The London Borough of Newham i/ˈnjuːəm/ is a London borough formed from the former Essex county boroughs of West Ham and East Ham, within east London.
It is situated 5 miles (8 km) east of the City of London, and is north of the River Thames. Newham was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the Olympic Stadium. According to 2010 estimates, Newham has one of the highest ethnic minority populations of all the districts in the country, with no particular ethnic group dominating. The local authority is Newham London Borough Council, the second most deprived in England, although other reports using different measures show it differently. Indeed, Liverpool, Middlesbrough, Manchester, Knowsley, the City of Kingston-upon Hull, Hackney and Tower Hamlets are the local authorities with the highest proportion of LSOAs amongst the most deprived in England.
The borough's motto, from its Coat of Arms, is "Progress with the People." The Coat of Arms was derived from that of the County Borough of West Ham, while the motto is a translation of the County Borough of East Ham's Latin "Progressio cum Populo".
Law enforcement is any system by which some members of society act in an organized manner to enforce the law by discovering, deterring, rehabilitating, or punishing people who violate the rules and norms governing that society. Although the term may encompass entities such as courts and prisons, it is most frequently applied to those who directly engage in patrols or surveillance to dissuade and discover criminal activity, and those who investigate crimes and apprehend offenders, a task typically carried out by the police or another law enforcement agency. Furthermore, although law enforcement may be most concerned with the prevention and punishment of crimes, organizations exist to discourage a wide variety of non-criminal violations of rules and norms, effected through the imposition of less severe consequences.
Most law enforcement is conducted by some type of law enforcement agency, with the most typical agency fulfilling this role being the police. Societal investment in enforcement through such organizations can be massive, both in terms of the resources invested in the activity, and in the number of people professionally engaged to perform those functions.

East Ham is a suburban district of London, England, and part of the London Borough of Newham. It is a built-up district centred 8 miles (12.8 km) east-northeast of Charing Cross. The area is identified in the London Plan as one of 35 major centres in Greater London. In 2011, East Ham had a population of 76,186.
A settlement in the area named Ham is first recorded as Hamme in an Anglo-Saxon charter of 958 and then in the 1086 Domesday Book as Hame. It is formed from Old English 'hamm' and means 'a dry area of land between rivers or marshland', referring the location of the settlement within boundaries formed by the rivers Lea, Thames and Roding and their marshes.
In 1859 East Ham railway station opened and, although in 1863 the area was still being described as a "scattered village" the availability of transport resulted in increasing urbanisation, especially from 1890 onwards. The electric services of the District Railway first served East Ham in 1908.

East Ham is a mixed cultural area, with a majority of South Asians, (but also African / Caribbean and Eastern European resident). On the stretch of the High Street recorded in this video there are many, many south Indian cafe type restaurants, eateries, spice & grocery shops. A gang squirted a noxious colourless liquid in the face of a London shopkeeper, as he shielded a boy they had chased into his shop. Video footage has been released by police in the hunt, for the four teenage boys who assaulted the Newham shopkeeper, who barricaded himself in the shop in the terrifying attack. The CCTV shows a boy running from the gang into a shop on Lonsdale Avenue in a bid to seek refuge. The shopkeeper blocks the door, and just moments later a hooded teenage boy is seen walking threateningly to the shop front before staring in.
