Local residents walking on street STORYLINE: President-elect Sebastian Pinera has said he plans major changes for Chile''s state copper giant Codelco to bring in fresh capital and boost its productivity. But the pro-free market businessman said on Monday Codelco will remain a state company during his government and any private participation would require constitutional reform as well as broad agreement from Chileans. At the start of his election campaign, Pinera had proposed selling up to 20 percent of Codelco, a move sure to generate resistance from powerful mining unions. Pinera, who beat former President Eduardo Frei in Sunday''s presidential runoff, said he will press forward with plans to revoke a law requiring that 10 percent of Codelco''s sales go to the armed forces. He said the fresh capital would come from the state as well as from the elimination of the quota reserved for the armed forces. "The idea is to replace this system with a stable and adequate financing system that is part of our national budget," Pinera told a news conference on Monday. The money is needed to increase exploration, extract known reserves and improve technology. He said he is studying possible changes to the mining royalties paid by private mine companies in Chile. Codelco last year produced 1.55 (m) million metric tons of copper, or about four percent of world output. Pinera''s election victory on Sunday night ends two decades of uninterrupted rule by the centre-left coalition, and returns to power the same political parties that provided civic support for Augusto Pinochet''s brutal 1973-1990 dictatorship. That legacy alone is bound to complicate relations with Argentina, whose leader has made prosecuting human rights violators a centre piece of her presidency, and Uruguay, which just elected a former leftist guerrilla as its president. According to Pinera''s campaign web site, his foreign policy goals include peacefully resolving conflicts, reaching strategic accords and promoting Latin American integration while protecting Chile''s sovereignty and national identity.
