Felix Vasquez (also spelled Vazquez; born July 7, 1977) is a citizen of New York City, and a New York City Housing Authority employee.
Vasquez was awarded New York's Bronze Medallion for his actions on December 15, 2005, when he caught a three-week-old baby which was thrown to him from a burning third-floor Bronx apartment by his mother. Vasquez also performed CPR to resuscitate the child. The event was caught on video (see the MSNBC link below) and Vasquez was interviewed on many different TV news programs.

Plot: Since the 1960s, studies have shown that the best time to begin study of a foreign language is elementary school. A story about an eight year old honor student, who is punished by his teacher, for when speaking English, he would often pronounce words of Spanish language origin, such as burrito, carne asada or Mexico, with a Spanish accent. This sparked his Father to investigate if it's against this teacher's preference... only to discover that it's public school district policy. With no statistics proving said instituted policy being a benefit. He continues to be passed along from one person to another and up the red tape chain of command. One frustrated father's search for answers leads him to only find excuses and more rhetoric.
