In yet another crackdown on NGOs receiving foreign funds, Government has cancelled licences of nearly 9,000 such entities for violation of Foreign Contribution Regulation Act (FCRA). In an order, the Home Ministry said that notices were issued to 10,343 NGOs for not filing annual returns for the year 2009-10, 2010-11 and 2011-12. The notices were served on October 16, 2014 saying that the NGOs should file their annual returns within a month specifying amount of foreign funds received, sources of such funds, for which purpose it was received and in manner inwhich such foreign contribution was utilised, according to a Home Ministry notification. Out of the 10,344 NGOs, only 229 replied.
There was no reply from the remaining NGOs leading to cancellation of their registration issued under FCRA, the notification issued yesterday said. Among the registration cancelled 8,975 NGOs include 510 NGOs against whom notices were sent but returned undelivered. Government earlier had suspended the FCRA licence issued to Greenpeace India and frozen their seven bank accounts for various alleged violation of laws. The government last week ordered that funds coming from the US-based Ford Foundation should not be released by any bank to any Indian NGOs without mandatory permission from the Home Ministry.

Many prestigious institutes fall under the ambit of this order including University of Delhi, JNU, Punjab University among others. Last year also, the government revoked the licenses of 8,975 NGOs and till now the government has taken action against more than 13,000 NGOs.
There is a raging debate on whether these foreign funds received by NGOs are being misused thereby affecting country’s economy or is the government suppressing the voice of dissent by means of law.

How do NGOs' understandings of reconciliation differ from those of their clients within a larger project of national healing? How do staff at these NGOs balance remembering the past with nation-building and international development when they may be victims themselves? Why do certain groups and individuals continue to feel marginalized so long after liberation? And how might NGOs in South Africa constitute a reconciliation social movement? Wounded Healers argues that while South Africans have been reconciling apartheid-era abuses since 1994, ongoing reconciliation struggles of individuals must not be overlooked within the larger quest for national healing. What happens when the market tries to help the poor? In many parts of the world today, neoliberal development programs are offering ordinary people the tools of free enterprise as the means to well-being and empowerment. Schemes to transform the poor into small-scale entrepreneurs promise them the benefits of the market and access to the rewards of globalization. Markets of Dispossession is a theoretically sophisticated and sobering account of the consequences of these initiatives.Julia Elyachar studied the efforts of bankers, social scientists, ngo members, development workers, and state officials to turn the craftsmen and unemployed youth of Cairo into the vanguard of a new market society based on microenterprise. She considers these efforts in relation to the alternative notions of economic success held by craftsmen in Cairo, in which short-term financial profit is not always highly valued. Through her careful ethnography of workshop life, Elyachar explains how the traditional market practices of craftsmen are among the most vibrant modes of market life in Egypt. Long condemned as backward, these existing market practices have been seized on by social scientists and development institutions as the raw materials for experiments in “free market” expansion. Elyachar argues that the new economic value accorded to the cultural resources and social networks of the poor has fueled a broader process leading to their economic, social, and cultural dispossession.

Most NGOs operating in the "developing" world are neo-imperial neoliberal agencies.............just look at their donors. "Development" to these corporate-backed NGOs means implementing IMF / World Bank-imposed SAPs (structural adjustment programs) and enabling the economies of Africa & Asia to provide resources (cheap labor, minerals, oil, Western-friendly governments, etc.) to Western companies.
"Community development" is just that: Communities that are organized to be self-sustaining economically, organized in managing their labor & governments without outside interference. Nations such as Haiti, Congo, & Nicaragua were developing this way 50 years ago (in comparison to the USA that has a deficiency to economic democracy but superiority in a consumption level that's destroying the global ecology, their lack of capital made them more advanced)................but because their model was a threat to the development of multinational corporations, dictatorships were installed by the U.S. to decimate these communities.
But yay!!!! This paved the way to submissive societies that allow Western companies to steal their wealth. THIS IS DEVELOPMENT.
Most NGOs are blind to their role in this, because they claim to be "apolitical". But though lacking education (or maybe because of it), Africans & Asians are a lot more perceptive than Westerners and are more than aware that Western NGOs have political agendas. It's not without legitimate reasons that peaceful communities will sometimes resort to kidnapping or attacking an NGO.

Most NGOs operating in the "developing" world are neo-imperial neoliberal agencies.............just look at their donors. "Development" to these corporate-backed NGOs means implementing IMF / World Bank-imposed SAPs (structural adjustment programs) and enabling the economies of Africa & Asia to provide resources (cheap labor, minerals, oil, Western-friendly governments, etc.) to Western companies.
"Community development" is just that: Communities that are organized to be self-sustaining economically, organized in managing their labor & governments without outside interference. Nations such as Haiti, Congo, & Nicaragua were developing this way 50 years ago (in comparison to the USA that has a deficiency to economic democracy but superiority in a consumption level that's destroying the global ecology, their lack of capital made them more advanced)................but because their model was a threat to the development of multinational corporations, dictatorships were installed by the U.S. to decimate these communities.
But yay!!!! This paved the way to submissive societies that allow Western companies to steal their wealth. THIS IS DEVELOPMENT.
Most NGOs are blind to their role in this, because they claim to be "apolitical". But though lacking education (or maybe because of it), Africans & Asians are a lot more perceptive than Westerners and are more than aware that Western NGOs have political agendas. It's not without legitimate reasons that peaceful communities will sometimes resort to kidnapping or attacking an NGO.
