The Feed-In Tariff (aka Renewable Energy Payments) is the name of the incentive model that has proven to be the most effective mechanism for stimulating clean power investment, generating jobs and accelerating technology cost declines over time. Widely adopted in Europe and now emerging as a viable policy option in different parts of North America, feed-in tariffs enable clean power generators of various sizes, deploying a variety of technologies, to sell their power over the long–term at rates that guarantee predictable returns on investment. This video includes select segments of an event that was held at the Cooper Union's Great Hall in New York City on February 4, 2010. Members of the New York State Legislature join a prestigious panel of policy experts, financiers and clean energy investors to discuss the case for a New York State Feed-In Tariff. The policy’s implications for investment and finance form the core of the discussion, and recently introduced feed-in tariff legislation are be analyzed in reference to case studies and best practices from around the globe. PARTICIPANT BIOGRAPHIES STATE SENATOR ANTOINE THOMPSON serves the 60th Senate District in Western New York, which includes the Cities of Buffalo, Niagara Falls, Tonawanda, and the Town of Grand Island. Appointed in 2007, and currently in his second term, Senator Thompson is Chair of the Environmental Conservation Committee and is the Senate’s Acting Majority Whip. He serves on multiple committees, including Civil Service and Pensions; Finance; Health; Insurance; Local Government; Tourism, Recreation and Sports Development; and Veterans, Homeland Security, and Military Affairs. As a legislator Senator Thompson has been an effective advocate for improved environmental quality, education and healthcare reform, small business and economic development, and smart transportation. Thompson received a Bachelor of Science degree in History from the State University of New York College at Brockport where he studied Black, African, and American history and government. Prior to the state senate election, he was appointed as a District Council Member in 2001, serving as a member of the Committee on Community Development and a chairperson for the Committees on Education and Minority and Women Business Enterprise. ASSEMBLY MEMBER ANDREW HEVESI has served the 28th District in Queens since January of 2005. The district comprises the neighborhoods of Forest Hills, Rego Park, Middle Village, and sections of Glendale, Maspeth, and Kew Gardens. In 2008, Hevesi was appointed Chairman of the Assembly’s Subcommittee on Renewable Energy. In this capacity he has been actively engaged in legislative efforts to expand the state’s clean energy resources and establish New York’s competitive advantage in the emerging green economy. He also serves as a member of various committees, including Energy; Health; Labor; Cities; Corporations; Authorities and Commissions; and Alcoholism and Drug Abuse. Prior to the election, Hevesi served as Chief of Staff to former NY State Assemblyman, now State Senator, Jeff Klein, and as Director of Community Affairs for New York City Public Advocate Betsy Gotbaum. He received a Bachelor of Arts degree in Political Science from Queens College. JOHN BURGES is Managing Director at Knight Capital Markets, the largest securities trading institution in North America. He previously worked at Deutsche Bank and Merrill Lynch as a Director in their energy investment banking practice. He was Chairman of a private equity backed independent power company with 450 MW of gas fired power generation. He was co-head of a private equity investment company based in the Middle East that invested across the energy spectrum including in the solar sector. In recent years, Burges has founded various renewable energy advocacy groups that are active throughout the country. John has an MBA from Columbia Business School and a BA from Bristol University, England. DEBORAH DONCASTER is currently the Executive Director of the Community Power Fund (CPF), based in Toronto, Ontario. Started in 2007, CPF’s $3 million Fund supports project development activities of Ontario-based community organizations pursuing local renewable energy projects. Prior to the organization’s inception in March 2007, Doncaster was the founding Executive Director of the Ontario Sustainable Energy Association (OSEA). Earlier in her career, Doncaster was the Project Manager at the Toronto Renewable Energy Co-operative, the developer of Canada's first community-based, co-operatively owned wind turbine on the Toronto Waterfront. Doncaster has recently assumed a new role as Campaign Director of the Green Energy Act Campaign for Ontario. Deborah holds Master's degrees in Law from Carleton University and an Environmental Planning degree from York University.
