The Devil Came on Horseback presents a first-person account of the genocide in Darfur. Former Marine Captain Brian Steidle joined the African Union in 2004 to help monitor the cease-fire in Sudan. As he puts it, All I had was a camera, a pen, and paper. I was totally unprepared for what I'd see.
An unarmed military civilian, he describes his observations, via voice-over and audio recordings, as filmmakers Annie Sundberg and Ricki Stern alternate between their contemporary footage and his images of slaughtered civilians and incinerated villages. When his contract ends, Steidle leaves in disillusionment. He wrote his reports and took his pictures, but nothing changed.
Since reporters lacked the same degree of access, he goes to The New York Times, and they publish his photographs. The soldier-turned-activist proceeds to spread the word everywhere he can. Aside from Steidle, the film features his sister Gretchen Wallace, founder of Global Grassroots (an organization working with female victims in Sudan and Rwanda), and Senator Barack Obama, who has also made Darfur his personal mission.
The title comes from a loose translation of janjaweed, the government-backed Arab militias behind the atrocities to which Steidle bore witness. (Steidle and his sister use the same title for the book they wrote together.) As in their previous documentary, The Trials of Darryl Hunt, Sundberg and Stern maintain a measured tone, but their subject's horrifying images speak for themselves.

The new embattled government is now struggling to cope with a bevy of issues, including sectarian rivalries, CIA drone strikes, and one of al Qaeda's most sophisticated branches. It now risks presiding over the failure of one of the world's most fragile countries.

In the summer of 2009, Smith, along with VICE UK Editor Andy Capper, traveled to Liberias capital, Monrovia, to assess whether the war-ravaged country had moved past a decade of brutal violence. Rice called a meeting of about two dozen nations and international organisations on the sidelines of the United Nations opening session to push
for a stronger international peace force despite objections from Sudan's government.
"We meet here today united in our commitment, firm in our resolution, and mindful of our obligations to help end the suffering of the people of Darfur. The violence in Darfur must end and it must end now," he said.
Attending the meeting at the Waldorf Astoria Hotel in New York were more than 20 foreign ministers, some from countries closely allied with Sudan.

US Secretary of State Colin Powell said on Thursday that abuses by government-supported Arab militias in Sudan qualified as genocide against the black African population in the country's Darfur region.
In testimony before the Senate Foreign Relations Committee, Powell said the conclusion was based on interviews conducted with refugees from the Darfur violence as well as other evidence.
He said the evidence corroborates the specific intent of perpetrators to destroy a "group in whole or part."
The State Department said in a report released on Thursday that more than 11-hundred interviews by US officials with Darfur refugees revealed a "consistent and widespread pattern of atrocities committed against non-Arab villagers."
And it concluded the government of Sudan and the Janjaweed (Arab militias) bore responsibility for the atrocities.
Powell added that as a contracting party to an international genocide convention, Sudan was obliged to prevent and punish acts of genocide.
But he said, at this time, it appeared "Sudan has failed to do so."
Powell said Article Eight of the convention allows parties to the accord to call on the United Nations to take action to prevent and suppress acts of genocide.
And he called on the United Nations (UN) to undertake a full investigation.
At the UN on Wednesday, the United States circulated a draft resolution that calls for a stronger international force to monitor the situation in Darfur.
The resolution would also threaten punitive action against the country's oil exports if the government doesn't act quickly to stop militia attacks and improve the security situation.
The Bush administration has said that as a result of actions by government-backed militias, tens of thousands of Darfur residents have died and more than 1.2 (m) million have been displaced from their homes.

On Wednesday, an Antonov plane landed at Jomo Kenyatta International Airport in Nairobi and was loaded with ten Scania trucks and six Land Cruisers bound for Sudan.
The trucks and land cruisers were packed with palm oil, spare parts, medical equipment and water to be used in relief operations in Darfur.
The plane will leave for Khartoum early on Thursday.
Meanwhile the ICRC started a major airlift of relief supplies to Darfur out of Geneva, in its largest such operation since the war in Iraq.
"The aim is to improve ICRC access to thousands of people still deprived of urgently needed humanitarian aid and to provide further supplies to meet vital health and water needs," the agency said.
The airlift will supplement the twice weekly aid flights out of Nairobi.

Sudan's minister of humanitarian affairs, Ibrahim Hamid, who attended the meeting in al-Fasher, said he was "very satisfied with the results we have seen."
The U.N. Security Council has given Sudan until August 30 to disarm militias from Arabic tribes, known as the Janjaweed, or face sanctions.
The Sudanese government, which denies sponsoring the violence, says it has arrested an unspecified number of militiamen and sentenced some to death.
De Mul and the two other teams will prepare a report for UN Secretary General Kofi Annan, scheduled to be published on August 31.

STORYLINE:
A UN envoy arrived in North Darfur on Thursday for a close look at the Sudanese government's efforts to improve security and rein in Arab militia accused of months of atrocities in Darfur.
In an airport room scarred by bullet holes from a series of rebel attacks in April and May 2003, the UN's deputy humanitarian coordinator Erick De Mul was briefed by police and military commanders on security in and immediately around nearby displaced persons camps.
De Mul was to visit camps himself later on Thursday and Friday before preparing an assessment that could determine whether Sudan will be slapped with sanctions.
The United Nations estimates violence has driven about 1.4 (m) million people from their homes to some 147 camps throughout Darfur's three
states, while another 180-thousand Darfur refugees have fled into neighbouring Chad.
A second UN team led by UN special representative Jan Pronk was focusing on West Darfur, while UN deputy special representative Manuel Aranda Da Silva was assigned to South Darfur.
A resolution adopted by the UN Security Council on 30 July gave the government 30 days to improve the situation in Darfur or face possible sanctions.

The International Criminal Court (ICC) in the Netherlands has formally announced the start of an investigation into alleged war crimes in Sudan's Darfur region.
Prosecutors said in a statement on Monday that their inquiries will be "impartial and independent, focusing on the individuals who bear the greatest criminal responsibility".
The court has been analyzing the situation in Darfur since the United Nations referred to it allegations of rape, murder and plunder in April, following a UN Security Council vote.
Dozens of court officials have begun preparing the investigation - the largest and most important yet to be handled by the court since it was established in The Hague in July 2002.
"We will be conducting an investigation in Darfur after which, depending on the results of that investigation, an indictment may be issued," said Yves Sorokobi, spokesman for the office of the chief ICC prosecutor.
"The Security Council resolution has asked Sudan to cooperate with the court, and it is our hope that this will materialise," Sorokobi said.
Sudan has indicated it will not cooperate with the court, saying it intends to set up its own tribunal to prosecute crimes.
The vast western Sudanese region of Darfur is the scene of one of the world's worst humanitarian crises. An estimated 180,000 people have died - many from hunger and disease - and about two (m) million others have been displaced since the conflict began in February 2003.
Darfur's crisis erupted when rebels took up arms against what they saw as years of state neglect and discrimination against Sudanese of African origin. The government is accused of responding with a counter-insurgency campaign in which the ethnic Arab militia, known as the Janjaweed, have committed widescale abuses against ethnic Africans.
A special UN commission of inquiry on Darfur, which spent several months gathering evidence of war crimes, handed the court its findings, including a list of 51 potential suspects.
