In the 1980s Zimbabwe became the poster-child for African independence. Twenty years later, violent land grabs pushed white farmers off their land, and the economic turmoil caused unprecedented hyperinflation, resulting in the ultimate crash of the Zimbabwean currency. Food production collapsed and one of the continent's strongest economies reduced to half its previous size. While the West was quick to dismiss Zimbabwe as another failed African state, new research shows that Zimbabwe is actually recovering, and that land reform is working. After years of economic collapse caused by violent land grabs, Zimbabwe is recovering, but who is reaping the benefits?

President Mugabe wanted to take back 1/3 of all Zimbabwe’s productive farmland from white farmers and give it to the country’s peasants. In 1998, a mere 4,500 wealthy whites owned a staggering 50% of Zimbabwe, and Mugabe says they had until August that year to give that land back.
As Europe sats down with African leaders in Cairo in March 1998, Zimbabwe's colonial hangover will be taking centre stage. Land was an issue throughout Zimbabwe’s rocky transition to Independence. But when it came, Mugabe was generous to the whites - allowing them to stay on. Indeed it was his anti-racism policies that won him favour. Now many feel he is trying to divert criticism about corruption in government by pushing through land reform that will see black farmers re-settled onto land seized by the British colonialists. The whites say it’s State-sanctioned robbery - but the government says that’s exactly what the white man did.

The issue in question is the sections (81) and (82) of Kerala Land Reforms Act. According to section (81), there was no limitation to the extent of land one can posses. Whereas, as per section (82), a family can possess fifteen acres of agricultural land. The trap lies here. Section (82) permits a family of five members to possess 15 acres of land. But, when a sixth member is added to the family, it can possess an additional acre of land making a total of 36 acres. Then the remaining land can be possessed as plantation land. This way, the landlord can possess all the 100 acres without losing even a piece of land. Sections (81) and (81) are the souls of Kerala Land Reforms Act. When this is considered, one can conclude that this act is anti-proletarian.
Another aspect is that it is possible to allocate land to any number of wives of the landlords, as per the Land Reforms Act. Landlords used to have many wives those days. And they used to transfer the ownership of their land to their wives. Another method was to protect their land by forming Family Trust. Justice VR Krishna iyer is one among such landlords. He himself had admitted this in an interview.

The introduction of sweeping land reforms in Namibia is threatening the livelihoods of hundreds of white farmers. Emmanuel Ismael's home is a small farm in the heart of Duerreland, Namibia. Yet he fears that all might soon be lost in the face of President Sam Nujoma's land reclamation programme. With black farmers desperate for land, the Namibian government has adopted a strategy designed to win them votes -- evicting white farmers. 192 foreigners have already lost their farms. But European farmers are worried that only the politicians will profit from the changes. "They are not battling against poverty but are simply changing the colour of the skin of the owners." In fact, the first victims of the land expropriation will be the black workers. Farmers believe that foreign investment is the real key to agricultural development.

In the 1930's land taken from the original farmers was given to white farmers. Now the original owners are trying to get it back. Farms that have been returned to their original owners are expected to fail. But with financial support and training, their owners want to prove this wrong.

About 15-thousand protesters staged a rally on Wednesday in Brazil's capital to demand land reform, swamping the government esplanade and engaging police in sharp clashes that injured at least 32 people, most of them police officers.

Modi's plan for reviving India's slowing economy has met with fierce protest and Wednesday's strike came days after the premier abandoned a pro-industry land reform which the opposition had said would hurt India's farmers.
Unions called the one-day action against Modi's plans to loosen rigid labor laws, which they say will put jobs at risk.
Nearly 150 million workers in banking, manufacturing and construction, backed by 10 major unions, stayed away from work. Taxi and rickshaw drivers stayed off the streets in Delhi, and shops and banks closed in left-wing stronghold Kerala in the south.
In Modi's home state of Gujarat, banking services were hit. Industry group ASSOCHAM estimated the strike cost the economy $3.7 billion.
OVERHAUL
Modi plans to launch the biggest overhaul of labor laws in decades, giving companies greater flexibility in hiring and firing workers - reforms that economistsand businesses say will help job creation and unleash more economic growth.
These changes would make it tougher for employees to form unions or to go on strike, but include measures to expand the social security net to the huge unorganized sector, which refers to India's millions of small, privately-owned businesses with uncertain legal status.
In Kolkata, a city with a strong socialist tradition, protesters said they were attacked by police, but police officials said 30 arrests were made after the strike threatened to turn violent.
TV images showed union members using the poles of hammer and sickle Communist flags as weapons in clashes with other political parties. Shops and schools were closed, and trains services disrupted.
Economists say India urgently needs to liberalize land and labor markets to speed up economic growth that slipped to 7 percent in the June quarter, raising worries that the full-year figure could undershoot the official target of 8-8.5 percent.
The proposed labor revamp did not reach parliament in the session that ended last month due to fears it would cause a political backlash, and unless unions back down, may not do so in the winter session.
Opposition parties already blocked Modi's reform agenda in parliament, delaying the introduction of a uniform goods-and-services tax aimed at making it easier to do business in India.
"We are determined to go ahead with reforms," said a senior government official. "But politics will determine the timing."

About 15-thousand protesters staged a rally on Wednesday in Brazil's capital to demand land reform, swamping the government esplanade and engaging police in sharp clashes that injured at least 32 people, most of them police officers.
Police used tear gas, rubber bullets and stun guns in an effort to disperse crowds blocking main roads and trying to invade government building.
Protesters responded by hurling rocks and chunks of wood at officers.
Authorities said 30 police were injured while at least two demonstrators were reported hurt.
The crowd tried to approach the presidential palace, but was kept back by barricades and police.
The Landless Workers Movement, one of the world's biggest agrarian reform movements, called the protest to demand that the government hand over more unused land to farmers who have none.
Brazil was hit by widespread anti-government protests last year, and while demonstrations are smaller, they are still violent.
Under Brazil's 1988 constitution, unproductive terrain may be expropriated as long as the owner is compensated.
Agrarian reform remains a hot issue, with about 3.5 percent of big landowners controlling half of the farming land in one of the world's biggest agriculture powers.
Landless leaders had hoped that would change after the leftist Workers Party took power in 2003, because the party and the activist group have strong ties going back three decades.
But President Dilma Rousseff has been criticised by activists, who say she's slowed the pace in giving poor farmers unused land.
Rousseff and her ministers have defended their work on land reform, with Presidential Secretary Gilberto Carvalho telling a gathering of movement leaders this week that the government is proud of its record on the issue.
But leaders of the movement said that since Rousseff took office on January 1, 2011, just 4,700 families have received land from the government, which they claim is the smallest amount under a president since Brazil's return to democracy in 1985.

Emboldened by a series of political triumphs, President Evo Morales is pressing to expand his legal powers and push through further populist reforms - a power play both loved and loathed in this bitterly divided nation.
Morales suggested on Friday that Bolivia's new constitution should eliminate the opposition-controlled Senate, forcefully rebuking conservative senators who have walked out of the chamber in a bid to block his sweeping land reform.
"The proposal presented by my Socialist Party to the Constitutional Assembly involves eliminating the Senate. Why do we need them? It is all dominated by neo-liberals who are closing off the Senate. I think this is the best argument that the new state can present. We want a country ruled by one political chamber," Morales said
Six of Bolivia's nine state governors have angrily broken ties with his government.
Anti-Morales protesters this week packed the centre of Santa Cruz, the country's richest city, to demand greater local autonomy.
Morales has made no secret of his intention to end centuries of dominance by a European-descended elite and redistribute power and wealth to the country's poor Indian majority.
This week, Morales asked Congress to pass a bill giving him power to oust state governors, two-thirds of whom hail from opposition parties and have been some of his most vocal critics.
Days earlier, delegates from the president's Movement Toward Socialism party, or MAS, voted to give their slim majority complete control of the assembly writing a new Bolivian constitution, casting aside months of negotiations with conservative delegates.
The party's majority in the lower house of Congress also pushed through Morales' long-stalled land bill, which would allow the government to seize private lands it deems unproductive for redistribution to the landless poor.
Conservative lawmakers walked out in protest.

British authorities have offered to pay up to 57 (m) U-S dollars (36 (m) million pounds) for land reform over the next two years if Zimbabwe ends the occupations of white-owned farms and agrees to a fair transfer of land.
It's hoped the talks will defuse a crisis over farm occupations by militant government supporters.
British Foreign Secretary Robin Cook met with a Zimbabwe delegation on Thursday - hoping to pressure the African nation into ending violence against farmers and holding free elections in exchange for land reform funds.

outside the Foreign Office by protesters shouting "murderer" and "free Zimbabwe."

The government came out early with its negotiating position to give the Zimbabwe delegation time to take advice from President Robert Mugabe who has not travelled to the U-K for the meeting.
Mugabe has supported the occupation of approximately 1-thousand white-owned farms, and has blamed Britain for the deteriorating situation in his country.
Zimbabwe's opposition leaders say Mugabe orchestrated the farm occupations in an attempt to boost his flagging popularity before parliamentary elections, expected to be held next month.
Mugabe's opponents also charge that the occupations were designed to hurt the opposition Movement for Democratic Change.
Violence on the farms has led to the deaths of six black opposition supporters and two white farmers who supported the opposition.
British Foreign Secretary Robin Cook said that while his country acknowledges that colonial abuses must be corrected, Britain will not help unless the transfer is done legally and fairly.
The so-called colonial abuses left one-third of the nation's productive land in the hands of white farmers.
Britain has pulled out of previous agreements to help after charging that the land was mostly going to Mugabe's cronies and not to poor black Zimbabweans.

Ministers from Britain and Zimbabwe met in London on Thursday to try to reach agreement on aid for land reforms in the former British colony.
British authorities have offered to pay up to 57 (m) U-S dollars (36 (m) million pounds) for land reform over the next two years if Zimbabwe ends the occupations of white-owned farms and agrees to a fair transfer of land.
It's hoped the talks will defuse a crisis over farm occupations by militant government supporters.
British Foreign Secretary Robin Cook met with a Zimbabwe delegation on Thursday - hoping to pressure the African nation into ending violence against farmers and holding free elections in exchange for land reform funds.
The Zimbabwe team, led by Minister for Local Government John Nkomo, was met
outside the Foreign Office by protesters shouting "murderer" and "free Zimbabwe."
Two of the Zimbabwean Ministers made brief comments to reporters before being ushered inside.

They said they were making progress in ending the violence, but denied knowledge of any conditions attached to Britain's land transfer offer.

STORYLINE:
Thousands of Brazilian farmers and peasants are marching towards the capital city of Brasilia to demand faster land reform.
The march started at the beginning of the month and is due to finish on May 17th, with a planned protest in front of the Brazilia's Planalto Palace, the official residency of the Brazilian President.
This weekend, the rally reached the outskirts of Brasilia.
Walking an average of 15 kilometres (nine miles) per day, the peasants are camping on the side of the BR-060 motorway.
The marchers have spent their mornings marching, while afternoons were dedicated to studying and learning more about the need for land reform.
The two-week march aims to denounce what the Landless movement considers to be the government's failure to keep its promise to distribute land to and resettle families of landless peasants.
According to the movement, Brazil has four (m) million families without land.
The landless movement is one of the biggest social organisations in the country and became notorious in Brazil for invading farm land they considered unproductive.
The party of President Luiz Inacio Lula da Silva, the Workers Party - PT - has long been an ally of the movement. Leftist President Lula has pledged to settle 400 (t) thousand families by 2006.
Despite the link with the ruling party, the movement's leaders have criticised the slow pace of the land reform. They say Lula's administration gives preference to large-scale agro-business over small producers.
According to the Landless Movement, only 81 thousand families have received land since President Lula took office in January 2003, and just 35 thousand of them were given newly expropriated land.
The other 46 thousand families were settled on land expropriated by previous governments.
This is the largest rally of the Landless Movement since 1997, when nine thousand peasants marched on Brasilia.

Indeed, most people’s perception would be that land reform is a total failure. But, like most perceptions, this one is also wrong, says Dr Dirk Troskie, director: Business Planning and Strategy at the Western Cape Department of Agriculture.
Over a period of more than five years the Western Cape Department of Agriculture has partnered with industry organisations to ensure effective support to land reform projects and a recent external evaluation found a 62% success rate.
