People living below a poverty line don't have enough to meet their basic needs. Countries typically define national poverty lines, and we use the lines of a group of the poorest countries to define the international extreme poverty line of $1.90 per day.

Calculating Poverty Line Vs. Reality
The official poverty line, as I wrote yesterday, is a dated and crude statistical concept that in many ways fails to capture America's historical success at fighting economic need. Why Change the International Poverty Line from $1.25 to $1.90 per day?
New data shows that in poor countries, $1.25 no longer buys what it used to. The new $1.90 per day poverty line better reflects the real cost of living in poor countries today.

Below the poverty line: the struggle of India's poorest
The World Bank is raising its benchmark measurement of poverty from $1.25 per day, to $1.90.
It's the largest hike since 1990 when it was one dollar.
The new rate will likely adds millions more to the ranks of the poor, but some believe that even this new rate is too low.
Al Jazeera's Faiz Jamil reports from New Delhi.

The official poverty line, as I wrote yesterday, is a dated and crude statistical concept that in many ways fails to capture America's historical success at fighting economic need. It was based on the cost of food in 1963, mostly because the Department of Agriculture had some idea of what a basic grocery budget should look like, whereas there wasn't any real agreement on what families needed to spend on other essentials. Since then, it's mostly just been adjusted for inflation.

Mandarin/Nat
As China prepares to bring rich and prospering Hong Kong back into its embrace, the contrast to China's own poverty has never been more striking.
By government estimates there are almost 60 (m) million Chinese living below the poverty line -- one of the largest masses of abjectly poor people in the world.
In January, Communist Party General Secretary Jiang Zemin renewed a crusade to end rural China's worst poverty by the year 2000.
He ordered spending and loans be increased to about one (b)billion U-S dollars annually.
But some farmers in southern China's Guangxi Province didn't wait for their government to bail them out.
They've now largely helped themselves to leave grinding poverty behind.
In the foothills of Guangxi Province's famous karst limestone mountains ten small villages have planted themselves on the slopes.
One of the residents, Farmer Mo Shu Xin ("Mo Shu Shin"), was born not far from here -- but to him it's another lifetime away.
He lived then in a mountain village where he tried each year to scrape sustenance from less than one acre of corn.
All it took was a single hailstorm -- and he and his family could find themselves close to starvation for months.
That was before he resettled here, along with his entire mountain village.
Five years later, he now spends his days with his family tending a field of mangoes which provide him, for the first time in his life, with a degree of stability.
SOUNDBITE: (Mandarin)
"Before, I dreamed of a good life but I never believed it would be this good. There were no good policies for us before the opening and reform, so we never even thought of resettlement."
SUPER CAPTION: Mo Shu Xin, Farmer
Of course, these are the scenes the government is eager to show to foreign television reporters -- and journalists making these visits are never without a number of government escorts.
China defines its poorest as those making less than the equivalent of 65 U-S dollars a year.
Beyond that severe definition, 300 million Chinese live on the brink, earning less than a dollar a day -- an international poverty standard set by the World Bank.
Most of China's poor are minorities pushed to dusty plateaus, steep hillsides and other remote areas by centuries of Chinese migration and conquest.
Mo's family are from the Zhuang minority -- which shares close linguistic links with Thailand.
His family's annual income has risen from roughly fifty U-S dollars a year to more than one-thousand in the last seven years.
Mo's concerns are not anymore for food or shelter -- or even a TV set.
He says he spends most of the small profit from his mangoes on schooling for his children -- who he hopes can get good jobs in the township center nearby.
But many of the young kids don't want to go.
Township officials say all they did was provide some land and roads -- and, recently, electricity and water.
The rest was up to the farmers.
And while these farmers didn't have access to the rich rice-farming land nearby, they have made the formerly barren hillsides bear fruit.
Now, the official says, talk is not of poverty alleviation but of further investment -- and they hope the return of Hong Kong will provide some additional capital.
SOUNDBITE: (Mandarin)
"Because we have so many mango fields our government offices are all looking forward to overseas investment, for example from Hong Kong and Taiwan, to come inland to invest in processing and preserving the mangoes so that our farmers can increase their
incomes."
SUPER CAPTION: Huang Pu Chao, Head, Na Po Township
But many still live in mountain villages like the one Mo left.
Here in Long Yun village there are no smart new brick houses.

Campaigners against poverty in South Africa say more than half of the country's citizens are living on - or near - the breadline.
53 percent of the people are surviving on 60 US dollars a month and various charity organisations are now taking up their case with political and economic leaders.
"Speak Out on Poverty" is a campaign started by churches and non-governmental organisations inside South Africa. It's organisers hope to emulate the Truth Commission by holding a series of public hearings in which the country'sport can tell their story. According to recently-released figures there'll be no shortage of witnesses.
About 53 percent of all South Africans live below the poverty line. That means they -- and usually their families -- survive on less than 60 dollars a month.
Ellen Tlamelo is one of that majority. This 46-year-old mother of seven doesn't actually earn anything and is forced to raise her children - and three of her sister's - on hand-outs.
Tlamelo lives in the desolate village of Kgamayasha-Kabe, about 300 kilometres (190 miles) north of Johannesburg.
SOUNDBITE: (Tswana)
"The future looks bleak for me. If I have to go and look for work, who will look after these children, as I'm alone here. My sisters only come home once a month and some of their children live here with me as I'm the oldest in the family."
SUPER CAPTION: Ellen Tlamelo, Vox Pop
Rams Ramashiya, the Chairperson of the South African Non-Governmental Coalition, believes that a hearing - scheduled to begin at the end of March - will come up with concrete solutions for people like Ellen.
SOUNDBITE: (English)
"For the first time people will be able to speak about their own experiences and for the first time people would be given an opportunity to contribute towards developing solutions on how poverty can be eradicated."
SUPER CAPTION: Rams Ramashiya, Chairperson of the South African NGO Coalition
The Campaign's research also found that some 2 (m) million, 3 hundred-thousand South Africans were suffering some degree of malnutrition - including 87 percent of black children under 12 years old.
About 38 percent of poor children suffered from stunted growth, and 23 percent of those under the age of six suffered chronic malnutrition or stunting.
Campaign organisers say that compared to many countries, the gap between rich and poor in South Africa is very wide.
The campaign is the brainchild of Anglican Archbishop Ngongonkulu
Ndungane, who is the successor to Nobel Peace Prize winning Archbishop Desmond Tutu.
SOUNDBITE: (English)
"I think it's a sense of taking people seriously and also to say to people 'You matter to us and together we want to do something'. And I think that by the involvement of the poor themselves that true development will take place in our country."
SUPER CAPTION: Njongonkulu Ndungane, Anglican Archbishop
South Africa's rural areas are not the only dumping ground for the poor.
But these people have a harder time getting access to resources and some work training and opportunities.
Every city is populated with poverty-stricken South Africans. And the cities are where the country's social needs are most evident.
But for Bata Ngumula, who lives in a hut in a Soweto coal yard and earns a small wage delivering coal, the entry-level job brings him one step closer to his dream.
He believes that in his native Mozambique there is no hope.
So he sends the little money he earns to his two wives and two children who still live there.
Living in the South African shanties, he believes he can earn a little money to support his family which will ease the burden there.
And though he may not understand it - in South Africa he is one of those most in need of help.

The World Bank is raising its benchmark measurement of poverty from $1.25 per day, to $1.90.

The new rate will likely adds millions more to the ranks of the poor, but some believe that even this new rate is too low.

UPAY has started an initiative named " FOOTPATHSHAALA". The aim is to replace begging bowls with books in the tiny begging hands and give them an opportunity to live a better life. A large population of our country still lives below poverty line and do not have clothes to wear and food to eat. We carried out research in Nagpur and located many such areas where families are living on footpath past 2-3 generations. A typical family of 4-5 members earns rupee 20-200/- per day through begging most of which is spent on alcohol every day. After 5 pm, everyone is drunk including children of 10-12 years of age. These people don’t understand value of education and relationships in a family. A son beating his mother or intercourse within family is a common phenomenon. Many times children are abducted and involved in various sinful acts. Police keep arresting them frequently for being involved in various crimes. So it can be easily established these people live in worst condition in city. Under our initiative we have started centres in 5 locations (Nagpur city at LIC square, Yashwant Stadium, Sitabuildi and Mount road )with more than 100 footpath kids enrolled. , visit us at www.upay.org.in or contact us at 9403964879

Poverty in Mexico is measured under parameters such as nutrition, clean water, shelter, education, health care, social security, quality and basic services in the household, income and social cohesion as defined by social development laws in the country. It is divided in two categories: Moderate poverty and Extreme poverty.
While less than 2% of Mexico's population lives below the international poverty line set by the World Bank, as of 2013, Mexico's government estimates that 33% of Mexico's population lives in moderate poverty and 9% lives in extreme poverty, which leads to 42% of Mexico's total population living below the national poverty line. The huge gap might be explained by the government's adopting the multidimensional poverty method as a way to measure poverty, so a person who has an income higher than the "international poverty line" or "well being income line" set by the Mexican government might fall in the "moderate poverty" category if he or she has one or more deficiencies related to social rights such as education, nutrition, or living standards. Extreme poverty is defined by the Mexican government as persons who have deficiencies in both social rights and an income lower than the "well being income line". Additional figures from SEDESOL estimates that 6% live in extreme poverty and suffer from food insecurity.

In 1964, President Lyndon B. Johnson launched the War on Poverty, an ambitious set of initiatives to increase access to education, spur job growth, and improve the nutrition and health of our poorest Americans.
Fifty-one years later, it is estimated that up to 45 million Americans live in poverty. In the greatest nation on earth, there are 45 million starving children, impoverished seniors, and families that struggle every day to obtain the bare necessities to survive.
Observing the seemingly hopeless plight of these Americans is what motivated me to run for Congress.
In Georgia, 25% of the people who are 50 or older and whose income level is less than $22,000, struggle with hunger.
In my district, this is an important issue. In DeKalb County, 10% of people live below the poverty line, and the majority of those are children. In North Rockdale, approximately 13% of the residents have incomes below the poverty level. Many of these residents rely on supplemental programs, such as SNAP or the Food Stamps Program.
SNAP assistance has helped more than 47 million Americans put food on the table but unfortunately and all too often, there is a large gap between what SNAP provides and what is really needed. It is at this juncture that legislators, civic organizations, and fellow Americans must join together in a collective effort to end poverty.
I am proud to recognize organizations in Georgia such as the Atlanta Food Bank, Hosea Feeds the Hungry, the Overcomers’ House in Snellville, GA, and the Hank Stewart Foundation in Decatur, GA, for their stalwart dedication to ending the hopeless of poverty and hunger in their communities. I urge my colleagues in Congress to join these organizations, and similar organizations across the country in this fight so that we may win the War on Poverty and inspire hope and opportunity for all Americans.

Poverty is general scarcity, dearth, or the state of one who lacks a certain amount of material possessions or money.[1] It is a multifaceted concept, which includes social, economic, and political elements. [2] Poverty may be defined as either absolute or relative. Absolute poverty or destitution refers to the lack of means necessary to meet basic needs such as food, clothing and shelter.[3] Relative poverty takes into consideration individual social and economic status compared to the rest of society.
Poverty reduction is a major goal and issue for many international organizations such as the United Nations and the World Bank. The World Bank forecasts that 702.1 million people were living in extreme poverty in 2015, down from 1.75 billion in 1990.[4] Of these, about 347.1 million people lived in Sub-Saharan Africa (35.2% of the population) and 231.3 million lived in South Asia (13.5% of the population). Between 1990 and 2015, the percentage of the world's population living in extreme poverty fell from 37.1% to 9.6%, falling below 10% for the first time.[5] Nevertheless, given the current economic model, built on GDP, it would take 100 years to bring the world's poorest up to the previous poverty line of $1.25 a day.[6] Extreme poverty is a global challenge; it is observed in all parts of the world, including developed economies.[7][8] UNICEF estimates half the world's children (or 1.1 billion) live in poverty.[9] It has been argued by some academics that the neoliberal policies promoted by global financial institutions such as the IMF and the World Bank are actually exacerbating both inequality and poverty

Below Poverty Line is an economic benchmark and poverty threshold used by the government of India to indicate economic disadvantage and to identify individuals and households in need of government assistance and aid. It is determined using various parameters which vary from state to state and within states. The present criteria are based on a survey conducted in 2002. Going into a survey due for a decade, India's central government is undecided on criteria to identify families below poverty line.
Internationally, an income of less than $1.90 per day per head of purchasing power parity is defined as extreme poverty. By this estimate, about 32.7% percent of Indians are extremely poor. Income-based poverty lines consider the bare minimum income to provide basic food requirements; it does not account for other essentials such as health care and education.

Welfare Hits Record Levels After 50 Years of War on Poverty

http://www.thenewamerican.com/economy/economics/item/17367-welfare-hits-record-levels-after-50-years-of-war-on-poverty
Fifty years ago this week, President Lyndon Johnson announced the “War on Poverty” during his first State of the Union speech. Under the Obama administration, however — five decades, countless unconstitutional federal welfare programs, and more than $20 trillion later — poverty levels remain largely unchanged even based on official numbers, and dependence on government has reached unprecedented new heights.
In reality, Americans’ economic fate is far worse than even bogus government statistics would suggest. Even more troubling is that analysts say the trends look set to accelerate as Washington, D.C., intensifies its failed efforts to supposedly achieve “victory” in the “war” while the Federal Reserve conjures ever greater quantities of currency into existence.
Since Obama took office, 13 million more Americans have become dependent on food stamps, with the numbers now hitting a record 47 million — about a third more than when he was sworn in. In 2007, there were 26 million recipients. Spending on the scheme has more than doubled just since 2008. The explosion of the program, along with other welfare schemes, has resulted in countless commentators and critics labeling Obama “the Food Stamp President.”
By 2011, Census Bureau data released last year showed that the number of Americans receiving means-tested federal welfare benefits outnumbered those with year-round full-time jobs. Almost $1 trillion annually goes to the programs, with over 100 million Americans receiving some sort of benefits — not including Social Security, Medicare, or unemployment. Under ObamaCare, with its massive subsidies even for those earning many times more income than the poverty level, dependence is expected to surge even further.
As the number of Americans dependent on government was growing, so were the ranks of the unemployed. As a Fox News report pointed out, in 1964, when Johnson declared “war,” almost nine in ten men between 18 and 64 years old were employed. By 2012, less than three-fourths of adult males in their prime working years had jobs. Obama and some members of Congress are now working to drive those numbers even higher with a proposal to prohibit employment at any wage under $10 per hour, all but ensuring more dependence on government if the scheme is approved.
Meanwhile, between 2009 and 2011, a shocking one third of Americans slipped below the federal poverty line for at least two months, data show. Under the Obama administration, the Washington Post, citing the recession, noted that persistent, chronic poverty rose from three percent to 3.5 percent even as many more Americans experienced brief periods under the official line — currently $23,492 per year for a family of four. Also, the median amount of time spent below the poverty level surged from 5.7 months to 6.6 under the current administration.
Federal measures of how many Americans are below the official “poverty line” are largely meaningless, according to critics — especially because politicians can simply move the goal posts if they think it will advance their agenda. Making the data even more troubling is the fact that the line is raised annually based on the government’s deeply flawed and widely criticized measure of “consumer price index,” or CPI, which critics say drastically underestimates the real erosion in the dollar’s purchasing power caused by central bank machinations.
The official measure of “inflation,” which very poorly purports to measure price increases rather than expansion of the currency supply, also does not take into account the fact that production costs are going down in real terms. As labor productivity and technology advance, of course, it takes less effort and less work to produce goods and services. In other words, the economic misery being foisted on Americans by government and central bankers is far worse than official numbers aimed at camouflaging the problem would suggest.
In fact, in real terms, an analysis by Gold Standard Institute President Keith Weiner published by Forbes shows that Americans are losing ground at a rate wildly beyond what official statistics reveal. “The bottom line is that, in terms of gold, wages have fallen by about 87 percent,” he noted. “To get a stronger sense of what that means, consider that back in 1965, the minimum wage was 71 ounces of gold per year. In 2011, the senior engineer earned the equivalent of 63 ounces in gold. So, measured in gold, we see that senior engineers now earn less than what unskilled laborers earned back in 1965.”

Eliminating the Poverty Line
Living Income Guaranteed.
For me, the basic idea of the living income is this, that each person deserves income or money, because money is used to purchase life essential goods and services. Without these goods and services a person will die.
This is a list of common goods and services, without which sickness, illness, injury and eventually death will occur.
-Fresh Clean Drinking Water
-Clean Food
-Air conditioning systems
- Medical assistance
- Housing
- Antibiotics, medicine
- Hygienic products
- Garbage Pickup
- Radio/Television (for emergency news)
-Vehicular Transportation
- Refrigerator and Electricity
-Cooking Appliances
With the lack of each of these, some serious medical conditions can and will arise, given the right environmental conditions. Without a stove, you cannot safely prepare some food such as meats. Without A/C you cannot stay out of the extreme heat on a dangerously hot summer day, or stay warm on a frigid winter storm. Without housing you cannot stay dry when it rains, which will lead to hypothermia. Each of these things requires money, and income to provide yourself with. If you cannot you will most likely die.
I would like to have a safe space and time in my life where I can explore what career I wish to pursue without having to bother with meaningless or pointless jobs that I don’t really care about performing well in since I am only doing it for the pay. I don’t want to wake up when I am 40 years old and find out I choose the career I did just so I wouldn’t be poor. Poverty kills, so in a sense, its good to fear being poor. But lets eliminate poverty altogether, and create a healthy competition with the higher classes only. Imagine, everyone being at least middle class, and we can earn more money at our jobs to then be like super rich. That’s better right?
Do you know how many people it would take to eliminate poverty? Just take the population of United States, divide it in half, and add 1 person. That’s how many. In other words, I am not suggesting a donation drive. No. I am instead suggesting we create a change in the ownership of all corporations that handle natural resources within United States, by majority vote!
Here’s the plan, the United States government buys out the corporations that handle the natural resources, List of natural resources in United States: coal, copper, lead, molybdenum, phosphates, rare earth elements, uranium, bauxite, gold, iron, mercury, nickel, potash, silver, tungsten, zinc, petroleum, natural gas, timber [1]. Then the united States transfers ownership of the Corporations to the citizens of United States, because the tax dollars come from us, right? The citizens. So all of us receive an equal share of the companies. And yearly, monthly or quarterly, whatever works best, we receive our share of the profits. The idea is that no one owns the natural resources, therefore it should belong to all us in this country. So the money made from resources in this Country, stays in the Country.
Here are two US corporations that handle Coal: Alpha Natural Resources [2], and Cliffs Natural Resources[3]. See links below. If you look at how much money is generated, well it seems to me that’s a lot of money made off of our countries resources. And countries have been buying out corporations for years. Canada has done it and the United Kingdom has done it [4].
In summary, I think we should do it, whose with me?

In this webinar, Wendy Nather, Security Research Director at analyst firm, 451 Research, and Dana Epp, Principal Architect of Security, Identity & Access Management at Kaseya, will teach you how to “rise above the security poverty line” and establish a baseline that will deliver "good enough" security to reduce risk to an acceptable level while getting the most security value out of the resources and capabilities available.
