Taiwan bans any direct commerce, communication, and transportation links with rival China since the two sides split amid civil war in 1949.
But that has not stopped fishermen from the two sides trading.
Taiwan's legislature passed a bill in early March to open up trade between Taiwanese outlying islands and Mainland China.
But the largely symbolic piece of legislation does not automatically open up any part of the outlying islands to mainland ships and aircraft.
The Taiwanese Cabinet believes that if direct links are permitted, they should be allowed for all of Taiwan, not just the outlying islands.
But some officials believe the bill will create holes in the island's defences, and flood Taiwan with defence threats and disease from the outlying island.
If Taiwanese fishermen get caught trading with their mainland Chinese counterparts in the waters separating the two countries, they can be thrown in jail.
This has not stopped the fisherman from continuing their illegal trade.
A largely symbolic bill was passed in Taiwan's legislature in early March to open up trade between Taiwanese outlying islands and Mainland China.
Taiwan's concerns over military defence and Chinese gang activity have stalled the passing of a bill in the Taiwanese Cabinet to create a more direct link between the two countries.
Matsu fisherman have been trading goods with fishermen from a southern Fijian province for years, only a short 20 minute boat ride away.
The fishermen carry out business transactions in the middle of the ocean, using fishing boats as markets.
The Taiwanese government has banned trade with China, leaving it up to the Coast Guard to stop this illegal activity.
Fishermen on each side contact each other by cellphone to arrange what they want and where to meet.
If they manage to escape Taiwan's coast guard, they can fill their empty wooden boats with fresh fruit and vegetables from China and seafood from the south China sea.
This trade means they don't need to wait for food from so far away when they can get everything from China in 20 minutes.

"We do trade with Chinese fishermen. We usually sail to the middle of the ocean to buy what we want."

Hsieh says the Chinese government has allowed its fishermen to trade with Matsu's about for ten years.
It's easy for Chinese fishermen working and trading in this area, because the tensions have settled down and the number of soldiers in Matsu is declining.

"It is not so tense between China and Matsu at moment. Taiwan's military doesn't deport Chinese fishermen at gunpoint any more. So, Chinese fishing boats sail very closed to our beach and catch fish in our fishing zone, but we can't control them."

Taiwan government doesn't want the military to be involved in disputes between the two sides and have set up the coastguard to replace military garrisons in some of outlying islands in early this year.

On the island of Hsichu, most of the 350 inhabitants have left for Taiwan.
One of the least defended islands of the chain, Hsichu, and another island, Tungchu, are regarded by locals as potential targets for Chinese attack.
Many, thought not all, of the inhabitants have taken advantage of the spring break to leave.
Local officials deny there is any panic over Chinese exercises - they stress that the islands are always deserted during this holiday period.
But locals admit there is fear, with only a few islanders prepared to remain.

STORYLINE:
Taiwan's President on Wednesday said he hoped Germany could help Taiwan build the eight diesel submarines which the United States agreed to sell to the island as part of a recent arms sale package.
President Chen Shui-bian told visiting German lawmaker Carl-Dieter Spranger that with help from Germany and US, the eight submarines could be manufactured in Taiwan.
At the moment, Taiwan has only four submarines.
Taiwan's military received a boost last month with the approved sale of high-tech weaponry from the United States. The arms package included four Kidd-class destroyers, eight diesel submarines as well as 12 submarine-hunting P3C Orion aircraft.
The United States no longer builds diesel-powered submarines, and U.S. officials have suggested that one possibility was to make an arrangement through a third country that did. Among the more prominent manufacturers are Italy, Germany and the Netherlands.
The German government said last month it would oppose any request for permission to build submarines under German licenses for export to Taiwan.
The Netherlands and Sweden have also indicated they would not be able to fill the orders.
On Monday, Taiwan military conducted an anti-invasion exercise with live firing in Matsu island group, just 6 miles off the southeast coast of China.
Tensions remain high between the US and Beijing after last week's decision by the US to sell advanced weapons to Taiwan in the annual arms talks.

Taiwan (Listeni/ˌtaɪˈwɑːn/ Chinese: 臺灣 or 台灣; pinyin: Táiwān; see below), officially the Republic of China (ROC; Chinese: 中華民國; pinyin: Zhōnghuá Mínguó), is a disputed sovereign state in East Asia. The Republic of China, originally based in mainland China, now governs the island of Taiwan, which makes up over 99% of its territory, as well as Penghu, Kinmen, Matsu, and other minor islands. Neighboring states include the People's Republic of China to the west, Japan to the east and northeast, and the Philippines to the south. Taiwan is one of the most densely populated countries in the world with a population density of 648 people per km² in March 2015. Taipei is the seat of the central government, and which together with the surrounding cities of New Taipei and Keelung, forms the largest metropolitan area on the island.
The island of Taiwan (formerly known as "Formosa") was mainly inhabited by Taiwanese aborigines until the Dutch and Spanish settlement during the Age of Discovery in the 17th century, when Han Chinese began immigrating to the island. In 1662, the pro-Ming loyalist Koxinga expelled the Dutch and established the first Han Chinese polity on the island, the Kingdom of Tungning. The Qing dynasty of China later defeated the kingdom and annexed Taiwan. By the time Taiwan was ceded to Japan in 1895, the majority of Taiwan's inhabitants were Han Chinese either by ancestry or by assimilation. The Republic of China (ROC) was established in mainland China in 1912. After Japan's surrender in 1945, the ROC assumed its control of Taiwan. Following the Chinese civil war, the Communist Party of China took full control of mainland China and founded the People's Republic of China (PRC) in 1949. The ROC relocated its government to Taiwan, and its jurisdiction became limited to Taiwan and its surrounding islands. Despite this, the ROC continued to represent China at the United Nations until 1971, when the PRC assumed China's seat via Resolution 2758 and the ROC lost its UN membership. International recognition of the ROC has gradually eroded as most countries switched recognition to the PRC. 21 UN member states and the Holy See currently maintain official diplomatic relations with the ROC. It has unofficial ties with most other states via its representative offices.
Ongoing issues of Cross-Strait relations as well as political status of Taiwan are major factors of contention in Taiwanese politics and a cause of social and political division among political parties and their respective supporters within the country. Constitutionally, there is dispute over whether the ROC still lays claim to the sovereignty over all of "China," in a definition that includes mainland China and Outer Mongolia basing on its pre-1949 territories, but the ROC has not made retaking mainland China a political goal since 1992. However, the government's stance on defining its political position of relation with China largely depends on which political coalition is in charge. Meanwhile, the PRC also asserts itself to be the sole legal representation of China and claims Taiwan as its 23rd province to be under its sovereignty, denying the status and existence of ROC as a sovereign state. The PRC has threatened the use of military force as a response to any formal declaration of Taiwanese independence, or if it deems peaceful reunification no longer possible.
During the latter half of the 20th century, Taiwan experienced rapid economic growth and industrialization and is now an advanced industrial economy. In the 1980s and early 1990s, Taiwan evolved into a multi-party democracy with universal suffrage. Taiwan is one of the Four Asian Tigers and a member of the WTO and APEC. Matsu is smallest rural county in Taiwan. It’s closer to China than Taiwan. Based on the isolated location and limited resources, Matsu has focused towards developing an eco-tourism industry for the future. This will ensure that Matsu’s development maintains an appropriate balance between economic growth and environmental protection.
Since 2012, bioluminescent algae has started blooming in Matsu. The bioluminescent algae has been named as Dinoflagellates. The blooming of Dinoflagellates causes the surface of the ocean to sparkle at night. This spectacle attracts thousands upon thousands of tourists and it is seen as a local cultural symbol.
However, according to my research, we found that the main reason of the heightened bioluminescent algae activity is pollution from China and global warming.
Ironically, most of people have no idea that this beautiful algae comes from pollution.
I intend to discuss this contradictory issue and find the best solution of maintaining local eco tourism.
The blooms mainly are a natural phenomena, but their frequency, duration and intensity are increased by nutrient pollution.
Many Dinoflagellates are heterotrichous, they are primary producers of food in aquatic food webs. They initially transfer light energy to chemical energy by way of photosynthesis. Almost all other organisms are dependent upon this energy transfer for their subsequent existence.
However, the species Noctiluca scintillans found in Matsu is heterotrophic. They generate red pigment and eat the organisms on the water. Normally, the boost happens in the tropical areas and when water is warm enough to sustain life. The amonia from them not only kills marine life, but causes the allergy to humans. Noctilluca Scintillans turns the seawater to dark and dirty-red during the day, but makes the ocean become an attractive spectacle at night time.
We cannot stop pollution from China and the bioluminescent algae not only has to been seen as our local culture but it also supports the tourism industry
What if we can adapt nature?
Artificial algae lives in the same conditions as natural, which means I can imitate the algae production from the wild to build an artificial ecology.
The BLUE ISLAND is utilizing the agriculture waste as the food for heterotrichous dinoflagellates and it builds a visible ecosystem. Through the bio-digital installation we clearly see what nature does. The installation will be adapted by nature. Each cell reproduces during day under the right conditions and this means the more Dinoflagellates produces, the more efficient the installation is.
My design challenges the pollutions in an increasingly human-dominated environment, the problem of urban pollution and the value of beauty, and the conversion of Dinoflagellates into an eco-tourism industry.
The light spot on the installations on the day, Dinoflagellates absorb double the energy throught the reflection of the mirror from the digital device, We can visualise the efficiency of photosythesis of heterotrichous dinoflagellates during the day. Also the form creates smooth hydrodynamics when water flows on it.
