Analysts, however, are warning of a political crisis.
Pedro Passos Coelho’s grouping won the most votes in the legislative election on October 4th, but fell short of a parliamentary majority.
A minority centre-right government would need support, or at least abstention, from the Socialists to pass laws in parliament. But talks between the groupings have broken down.

There has been a period of intense but inconclusive political horse-trading since the election.
It now falls to President Anibal Cavaco Silva to nominate a Prime Minister.
The possibility of a change of administration or even a political vacuum is conjuring up uncertainty in Portugal as it recovers from its debt crisis.

Italy's Napolitano said that despite the critical financial situations in Spain, Portugal and Italy, they have the tools to successfully overcome the crisis.
"We have, as Italy Spain and Portugal, energy, competence and tools to successfully overcome the current crisis and keep our advanced positions," he said.
Napolitano reminded the rest of the EU to think positively and remember that despite the tough times a Europe united is still financially powerful.

"Europe and the West's future depends on us," he added.
However, Portugal's President Silva affirmed that the crisis will not be overcome without an effective European agenda for economic growth and job creation.
Silva stressed the importance of the European Union to take the responsibility of implementing proactive policies to relaunch the economy, stimulate investment and competitiveness and promote employment.

German Chancellor Angela Merkel on Monday made another trip to a bailed-out eurozone country where many people blame her government for the harsh austerity measures they are enduring.
Merkel met with Portuguese president Anibal Cavaco Silva at noon, before her meeting with Prime Minister Pedro Passos Coelho.
Portugal needed a 78 billion (b) euro (99 billion US dollar) rescue last year.
The country won Germany's praise for enacting the economic reforms and spending cuts it promised in return for the bailout.
Merkel's visit was widely seen as a display of support for the Portuguese government's efforts to restore the country's fiscal health in the teeth of broad public and political opposition.
Germany and other bailout lenders - the other eurozone countries, the International Monetary Fund and the European Central Bank - are keen for Portugal to stay the course, sparing the continent more difficulties like those in bailed-out Greece, which Merkel visited last month.

The economic crisis in Europe and peace talks with FARC rebels featured prominently during talks Wednesday between Colombian President Juan Manuel Santos and his Portuguese counterpart Anibal Cavaco Silva.
During the meeting at Belem Presidential Palace in Lisbon, President Santos reiterated his belief that talks with the Revolutionary Armed Forces of Colombia, or FARC could have a positive outcome.
"I hope we can keep the process as it has been developing in Cuba . It has some principles like discretion, responsibility, realism and efficacy. If the talks keep moving under these principles we can achieve a happy ending," said Santos.
Colombia's government and the country's main rebel group have pushed back the start of formal peace talks until next week.
The talks had been due to start in Havana on Thursday.
But a four-day delay was announced in a joint statement by the Colombian government and FARC.
Santos gave no information about the reason for the delay.
The Colombian president also talked about the support which his country, and Latin America in general, was giving to Europe to help it overcome its economic crisis.
"We want to contribute to improve the economic situation in Europe by opening our markets, stimulating investments and creating conditions for Europe to find its way back to growth," said Santos.
Meanwhile, in bailed-out Portugal, the government intends to intensify its austerity measures next year.
On Wednesday, a second general strike in eight months left commuters stranded as trains ground to a virtual halt and the Lisbon subway shut down.
Hospitals provided only minimum services and municipal trash was left uncollected.
President Anibal Cavaco Silva said Portugal's constitution had to be respected during the strike.
"The worker's right to go on strike is in the constitution and has to be respected but even with the strike I have not stopped working," said Cavaco Silva.
Wednesday's strike was part of action by European Union workers against austerity.
Protest marches were also held in 40 Portuguese cities, which were mainly peaceful.

Portugal's President said on Wednesday that he rejected opposition parties' demands for early elections.
Anibal Cavaco Silva appealed to all the main parties to put aside their differences and find a broad compromise that would spare the Portuguese from needing a second financial rescue.
In a 30-minute televised broadcast to the nation in a prime-time evening slot, Cavaco Silva said that he is keeping faith with the bailed-out country's troubled coalition government, as elections: "could mean a step back in what has been achieved and a new financial assistance programme could become necessary."
The government came close to collapse last week when the two coalition partners disagreed over the scale of austerity measures.
The finance and foreign ministers resigned, triggering what the President called "a grave political crisis" over the past 10 days.
He urged the three parties which signed the 2011 bailout agreement - the Social Democratic Party, the main opposition Socialist Party and the smaller Popular Party - which are in government and which were in power at the time of the bailout, to find common ground and reach to a compromise.
The dispute cast doubt on Portugal's ability to comply with the debt-cutting demands of a 78 (b) billion Euro (100 (b) billion US Dollar) bailout it received two years ago.
Other countries using the euro currency worried that Portugal's difficulties could hurt the bloc's efforts to escape its prolonged financial crisis.
The head of state, though he has no executive power, is charged by the Constitution with ensuring the country has a stable government.
Cavaco Silva spent three days consulting with political parties, business leaders, labour groups and economists before announcing his decision on Wednesday.
The President said that part of the agreement should include new elections only after the bailout programme finishes in June 2014.

Portuguese President, Anibal Cavaco Silva, welcomed his Brazilian counterpart, Dilma Roussef, to his country with an official welcome ceremony in Lisbon on Monday.
After talks, Cavaco Silva reiterated Portugal's support for the candidacy of Brazil as a permanent member of the United Nations' Security Council.
Brazil, along with Germany, India and Japan, is making a strong bid for a permanent seat in the UN Security Council.
"Brazil is the strongest economy in Latin America, Brazil is a natural candidate," said Cavaco Silva during a joint news conference.
Cavaco Silva also expressed support for a free trade agreement between the European Union and the Mercosur.
Mersocur (Southern Common Market) is economic agreement of several Latin American countries.
Rousseff, on her part, expressed Brazil's concern for the situation in Portugal provoked by the economic crisis in Europe.
"I told the president of my wishes to quickly achieve the growth and an improvement of the situation of the European people," said Rouseff.
The Brazilian leader said both countries signed an agreement to cooperate not just in the "traditional commerce" they already have, but in other areas like technology and energy.
Later on Monday both presidents will present the Camoes Prize - the most important literary prize in Portuguese - to the Mozambique writer Mia Couto.

Some 500 protesters holding banners and chanting anti-austerity slogans gathered in Lisbon on Saturday, ahead of a government meeting aimed at patching up a week old political crisis.
The demonstration was organised by CGTP, Portugal's largest union confederation.
Confederation leader Armenio Carlos said protesters were fighting against the government's right wing policy which was deepening social inequalities and creating more unemployment.
"We are also here to react to what has been happening in Portugal which discredits us politically, both internally and externally," Carlos added.
Party leaders meanwhile said the rift, which started after two key ministers resigned last week, had been resolved with details of the coalition-saving pact to be announced on Saturday.
The crisis had threatened to bring down the government and caused turmoil on financial markets.
An accord was hammered out and presented to President Anbal Cavaco Silva late on Friday, the spokesman for coalition's Popular Party said.
The spokesman said the proposal guarantees government stability and added that coalition leaders would later make a joint statement.
He said the deal enables Portugal, which agreed a 78 (b) billion euros (102 (b) billion US dollars) sovereign bailout, to face future challenges.
The political instability rocked European financial markets during the week as the government teetered on the verge of collapse in a dispute over austerity measures.

"Since it was not possible to reach an agreement of national salvation, I think the the best alternative is the continuation in office of the current government with reinforced guarantees of union and strength of the coalition until the end of the legislation (the term in power). The executive (the government) has a majority in parliament - as recently was confirmed. It has to be clear for the Portuguese people and for our European partners that Portugal is a governable country."

4. SOUNDBITE (Portuguese) Anibal Cavaco Silva, Portuguese President:

Portugal's president has accepted a compromise reached by the coalition government that allows it to stay in power, defusing a crisis that had roiled financial markets.
In an address to the nation on Sunday, President Anibal Cavaco Silva ruled out early elections, opting for "the best alternative" which is "the continuation in office of the current government."
"The partners of the government coalition have to make a concerted effort to make - with strength and credibility - negotiations with the international institutions that the Portuguese situation demands," he said.
The coalition nearly split on July 2 when Foreign Minister Paulo Portas, the leader of the junior party, threatened to resign.
A compromise was reached within the coalition when Portas was appointed deputy to Prime Minister Pedro Passos Coelho, but this step required the
president's agreement, which he gave late on Sunday.
The political dispute had raised fears that Portugal would be unable to abide by the terms of its 78 (b) billion euro (102 (b) billion) international bailout.
"It is essential that both parties that make part of the coalition be synchronised in a durable and unequivocal way to finish successfully the programme of financial assistance and for Portugal to be back in the markets to assure the normal financing of the state and the economy," Cavaco Silva added.

STORYLINE:
Portugal's president on Monday began two days of consultations with the country's political parties before deciding whether to call a snap election.
The resignation of two key ministers last week, due to disagreements over budget austerity policies, saw the centre-right coalition government on the verge of collapse.
Opposition parties are demanding elections two years ahead of the scheduled ballot, but President Anibal Cavaco Silva could instead give his blessing to the prime minister's proposal for a Cabinet reshuffle intended to restore harmony between the squabbling coalition partners.
As head of state, the president has no direct hand in running the country, which is the job of the government, but he helps to ensure political stability.
He can dissolve Parliament and call elections if he believes the government's credibility is damaged.
Cavaco Silva met the leaders of the five parties that have seats in Parliament, as well as the governor of the Bank of Portugal.
Jose Luis Ferreira, the leader of the Green Party, said he told the president that "the only way is to dissolve the national assembly (parliament) and call for early elections".
Joao Semedo, the leader of the Leftist Party, said "the coalition is weaker and a weaker coalition can only create a weaker government, and what we need is a strong government".
Jeronimo Sousa, the leader of the Communist Party, also said his party was demanding the resignation of the government and new elections.
The two parties in the coalition fell out over the deeply unpopular debt-cutting measures the country is required to enact in return for its 78 billion euro (100 billion US dollar) bailout two years ago.

STORYLINE
Portugal elected its conservative president to a second term in a landslide on Sunday, delivering a harsh political setback to the minority Socialist government which is struggling to contain an acute economic crisis.
Anibal Cavaco Silva, who is supported by the main opposition Social Democratic Party, collected 53 percent of the vote compared with 20 percent for second-placed Socialist Party candidate Manuel Alegre, official figures showed with more than 99 percent of districts returning.
Four other candidates picked up the remaining votes.
The government risked a backlash by enacting deeply unpopular austerity measures amid fears that the financial crisis spells economic disaster for Portugal.
The president possesses the power - known as his "atomic bomb" - to call a general election if he feels the government is on the wrong path.
The emphatic win for Cavaco Silva added to political pressure on the embattled centre-left government as Prime Minister Jose Socrates scrambles to restore international confidence in Portugal's ailing economy.
Portugal's political and economic fortunes are important for the rest of Europe because its government's collapse would add fresh momentum to the continent's debt crisis.
Many analysts predict Portugal's economic woes will sooner or later force it to accept a bailout like the ones provided to Greece and Ireland last year.
The government doesn't face a general election until 2013.
Though the president can dissolve parliament and call an early election, such an extreme measure is uncommon.
A key role of the head of state, which Cavaco Silva has said he will respect, is to ensure political stability, though presidents serving their second - and, by law, final - term are usually more outspoken.
Portugal is "going through great difficulties," Cavaco Silva said, adding that he would seek to keep the country on an even keel, without surrendering any of his authority.
He promised to be truthful about the true circumstances of the country.
Socrates pledged cooperation with the re-elected president to ensure political stability and rejected any link between the ballot result and his government's record as "misguided."
The government has insisted it doesn't need a bailout.
Instead, it has cut public sector pay and welfare entitlements and hiked taxes to reduce a huge debt load that threatens to wreck the economy.
The austerity measures prompted dozens of strikes last year, including a 24-hour general strike that shut down many public services.
Public transport and mail services are due to be hit again in strikes next month.
Unemployment has surged to more than 10 percent over the past year.

Portugal elected its conservative president to a second term on Sunday, exit polls indicated, delivering a harsh political setback to the minority Socialist government, which is struggling to contain an acute economic crisis.
Anibal Cavaco Silva, who is supported by the main opposition Social Democratic Party, collected between 51 and 58 percent of the vote compared with 17-21 percent for second-placed Socialist Party candidate Manuel Alegre, polls by the country's three broadcasters said.
Four other candidates picked up the other votes. Results were expected by 11 pm (2300 GMT, 6 pm EST).

STORYLINE:
Portugal's political parties opted on Friday to hold an early election rather than form a new government, even though that could hasten the debt-stressed nation's financial woes and force it to take a bailout.
Portugal is rudderless and at the mercy of nervous financial markets after the Socialist government quit earlier this week in a dispute with rivals over new austerity measures.
President Anibal Cavaco Silva, who is largely a figurehead but oversees election procedures, met on Friday with all the country's political parties to see if they would voluntarily form a coalition government. But all backed a new election instead, which would take place in late May or early June.
Portugal, one of western Europe's poorest countries, is being engulfed by a financial crisis that is pushing it toward a bailout it doesn't want.
A decade of anemic growth during which Portugal ran up high debts has spooked the markets, sending its borrowing costs to unsustainably high levels.
Although Europe's bailout fund is able to come up with the euro75 billion (b) (106 billion (b) US dollars) that analysts estimate Portugal may need, its problems have contributed to investor fears about the entire 17-nation eurozone's financial soundness.
The parties' decisions on Friday means that bailout request to the European Union and the International Monetary Fund will be deferred until early summer, after the election.
That might set up a cash-flow problem. The outgoing government says Portugal has enough cash to meet a euro4.5 billion (b) (6.4 billion (b) US dollar) bond repayment next month, but there is uncertainty about whether it will have enough for a euro4.9 billion (b) (6.9 billion (b) US dollar) debt due in June.

STORYLINE:
Portugal's prime minister-elect held talks with the country's president on Monday afternoon, after his party scored an emphatic win at the ballot box yesterday.
Pedro Passos Coelho met President Anibal Cavaco Silva at the Belem National Palace, having seen his centre-right Social Democrat party collect 39 percent of the vote to 28 percent for the second-placed Socialist party, which had governed for the past six years.
Passos Coelho will take over as prime minister later this month with Portugal in the middle of a financial storm.
His new government inherits a record jobless rate of 12.6 percent and an expected economic contraction of 4 percent over the next two years.
The clock is also ticking on a long list of painful austerity measures that have to be adopted swiftly in return for a 78 (b) billion euro (114 (b) billion US dollar) international bailout programme agreed to under the former Socialist government.
Any delays or hesitation could jeopardise the agreement that saved Portugal from bankruptcy, and complicate European efforts to staunch the continent's debt troubles.
Passos Coelho has said he would consult with the smaller, conservative Popular Party - which won 12 percent of the vote - about forming a coalition government.
Such a deal would ensure him an absolute majority in parliament, which is crucial for the approval of debt-reduction policies and broad social and economic reforms.
A lot is riding on Passos Coelho's negotiating skills. The affable 46-year-old is untested at such a high level, never having held a government post.
After graduating in economics from a Lisbon university in 2001, he went into business, becoming an executive at companies in the energy and environmental sectors.

Portugal's new coalition government took office on Tuesday, charged with steering the debt-heavy country out of
an acute financial crisis that forced it to take a euro78 billion (b) (112 billion (b) US dollars) bailout and contributed to Europe's debt woes.
Pedro Passos Coelho was sworn in as prime minister in an administration made up of his centre-right Social Democratic Party and the smaller, conservative Popular Party.
An election earlier this month ousted the centre-left Socialist Party, which governed during the past six years of economic decline.
Portugal is stuck in a recession that is predicted to last through next year, and unemployment stands at a record 12.4 percent after a decade of meagre growth when the country ran up huge debts.
The new government must move quickly to enact a raft of austerity measures and economic reforms, promised in return for the financial rescue package from its European partners and the International Monetary Fund that spared it from bankruptcy.
"We will honour our political commitments and we will be working as equal together with our partners, not only to solve the problems affecting us as a nation but also towards perfecting of European institutions and resolution of the dilemmas currently facing the (European) Union," Passos Coelho said in a speech.
He said his priorities were restoring the country's fiscal health, ensuring fresh growth and more jobs, and helping the needy who are suffering from austerity measures.
Any sign Portugal is failing to honour its commitments would further complicate the continent's efforts to stanch its sovereign debt crisis amid mounting fears about Greece's prospects of avoiding default.
The previous government introduced tax hikes and pay and welfare cuts to reduce debt, but additional austerity measures are needed to meet debt targets established as part of the bailout program.
Passos Coelho, 47, has never held a government post.

STORYLINE
US President Barack Obama met his Portuguese counterpart Anibal Cavaco Silva at the White House on Wednesday.
The leaders discussed Portugal's economy and the Eurozone crisis.
Speaking to reporters outside the White House, Cavaco Silva said that a close partnership between the European Union and the United States was "fundamental" to achieve stability in the current climate of global financial woes.
The Eurozone chaos has reverberated around the world, and investors have pulled money out of Europe.
On Wednesday the Dow Jones industrial average plunged more than 3 per cent, the euro slipped 2 per cent against the dollar, and Italy's key borrowing rate spiked at a dizzying high of 7.4 per cent.
Investors fear Italy might follow Portugal and Greece into begging for a bailout from its partners in the euro.
But Italy's 1.9 trillion euro (2.6 trillion US dollar) debt is far too great for Europe to cover.
The rise in Italy's ten-year yield to over 7 per cent is likely to raise jitters that the eurozone's third largest economy will face the same pressures as Greece, Ireland and Portugal did once their rates rose above that threshold.
Markets were unconvinced that a strategy to get their debts down would work, and the three small countries were eventually forced into asking for financial help.

Nazwa: "Operacja Morska Bryza v2"
Mapa: porto
Autor misji: Operacja Morska Bryza v2
Opis:
15 września 23:01 - Aníbal Cavaco Silva, prezydent Portugali przylatuje do Warszawy.
Oczywiście wszystko to nieoficjalnie.
16 września 5:15 - Żołnierze, bracia. Ruszamy ratować naszych chłopców. Pakować manatki i do samolotów. Ruszamy na Madery!
16 września 10:21 - Wylądowaliśmy na Portugalskim lotnisku wojskowym, gdzie przetransportowano nas na dwa statki. Kierunek Porto Santo.
16 września 14:17 - Nad Maderami przechodzi sztorm. Do tego gęsta mgła ogranicza widoczność. Idealne warunki by zacząć operację. Ma być cicho i skutecznie.
16 września 16:00 - FORMOZA dobija do celu i wyładowuje sprzęt, przygotowując się do operacji.
