For the last three weeks, residents of Beijing have been breathing thick, soupy air so choked with pollutants that it has registered far off the scale of acceptable levels.
Yet places like Beijing or New Delhi, India, which has also had extremely unhealthy air quality levels, are far from the only cities to be plagued. Air pollution affects practically everyone on the planet and causes more than 6 million premature deaths every year, according to the World Health Organization. Yet, this insidious and long-standing issue really only generates headlines when it hits extreme levels.

He is now launching an Internet of Things startup for greener cities.

Yet places like Beijing or New Delhi, India, which has also had extremely unhealthy air quality levels, are far from the only cities to be plagued. Air pollution affects practically everyone on the planet and causes more than 6 million premature deaths every year, according to the World Health Organization. Yet, this insidious and long-standing issue really only generates headlines when it hits extreme levels.
ABC News correspondent Gloria Riviera reports that levels in Beijing averaged 300 on the Air Quality Index (AQI), a whopping 280 points over what WHO says is good, clean air. Optimal AQI is just 20.
Explosive economic growth in China means factories are going full tilt 24/7 and millions of people are able to own cars for the first time. China has minimal environmental standards in place. The new pollution over Beijing provoked the Chinese government, for the first time, to issue an emergency warning about the air. People were told to stay indoors, some factories were shut down, and about a third of government cars were ordered off the roads.
"There are many places around the world where air pollution represents a major public health issue," said Dr. Maria Neira, director of the Department of Public Health and Environment at WHO, in an interview with Christiane Amanpour. "But we don't have a ranking because many of the cities around the world, even those expected to have high levels of air pollution, don't have a regular or routine system to measure air quality."
WHO's recommendation is to initiate monitoring, particularly of particulate matter, which is one of the best indicators of pollution for health impacts.
The health hazards of air pollution vary, often based on how long and to how much a person is exposed. Acute effects include pneumonia, while in the long term it can lead to emphysema, lung cancer and cardiovascular diseases. Children, the elderly and those with already comprised immune systems are particularly susceptible.
The types of pollution vary as well. WHO makes a distinction between indoor and outdoor air pollution.
"Indoor air pollution mostly affects developing countries," said Neira. "Half the world still relies on solid fuels like wood for heating and cooking. It's inefficient and damaging to health and causes 3.5 million premature deaths every year."
By contrast, outdoor air pollution affects emerging and developed countries and prematurely kills 3.3 million people every year, because of pollution from industrial uses and manufacturing, and energy inefficiency.
Neira noted that worldwide there is major interest and awareness of the problem of air pollution and the knowledge that links air pollution to health consequences. And though there have been improvements in policy recommendations, there has been a lag in results and improvements in public health.
"We need to take very dramatic decisions, especially in the big cities, where they are planning now for urban development," said Neira. "There are certainly very good ways to have industrial development and protect the health of the environment. When you start to plan a city, you must include health criteria."
Some of her recommendations include promoting more sustainable public transportation and clean technologies that will filter pollution from industrial production.
"The moment we take interventions, even very quickly, you will see an impact on the health of the people," said Neira. "Good results can be obtained with rapid interventions that are now available."
And there is an additional benefit to reducing air pollution. Many of the factors contributing to global warming, such as black carbon, are also major air pollutants.
"If you take interventions in climate change, you will have a benefit in air pollution and vice versa," said Neira.

For the last three weeks, residents of Beijing have been breathing thick, soupy air so choked with pollutants that it has registered far off the scale of acceptable levels.
Yet places like Beijing or New Delhi, India, which has also had extremely unhealthy air quality levels, are far from the only cities to be plagued. Air pollution affects practically everyone on the planet and causes more than 6 million premature deaths every year, according to the World Health Organization. Yet, this insidious and long-standing issue really only generates headlines when it hits extreme levels.
ABC News correspondent Gloria Riviera reports that levels in Beijing averaged 300 on the Air Quality Index (AQI), a whopping 280 points over what WHO says is good, clean air. Optimal AQI is just 20.
Explosive economic growth in China means factories are going full tilt 24/7 and millions of people are able to own cars for the first time. China has minimal environmental standards in place. The new pollution over Beijing provoked the Chinese government, for the first time, to issue an emergency warning about the air. People were told to stay indoors, some factories were shut down, and about a third of government cars were ordered off the roads.
"There are many places around the world where air pollution represents a major public health issue," said Dr. Maria Neira, director of the Department of Public Health and Environment at WHO, in an interview with Christiane Amanpour. "But we don't have a ranking because many of the cities around the world, even those expected to have high levels of air pollution, don't have a regular or routine system to measure air quality."
WHO's recommendation is to initiate monitoring, particularly of particulate matter, which is one of the best indicators of pollution for health impacts.
The health hazards of air pollution vary, often based on how long and to how much a person is exposed. Acute effects include pneumonia, while in the long term it can lead to emphysema, lung cancer and cardiovascular diseases. Children, the elderly and those with already comprised immune systems are particularly susceptible.
The types of pollution vary as well. WHO makes a distinction between indoor and outdoor air pollution.
"Indoor air pollution mostly affects developing countries," said Neira. "Half the world still relies on solid fuels like wood for heating and cooking. It's inefficient and damaging to health and causes 3.5 million premature deaths every year."
By contrast, outdoor air pollution affects emerging and developed countries and prematurely kills 3.3 million people every year, because of pollution from industrial uses and manufacturing, and energy inefficiency.
Neira noted that worldwide there is major interest and awareness of the problem of air pollution and the knowledge that links air pollution to health consequences. And though there have been improvements in policy recommendations, there has been a lag in results and improvements in public health.
"We need to take very dramatic decisions, especially in the big cities, where they are planning now for urban development," said Neira. "There are certainly very good ways to have industrial development and protect the health of the environment. When you start to plan a city, you must include health criteria."
Some of her recommendations include promoting more sustainable public transportation and clean technologies that will filter pollution from industrial production.
"The moment we take interventions, even very quickly, you will see an impact on the health of the people," said Neira. "Good results can be obtained with rapid interventions that are now available."
And there is an additional benefit to reducing air pollution. Many of the factors contributing to global warming, such as black carbon, are also major air pollutants.
"If you take interventions in climate change, you will have a benefit in air pollution and vice versa," said Neira.

During the summer time your parents probably put on air conditioners. And if you ever noticed, sometimes they have to clean the filters inside the air conditioners. And when you take out the filter you're going to notice something I think is pretty startling. The filter is beyond dirty. Where did the dirt come from? If the air conditioner is just sucking in air from the outside, does that mean that the air outside that we're breathing is filled with all that pollution?
You see, little tiny particles that are floating through the air are called pollutants. And the fact of the matter is, pollution's bad. We do not want it in the water. We do not want it in the land. And boys and girls, we do not want it in the air.
And I actually came up with a really cool experiment. And it's a little way for you to test to see how dirty your air is in your environment. Ad it doesn't matter where you live you can make these pollution catchers anywhere. And we're actually going to help 1, clean the air and 2, see how dirty the air is in your environment. And look, a plate, all I need. And yarn.
Step one is get a hole punch. You don't have a hole punch, get a pencil. And you're just going to make two holes. One and two. So now I made two holes. Because I'm going to want to hang this pollution catcher. Maybe on a tree. Maybe in your backyard. Maybe out your window with Mommy and Daddy's help. Put your yarn through or your string. You don't have yarn or string, could be a shoe lace. The point of these science experiments is you can make these at home with anything you have and then, make a tie, make a knot. This pollution catcher is almost done. Now I'm going to hang it somewhere.
Now what I'm going to do is, on this side where I'm going to put the letter, no, you know what I'm going to do? I'm going to draw some water. You know what else I'm going to do? I'm going to draw a picture of, I'll show you. I'm not a good artist but, a fish. You see, when people outside look at this I kind of want to tell them what I'm doing. So I'm going to draw a beautiful scene of the earth. Clean earth. Not a polluted earth. And on this side, I do nothing but add something to help me catch the pollutants that are polluting our air. I'm going to add petroleum jelly but you probably know it as Vaseline. We use it for our lips, we use it for our skin. I'm using it to help my air pollution catcher.
So I'm going to take just a couple fingers and I'm going to take a bunch of this petroleum jelly. Smells good. I'm going to put it on the part of the plate that doesn't have my design and I'm just going to start to smear it all around the plate. I want the entire plate, every inch of this plate to be covered in this petroleum jelly. And the cool part of this petroleum jelly is, this plates can stay outside for a month and they will remain sticky.
And now, believe it or not, my pollution catcher is done. Clean your hands. Take your pollution catcher, and the next step is figure out where you want to catch your pollution. Tree. Outside. In a park. Out your window. Maybe you want to hang it on your dinosaur tail. It's up to you. Leave it there. Come back two weeks later, come back one month later. And then you take it off and you're going to look. And you know what you're going to notice? Little black pollutants. And every one you caught came out of the air. And you guys helped clean our air.
Pollution is not cool. Go become an ecologist and go protect your earth. See you soon.

The Supreme Court today accepted a PIL petition for imposing environmental charges on commercial vehicles entering Delhi from neighbouring states of Haryana, Rajasthan and Uttar Pradesh as part of measures to check the rising air pollution in the national capital. Passenger buses, including mini-buses, and vehicles carrying essential commodities such as milk and vegetables and oil tankers would be exempt from the proposed charges.

BEIJING, Oct 11 — A senior China Open tennis authority said today matches would not be halted for air contamination unless it was bad to the point that players couldn't see the ball, taking after recharged worries over Beijing's infamous fog.
Competition co-chief Charles Hsiung said there were no particular measures, for example, breathing mechanical assembly, set up for the players in spite of contamination which is regularly so high that powers caution against outside effort.
Brown haze came to "unsafe" levels at the current year's competition before clearing amid the last days, and one player griped that he spewed after a match in view of the murkiness.

Air pollution past, present and future
The negative impacts of air pollution on public health can be traced back thousands of years, and have been frequently associated with periods of economic expansion. From sulfurous fogs in London, through Californian smogs of the 70's and the present problems in China, it seems impossible to drive rapid growth and wealth without debilitating environmental consequences. Despite decades of investment in clean technologies many cities, including London, suffer health impacts of air pollution that are as severe as ever.
Join Professor Alastair Lewis as he examines the history of pollution, why chemical lessons learnt from past events are not always applicable to solving modern day problems, and how our generally improving health leaves us more vulnerable to pollution.
Alastair Lewis is a professor of atmospheric chemistry at the University of York. He has participated in over 30 major atmospheric science field projects, from polar regions to tropical oceans, city centres to remote forests. Alastair was awarded the Desty Memorial Prize for Innovation in Separation Science in 2001, a Philip Leverhulme Prize in Earth, Ocean and Atmospheric Science in 2004, the Royal Society of Chemistry SAC Silver Medal in 2006 and the 2012 Royal Society of Chemistry John Jeyes Award for Environment, Energy and Sustainability.
In addition to teaching and research, Alastair is the Deputy Director of the National Centre for Atmospheric Science and is currently their Director for atmospheric composition.

We Using discrete-choice econometric methods, we estimate the relationship between dockage-fee discounts and speed-reduction compliance rates while controlling for vessel and operator characteristics. Our findings suggest that such discounts are effective incentives to reduce ship speeds and thus ship emissions. We also find that discount effects depend on vessel characteristics, suggesting a role for differentiated pricing policies.
