To fully appreciate the significance of the Commonwealth, Britain's global position, it is important to understand its origins from the British Empire. Technically, there have been three empires, the first in France, lost by 1558; the second in North America, which became the United States of America after 1776; and the third was global, which became the modern Commonwealth of Nations after 1949. Each one being larger than the one before.
That's something of a distillation of the Britannic heritage of the Commonwealth. It is striking that when one looks around the world at the most successful countries, many of them have British colonial roots - Canada, United States, Australia, India, Singapore, Hong Kong, the various peaceable Caribbean islands. Given the diversity of cultures, histories and languages, it is the "commonwealth" values of peace, order and good government that have set those disparate nations on the path to success*. The origins of the British Empire can be seen as going back to the Middle Ages with the beginning of the conquest of Ireland (1172) and conquest of much of France during the Hundred Years' War. However, the modern British Empire can be considered having started in 1497 with John Cabot's claim to Newfoundland. The British Empire was the largest Empire in history; At it's zenith, it held sway over a population of nearly 500 million people - roughly a quarter of the world's population - and covered about 14.3 million square miles (17.4 million including Antarctic claims), almost a third of the world's total land area. During the mid-19th century Britain was the sole developed hyper-power, enjoying unparalleled prosperity. Britain was "the work-shop of the world," and even by 1870 she still was producing well over 30% of the global industrial output, no other nation coming even close to her production superiority. In 1885 America and Germany can be considered as having become industrialised, but Britain was still the world's most developed nation until around 1913 when she was surpassed by America. Due to the supremacy of the Royal Navy, Britain truly did rule the waves for centuries. With territories scattered across every continent and ocean and in every time-zone, the "Empire Under Palm and Pine" was accurately described as "the empire on which the sun never sets." The Empire facilitated the spread of British technology, commerce, language, and government around much of the globe through Pax Britannica and British Imperial hegemony. The contributions the British Empire made to the world, the technology, philosophy, literature, medicine, investment, institutions, and plain advancements of mankind have left a profound legacy.
The British Empire consisted of various territories all over the world conquered or colonized by Britain from about 1600. It was expanded by commerce, trade, colonisation, and sometimes conquest. Over all the Empire was built on commerce, not conquest. There were colonies conquered, but they were done for a reason. For instance, France hired the Mughal Empire to fight Britain. Britain then fought back and conquered the Mughal Empire which made up the Northwest corner of present day India. The 19th century saw the largest expansion of the Empire as the British took many former French possessions in the West Indies and began to settle in large numbers in Australia in the early part of the century and later competed fiercely with other European powers for territory in Africa. At the same time, there was serious expansion in Asia, notably the acquisition of Singapore (1824), Hong Kong (1841), and Burma (1886), and the South Pacific, particularly the settlement of New Zealand (1840). The final big expansion of the empire was following World War I, when former German and Turkish territories were mandated to Britain and the Dominions. The only serious loss of territory was the loss of the 13 American colonies in the American Revolution of 1776 -- 1783, which became the United States of America. The British Empire was at its largest territorial expansion after the First World War -- after 1918, until the 1940's, consisting of over 25% of the world's population and 30% of its area.
Since 1949, the British Empire was replaced by the Commonwealth of Nations. Most colonies are now independent; today's Commonwealth is composed of former and remaining territories of the British Empire and a few non former British Empire countries which once belonged to other powers such as Portugal, France and Belgium. The Commonwealth is a loose, voluntary organisation dedicated to preserving human rights and democracy and is held together by a desire for membership and the English language as well as history.

To fully appreciate the significance of the Commonwealth, Britain's global position, it is important to understand its origins from the British Empire. Technically, there have been three empires, the first in France, lost by 1558; the second in North America, which became the United States of America after 1776; and the third was global, which became the modern Commonwealth of Nations after 1949. Each one being larger than the one before.
That's something of a distillation of the Britannic heritage of the Commonwealth. It is striking that when one looks around the world at the most successful countries, many of them have British colonial roots - Canada, United States, Australia, India, Singapore, Hong Kong, the various peaceable Caribbean islands. Given the diversity of cultures, histories and languages, it is the "commonwealth" values of peace, order and good government that have set those disparate nations on the path to success*. The origins of the British Empire can be seen as going back to the Middle Ages with the beginning of the conquest of Ireland (1172) and conquest of much of France during the Hundred Years' War. However, the modern British Empire can be considered having started in 1497 with John Cabot's claim to Newfoundland. The British Empire was the largest Empire in history; At it's zenith, it held sway over a population of nearly 500 million people - roughly a quarter of the world's population - and covered about 14.3 million square miles (17.4 million including Antarctic claims), almost a third of the world's total land area. During the mid-19th century Britain was the sole developed hyper-power, enjoying unparalleled prosperity. Britain was "the work-shop of the world," and even by 1870 she still was producing well over 30% of the global industrial output, no other nation coming even close to her production superiority. In 1885 America and Germany can be considered as having become industrialised, but Britain was still the world's most developed nation until around 1913 when she was surpassed by America. Due to the supremacy of the Royal Navy, Britain truly did rule the waves for centuries. With territories scattered across every continent and ocean and in every time-zone, the "Empire Under Palm and Pine" was accurately described as "the empire on which the sun never sets." The Empire facilitated the spread of British technology, commerce, language, and government around much of the globe through Pax Britannica and British Imperial hegemony. The contributions the British Empire made to the world, the technology, philosophy, literature, medicine, investment, institutions, and plain advancements of mankind have left a profound legacy.
The British Empire consisted of various territories all over the world conquered or colonized by Britain from about 1600. It was expanded by commerce, trade, colonisation, and sometimes conquest. Over all the Empire was built on commerce, not conquest. There were colonies conquered, but they were done for a reason. For instance, France hired the Mughal Empire to fight Britain. Britain then fought back and conquered the Mughal Empire which made up the Northwest corner of present day India. The 19th century saw the largest expansion of the Empire as the British took many former French possessions in the West Indies and began to settle in large numbers in Australia in the early part of the century and later competed fiercely with other European powers for territory in Africa. At the same time, there was serious expansion in Asia, notably the acquisition of Singapore (1824), Hong Kong (1841), and Burma (1886), and the South Pacific, particularly the settlement of New Zealand (1840). The final big expansion of the empire was following World War I, when former German and Turkish territories were mandated to Britain and the Dominions. The only serious loss of territory was the loss of the 13 American colonies in the American Revolution of 1776 -- 1783, which became the United States of America. The British Empire was at its largest territorial expansion after the First World War -- after 1918, until the 1940's, consisting of over 25% of the world's population and 30% of its area.
Since 1949, the British Empire was replaced by the Commonwealth of Nations. Most colonies are now independent; today's Commonwealth is composed of former and remaining territories of the British Empire and a few non former British Empire countries which once belonged to other powers such as Portugal, France and Belgium. The Commonwealth is a loose, voluntary organisation dedicated to preserving human rights and democracy and is held together by a desire for membership and the English language as well as history.

Commonwealth games Federation chief Mike Fennell stated that "Delhi delivered a fantastic Games". Some observers accused sections of the media of bias, unfair expectations, and negative reporting.
The final medal tally was led by Australia. The host nation India achieved its best performance ever at the Games, finishing second overall.

Weightlifting was included in the Commonwealth Games Programme in 1990 Auckland Games. Commonwealth Games Delhi 2010 had 8 weight categories for Men and 7 weight categories for women at the J.N. Sports Complex.
The 2010 Commonwealth Games, officially known as the XIX Commonwealth Games, were held in Delhi, India, from 3 to 14 October 2010. A total of 6,081 athletes from 71 Commonwealth nations and dependencies competed in 21 sports and 272 events, making it the largest Commonwealth Games to date. It was also the largest international multi-sport event to be staged in Delhi and India, eclipsing the Asian Games in 1951 and 1982. The opening and closing ceremonies were held at the Jawaharlal Nehru Stadium, the main stadium of the event. It was the first time that the Commonwealth Games were held in India and the second time it was held in Asia after Kuala Lumpur, Malaysia in 1998. This also marked the first time a Commonwealth Republic hosted the games. The official mascot of the Games was Shera and the official song of the Games, "Jiyo Utho Bado Jeeto", was composed by celebrated Indian musician A.R. Rahman.
Preparation for the Games received widespread international media attention, with criticism being levelled against the organisers for the slow pace of work, as well as issues related to security and hygiene. However, all member nations of the Commonwealth of Nations participated in the event, except Fiji, which is suspended from the Commonwealth, and Tokelau, which didn't send a team, in spite of threats of boycotts and athlete withdrawals. The internationally acclaimed opening ceremony improved the image of the Games, and dispelled negative notions surrounding them, with many observers remarking that they began on an apprehensive note, but were an exceptional experience with a largely positive ending. The President of the International Olympic Committee, Jacques Rogge, said that India had made a good foundation for a future Olympics bid, which was reiterated by the Australian Ministry of Sports. Commonwealth games Federation chief Mike Fennell stated that "Delhi delivered a fantastic Games". Some observers accused sections of the media of bias, unfair expectations, and negative reporting.
The final medal tally was led by Australia. The host nation India achieved its best performance ever at the Games, finishing second overall.

Member states have no legal obligation one to another. Instead, they are united by language, history, culture, and their shared values of democracy, human rights, and the rule of law. These values are enshrined in the Commonwealth Charter and promoted by the quadrennial Commonwealth Games. On 3 October 2013, after 48 years of membership, the Gambia became the most recent nation to withdraw from the Commonwealth after the United Kingdom condemned human rights abuses in the country.
The Commonwealth covers more than 29,958,050 km2 (11,566,870 sq mi), almost a quarter of the world land area, and spans all the continents. With an estimated population of 2.245 billion, almost a third of the world population, the Commonwealth in 2012 produced a nominal gross domestic product (GDP) of $9.767 trillion, representing 15% of the world GDP when measured in purchasing power parity (PPP). This represents the second largest nominal GDP and GDP PPP in the world.

In 1884, while visiting Australia, Lord Rosebery described the changing British Empire, as some of its colonies became more independent, as a "Commonwealth of Nations". Conferences of British and colonial prime ministers occurred periodically from the first one in 1887, leading to the creation of the Imperial Conferences in 1911.
The Commonwealth developed from the Imperial Conferences. A specific proposal was presented by Jan Smuts in 1917 when he coined the term "the British Commonwealth of Nations" and envisioned the "future constitutional relations and readjustments in essence" at the all-important Versailles Conference of 1919 by delegates from the dominions as well as Britain. The term first received imperial statutory recognition in the Anglo-Irish Treaty of 1921, when the term "British Commonwealth of Nations" was substituted for "British Empire" in the wording of the oath taken by members of parliament of the Irish Free State.

In the Balfour Declaration at the 1926 Imperial Conference, Britain and its dominions agreed they were "equal in status, in no way subordinate one to another in any aspect of their domestic or external affairs, though united by common allegiance to the Crown, and freely associated as members of the British Commonwealth of Nations." These aspects to the relationship were formalised by the Statute of Westminster in 1931, which applied to Canada without the need for ratification, but Australia, New Zealand, and Newfoundland had to ratify the statute for it to take effect. Newfoundland never did, as on 16 February 1934, with the consent of its parliament, the government of Newfoundland voluntarily ended and governance reverted to direct control from London. Newfoundland later joined Canada as its 10th province in 1949. Australia and New Zealand ratified the Statute in 1942 and 1947 respectively.
After World War II ended, the British Empire was gradually dismantled to the 14 British overseas territories still held by the United Kingdom. In April 1949, following the London Declaration, the word "British" was dropped from the title of the Commonwealth to reflect its changing nature.[20] Burma (also known as Myanmar, 1948) and Aden (1967) are the only states that were British colonies at the time of the war not to have joined the Commonwealth upon independence

ISLAMABAD: Pakistan on Thursday announced that it will not host next month's Commonwealth Parliamentary Union meeting amid a row with India over its refusal to invite the speaker of Jammu & Kashmir assembly for the conference.
India had threatened to boycott the Commonwealth Parliamentary Conference to be held here from September 30 to October 8 after Islamabad refused to invite Jammu & Kashmir assembly speaker Kavinder Gupta for the event.
The conference was to bring together speakers of Commonwealth nations in Islamabad.
"We have clarified to the London Secretariat of the Commonwealth that Kashmir is a disputed territory and now it is impossible for the Commonwealth Conference to be held in Pakistan," National Assembly speaker Ayaz Sadiq told reporters.
He said the event will now be held in New York.
"A detailed letter will be written to the CPA countries over the Kashmir dispute and the Kashmir issue will be raised on every forum of the Commonwealth," Sadiq said.
He said the Kashmir issue could not be overlooked at any cost and the assembly speaker would not be invited.
"The decision to hold the event in Pakistan was made on the basis that the Kashmir assembly speaker would not be invited to the Conference," he said.
India had threatened to boycott the meeting with Lok Sabha Speaker Sumitra Mahajan saying, "A meeting of Speakers of all states unanimously decided that India will boycott the meeting of the CPU if the Speaker of the Jammu & Kashmir assembly is not invited."

Britain's Queen Elizabeth II launched the traditional Commonwealth Games baton relay at Buckingham Palace on Wednesday.
The baton - made out of wood, titanium and granite - will be carried around all 70 Commonwealth nations and territories before the 2014 Games, which take place in the Scottish city of Glasgow.
Scottish Commonwealth and Olympic sprinter Allan Wells received the baton from the Queen at the start of its journey.
The baton contains a message written by the Queen that will remain a secret until she reads it aloud at the opening ceremony on July 23 next year.
Before then, it is expected to travel some 123,000 miles (198,000km) in an event similar to the Olympic torch relay and designed to unite the citizens of the commonwealth.
"The Queen's baton relay brings the Commonwealth to life in all it's glory for the world to see," said Prince Imran of Malaysia at the launch event.
The baton relay tradition began in 1958 and has grown in size and scale with every Games, with this year's route the longest yet.
It will travel through Asia, Oceania, Africa, North and South America, the Caribbean and Europe.

Sri Lankan President Mahinda Rajapaksa declared the Commonwealth Heads of Government Meeting open in Colombo on Tuesday, as two Commonwealth nations decided to boycott the summit because of Sri Lanka's human rights record.
The decision to hold the summit in Colombo has come under severe criticism from some countries and human rights groups, who blame Sri Lanka for failing to address abuses that occurred during the country's quarter-century civil war, which ended in 2009.
Indian Prime Minister Manmohan Singh has told Sri Lankan President Mahinda Rajapaksa that he won't be attending the 15 - 17 November meeting because of Sri Lanka's human rights record.
Canadian Prime Minister Stephen Harper is also boycotting the meeting.
During the opening of the summit, Rajapaksa said it was a matter of "pride and deep satisfaction" to host Commonwealth and other international leaders as, he added, Sri Lanka " turns a new page in its history, and embarks on an existing journey towards prosperity for all our people."
"We are delighted to have you in our peaceful country, and also to showcase the ever-growing opportunities in our economy," Rajapaksa said.
An Australian senator, meanwhile, has called on her government to boycott the summit of after she and a New Zealand lawmaker were detained by authorities there.
Lee Rhiannon said she and Jan Logie had been preparing to hold a press conference on human rights issues at a Colombo hotel on Sunday morning when immigration officials seized their passports and took them to their hotels for three hours of questioning.
Australian Prime Minister Tony Abbott's office did not respond to the incident on Monday.
Despite the Indian and Canadian boycott, British Prime Minister David Cameron rejected calls from the opposition, rights activists and Tamil groups to not attend, according to news agency the Press Association.
Cameron said he would instead put "serious questions" to Rajapaksa about his government's human rights record and make a rare visit to Tamil areas in the north, the PA said.
There are 54 members of the Commonwealth, a loose association of mostly former British colonies.

Despite the Indian and Canadian boycott, British Prime Minister David Cameron rejected calls from the opposition, rights activists and Tamil groups to not attend, according to news agency the Press Association.
Cameron said he would instead put "serious questions" to Rajapaksa about his government's human rights record and make a rare visit to Tamil areas in the north, the PA said.
There are 54 members of the Commonwealth, a loose association of mostly former British colonies.

McKinnon says the Queen has increased her responsibilities over the last ten years, and continues to remain in touch with issues concerning Commonwealth nations.

Commonwealth nation leaders on Sunday insisted that they had made sweeping progress at their biennial summit, despite failing to agree on a key human rights reform recommended by a group that questioned the forum's very relevance.
Prime Minister Julia Gillard, who had pushed for the appointment of a human rights watchdog during the Commonwealth Heads of Government Meeting (CHOGM) said the forum had still made progress by strengthening the role the Commonwealth can play when dealing with nations accused of human rights abuses.
"This will provide for an earlier and more constructive engagement by the Commonwealth and the secretary-general where countries are veering from the
path of democracy," she told reporters in Perth, where the three-day meeting of 53 Commonwealth nation leaders came to a close on Sunday.
A report by the forum's Eminent Persons Group, which was set up during the last summit to help raise the Commonwealth's profile, had recommended the leaders appoint a human rights commissioner.
The forum has been hit with repeated questions of its effectiveness in preventing human rights abuses, particularly in Sri Lanka, which is slated to host the next summit.
Sri Lanka been under intense pressure from human rights groups and countries including the US to investigate allegations of possible war crimes during the final months of its 26-year war with Tamil Tiger separatists, which ended in 2009.
The forum did give one of its internal groups more power to intervene earlier when Commonwealth nations are accused of human rights abuses or undemocratic behaviour.
Previously, the forum was restricted to either suspending or expelling such countries from the bloc.
The Eminent Persons Group was also highly critical of the effectiveness of the forum itself, saying it risked sliding into irrelevancy.
But Commonwealth Secretary-General Kamalesh Sharma insisted the summit had been productive.
"I had stated that this will be a landmark CHOGM, and it is indeed proven to be one," Sharma said, adding that the 2011 CHOGM would be remembered "as a CHOGM of reform, renewal and resilience".
Leaders did make several noteworthy decisions during the summit, including agreeing to lift a ban on monarchs marrying Roman Catholics.

It originated with the overseas possessions and trading posts established by England between the late 16th and early 18th centuries. At its height, it was the largest empire in history and, for over a century, was the foremost global power. By 1922 the British Empire held sway over about 458 million people, one-fifth of the world's population at the time. The empire covered more than 33,700,000 km2 (13,012,000 sq mi), almost a quarter of the Earth's total land area. As a result, its political, legal, linguistic and cultural legacy is widespread. At the peak of its power, the phrase "the empire on which the sun never sets" was often used to describe the British Empire, because its expanse across the globe meant that the sun was always shining on at least one of its territories.
During the Age of Discovery in the 15th and 16th centuries, Portugal and Spain pioneered European exploration of the globe, and in the process established large overseas empires. Envious of the great wealth these empires generated, England, France, and the Netherlands, began to establish colonies and trade networks of their own in the Americas and Asia.[5] A series of wars in the 17th and 18th centuries with the Netherlands and France left England (and then, following union between England and Scotland in 1707, Great Britain) the dominant colonial power in North America and India.
The independence of the Thirteen Colonies in North America in 1783 after the American War of Independence caused Britain to lose some of its oldest and most populous colonies. British attention soon turned towards Asia, Africa, and the Pacific. Following the defeat of Napoleonic France in 1815, Britain enjoyed a century of almost unchallenged dominance and expanded its imperial holdings across the globe. Increasing degrees of autonomy were granted to its white settler colonies, some of which were reclassified as dominions.
By the start of the twentieth century Germany and the United States had eroded some of Britain's economic lead. Subsequent military and economic tensions between Britain and Germany were major causes of the First World War, during which Britain relied heavily upon its empire. The conflict placed enormous financial and population strain on Britain, and although the empire achieved its largest territorial extent immediately after the war, it was no longer a peerless industrial or military power. In the Second World War, Britain's colonies in South-East Asia were occupied by Japan. Despite the eventual victory of Britain and its allies, this damaged British prestige and accelerated the decline of the empire. British India, Britain's most valuable and populous possession, achieved independence as part of a larger decolonisation movement, Britain also granted independence to most of the territories of the British Empire. This process ended with the political transfer of Hong Kong to China in 1997. The 14 British Overseas Territories remain under British sovereignty. After independence, many former British colonies joined the Commonwealth of Nations, a free association of independent states. Sixteen Commonwealth nations share their head of state, Queen Elizabeth II, as Commonwealth realms.
Britain retains sovereignty over 14 territories outside the British Isles, which were renamed the British Overseas Territories in 2002.[219] Some are uninhabited except for transient military or scientific personnel; the remainder are self-governing to varying degrees and are reliant on the UK for foreign relations and defence. The British government has stated its willingness to assist any Overseas Territory that wishes to proceed to independence, where that is an option.[220] British sovereignty of several of the overseas territories is disputed by their geographical neighbours: Gibraltar is claimed by Spain, the Falkland Islands and South Georgia and the South Sandwich Islands are claimed by Argentina, and the British Indian Ocean Territory is claimed by Mauritius and Seychelles.[221] The British Antarctic Territory is subject to overlapping claims by Argentina and Chile, while many countries do not recognise any territorial claims in Antarctica.[222]
Most former British colonies and protectorates are members of Commonwealth of Nations, a non-political, voluntary association of equal members. Sixteen members of the Commonwealth, including the UK, continue to share their head of state as Commonwealth realms.
