Recent satellite images show China is building its first airstrip in the disputed Spratly Islands and may be working on a second airstrip, according to an analysis by defence journal IHS Janes.
Airbus Defence and Space satellite imagery taken on March 23 shows that China has created enough space on Fiery Cross Reef for a runway that is about 3,000 meters long. China began to turn Fiery Cross Reef into an island in late 2014.
Fiery Cross Reef lies to the west of the disputed Spratly Islands, an archipelago that is claimed in whole or in part by China, the Philippines, Vietnam, Malaysia and Brunei.
Fiery Cross Reef is called Yongshu by China, Kagitingan by the Philippines and Da Chu Thap by Vietnam.
Speaking at a press conference in Beijing on Thursday, Chinese Foreign Ministry Spokesman Hong Lei defended China's construction in the South China Sea as "reasonable" and "legal."
"The relevant construction is conducted within China's sovereign territory, it is reasonable, understandable and legal, and it is not targeting or affecting any other country," Lei said.
Other Airbus Defence and Space satellite imagery from March showed reclamation work on Subi Reef, which could also create space for another 3,000-metre runway.
Subi Reef is only 25 km away from Thitu Island, which is known as Pag-asa in Tagolog and which China calls Zhongye Island. Thitu Island is held by the Philippines and is home to a civilian population.

China appears to building a third airstrip in disputed waters in the South China Sea, according to new satellite images analyzed by the Washington-based Center for Strategic and International Studies (CSIS).
The images, taken September 8, come after China pledged to bring land reclamation in those waters to a halt, and will make for uncomfortable discussions when Chinese President Xi Jinping visits Washington next week.
Greg Poling, the director of CSIS's Asia Maritime Transparency Initiative, said that China had reclaimed a flat rectangle of land with a retaining wall about 3,000 meters (3,280 yards) in length on Mischief Reef. It's similar to airstrips that China has been building on artificial islands at the Fiery Cross and Subi reefs in the contested Spratly Islands.
"If it does turn out to be a runway, China will have three airstrips that can carry any plane the PLA (People's Liberation Army) has to offer," he said.
"All of these places have gone from being outposts on stilts to full islands, potentially with airstrips, within the space of a year or just over a year," he added.
Messy territorial claims
The South China Sea is the subject of numerous rival -- often messy -- territorial claims, with China, Brunei, Malaysia, the Philippines, Taiwan and Vietnam disputing sovereignty of several island chains and nearby waters.
In June, China had said that island building in the South China Sea was "almost complete," although it did say that it would continue to build facilities on the islands it has already created.
Poling said that one Chinese dredger was active a week ago, widening a shipping channel.
China has repeatedly said its activity in the South China Sea does not target any other country or affect freedom of navigation by sea or air.

New satellite images taken recently of 2 reefs in the Spratly Islands in the South China Sea show rapid land reclamation being undertaken by China.
The photos, of the Mischief and Subi reefs, were taken earlier this month by a US satellite company, Digital Globe. A new image shows China's land reclamation of the perimeter around the doughnut-shaped Mischief Reef is close to completion. Compared with a photo taken of the same location in March, the image shows that the project is progressing significantly.
A photo taken of the Subi Reef shows many vessels, believed to be carrying sand to fill in the reefs. This indicates the reclamation work is ongoing.
Mira Rapp Hooper, a fellow with the Center for Strategic and International Studies, told NHK that she expects reclamation work at the two reefs will be completed in the next couple of months.
China has been engaged in reclamation work at 7 reefs in the Spratly Islands.
Hooper, who is also director of the CSIS Asia Maritime Transparency Initiative, or AMTI, says reclamation work is nearly complete at 5 reefs, where the construction of facilities such as an airstrip and a port continues.
China's Foreign Ministry spokesman Lu Kang announced on Tuesday that China will soon complete its land reclamation work but that after the land reclamation, China will start building facilities to meet relevant functional requirements.
Hooper says the announcement is not a change in policy but a change of diplomatic message. She says it seems that China is trying to signal to the United States and countries in the region that it does not want to have an antagonistic relationship over the issue.
She also says China wants to avoid the problem of the Spratly Islands coming to the foreground when US and Chinese officials meet for strategic and economic dialogue in Washington next week.

.An investigation conducted by the Philippine military has shed light on the expansion of China's reclamation projects in disputed waters in the South China Sea.
NHK has obtained reconnaissance photos taken by the Philippine military near the Spratly Islands earlier this year. The waters are claimed by China, the Philippines, and other parties.
The photos show that China has begun reclaiming 2 new locations at the Spratly Islands -- one at Mischief Reef, another at Subi Reef.
Sources in the Philippine military say that together with 5 locations where China began reclaiming last year, at least one-square-kilometer waters in 7 locations have already been developed.
At Fiery Cross Reef, long strips of shoal that were underwater in September have been totally reclaimed.
The Philippine military says the construction of a runway is underway on the newly reclaimed land, stretching 3 kilometers in length and 200 to 600 meters in width.
On Gaven Reef, Johnson Reef, and 2 other locations, several large complexes, such as a 6-story building, are being rapidly constructed.
Judging from the types of the facilities and recent Chinese maritime activities in the waters nearby, the sources say China's reclamation projects could be used for military purposes. They say China may begin opening these facilities year's end.
The Chinese government has said the development is conducted in waters under Chinese control, but the claim is meeting resistance from the Philippines, Vietnam, and other parties.
US officials have also expressed their concerns.
China's reclamation projects will likely deepen the tensions between China and other parties involved.

New satellite images show that China has started construction of an airstrip on a third artificial island in the South China Sea that will strengthen Beijing’s military capacity in the contested waters, Western analysts say.
The photographs, released by the Center for Strategic and International Studies in Washington, show preparation for airfields on Mischief Reef and Subi Reef, submerged reefs in the contested Spratly Islands that China has transformed into islands, according to the center.

As the Philippine military C-130 transport plane made its approach to the country's most precious outpost in the disputed South China Sea on Monday, it flew past a reef which China is quickly turning into an island. At least two cranes and two dredgers were visible on Subi Reef from the plane taking local and foreign reporters on a rare trip to Thitu island. China's reclamation around seven reefs in the Spratly archipelago of the South China Sea is making Philippine islands such as this, known internationally as Thitu but called Pagasa in the Philippines, vulnerable, said Philippine military officials and security experts.

The head of the Philippine military has expressed deep concern about China's apparent activities to build runways on the Spratly Islands in the South China Sea.
The Philippines, China and several others are involved in a sovereignty dispute over the islands.
General Gregorio Pio Catapang told reporters on Monday that China is carrying out construction on 7 reefs in the islands.
He said that reclaimed areas at Fiery Cross Reef and Subi Reef are large enough for airstrips.
Satellite images have shown that China is believed to be constructing a runway in Fiery Cross. The general said a similar work at Subi is picking up speed.
Subi Reef is close to an island controlled by the Philippines.
General Catapang said China's activities could cause friction between the 2 countries, and Manila wants to know Beijing's intention and objective.
Also on Monday, a senior official of the Philippine foreign ministry said President Benigno Aquino will raise the issue at the summit of the Association of Southeast Asian Nations to be held next week in Malaysia.

Philippines: China Island-building in Full Swing on 2 Reefs

China is pressing ahead with the construction of artificial islands on at least two reefs that are also claimed by the Philippines in the increasingly tense territorial dispute, Filipino officials said Friday, despite Beijing's pronouncement that some work would end soon.
Mayor Eugenio Bito-onon of Kalayaan island, which is under Philippine control in the Spratly islands, where attention has recently focused on China's massive islands reclamation work, said that he flew last week near the Chinese-controlled Subi Reef and saw construction was in full swing with many dredgers and a huge crane visible on the emerging man-made island.
"It's full-blast construction. It's massive and incredible," he told The Associated Press, adding that it was evident it would take months before the Chinese complete the work.
Emerging island
In the mid-portion of the emerging island, a 3-kilometer-long (1.9 miles) landfill is taking the shape of a runway, Bito-onon said.
His comments followed similar findings by the U.S. military and independent defense analysts.
Two senior Philippine military officials, speaking on condition of anonymity because they weren't authorized to talk to the media, said that aside from Subi Reef, China's island-building has also continued on Mischief Reef, also in the Spratlys, based on recent military surveillance.
Chinese Embassy officials in Manila did not comment immediately.
The Chinese Foreign Ministry said on June 16 that the land reclamation projects on some islands and reefs "will be completed in upcoming days."
However, in a sign that the developments were far from over, the ministry also said on its website that China would follow up by building infrastructure for operations ranging from maritime search and rescue to environmental conservation and scientific research.
Threaten sea freedoms
The U.S. and the Philippines, its defense treaty ally, have expressed concern that China's island-building on at least half a dozen features in the South China Sea could be used for positioning military planes and navy ships to intimidate other claimants, reinforce China's claim over virtually the entire sea and threaten freedom of navigation in one of the world's busiest shipping lanes.
China's Foreign Ministry spokesman Lu Kang said in the statement that the projects "do not affect the freedom of navigation and overflight enjoyed by all countries in accordance with international law in the South China Sea."
A U.S. Navy plane flying near one of the artificial islands last month was told to leave the area by the Chinese military. In a separate incident, a Philippine air force plane was similarly ordered by the Chinese navy several weeks ago to leave the area.
The incidents raised fears that China was preparing to enforce an air defense identification zone over the South China Sea, similar to one it declared over disputed Japanese-held islands in the East China Sea in 2013.
The U.S. argues that China can't use artificially constructed islands to expand its sovereignty. U.S. officials have said they were considering stepping up patrols to ensure free navigation in the contested region.

MISCHIEF REEF, SOUTH CHINA SEA — China may be building a third airstrip in the disputed Spratly Islands in the South China Sea, according to a Washington-based think tank.
Satellite images taken on September 8 show that China had reclaimed a piece of land with a retaining wall about 3,000 meters long on Mischief Reef, which is suspected to be an airstrip under construction, CNN reported. China is already building airstrips on Fiery Cross Reef and Subi Reef.
"If it does turn out to be a runway, China will have three airstrips that can carry any plane the PLA [People's Liberation Army] has to offer," Greg Poling, the director of Washington-based Center for Strategic and International Studies' Asia Maritime Transparency Initiative, told CNN.
The United States says China has reclaimed some 2,000 acres, or the equivalent of around 1,500 football fields, in the Spratly Islands over the past 18 months, according to CNN.

Philippine military officials traveled to a disputed island held by the Philippines on Monday (May 11) to re-establish its claim amid tensions with Beijing and its reclamation activities in the South China Sea.China's rapid reclamation around seven reefs in the Spratly archipelago of the South China Sea has alarmed claimants, including the Philippines and Vietnam, and drawn growing criticism from U.S. government officials and the military.Armed Forces of the Philippines Chief of Staff Gregorio Catapang, along with some military officials and journalists, went to Thitu Island, which is known locally as Pagasa, or "Hope" island, was 280 nautical miles from the Philippines and the biggest island occupied by Manila in the contested region. The island is called Zhongye Dao by the Chinese and Taiwanese and Dao Thi Tu by the Vietnamese who also claim the island.A welcome ceremony greeted the officials in the 37-hectare (91-acre) island, which boasts a small number of Philippine troops and about 100 people who take advantage of government subsidies to live there. Catapang told journalists that the trip was to reinstate the Philippines' claim on the island."I'm visiting this place to establish the fact that Pagasa is a municipality of Palawan, and Palawan is a province of the Republic of the Philippines, and therefore, Pagasa is a territory of the Republic of the Philippines," he said. The Philippine military had developed a plan to upgrade the nine islands and reefs it holds in the Spratlys. But those plans were put on ice after the Philippines filed a case with a U.N. tribunal in The Hague in 2013, challenging China's claims in the South China Sea. China has refused to take part in the arbitration case, which has yet to be heard. On the horizon, at least two cranes and two dredgers were visible on Subi Reef in the Spratlys archipelago held by China.Subi Reef lies a mere 14 nautical miles from Thitu, its lights visible at night, Philippine officials said.China's creation of artificial islands is happening so fast that Beijing will be able to extend the range of its navy, air force and coastguard before long, experts say.Dredging at Subi Reef showed a series of landmasses being created that, if joined together, would provide enough land for a 3,000-metre (3,281-yard) airstrip, IHS Janes Defence Weekly said last month. Catapang said in an interview in April that China was building choke points in the Spratlys, referring to reclamation that would narrow the room for Philippine vessels to move at sea.Beijing claims most of the potentially energy-rich South China Sea, through which $5 trillion in ship-borne trade passes every year. The Philippines, Vietnam, Malaysia, Taiwan and Brunei also have overlapping claims.China has denied accusations its actions are provocative. It recently accused the Philippines, Vietnam and others of carrying out illegal building work in the South China Sea.

MISCHIEF REEF, SOUTH CHINA SEA — Ang China ay maaring nagsasagawa ng pangatlong airstrip sa pinagtatalunan na Spratly Islands.
“China had reclaimed a piece of land with a retaining wall about 3,000 meters long on Mischief Reef, which is suspected to be an airstrip under construction.”

China is claiming airspace above the artificial islands that it is building in the disputed waters in South China Sea.
A Philippines aircraft on routine reconnaissance patrol was told to leave by Chinese coastguard over Subi Reef on April 19, where China is said to be planning a 3km airstrip, the Straits Times reported.
A Chinese frigate stationed near the reef reportedly flashed lights and radioed the aircraft to leave, Philippines military spokesman Lieutenant-Colonel Harold Cabunoc told the Straits Times.
China denied flashing lights at the aircraft but said it did radio the pilot because of “multiple intrusions into the area above waters near China’s islands and reefs over recent days”, the Straits Times quoted China’s Foreign Ministry as saying.
“Under these conditions, I think that individuals hyping up an ADIZ, that China possibly wants to set one up in the South China Sea, this obviously has ulterior motives,” Chinese Foreign Ministry spokeswoman Hua Chunying told Reuters.
Philippines air force and navy planes have been told to leave a China-held “military security area” above the disputed Spratly Islands at least six times in the past three months, the Straits Times reported.

Philippine, US Open Joint Military Exercises Amid China Concerns

Joint military exercises involving a larger than usual number of United States and Philippines troops get underway in the Philippines today amid concerns about China’s expansive reclamation work in the disputed waters of the South China Sea.
Philippine and American officers at the Philippine military’s general headquarters in Metro Manila unfurl a satiny white flag marking the start of joint exercises they say are larger and “more complex” than in years past.
A little more than 5,000 Philippine troops and some 6,500 U.S. troops are involved. Philippine Exercises Assistant Director, Brigadier General Rodolfo Santiago said usually only 6,000 to 8,000 total participate yearly. “But if you’ll see the trend it is really increasing every year. And as I’ve said, it is a natural progression of the maturing capability development level, the level of the capability is equivalent to the complexity of the operation and the exercise that we do,” he stated.
Santiago’s U.S. counterpart, Brigadier General Christopher Mahoney, said this year’s exercises involving amphibious landings, live fire drills and maritime surveillance are more sophisticated and more involved than in the past.
But this year was also supposed to mark the start of a new defense agreement that would see more U.S. troops rotating through the Philippines, and the prepositioning of their military assets at select Philippine bases. The two countries’ Enhanced Defense Cooperation Agreement, signed in April last year, is not yet being implemented because of challenges to its constitutionality in the Philippines high court.
Philippine National Defense Secretary Voltaire Gazmin pointed out the hindrance during an opening ceremony speech. “We shall undertake this exercise as we work towards operationalizing- if permitted by our Supreme Court- the Enhanced Defense Cooperation Agreement, which would enable us to conduct combined exercises more efficiently and effectively,” Gazmin said.
Without being specific, a Philippine Armed Forces spokesman told VOA there are some exercises that the group would have wanted to include in this year's joint drills if not for the pending decision.
Carl Baker is director of programs at the Pacific Forum of the Center for Strategic and International Studies, a Washington, D.C. security think tank. He said even without the agreement in force, both countries are still able to benefit. “The real shift, and probably why they’re bringing in more troops, is the United States and the Philippines have both said it’s important to demonstrate that the Philippines is shifting its focus from internal to external defense and that, of course, requires more troops and requires probably a larger defense posture by the United States,” he said.
The agreement reinforces U.S. efforts to more intentionally shift its strategic sights toward Asia. It also reinforces the Philippines' minimum credible defense stance in the face of a dispute with China over features in the South China Sea.
While military officials from both the U.S. and the Philippines say the exercises do not target any one specific country, Baker calls the increased troop levels a “low-key response without being overly provocative” to an ever more assertive China in the South China Sea.
China has become quite visible in the disputed waters in recent years with regular patrols, drilling activity and now construction on contested outcroppings, all while reiterating “indisputable sovereignty” over the sea and its hundreds of features. The Philippines, Vietnam, Brunei, Malaysia and Taiwan also have overlapping claims.
Most recently, China has undertaken reclamation work at seven disputed reefs that the Philippines also have claims in the Spratly Islands. Hours before the opening of the joint exercises, Philippine Armed Forces Chief General Gregorio Pio Catapang released photos taken April 11th of the dramatically expanded outcroppings. “This will really greatly affect the movement of our fishermen, the movement of our Coast Guard and of course the movement of our Navy,” he explained.
The main concerns for Manila are the two reefs where airstrips are taking shape. Mischief Reef has a nearly completed airstrip and is very near Second Thomas Shoal, where a tiny Philippine contingent is based on a rusted old grounded ship. The other is Subi Reef, which Catapang said is about 75 kilometers from Thitu Island, where 150 (Philippine) civilians live.
Beijing has said its reclamation is not targeted at any one country. Furthermore it said it is well within its rights to build on its sovereign territory and that the development is for civilian needs and “the need for necessary military defense.”
