STORYLINE
Iraqis expressed dissatisfaction on Saturday that an ex-US soldier who raped and killed a 14-year-old Iraqi girl and murdered her parents and sister, while serving in Iraq, did not receive the death sentence.
Steven Dale Green faces life in prison because jurors couldn't agree on the death penalty. He was tried in civilian court in the United States because the Army had granted him an early discharge before he was arrested for the 2006 killings.
Several fellow soldiers were also involved, but were tried in military court.
In March 2006, after an afternoon of card playing, sex talk and drinking Iraqi whiskey, Green and three other soldiers went to the home of 14-year-old Abeer Qassim al-Janabi near Mahmoudiyah, about 20 miles (32 kilometres) south of Baghdad.
Green shot and killed the teen's mother, father and sister, then became the third soldier to rape her before shooting her in the face. Her body was set on fire.
His attorneys never denied his involvement, instead focusing on building a case that he didn't deserve the death penalty.
Former US Marines and other soldiers who served with Green, of Midland, Texas, testified that he faced an unusually stressful combat tour in Iraq's "Triangle of Death" with a unit that suffered heavy casualties and didn't have sufficient leadership.
But some veterans say that's no excuse, no matter what Green went through.
The combat stress defence also rang hollow to Iraqis who were shocked and disappointed that Green was not condemned to die.
"This sentence is too little for him. He should be brought here and put to death in the same place as he committed his crime," said Mahmoud Salih Jadou, head of the tribe of the area.
"He must be sentenced to death to be an example for the American soldiers who do such things," Bassim Shakir, a resident from Mahmoudiyah:
Green's attorneys said in a statement after the sentencing that if the military ignored the effects of combat stress among soldiers, "we are certain a tragedy like this will occur again in the future."
This week, the US Defence Department announced a new campaign featuring the stories of soldiers who are getting mental health treatment to show that seeking help was not a career-ending move.

STORYLINE:
Tens of thousands of Iraqis marched through the streets of Basra on Monday to mark the fourth anniversary of Saddam Hussein's fall.
The rally marks four years since U.S. Marines and the Army's 3rd Infantry Division swept into the Iraqi capital, 20 days into the US-led invasion of Iraq.
In Nasariyah, similar numbers marched through the streets to demonstrate against the four years of US-led occupation.
The rally was called by powerful Shiite cleric Muqtada al-Sadr to protest at the continuing occupation of Iraq by US-led forces.
Al-Sadr commands an enormous following among Iraq's majority Shiites and has close allies in the Shiite-dominated government.
Thousands of demonstrators also marked the anniversary in the holy city of Najaf, 160 kilometres (100 miles) south of Baghdad.
Security was tight across Iraq, with a 24-hour ban on all vehicles in Baghdad which started at 5 a.m.
The government quickly reinstated Monday as a holiday, just a day after it had decreed that April 9 no longer would be a day off.

Militants in Iraq waging a campaign to derail Sunday's election on Wednesday carried out at least six car bombings and a flurry of other attacks on schools to be used as polling stations, political party offices and Kurdish sites, killing or
wounding more than two dozen people.
Just four days before the elections, clashes were reported between US troops and rebels in Ramadi, 112 kilometres (70 miles) west of Baghdad.
It began when militants attacked a US patrol with rocket-propelled grenades, residents said.
One Iraqi was killed and two were wounded, according to doctors at Ramadi General Hospital.
A bomb also exploded in front of a civil administration building in Tikrit, hometown of the ousted Saddam Hussein, 190 km (118 miles) north of Baghdad, just before Iraq's interim Prime Minister Ayad Allawi paid a visit there.
Police said there were no casualties. Wreckage of a car bomb could be seen at the scene.
In Baqouba, gunmen opened fire on the local headquarters of the Communist Party and a major Kurdish party, killing one Iraqi policeman.
There was no word on casualties in those shootings.
And in the tense Iraqi town of Riyadh, about 60 kilometres (40 miles) southwest of Kirkuk, at least five people were killed when three car bombs went off in rapid succession.
Three of the dead were policemen.
The bombs, which exploded at a police station, in front of the mayor's office, and along a road used by US troops, also left nine people wounded.
In the capital, an improvised explosive device was believed to be the cause of a blast on the dangerous road to Baghdad airport, which appeared to target a US military convoy, eyewitnesses said.

The Governor of Nineveh says he's more confident that Mosul can be taken back from Islamic militants, now that a new prime minister is in place in Baghdad.
Atheel al-Nujaifi says the time has come to try to take control of Iraq's second city - and has warned that any delay will only "benefit" the Islamic State.
Mosul special forces carry out a practice drill.
They're training - alongside volunteer soldiers - at the Nineveh Liberation Base in Duburdan, just 34 Kilometres (21 miles) from their former home of Mosul.
Islamic militants have controlled the city since June, grabbing it during their lightning advance across northern Iraq.
The Iraqi military virtually crumbled when confronted by the group and hundreds of thousands fled the city - mainly heading to the northern Kurdish region of the country.
But now, the Governor of Nineveh says they might be turning a corner and hopes Mosul will soon be back in Iraqi government hands.
Atheel al-Nujaifi says he's seen a change in attitude since prime minister Haider al-Abadi took office.
Al-Nujaifi has helped to organise a large group of hundreds of local security forces and tribal fighters - a majority of them Sunnis - from throughout Nineveh, including police officers from Mosul, who are being trained in a series of camps outside of Islamic State group controlled territory.
The forces have received scant support up until now but the Governor hopes that will change with the new government, which he says he doesn't want to "undermine."
"There is no doubt that there is a big difference after al-Abadi took power as Prime Minister. There is a big difference now from when Maliki was in charge. I think that Abadi really wants to help the people of Mosul and the governorate of Nineveh," he says.
"But until now we haven't received more than promises. We think there are a lot of problems in Baghdad that are preventing us from being supported. The lack of budget and not enough weapons to send by Baghdad."
International action has helped. The US began launching airstrikes on the 8 August and has since conducted at least 22 strikes around the city of Mosul alone.
Since then, Britain, France, the UAE, Qatar and Jordan, amongst others, have joined the coalition.
But Atheel al-Nujaifi says it's as much an ideological battle as it is a ground offensive.
He calls on Sunni Arab States to lead the fight.
"In regard to Arab countries such as the Emirates, Jordan, Egypt, Saudi, Qatar, and Turkey we need their help and also we need them to step up their fight against the Islamic State's ideology. The war with the Islamic State isn't only a ground war it is also an ideological war. I think that all of the Sunni Arab States must fight the Islamic State ideologically because we face a dangerous situation where the conditions are ripe for these ideas to spread that's why these country must be involved in the war."
At home, he will attend the Arab Conference to Combat Terrorism and Extremism, which starts in Irbil tomorrow.
It will bring together leading Sunni politicians, governors, and Tribal leaders from across Iraq to discuss how to defeat the militants as well as reversing the groups gains from earlier this year.
In November, the coalition conducted a series of airstrikes targeting a gathering of Islamic State leaders near Mosul.
A convoy consisting of 10 Islamic state armed trucks was destroyed in the raid.
But despite the airstrikes, Sunni militants have continued to carrying out deadly bombings targeting Iraqi security forces and civilians.
Sectarian troubles have once again started to bubble to the surface - militias have been formed down sectarian lines and atrocities and reprisals have been allegedly committed by the differing sects.
He does however, want one thing made clear.

STORYLINE:
Gunmen killed an Iraqi journalist working for a US-funded television station and his son in the southern city of Basra on Wednesday as post-election violence continued.
Abdul Hussein al-Basri, the correspondent of Al-Hurra TV station, was killed along with his son as they left their home in the Maqal area of Basra, 550 kilometres (340 miles) southeast of Baghdad.
The US launched Al-Hurra (The Free) in February 2004, and it was tailored for Arab audiences to compete with other regional stations like Al-Jazeera and Al-Arabiya.
Some Muslim clerics have denounced the TV station as propaganda.
Al-Basri was also a member of the political office of the Islamic Dawa Party, an influential Shiite movement, and the editor of a local newspaper in Basra, Iraq's second largest city.
He also served as the head of the press office at Basra City Council.
Also on Wednesday, insurgents clashed with Kurdish Peshmerga troops escorting a Kurdish high-level delegation in Sheikh Ma'rouf street, central Baghdad, according to eyewitnesses.
Five Peshmerga troops were said to have been killed in the clashes, but there was no independent confirmation of this.
Several burned out civilian cars, including two cars used by Peshmerga, were visible at the scene.
A gas pipeline in northern Beiji was still burning on Wednesday, after insurgents on Tuesday night fired several mortar rounds, setting it on fire, according to the chief guard at the facility.
The pipeline, in the Fatha district, 24 kilometres (15 miles) north of Beiji, runs to the northern city of Kirkuk, an official from the Northern Oil Co. said on condition of anonymity.
Officials did not say how long it would take to repair the pipeline.
Beiji is 250 kilometres (155 miles) north of Baghdad.

Gunmen killed an Iraqi journalist working for a US-funded television station and his son in the southern city of Basra on Wednesday as post-election violence continued.
Abdul Hussein al-Basri, the correspondent of Al-Hurra TV station, was killed along with his son as they left their home in the Maqal area of Basra, 550 kilometres (340 miles) southeast of Baghdad.
The US launched Al-Hurra (The Free) in February 2004, and it was tailored for Arab audiences to compete with other regional stations like Al-Jazeera and Al-Arabiya.
Some Muslim clerics have denounced the TV station as propaganda.
Al-Basri was also a member of the political office of the Islamic Dawa Party, an influential Shiite movement, and the editor of a local newspaper in Basra, Iraq's second largest city.
He also served as the head of the press office at Basra City Council.
Also on Wednesday, insurgents clashed with Kurdish Peshmerga troops escorting a Kurdish high-level delegation in Sheikh Ma'rouf street, central Baghdad, according to eyewitnesses.
Five Peshmerga troops were said to have been killed in the clashes, but there was no independent confirmation of this.
Several burned out civilian cars, including two cars used by Peshmerga, were visible at the scene.
A gas pipeline in northern Beiji was still burning on Wednesday, after insurgents on Tuesday night fired several mortar rounds, setting it on fire, according to the chief guard at the facility.
The pipeline, in the Fatha district, 24 kilometres (15 miles) north of Beiji, runs to the northern city of Kirkuk, an official from the Northern Oil Co. said on condition of anonymity.
Officials did not say how long it would take to repair the pipeline.
Beiji is 250 kilometres (155 miles) north of Baghdad.

The United Nations has released its monthly report on casualties in Iraq, bringing the total number of civilians killed in 2015 to almost 4,000.
The Special Representative of the United Nations Secretary-General for Iraq, Mr. Ján Kubiš said in a statement that 665 civilians were killed in June, with 1,032 more injured. Iraqi Security Forces lost 801 members, excluding the fighters in the ongoing operations in Anbar Province. 655 members of the ISF were injured.
Baghdad Governorate suffered almost 1,000 civilian casualties (324 killed, 650 injured). Figures for other areas of the country include: in Anbar 136 killed and 163 injured, Diyala suffered 87 killed and 157 injured, while Salahuddin recorded 75 killed and 52 injured in addition to Nineveh recording 27 kills and Kirkuk 7 killed and 8 injured.
Kubiš said that the terrorists of the so called IS and sectarian extremists are largely responsible for this violence which has affected all aspects of life in Iraq.

Starr Forum: Yemen: Avoiding the Mistakes and Learning the Lessons of Iraq and Afghanistan
Ambassador Barbara Bodine's over 30 years in the US Foreign Service were spent primarily on Arabian Peninsula and greater Persian Gulf issues. Her tour as Ambassador to the Republic of Yemen (1997-2001) saw enhanced support for democratization and increased security and counter-terrorism cooperation. Bodine also served in Baghdad as deputy principal officer during the Iran-Iraq War; Kuwait as deputy chief of mission during the Iraqi invasion and occupation of 1990-1991; and again, seconded to the Department of Defense, in Iraq in 2003 as the senior State Department official and the first coalition coordinator for reconstruction in Baghdad and the central governorates. Her first assignment in the Bureau of Near Eastern Affairs was as country officer for the Two Yemens and security assistance coordinator for the peninsula. She later returned to that office as deputy director. Currently, she is a lecturer in public policy at Princeton University's Woodrow Wilson School of Public and International Affairs and as director of the school's Scholars in Nation's Service Initiative.

Her first assignment in the Bureau of Near Eastern Affairs was as country officer for the Two Yemens and security assistance coordinator for the peninsula. She later returned to that office as deputy director. Currently, she is a lecturer in public policy at Princeton University's Woodrow Wilson School of Public and International Affairs and as director of the school's Scholars in Nation's Service Initiative.

In its unrecognized self-proclaimed status as an independent state, it claims the territory of Iraq and Syria, with implied future claims intended over more of the Levant, including Lebanon, Israel, Jordan, Cyprus, and Southern Turkey.
The group was composed of and supported by a variety of insurgent groups, including its predecessor organisation, the Mujahideen Shura Council, Al-Qaeda in Iraq (AQI), Jaysh al-Fatiheen, Jund al-Sahaba, Katbiyan Ansar Al-Tawhid wal Sunnah, Jeish al-Taiifa al-Mansoura etc., and other clans whose population profess Sunni Islam. Its aim was to establish a caliphate in the Sunni majority regions of Iraq, later expanding this to include Syria.[33] In February 2014, after an eight-month power struggle, al-Qaeda cut all ties with ISIS.
At the height of the Iraq War, its forerunners enjoyed a significant presence in the Iraqi provinces of Al Anbar, Ninawa, Kirkuk, most of Salah ad Din, parts of Babil, Diyala and Baghdad, and claimed Baqubah for a capital city. In the ongoing Syrian Civil War, the group has a large presence in the Syrian governorates of Ar-Raqqa, Idlib and Aleppo.
In addition to attacks on government and military targets, the group has claimed responsibility for attacks that have killed thousands of Iraqi civilians.[41] Despite significant setbacks for the group during the latter stages of the coalition forces' presence in Iraq, by late 2012 the group was thought to have renewed its strength and more than doubled the number of its members to about 2,500.[42]
A letter and then an audio recording by Ayman al-Zawahiri, the leader of al-Qaeda, were leaked to Al Jazeera in 2013, disbanding the Syrian faction of ISIS.[43] However, the group's leader, Abu Bakr al-Baghdadi, made it clear that he contested this ruling on the basis of Islamic jurisprudence,[44] and the group has since continued to operate in Syria. Starting in April 2013, the group made rapid military gains in controlling large parts of Northern Syria, where the Syrian Observatory for Human Rights described them as "the strongest group".
In early June 2014, following its large-scale offensives in Iraq, ISIS is reported to have seized control of most of Mosul, the second most populous city in Iraq, a large part of the surrounding Nineveh province, and the city of Fallujah. ISIS has also taken control of Tikrit, the administrative center of the Salah ad Din Governorate, with the ultimate goal of capturing Baghdad, the Iraqi capital. ISIS was believed to have only 2,000--3,000 fighters up until the Mosul campaign, but during that campaign it became evident that this number was a gross underestimate.
