Over the past year, thousands across CAR have been killed and nearly a million have been displaced. The United Nations recently stated that the entire Western half of the country has now been cleansed of Muslims. CAR has never fully recovered from France's colonial rule, and it has only known ten years of a civilian government - from 1993 to 2003 - since achieving independence in 1960. Coup after coup, often with French military involvement, has led many to refer to the country as a phantom state. The current conflict has now completely erased the rule of law and order, and left the UN and international community looking confused and impotent. In March 2013, the Séléka, a mostly Muslim rebel alliance, rose up and overthrew the corrupt government of François Bozizé, while bringing terror and chaos across the country - pillaging, killing and raping with impunity. In response, mostly Christian self-defense forces, called the anti-balaka, formed to defend CAR against Séléka attacks. Clashes grew more frequent throughout 2013 as the Séléka grew more ruthless. In December 2013, French and African troops went in to disarm the Séléka and staunch the bloodshed. The anti-balaka, seizing on a weakened Séléka, then went on the offensive. CAR had no real history of religious violence, and the current conflict is not based on any religious ideology. The fighting, however, turned increasingly sectarian in the fall of 2013, with revenge killings becoming the norm. And as the Séléka's power waned, the anti-balaka fed their need for revenge by brutalizing Muslim civilians. "Too few peacekeepers were deployed too late; the challenge of disarming the Séléka, containing the anti-balaka, and protecting the Muslim minority was underestimated," Human Rights Watch said in a recent statement. The bloodshed has not stopped. The UN is still debating whether or not to send peacekeepers. Even if a peacekeeping operation is approved, it will take six months for troops to be assembled. Thousands fled a gun battle between Chadian troops escorting a convoy of Muslim civilians and local militia in the Central African Republic Tuesday, as Chad completed a withdrawal of soldiers from its violence-ravaged neighbor. The Chadian troops were escorting the last 540 Muslim residents of the northwestern town of Bossangoa to Gore in Chad when militia attacked the convoy at night on April 11th as it passed through Boguila, around 310 miles north of the capital Bangui. The Chadian soldiers fought back, and three wounded were later admitted to MSF facilities in Boguila and Paoua. The Central African Republic has descended into chaos since the mainly Muslim Seleka rebel coalition seized power a year ago. According to estimates, 35,000 Central Africans have taken refuge in Cameroon and 82,000 in Chad. Their living conditions are deplorable and humanitarian aid is largely insufficient in both countries. This truck from Central African Republic has just entered Garoua Boulai, a small town in Cameroon that's transformed into a refugee camp. On board the truck are dozens of people, most of whom are Muslims. They have endured a dangerous and harrowing journey that took several days to escape from the atrocities committed by anti-balaka militias. Moustafa, refugee (man in Sango) They killed my father and my mother, my sister and the rest of the family. It was the neighbour who killed my mother and father - that what really hurts. In both Chad and Cameroon, the MSF teams see refugees who are deprived of everything, but above all food and shelter. In Goré, one of the main crossing points to Chad for Central African refugees, 6,000 people live crammed together around an old hospital. Women hang their veils on branches to provide a little shelter. They will be hopelessly inadequate when the rainy season starts in a few weeks time. Anthony Ngoyi, programme coordinator, MSF Plastic sheeting for shelters is going to have to be distributed in a few weeks, at the end of March; it might be a problem. Utensils like hygiene and cooking kits are also going to be an issue. Some of the people here were lucky enough to be able to bring some things with them but the majority fled with nothing. Those arriving in Chad face yet another problem as they are not recognised as refugees—although some may have Chadian nationality, for the most part they are Central Africans. Living temporarily in transit centres with very little access to aid, thousands of people await while governments and the United Nations decide what to do with them. One of the most important statistics that people from all over the world are presented with is the Corruption Perceptions Index, the most widely used indicator of corruption worldwide. Since the turn of the new millennium, Transparency International has published the Corruption Perceptions Index annually ranking countries by their perceived levels of corruption, as determined by expert assessments and opinion surveys. The CPI draws on data sources from independent institutions specializing in governance and business climate analysis. As Transparency International points out, the CPI it is not a verdict on the levels of corruption of entire nations or societies, or of their policies, but rather an indicator of perceptions of public sector corruption, i.e. administrative and political corruption. While the first places (with the lowest corruption) are almost invariable with New Zealand and Northern European countries ranking at the very top, the bottom of the list is more changeable. It is bordered by Chad to the north, Sudan to the northeast, South Sudan to the east, the Democratic Republic of the Congo and the Republic of the Congo to the south and Cameroon to the west. The CAR covers a land area of about 620,000 square kilometres (240,000 sq mi) and had an estimated population of around 4.7 million as of 2014. Most of the CAR consists of Sudano-Guinean savannas, but the country also includes a Sahelo-Sudanian zone in the north and an equatorial forest zone in the south. Two thirds of the country is within the Ubangi River basin (which flows into the Congo), while the remaining third lies in the basin of the Chari, which flows into Lake Chad. What is today the Central African Republic has been inhabited for millennia; however, the country's current borders were established by France, which ruled the country as a colony starting in the late 19th century. After gaining independence from France in 1960, the Central African Republic was ruled by a series of autocratic leaders; by the 1990s, calls for democracy led to the first multi-party democratic elections in 1993. Ange-Félix Patassé became president, but was later removed by General François Bozizé in the 2003 coup. The Central African Republic Bush War began in 2004 and, despite a peace treaty in 2007 and another in 2011, fighting broke out between government, Muslim, and Christian factions in December 2012, leading to ethnic and religious cleansing and massive population displacement in 2013 and 2014. Despite its significant mineral deposits and other resources, such as uranium reserves, crude oil, gold, diamonds, lumber, and hydropower, as well as significant quantities of arable land, the Central African Republic is among the ten poorest countries in the world. As of 2013, according to the Human Development Index (HDI), the country had a low level of human development, ranking at 185th out of 187 countries. Approximately 10,000 years ago, desertification forced hunter-gatherer societies south into the Sahel regions of northern Central Africa, where some groups settled and began farming as part of the Neolithic Revolution. Initial farming of white yam progressed into millet and sorghum, and before 3000 BC the domestication of African oil palm improved the groups' nutrition and allowed for expansion of the local populations. Bananas arrived in the region and added an important source of carbohydrates to the diet; they were also used in the production of alcoholic beverages. This Agricultural Revolution, combined with a "Fish-stew Revolution", in which fishing began to take place, and the use of boats, allowed for the transportation of goods. Products were often moved in ceramic pots, which are the first known examples of artistic expression from the region's inhabitants. The Bouar Megaliths in the western region of the country indicate an advanced level of habitation dating back to the very late Neolithic Era (c. 3500-2700 BC). Ironworking arrived in the region around 1000 BC from both Bantu cultures in what is today Nigeria and from the Nile city of Meroë, the capital of the Kingdom of Kush. During the Bantu Migrations from about 1000 BC to AD 1000, Ubangian-speaking people spread eastward from Cameroon to Sudan, Bantu-speaking people settled in the southwestern regions of the CAR, and Central Sudanic-speaking people settled along the Ubangi River in what is today Central and East CAR. Adult giraffes do not have strong social bonds, though they do gather in loose aggregations if they happen to be moving in the same general direction. Males establish social hierarchies through "necking", which are combat bouts where the neck is used as a weapon.Dominant males gain mating access to females, which bear the sole responsibility for raising the young. The giraffe has intrigued various cultures, both ancient and modern, for its peculiar appearance, and has often been featured in paintings, books, and cartoons. It is classified by the International Union for Conservation of Nature as Least Concern, but has been extirpated from many parts of its former range, and some subspecies are classified asEndangered.
