TOKYO — Japan on Tuesday called on China to halt the construction of oil and gas exploration platforms in a disputed area of the East China Sea.
The claims were made in as part of a Defence White Paper approved by the Japanese Cabinet on Tuesday.
The disputed areas lies southeast of Shanghai and Japanese officials said that there are 16 Chinese platforms close to Japan's side of the sea, with 12 of those platforms being built since June 2013.
Japan has long expressed concern that platforms close to the maritime border could be used to extract resources from the Japanese side of the line.
Tokyo is also worried that the platforms could be used as radar stations to monitor air and sea activity in the region, which is close to the disputed Senkaku, or Diaoyu Islands claimed by both countries.
China immediately hit back, saying that it would make a "necessary reaction" after Beijing had reviewed the full text of the White Paper.

The East and South China Seas are the scene of escalating territorial disputes between China and its neighbors, including Japan, Vietnam, and the Philippines. The tensions, shaped by China's growing assertiveness, have fueled concerns over armed conflict and raised questions about Washington's security commitments in its strategic rebalance toward the Asia-Pacific region.
"Maritime disputes in the East and South China Seas are a pressing issue for the United States, China, and much of the rest of the world," says Elizabeth Economy, CFR's Director for Asia Studies. The region is rich in natural resources, home to many of the world's most dynamic economies, and an important global trade route for energy supplies and other goods.
It is also a region in which power politics are at play and defense budgets are rising rapidly. As China's economic ascent facilitates growing military capabilities and assertiveness in both the East and South China Seas, other regional players are also experiencing their own rise in nationalism and military capability, and have exhibited greater willingness to stake territorial claims. Meanwhile, the U.S. "pivot" to Asia, involving renewed diplomatic activity and military redeployment, could signal Washington's heightened role in the disputes.
If not managed wisely, these disputes could turn part of Asia's maritime regions from thriving trade channels into arenas of conflict. "If there is a use of force between Japan and China, this could be a full-on, all -out conflict between these two Asian giants, and as a treaty ally of Japan, will automatically trigger or automatically involve the United States," cautions Sheila A. Smith, CFR's Senior Fellow for Japan Studies.
These dynamics pose an "exquisite" dilemma for U.S. foreign policy, says CFR President Richard N. Haass. "The danger is that twenty-first-century Asia could begin to go the way of twentieth-century Europe."

China commissioned its latest guided missile destroyer, the Jinan 052C, the semi-official China Military Online reported.
The Jinan was commissioned at a naval port in eastern China. From there, the vessel will join the East China Sea Fleet of the Chinese People's Liberation Army Navy (PLAN). Part of a new generation of guided missile destroyers, the Jinan will help the PLAN to expand its ability to operate in the open ocean away from China's coasts.
This could allow China to further press its territorial ambitions throughout the Pacific and the South China Sea, and to use its navy as a counterweight to US influence in the region.
"The guided missile destroyer Ji'nan (hull number 152), is equipped with multiple sets of home-made new-type weapons," China Military Online reports. "It is able to attack surface warships and submarines independently or in coordination with other strength of the PLAN. The ship also possesses strong capabilities of conducting long-distance early-warning and detecting as well as regional air-defense operation."
Currently, the Jinan is designed to accompany China's sole aircraft carrier, the Liaoning in order to effectively protect the 30-year-old, Soviet-built vessel, according to the Taiwan-based Want China Times. The Jinan is envisioned as being the last line of defense for the Liaoning. The carrier's deployment is a landmark for China's military, even though the vessel has been beset with technical difficulties.
China has invested heavily in developing its navy as part of a larger modernization of its military. Along with the 052 model of warship, China is also developing the Type 055 Cruiser, which could function as a multipurpose warship. Although smaller than an American Zumwalt-class destroyer, the ship is estimated to be able to carry 128 vertical launch cells for cruise missile deployment.
Additionally, China is on the cusp of achieving a fully capable submarine fleet. China already has one of the largest attack sub fleets in the world, with a mixture of diesel and nuclear-powered vessels. China also has three nuclear powered ballistic missile submarines, which could eventually be capable of targeting the US from the mid-Pacific.

Japan on Tuesday called on China to halt the construction of oil and gas exploration platforms in a disputed area of the East China Sea.
The claims were made in as part of a Defence White Paper approved by the Japanese Cabinet on Tuesday.
The disputed areas lies southeast of Shanghai and Japanese officials said that there are 16 Chinese platforms close to Japan’s side of the sea, with 12 of those platforms being built since June 2013.
Japan has long expressed concern that platforms close to the maritime border could be used to extract resources from the Japanese side of the line.
Tokyo is also worried that the platforms could be used as radar stations to monitor air and sea activity in the region, which is close to the disputed Senkaku, or Diaoyu Islands claimed by both countries.
China immediately hit back, saying that it would make a “necessary reaction” after Beijing had reviewed the full text of the White Paper.

China has long trained for an amphibious invasion of Taiwan during military exercises but has expanded its training to include a similar attack on Japanese holdings in the East China Sea, according the chief of intelligence of the U.S. Pacific Fleet (PACFLEET).
As part of China’s Mission Action 2013 exercise — a massive exercise between the all branches of China’s People’s Liberation Army (PLA) — the military trained for taking the Senkaku Islands, said Capt. James Fanell, deputy chief of staff intelligence and information operations for PACFLEET.
“We witnessed the massive amphibious and cross military region enterprise — Mission Action 2013,” Fanell said at the West 2014 conference on Feb. 13 in San Diego, Calif.
“[We] concluded that the PLA has been given the new task to be able to conduct a short sharp war to destroy Japanese forces in the East China Sea following with what can only be expected a seizure of the Senkakus or even a southern Ryukyu [islands] — as some of their academics say.”
In the last year, China has increased the military activity has additionally increased provocative military actions in the South China Sea around the so-called Nine Dash Line — China’s expansive claim into the region in conflict with several other international claims.
“As a senior U.S. government official recently stated, there is growing concern that China’s pattern of behavior in the South China Sea reflects an incremental effort by China to assert control of the area contained in the so-called 9-dash line despite the objections of its neighbors, and despite the lack of any explanation or apparent basis under international law.” Fanell said.
He then detailed a series of what he called aggressive actions taken by China against its neighbors over the past year. Some of those actions, including combat drills in the south Philippine Sea were described as China’s “protection of maritime rights.”
“By the way, protection of maritime rights is a Chinese euphemism for coerce seizure of coastal rights of China’s neighbors,” Fanell said.
“The next week (the week after the combat drill in the south Philippine Sea) in the East China Sea, Japan said that a Chinese warship locked its fire-controlled radar onto a Japanese warship. China denied it for a month, but then admitted that it occurred, but said that it was not in danger since the range between the two ships was too close for a weapons system,” he said.
“Seriously, you just can’t make this stuff up.”
Fanell also called out quasi-military actions by the newly created Chinese Coast Guard which unified five mostly civil maritime services.

Japan on Wednesday defended the United States' decision to send two unarmed U.S. B-52 bombers on a training mission over disputed islands in the East China Sea.
Japanese Defence Minister Itsunori Onodera says it was U.S. planes flying where they had always flown before and was nothing unusual.
The White House urged Beijing to resolve its dispute with Japan over the islands diplomatically, without resorting to "threats or inflammatory language".
Onodera says the publication of China's Air Defence Identification Zone was completely unilateral and the international community including Japan and US want to see it retracted.
China published coordinates for an East China Sea Identification Zone over the weekend and warned it would take "defensive emergency measures" against aircraft that failed to identify themselves.
Tokyo says Japan's Foreign Minister Fumio Kishida had received reassurances from the United States Secretary of State John Kerry that Washington was supportive of Japan's stance on this issue.
The zone, about two thirds the size of Britain, covers the skies over islands at the heart of a territorial dispute that China has with Japan.
The B-52 bombers carried out the flight, part of a long-planned exercise, on Monday, according to a U.S. military official.
The dispute has flared before a trip to the region by Vice-President Joe Biden, who is scheduled to travel to Japan early next week and also has stops in China and South Korea.
The Pentagon says the B-52 training exercise "involved two aircraft flying from Guam and returning to Guam", referring to the U.S. South Pacific island with large military U.S. bases.
Annual U.S.-Japan naval exercises are also taking place in waters off the Japanese islands of Okinawa and Kyushu, to the east of China's new zone.
The drills, which involve the USS George Washington aircraft carrier, were planned before China's announcement of the zone.
China claims almost the entire South China Sea, conflicting with claims from Taiwan, Malaysia, Brunei, the Philippines and Vietnam.
