during times of economic hardship.
He claimed in an interview with Glenn Beck that American immigration policy should be directed toward “protecting American workers and American wages”.
Unflinching nationalistic populism like this would make a great deal of sense coming from Bernie Sanders, but an anti-labor conservative professing to be interested in protecting American workers and wages is almost certainly Walker’s rhetorical attempt to whitewash his corporatist intent."

STORYLINE
President Vladimir Putin called on the world's media on Friday to play a responsible role in the fight against terrorism, and said the media could not just be passive observers in the face of terrorist threats.
Speaking at a conference of international news agencies and journalists, Putin defended the radical political changes he announced after the Beslan school hostage crisis, saying the United States and other countries had also made serious changes to their systems following the September 11th 2001 attacks.
"I'm convinced that in the condition of a global terrorist threat, that when people are being killed, the mass media cannot be simply observers" Putin said.
"We do not have the right to forget. Terrorists cynically used the possibility of the media to strengthen many times the psychological and informational influence during the seizure of hostages and the conduct of other terrorists acts," he said.
Putin lashed out at foreign media that called the Beslan attackers anything other than terrorists or murderers.
Nearly 340 children and adults were killed in the September 1-3 siege of School No. 1 in Beslan.
Putin took the occasion to assert that Russia was committed to democratic principles.
His words follow criticism that he is using the terror attacks as an excuse to return to an authoritarian system.
In response to a question at the World Congress of News Agencies concerning Iran, Putin declared that he was "convinced that Iran does not need nuclear weapons. With them in possession, none of the problems confronting Iran, including the security issues in the region, can be resolved," said Putin.

Abstract:
The uprisings that spread across the Middle East in 2011 created new hope for democratic change in the Arab world. Four years later, the euphoria that greeted the Arab uprisings has given way to a far more somber mood, a recognition of the limits of mass protests to bring about political change, and acknowledgement that the region's entrenched authoritarian regimes are more resilient than many protesters imagined. Yet in responding to the challenge of mass politics, authoritarian regimes in the Middle East have not simply shown their resilience. In adapting to new challenges they have also changed, giving rise to new and more troubling forms of authoritarian rule, suggesting that the turmoil of recent years may be only the beginning of an extended period of political instability, violence, and repression in many parts of the Middle East.
Speaker Bio:
Steven Heydemann serves as the vice president of Applied Research on Conflict at United States Institute of Peace. Heydemann is a political scientist who specializes in the comparative politics and the political economy of the Middle East, with a particular focus on Syria. His interests include authoritarian governance, economic development, social policy, political and economic reform and civil society. From 2003 to 2007, Heydemann directed the Center for Democracy and Civil Society at Georgetown University. From 1997 to 2001, he was an associate professor in the department of political science at Columbia University. Earlier, from 1990-1997, he directed the Social Science Research Council’s Program on International Peace and Security and Program on the Near and Middle East. Heydemann is the author of Authoritarianism in Syria: Institutions and Social Conflict, 1946-1970 (Cornell University Press, 1999), and editor of Networks of Privilege in the Middle East: The Politics of Economic Reform Revisited, (Palgrave Press, 2004), and War, Institutions and Social Change in the Middle East (University of California Press, 2000).

I think it is true that the system created in the USSR and so on was merely replacing one hierarchy with another, however unlike anti-communists I do not believe it follows from this that hierarchy is somehow inevitable or written into our genetics. Hierarchy is, however, written into the state.
