Russia and China have signed a number of energy, trade and finance deals on Friday aimed at strengthening economic ties. The two countries have multiple mutual projects which “achieved a unity of views on a wide range of issues.”
Russian President Vladimir Putin and Chinese leader Xi Jinping have signed a decree on cooperation in tying the development of the Eurasian Economic Union with the "Silk Road” economic project.
“The integration of the Eurasian Economic Union and Silk Road projects means reaching a new level of partnership and actually implies a common economic space on the continent," Putin said after the meeting with his Chinese counterpart. President Xi Jinping arrived in Moscow on Friday for the 70th anniversary celebration of the defeat of Nazi Germany in World War II.
China will also invest $5.8 billion in the construction of the Moscow-Kazan High Speed Railway, the Russian President said. The railway is to be extended to China, connecting the two countries through Kazakhstan. It can become part of the route of the new Silk Road project, which is aimed at tying China with European and Middle Eastern markets. The total cost of the Moscow-Kazan high speed railroad project is $21.4 billion.
Russia’s largest gas producer Gazprom and China’s National Petroleum Corporation (CNPC) signed an agreement on the basic conditions of gas supplies from Russia to China through the Western route. The two companies decided to extend a strategic partnership agreement for five years, according to Gazprom’s CEO Aleksey Miller. The agreement provides for the construction of the first, second and third Altai pipelines.
Sberbank – Russia’s biggest lender - has signed a facility agreement with China’s Development Bank in the amount of $966 million. They also agreed on financing an industrial project by Sberbank to the tune of $256.4 million.
The goal of the agreement is to develop the “long-term cooperation between Sberbank and China Development Bank in the area of financing foreign trade operations between Russia and China,” Sberbank said.
Russia's state-owned VTB Bank and the Export-Import Bank of China signed a $483.2 million loan facility agreement to finance trading operations between Russia and China.
An agreement to create a leasing company which will promote the sale of the Russian Sukhoi Superjet-100 passenger planes to the Chinese and South-East Asian markets over the next three years has been set up. Russia and China will also develop a new heavy helicopter, called the Advanced Heavy Lift. The helicopter will be able to lift 38 tons and operate in mountain areas, performing a variety of missions in any weather conditions.
President Putin also said that Moscow welcomes Chinese companies’ participation in resource extraction in the Arctic and Sakhalin shelf.
Earlier on Friday, Russian Direct Investment Fund (RDIF), the Russia-China Investment Fund (RCIF) and the People’s Government of Heilongjiang Province agreed to launch a $2 billion fund targeting investment in agricultural projects in both countries. The share of Chinese investment in Russia may soon reach 20 percent and amount to 40 percent in the medium to long-term, according to the CEO of RDIF Kirill Dmitriev.

As Telegraph reports, Putin made his proposal at a meeting with the Belarussian and Kazakh presidents which highlighted the challenges facing the Russian-led Eurasian Economic Union following the fall in global oil prices and the decline of the Russian rouble.
"The time has come to start thinking about forming a currency union," Mr Putin said after the talks in the Kazakh capital Astana with Belarussian President Alexander Lukashenko and Kazakh President Nursultan Nazarbayev.
Not surprising, considering both Belarus and Kazakhstan have spent a lot of time in the past year alternatively devaluing, and scrambling to prop up their currency.

Russian President Vladimir Putin trained his pugnacious rhetoric on President Barack Obama on Friday, answering an allegation that he has lied about Ukraine with the jab: "Who is he to judge?"
In an extensive interview with CNBC at an economic conference in St. Petersburg, the Russian leader insisted that he hopes for a peaceful outcome to the crisis in Ukraine and will support the presidential election there on Sunday.
He flashed anger when he was asked about the American president's claim that he has lied about Russia's role in stoking conflict in Ukraine.
"Who is he to judge?" Putin said, according to an interpreter. "Who is he to judge, seriously? If he wants to judge people, why doesn't he get a job in court somewhere?"
"I don't think he accused me," Putin went on. "It's his point of view. And I have my point of view when he comes to certain things."
Putin spoke two days before Ukraine holds its first presidential election since Russia seized its Crimean peninsula earlier this year, and since pro-Russian separatists began battling with security forces in east Ukraine.
The Russian leader acknowledged that U.S.-led sanctions have hurt Russia, but he said that Russian is not "trying to fence ourselves out from the world."
"You can't force people to like you, as we say in Russia," Putin said. "But we hope that common sense, good sense and national interest, will push our European and American partners to continue cooperation."
Asked about Edward Snowden, the former American government security contractor who has leaked details of National Security Agency spying programs, Putin suggested he wasn't Russia's problem. Russia has granted Snowden temporary asylum.
"He turned up on our territory because of nonprofessional actions of the Americans themselves, who tried to catch him," Putin said.
"I used to work for special services. Why did they scare the entire world? They downed the planes with presidents on board, and the plane with Snowden on board they could down anywhere."
The reference was not immediately clear. But last July, during a worldwide hunt for the fugitive Snowden, a plane carrying the president of Bolivia was forced to land after rumors circulated that Snowden was on board. He turned out not to be.
Snowden this week granted his first American television interview to Brian Williams, the anchor and managing editor of "NBC Nightly News." NBC will air that interview in an hour-long special Wednesday at 10 p.m. ET.
On the Ukraine election, Putin said that his country will "have respect for the choice that the Ukrainian people make."
The likely winner is Petro Poroshenko, a political pragmatist who may be able to work with both Russia and the West. The world is watching to see whether the separatists will disrupt the vote.
"Of course, we will cooperate with the newly elected head of state," Putin told CNBC.
"I'm not kidding, and I'm not being ironic," he added. "What we want for Ukraine is peace and calm. We want this country to recover from crisis."
He said that "we will watch very closely what will happen" and said, as he has before, that Viktor Yanukovych, the pro-Russian president of Ukraine who was overthrown in February, is still the legitimate president.
The United States and Europe have imposed sanctions on well-placed Russians to punish the country for intervening in Ukraine, and they have threatened sanctions against whole Russian industries if Russia disrupts the election.
"What happened now is chaos," Putin said of the instability in east Ukraine, which the West has accused him of stoking. "The country is sliding into chaos."

Russian President Vladimir Putin trained his pugnacious rhetoric on President Barack Obama on Friday, answering an allegation that he has lied about Ukraine with the jab: "Who is he to judge?"
In an extensive interview with CNBC at an economic conference in St. Petersburg, the Russian leader insisted that he hopes for a peaceful outcome to the crisis in Ukraine and will support the presidential election there on Sunday.
He flashed anger when he was asked about the American president's claim that he has lied about Russia's role in stoking conflict in Ukraine.
"Who is he to judge?" Putin said, according to an interpreter. "Who is he to judge, seriously? If he wants to judge people, why doesn't he get a job in court somewhere?"
"I don't think he accused me," Putin went on. "It's his point of view. And I have my point of view when he comes to certain things."
Putin spoke two days before Ukraine holds its first presidential election since Russia seized its Crimean peninsula earlier this year, and since pro-Russian separatists began battling with security forces in east Ukraine.
The Russian leader acknowledged that U.S.-led sanctions have hurt Russia, but he said that Russian is not "trying to fence ourselves out from the world."
"You can't force people to like you, as we say in Russia," Putin said. "But we hope that common sense, good sense and national interest, will push our European and American partners to continue cooperation."
Asked about Edward Snowden, the former American government security contractor who has leaked details of National Security Agency spying programs, Putin suggested he wasn't Russia's problem. Russia has granted Snowden temporary asylum.
"He turned up on our territory because of nonprofessional actions of the Americans themselves, who tried to catch him," Putin said.
"I used to work for special services. Why did they scare the entire world? They downed the planes with presidents on board, and the plane with Snowden on board they could down anywhere."
The reference was not immediately clear. But last July, during a worldwide hunt for the fugitive Snowden, a plane carrying the president of Bolivia was forced to land after rumors circulated that Snowden was on board. He turned out not to be.
Snowden this week granted his first American television interview to Brian Williams, the anchor and managing editor of "NBC Nightly News." NBC will air that interview in an hour-long special Wednesday at 10 p.m. ET.
On the Ukraine election, Putin said that his country will "have respect for the choice that the Ukrainian people make."
The likely winner is Petro Poroshenko, a political pragmatist who may be able to work with both Russia and the West. The world is watching to see whether the separatists will disrupt the vote.
"Of course, we will cooperate with the newly elected head of state," Putin told CNBC.
"I'm not kidding, and I'm not being ironic," he added. "What we want for Ukraine is peace and calm. We want this country to recover from crisis."
He said that "we will watch very closely what will happen" and said, as he has before, that Viktor Yanukovych, the pro-Russian president of Ukraine who was overthrown in February, is still the legitimate president.
The United States and Europe have imposed sanctions on well-placed Russians to punish the country for intervening in Ukraine, and they have threatened sanctions against whole Russian industries if Russia disrupts the election.
"What happened now is chaos," Putin said of the instability in east Ukraine, which the West has accused him of stoking. "The country is sliding into chaos."

Presidents Obama and Putin share icy encounter over Syria
Sharp divisions over the civil war in Syria led to an icy encounter Monday between President Obama and Russian President Vladimir Putin, whom U.S. officials view as a major hurdle in their drive to force Syrian President Bashar Assad from power.
The two leaders held their first face-to-face meeting in a year at the summit of the world's richest countries days after Obama deepened U.S. involvement in the Syrian conflict. Aides said the CIA would begin supplying arms and ammunition to some opposition forces in hopes of shifting the military balance away from Assad.
In comments to reporters, Obama and Putin expressed support for still-unscheduled Syrian peace negotiations in Geneva, but offered no sign of progress in ending a war that has killed at least 93,000 people. Russia, Syria's most powerful ally, has sent weapons to Assad's forces and is considering deliveries of sophisticated antiaircraft missile batteries.
Obama noted that he and Putin had "differing perspectives" on Syria but said they both sought to reduce the bloodshed and secure Assad's arsenal of chemical weapons. "We want to try to resolve the issue through political means if possible," he said.
"Of course our opinions don't coincide," Putin responded. But he said he hoped "to solve the situation peacefully" and said they "agreed to push the parties to the negotiations table."
Obama tried to lighten the mood by joking about their favorite sports. He cited Putin's expertise in judo and "my declining skills in basketball." Then he added, "And we both agree that as you get older, it takes more time to recover."
Putin cracked a brief smile before adding an awkward admission of the tension: "The president wants to relax me with his statement."
Obama arrived at the Lough Erne resort for the annual meeting of the Group of 8 industrialized nations a day after Putin had roundly denounced Western support for the Syrian rebels. After meeting with British Prime Minister David Cameron in London, Putin described the anti-Assad forces as lawless thugs and cannibals.
"I believe one does not really need to support the people who not only kill their enemies, but open up their bodies, eat their intestines in front of the public gaze and cameras," Putin said, a reference to video posted online that appeared to show a rebel fighter cutting open the body of a loyalist soldier. "Are these the people you want to support?"
Even before that remark, Western officials had low hopes for a breakthrough at the G-8. The Russians have little incentive to push Assad into peace negotiations while his forces have the upper hand on the battlefield. Obama's reluctant and delayed decision to arm the rebels is viewed as an attempt to turn the tide in favor of the opposition and force the Syrian leader into talks.
The last time Obama and Putin met, at the G-20 summit a year ago in Los Cabos, Mexico, they barely made eye contact and seemed uncomfortable sitting next to each other. They were equally frosty Monday, sitting side by side in armchairs during their 12-minute meeting with reporters. Each looked straight ahead, unsmiling, as the other spoke, although Putin sometimes stared at the floor.
The White House offered another take on the rapport between the leaders. Deputy National Security Advisor Ben Rhodes called the two-hour meeting "businesslike."
Rhodes said the leaders spent about one-fifth of their time on Syria, and he tried to focus on areas of agreement. Putin and Obama agreed to a new version of the Cooperative Threat Reduction program, a post-Cold War nonproliferation program that secured or dismantled nuclear, biological and chemical weapons in former Soviet states.
And both expressed cautious optimism that the surprise election of Hassan Rowhani, a moderate cleric, as president of Iran may yield opportunities to defuse the international standoff over Tehran's nuclear development program.
Rhodes also acknowledged that the Russians were "more skeptical" of evidence that led the White House to declare last week that Assad's forces had used small amounts of sarin nerve gas in attacks that killed 100 to 150 people. The White House has not released the evidence or described how it was obtained, or by whom.
The impasse over Syria undermined Cameron's attempt to demonstrate loose camaraderie at the two-day G-8 meeting. The summit at this lush lakeshore golf haven was billed as a chance for world leaders to talk casually and privately -- away from protests and prying eyes -- about economic initiatives.

With the SCO and the Eurasian Economic Union emerging as significant players classical approaches are tested and tried. From the newly inaugurated Asian Infrastructure Investment Bank to regional trade agreements, East Asia’s financial infrastructure is in a constant flux. Currently it is showing signs that it is both challenging the old Bretton Woods system and also complementing it in areas where it is lacking. On the other hand the TPP, one of the most ambitious trade agreements the Asia Pacific area has seen, is both a contentious point in the US-China relationship as well as a boon for US-Japan relations.
This has mirrored, to some extent the reactions that the One Belt, One Road framework has seen from Western nations – some have welcomed the initiative, others have remained impassive while the majority of them have either sought to build initiatives of their own or improve the existing ones. Both these projects have a huge potential to transform the Eurasian region but also carry the burden of potentially leading to strained relations depending on individual outcomes. From a security standpoint the South and East China Seas disputes, coupled with the territorial and diplomatic gap between China and South Korea, on the one hand, and Japan on the other, put Western nations, particularly the US, in a very difficult position vis-à-vis their trade interests and their diplomatic allegiances, thus adding to the region’s paradigm shift.
Bucharest Forum is the public events platform of Aspen Institute Romania. Its creation was inspired by an Aspen Institutes Network of International Partners international committee gathering in 2009. Since its inception in 2012, the mission of the Bucharest Forum is to create a regional platform for forward thinking on economic and security policies and for promoting political dialogue between governments and business.
This series of international, large scale, conferences focuses on the needs of economic and strategic decision makers in the region between the Adriatic, the Black Sea and the Caspian Sea. Bucharest Forum offers a unique opportunity for high level East-West conversation in a global transformative context. Specifically it facilitates an in-depth understanding of how the developments on the Eurasian nexus shape decisions for Europe and the Transatlantic link.
Jointly organized by the Aspen Institute Romania and GMFUS office in Romania, Bucharest Forum enjoys the key support of the Romanian Presidency, Romanian Government and the Romanian Parliament. It benefits from a diverse participation of foreign and Romanian government representatives, political figures, experts, media and think tank representatives, as well as business leaders.

As the global order is changing, new economic and strategic alignments shape the context for political cooperation, economic and trade relations as well as investment. The two are however mutually intelligible, as North American wolves have been recorded to respond to European-style howls made by biologists.

But I should note that despite the small decrease in the volume of goods turnover, there is an increase in rouble counter value of twenty-three percent for the first seven months of this year."

The "Eurasian wolf" , also known as the "common wolf" or "Middle Russian forest wolf", is a subspecies of grey wolf native to Europe and the forest and steppe zones of the former Soviet Union. It was once widespread throughout Eurasia prior to the Middle Ages; aside from an extensive paleontological and genetic record, Indo-European languages typically have several words for 'wolf', thus attesting to the animal's abundance and cultural significance. It was held in high regard in Baltic, Celtic, Slavic, Turkic, Ancient Greek, Roman, and Thracian cultures, whilst having an ambivalent reputation in early Germanic cultures.
It is the largest of Old World grey wolves, averaging 39 kg in Europe, however, exceptionally large individuals have weighed between 69 -, though this varies according to region. Its fur is relatively short and coarse, and is generally of a tawny colour, with white on the throat that barely extends to the cheeks. Melanists, albinos and erythrists are rare, and mostly the result of wolf-dog hybridisation. The howl of the Eurasian wolf is much more protracted and melodious than that of North American grey wolf subspecies, whose howls are louder and have a stronger emphasis on the first syllable. The two are however mutually intelligible, as North American wolves have been recorded to respond to European-style howls made by biologists.
Many Eurasian wolf populations are forced to subsist largely on livestock and garbage in areas with dense human activity, though wild ungulates such as moose, red deer, roe deer and wild boar are still the most important food sources in Russia and the more mountainous regions of Eastern Europe. Other prey species include reindeer, argali, mouflon, wisent, saiga, ibex, chamois, wild goats, fallow deer and musk deer.

Timothy Snyder is one of the world’s foremost scholars of Central and Eastern Europe, and the author of numerous critically acclaimed works of history, including Bloodlands: Europe Between Hitler and Stalin (2010), and The Reconstruction of Nations: Poland, Ukraine, Lithuania, Belarus, 1569-1999 (2003). During the ongoing crisis in Ukraine, he has been a visible public intellectual, addressing questions of historical memory, narrative, and reconciliation both in his writing and through his public activism.

A former president of Poland and EU special envoy to Ukraine has claimed Vladimir Putin will “do absolutely anything” to realise his “dream” for Russia and Ukraine to form part of a newly created “Eurasian union”.
Aleksander Kwasniewski was speaking after it was announced the leaders of Ukraine, Russia, Germany and France had reached agreement on a ceasefire in eastern Ukraine, but admitted major work remains to be done to bring lasting peace.
Mr Kwasniewski said he was “pessimistic” regarding the situation and claimed Mr Putin would seek to destabilise Ukraine to cultivate a “special relationship” with the eastern European state. “Russia, and especially President Putin, wants to have, not only part of Ukraine, but the entire country in the zone of his influence,” said Mr Kwasniewski. “His dream, his strategy is to have Ukraine as part of a newly formed Eurasian union and, for that, he is prepared to do absolutely anything.
“The destabilisation of Ukraine is a key element of that strategy. The Russian expectation is that Ukrainians, totally frustrated, will abandon the experiment with Europe and the West, and turn to Moscow to create a special relationship with Russia. My forecast is pessimistic – we have in front of us a very long and very dramatic crisis.”

On May 29, 2014 Eurasian Economic Union Treaty was signed that will go into effect on January 1, 2015. The treaty heralded a new stage of legal and economic integration of Russia, Kazakhstan and Belarus. Together with regulatory harmonization and unification in key areas, this will bring regulation of the whole sectors at the supranational level and establishment of a single market. New regulatory paradigm and new legal reality make legal experts in all EaEU member states not just reevaluate the development of their national legislations, but also become familiar with a large corpus of supranational legal acts. Following the example of the European Union, the regulation of economic processes is mainly governed by the decisions of jurisdictional bodies aimed at ensuring the universal interpretation and application of the EaEU rules by all member states and protection of the rights of businesses in new environment.
