In 1991 when India was on the brink of an economic collapse, the then Prime Minister of India, the shrewd polyglot P V Narasimha Rao, pulled off a masterstroke when he appointed Manmohan Singh, an Oxford educated economist who had served in various roles in the government as a bureaucrat as the Finance Minister. Taking a radical turn from Nehru's socialistic economic model, Manmohan Singh opened up the Indian markets with reforms that heralded the rebirth of the nation. In 2004, when Sonia Gandhi, much to everyone's surprise, decided not to occupy the PM's chair, she decided to appoint Manmohan to the top post. And thus began the UPA era. While the plan to have Sonia Gandhi handle the tribulations of coalition politics, it was decided that Manmohan would handle the administration. The dual centre model of power was fraught with peril and while UPA-I did see India touching unprecedented growth rates, UPA-II woul see Indian economy hitting the doldrums apart from being hit by a series of scams, unprecedented in both their scale and complicity of the government. Manmohan leaves behind a mixed legacy. While his crtics will continue to maintain that he was a rubber stamp Prime Minister, his supporters, though few in number, will credit him for his hard stance on the Indo-US nuclear deal. After heading the country for ten years, Manmohan Singh gets set to retire from politics and it is time to wish the Prime Minister goodbye.

(Singh A:) "This is a mandate for change, for strengthening the secular foundations of our republic, to carry forward the process of social and economic change which benefits the poorest sections of our communities particularly our farmers, our workers and to ensure we have a development strategy which is an inclusive strategy which empowers our people to realise their vast latent development potential."

STORYLINE:
Oxford-educated economist Manmohan Singh, the eldest of 10 children born to a poor fruit-seller, became on Saturday India's first
prime minister drawn from the country's minority Sikh religion.
Singh, 71, shot to prominence as finance minister beginning in 1991, when India, burdened by an unsustainable fiscal deficit of close to 8.5 percent of gross domestic product, was on the verge of economic collapse.
Today, India's economy is roaring back, with GDP chugging along at an annual growth rate of 8 percent.
Politicians and economists on all sides credit Singh with setting the turnaround in motion, though some of the communists who will be supporting his Congress party-led coalition from the outside fought many of his policies.
But Singh believes the free market can't be counted on to help India's poorest, and promised "growth with a human face."
Besides the economy, Singh's government will face tough step-by-step negotiations with rival neighbour Pakistan to end five decades of violence and animosity, aiming to resolve their conflicting claims to the Himalayan region of Kashmir.
Pakistani officials arrive in India on Monday night for the next set of talks on measures to handle the two nations' nuclear weapons.
Singh was educated at Punjab University; Oxford, where he earned his Phd. in economics; and Cambridge.
He taught for nine years at Punjab University, then the Delhi School of Economics before joining the government as chief economic adviser, finance secretary and governor of the central bank.
Singh has never won an election, and is not a member of the most powerful lower house of Parliament, the Lok Sabha. He qualifies to be prime minister because he is an appointed member of the upper house, the Rajya Saba.
Other prime ministers in his position have sought election within six months from a safe Lok Sabha seat held by a party colleague, but in the hectic days of working to form a coalition government, Singh has yet to say if he will do the same.

The coal scam came back to haunt ex-Prime Minister Manmohan Singh who was on Wednesday (March 11) summoned as an accused in the case by a special CBI court which observed that he was "roped" into a criminal conspiracy to "accommodate" a major private company in coal block allocation. An "upset" Singh, who became only the second former Prime Minister to be summoned as an accused in a criminal case after P V Narasimha Rao, reacted to the embarrassment by stating that he was open to legal scrutiny in the matter that pertains to 2005 when he also held the Coal portfolio. "I hope in a fair trial I will prove my innocence," said the 83-year-old Singh whose government had been rocked by the Coal scam highlighted by the CAG report in 2012 which projected a loss of Rs. 1.86 lakh crore to the exchequer. Also summoned as accused in the case were industrialist Kumar Mangalam Birla, whose HINDALCO company was controversially allocated Talabira-II in Odisha in 2005, the company itself and two of its officials Shubhendu Amitabh and D Bhattacharya besides former Coal Secretary P C Parakh. Special CBI judge Bharat Parashar has asked Singh and the other five accused to appear before him on April 8. Narasimha Rao had been made an accused and chargesheeted in three different cases including the JMM MPs bribery case in 1996 but was subsequently acquitted. CBI had sought closure of the case against Birla and others but the court had rejected the closure report and directed examination of Singh by the investigators.In a 73-page detailed order, judge Parashar said "...prima facie it is clear that the impugned criminal conspiracy which was initially conceived by Shubhendu Amitabh and D Bhattacharya and Kumar Mangalam Birla and M/s HINDALCO was carried out further by roping in P C Parakh, who was Secretary (Coal), and thereafter the then Minister of Coal, Dr Manmohan Singh." The order said that from the nature of action of the accused, it was prima facie clear that though Parakh and Singh were playing different roles, "there was a concerted joint effort to somehow accommodate M/s HINDALCO in Talabira-II, coal block. "It was the central common objective of the impugned criminal conspiracy known to all concerned." If found guilty, the accused may face punishment of upto life imprisonment as the court has taken cognisance of offences of criminal conspiracy, criminal breach of trust by public servants or by banker, merchant or agent under the IPC and under provisions of the Prevention of Corruption Act.

within Congress. Will...

Q. Ajay Kaul: After assembly election, much churning is going on
within Congress. Will there be a change of guard?
PM: Congress president has already answered that question. We will
announce a Prime Ministerial candidate at the appropriate time.
Q. Pankaj Pandey: Congrats on 2 terms. There have been repeated
allegations of corruption in UPA 1 and 2
PM: as far as charges of corruption are concerned, most of them are
concerned with the period of UPA 1 . Coal block allocation as well as
2G spectrum allocation were during UPA 1. We went to the electorate
with our performance and people of India gave us a mandate for another
term. These allegations were raised by the media, sometime by the CAG.
We must remember that these did not pertain to UPA 1
Q. Rajeev Deshpande: Allegations of corruption.
PM: Well I feel somewhat sad because I was the one who insisted that
spectrum allocations should be transparent, fair and equitable. I was
the one who insisted that coal blocks be allocated through auctions.
This has been forgotten. Opposition has vested interests. Media plays
these things up. When the the history of this period is written, we
will come out unscathed. I do not say there were no irregularities.
But these were exaggerated by the media, by the CAG.
Q. Pallavi Ghosh: You rule yourself for third term, Will Rahul Gandhi
be the PM candidate?
PM: Well, I have indicated in my opening remarks that I am not going
to be a candidate for Prime Ministership if UPA comes to power. Rahul
Gandhi has outstanding credentials to be nominated as the presidential
(prime ministerial) candidate.
Q. Zee News: contest between Modi and Rahul Gandhi?
PM: I have full confidence that the next prime minister will be from
the UPA coalition. Without discussing the merits of Narendra Modi, i
feel it will be disastrous for the country to have Narendra Modi as
the prime minister.
Q. Maneesh Chibber: BJP and Modi's charge is that you have been a weak PM, d
PM: Well I do not believe I have been a weak PM. the bjp and its
associates might say whatever they like but if by strong leadership
they mean you preside over the mass massacre on the streets of
Ahmedabad, I do not belive that this is strong leadership.
Q. You gave yourselve 7/10 in 2005, how would you rate yourself on a
scale of 10?
PM: it is for you people to check me. I feel we have done reasonably
well. The growth has been taken forward despite international crisis,
eurozone crisis, what has happened in Brazil, South Africa. I dont
think our experience can be called not successful.
Q. Saba Naqvi: Arvind Kejriwal
PM: Well people of India have reposed confidence in AAP party in
Delhi. Time will tell if this experience is capable of delivering. It
is only one week. Let us give them time
Q: Venkat: Sri Lankan Tamil issue, TN Fishermen
PM: Well it is not true that we are not concerned about the well-being
of the Tamil population in Sri Lanka. We have urged the SL government
to address genuine aspirations of the people of Sri Lanka...There is
now an opportunity of government of Tamil Sri Lanka and government of
TN can work out an arrangment for fishermen.
Q. Liz Mathew: best and lowest moment
PM: I will need time to reflect on this. Best moment was when we werew
able to strike nuclear deal with US, which ended our nuclear apartheid
and use nuclear power for the country's progress.
Q. Aam Aadmi, Kejriwal?
PM: Corruption is an issue and certainly AAP has been able to make a
success of their emphasis on corruption. Time will tell how well they
do.
Dealing with corruption is not an easy issue. We must grapple with the
task of dealing with corruption. This is not a task that one party can
accomplish. Various parties have to come together to tackle this
monster.
Q. Kerala: Kasthurirangan report, LPG prices
PM: Well as far as the Kasturirangan report is concerned, it is still
in the phase fo being discussed with state governments. As far as
increasing the cylinders, no decision has been taken.
Q. Sanjay Mishra Amar Ujala: Sikh riots
PM: Well if you are talking about the Sikhs who suffered in the 1984
riots, our government has done a lot. I used the opportunity of a
discussion in Parliament, to apologise for what had happened. We
provided compensation, even though no compensation is enough for such
loss and suffering.
Q: Industry criticism
PM: There were domestic factors. but more important was the role of
international factors. First global slowdown of 2008-09, then the
Eurozone crisis.
Q. Growth momentum. price rise.
PM: We will certainly make every effort. Our vice-president Rahul
Gandhi convened a meeting of CMs of Congress states to discuss means
to check price rise
Q. Will Modi's dream of a Congress-Mukt Bharat be fulfilled?
PM: I sincerely believe that what Mr Narendra Modi is saying is not
going to materialise.
