Fifa corruption inquiries Officials arrested in Zurich
Two criminal investigations into corruption at football's world governing body Fifa are under way, with seven top officials arrested in Zurich.
The seven are among 14 indicted on corruption charges in a US inquiry, the US Department of Justice said.
The second criminal case was launched by Swiss prosecutors into the bids for the 2018 and 2022 World Cups, to be held in Russia and Qatar respectively.
But Fifa says it plans to go ahead with an election for president as planned.

The building is named for former FBI Director J. Edgar Hoover. President Richard Nixon directed federal agencies to refer to the structure as the J. Edgar Hoover FBI Building on May 4, 1972, but the order did not have the force of law. The U.S. Congress enacted legislation formally naming the structure on October 14, 1972, and President Nixon signed it on October 21.

Edgar Hoover Building has 2,800,876 square feet (260,209.9 m2) of internal space, numerous amenities, and a special, secure system of elevators and corridors to keep public tours separate from the rest of the building. The building has three floors below-ground, and an underground parking garage. The structure is eight stories high on the Pennsylvania Avenue NW side, and 11 stories high on the E Street NW side. Two wings connect the two main buildings, forming an open-air, trapezoidal courtyard. The exterior is buff-colored precast and cast-in-place concrete with repetitive, square, bronze-tinted windows set deep in concrete frames.
Critical reaction to the J. Edgar Hoover Building ranged from strong praise to strong disapproval when it opened. More recently, it has been widely condemned on aesthetic and urban planning grounds.
As of 2012, the J. Edgar Hoover Building is nearing the end of its useful lifespan. It is suffering from deterioration due to deferred maintenance and mediocre design. The FBI, General Services Administration, and General Accountability Office agree that the building is no longer appropriate for the FBI, but the cost of building a new headquarters has led to inaction for several years.

Federal Bureau of Investigation Director Louis Freeh acknowledged Wednesday that his agency committed a "serious error" in its failure to provide Timothy McVeigh's lawyers with evidence in the Oklahoma City bombing case.
He said the Federal Bureau of Investigation headquarters had repeatedly asked, but failed, to get field offices to provide the material.
Speaking publicly for the first time since the disclosure that more than 3-thousand pages of documents were withheld from McVeigh's lawyers at the time of his trial, Freeh said none of the withheld documents would affect the case against Timothy McVeigh or Terry Nichols.
But he added, regardless of how extraneous the FBI believed them to be, they should have been turned over and released.
Freeh made the statement before a House Appropriations subcommittee, six days after the revelation, and a day after testifying behind closed doors on the problem before the Senate Intelligence Committee.
Even as he was explaining the problem, Freeh admitted that in addition to the more than 3-thousand pages that were turned over last week, the FBI located a number of additional documents as a result of a search ordered Friday.
Freeh said the documents are being reviewed to see if they should be turned over.
His testimony came on the same day that McVeigh was originally scheduled to have been executed for the Oklahoma bombing.

STORYLINE:
The Federal Bureau of Investigation (FBI) in the United States is considering whether to relax its hiring rules regarding the prior use of marijuana and other illegal drugs for some prospective employees.
Some senior FBI managers have been deeply frustrated that they could not hire applicants who acknowledged occasional marijuana use in college, but in some cases already perform top-secret work at other government agencies, such as the CIA or State Department.
The change would ease limits about how often - and how many years ago - applicants for jobs such as intelligence analysts, linguists, computer specialists, accountants and others could have used illegal drugs.
The current FBI rules prevent the organisation from hiring anyone who used marijuana within the last three years or more than 15 times ever; and they ban anyone who used other illegal drugs within the past 10 years or more than five times.
Mark Zaid, a Washington lawyer who has represented people rejected by the FBI over drug usage, says it is time for the bureau to revisit its policy.
According to Zaid, a prospective FBI employee might have smoked marijuana 15 years ago but may have subsequently gone on to achieve the necessary levels of academic achievement and qualifications in the use of firearms.
To disqualify applicants based on the current rules is therefore seen by people like Zaid as a mistake, that is costing the FBI promising new recruits.
"These are the people we want in the FBI and the policy has become somewhat absurd," Zaid told APTN.
Studies show that marijuana remains the most commonly used drug in the US, with about half of teenagers trying the drug before they graduate from high school.
Also, the new plan would continue to ban current drug use.

STORYLINE:
The Federal Bureau of Investigation (FBI) in the United States is considering whether to relax its hiring rules regarding the prior use of marijuana and other illegal drugs for some prospective employees.
Some senior FBI managers have been deeply frustrated that they could not hire applicants who acknowledged occasional marijuana use in college, but in some cases already perform top-secret work at other government agencies, such as the CIA or State Department.
The change would ease limits about how often - and how many years ago - applicants for jobs such as intelligence analysts, linguists, computer specialists, accountants and others could have used illegal drugs.
The current FBI rules prevent the organisation from hiring anyone who used marijuana within the last three years or more than 15 times ever; and they ban anyone who used other illegal drugs within the past 10 years or more than five times.
Mark Zaid, a Washington lawyer who has represented people rejected by the FBI over drug usage, says it is time for the bureau to revisit its policy.
According to Zaid, a prospective FBI employee might have smoked marijuana 15 years ago but may have subsequently gone on to achieve the necessary levels of academic achievement and qualifications in the use of firearms.
To disqualify applicants based on the current rules is therefore seen by people like Zaid as a mistake, that is costing the FBI promising new recruits.
"These are the people we want in the FBI and the policy has become somewhat absurd," Zaid told APTN.
Studies show that marijuana remains the most commonly used drug in the US, with about half of teenagers trying the drug before they graduate from high school.
Also, the new plan would continue to ban current drug use.

Rep. Thompson: 'Violent Extremist Has No Race, Ethnicity, Religion Or Culture'
Rep. Bennie Thompson (D-Miss.) said at the House Homeland Security Committee hearing on Wednesday that the threat posed to the homeland by the Islamic State of Iraq and Syria (ISIS) also known as the Islamic State of Iraq and Levant (ISIL) has nothing to do with religion or culture. “Last month’s arrest of Dan Morgan illustrates my long-standing view that we must reject specific ethnic or religious profiles of “would-be terrorists,” Thompson, ranking member on the committee, said. “Violent extremism has no race, ethnicity, religion or culture, and there is no single profile or pathway for individuals who come to embrace violent extremism,” Thompson said.
Thompson was referring to Donald Ray Morgan, 44, an American who was arrested on Aug. 2 by the Federal Bureau of Investigation (FBI) on a return flight to the United States from Germany. According to a federal affidavit, Morgan, a former Catholic who converted to Islam, was arrested on a federal firearms possession charge, according to an Aug. 11 report by USA Today. In an exclusive interview with NBC published on Sept. 3, Morgan spoke about his religious reasons for trying to travel to Syria to join ISIS. “It was months and months and months of asking Allah to guide me or to give me the answers I needed,” Morgan told NBC in an interview this summer in Beirut.
“My reason for the support of ISIS is because they’ve proven time and time again to put Islamic law as the priority and the establishment of an Islamic state as the goal,” Morgan said. One of the witnesses at the hearing, Matthew Olsen, director of the National Counterterrorism Center, said religious ideology was a motivating factor for ISIS or ISIL. “ISIL’s goal is to solidify and expand its control of territory and govern by implementing its violent interpretation of sharia law,” Olsen said in his prepared remarks. “The group aspires to overthrow governments in the region, govern all the territory that the early Muslim caliphs controlled, and expand.
“ISIL’s claim to have re-established the caliphate reflects the group’s desire to lead violent extremists around the world,” Owen said. Homeland Security Secretary Jeh Johnson and FBI Director James Comey also testified.

"The indictment alleges corruption that is rampant, systemic, and deep-rooted both abroad and here in the United States," said US Attorney General Loretta Lynch.
"Today's announcement should send a message that enough is enough," Acting US Attorney Kelly Currie said.
Several officials have already pleaded guilty, the US Department of Justice says. These include Charles "Chuck" Blazer, the former head of Concacaf, who was previously on the Fifa executive committee.

Mr Blazer, one of Fifa's most senior US representatives, allegedly started working with the US Federal Bureau of Investigation (FBI) and took part in undercover work, according to US media reports.
Mr Warner reacted to the news by saying he had not been questioned and was innocent of any charges.
He said that since leaving Fifa four years ago "I have recommitted my life to the work of improving the lot of every citizen of every creed and race in this nation (Trinidad and Tobago)... I have fought fearlessly against all forms of injustice and corruption."
He added: "The actions of Fifa no longer concern me."

Many have wondered how Sepp Blatter can have been in charge of Fifa for so long amid so many reports of corruption and yet remain, apparently, untouched.
One Swiss newspaper jokingly called him "the dark prince of football, the godfather, Don Blatterone" - but no inquiry has ever revealed proof of his involvement in corruption.
"He's a survivor," says one member of parliament, Roland Buechel. "Nothing ever sticks to him; there is always someone between him and the bribes."
Some old friends describe Mr Blatter as down-to-earth and open. Others who have worked with him say he is a man who resents opposition, pointing to the swift departure of Fifa colleagues who dared to question him.

Also indicted are former Fifa vice-president Jack Warner, Nicolas Leoz, Aaron Davidson, Alejandro Burzaco, Jose Margulies, and Hugo and Mariano Jinkis.
"The indictment alleges corruption that is rampant, systemic, and deep-rooted both abroad and here in the United States," said US Attorney General Loretta Lynch.
"Today's announcement should send a message that enough is enough," Acting US Attorney Kelly Currie said.
Several officials have already pleaded guilty, the US Department of Justice says. These include Charles "Chuck" Blazer, the former head of Concacaf, who was previously on the Fifa executive committee.

Mr Blazer, one of Fifa's most senior US representatives, allegedly started working with the US Federal Bureau of Investigation (FBI) and took part in undercover work, according to US media reports.
Mr Warner reacted to the news by saying he had not been questioned and was innocent of any charges.
He said that since leaving Fifa four years ago "I have recommitted my life to the work of improving the lot of every citizen of every creed and race in this nation (Trinidad and Tobago)... I have fought fearlessly against all forms of injustice and corruption."
He added: "The actions of Fifa no longer concern me."

Many have wondered how Sepp Blatter can have been in charge of Fifa for so long amid so many reports of corruption and yet remain, apparently, untouched.
One Swiss newspaper jokingly called him "the dark prince of football, the godfather, Don Blatterone" - but no inquiry has ever revealed proof of his involvement in corruption.
"He's a survivor," says one member of parliament, Roland Buechel. "Nothing ever sticks to him; there is always someone between him and the bribes."
Some old friends describe Mr Blatter as down-to-earth and open. Others who have worked with him say he is a man who resents opposition, pointing to the swift departure of Fifa colleagues who dared to question him.
What emerges, finally, is a man who both critics and supporters say cannot imagine his life without Fifa, a man whose tenure as president has outlasted three marriages.
But as scandal follows scandal, Mr Blatter's determination not to leave his post willingly could see him bundled unceremoniously out of the back door.

Edgar Hoover. Thief hot-wires car, gives it new identification number, and paint. Thief would have gotten away but he runs red light and is chased by police until he ditched car. Car is identified as stolen and eventually returned to its owner. Police must be knowledgeable about how professional car thieves operate."

While working for the Indian Civil Service, he began to use thumbprints on documents as a security measure to prevent the then-rampant repudiation of signatures in 1858...
In 1877 at Hooghly (near Calcutta), he instituted the use of fingerprints on contracts and deeds, and he registered government pensioners' fingerprints to prevent the collection of money by relatives after a pensioner's death. Herschel also fingerprinted prisoners upon sentencing to prevent various frauds that were attempted in order to avoid serving a prison sentence.
In 1880, Dr. Henry Faulds, a Scottish surgeon in a Tokyo hospital, published his first paper on the subject in the scientific journal Nature...

The FBI Hostage Rescue Team (HRT) is the hostage rescue unit of the Federal Bureau of Investigation. The HRT is trained to rescue American citizens and allies who are held hostage by hostile forces or criminals. The Hostage Rescue Team was founded in 1982 by Danny Coulson, former Deputy Assistant Director of the FBI, and completed its final certification exercise in October 1983.
It was originally composed of 50 operators. However, this number has since increased to well over 90 full-time operators. The Hostage Rescue Team commonly functions as a high-level national SWAT team in extremely sensitive or dangerous situations. Today, it is part of the Tactical Support Branch of the FBI's Critical Incident Response Group (CIRG) and is based at the FBI Academy at the Quantico Marine Corps Base, in Stafford County, Virginia.
Capabilities:
The Hostage Rescue Team's equipment and tactics are the most advanced of the FBI's 56 SWAT teams and the 14 enhanced SWAT teams. The HRT's capabilities are distinguished because the HRT operators (assault and sniper teams) serve full-time and train daily. While never advertised as such, HRT operators are fully trained commandos on par with Department of Defense special operations units.
The Hostage Rescue Team has the ability "to deploy within four hours, with part or all of its personnel and resources, to any location within the United States or its territories". The unit is able to operate in a variety of environments (chemical, extreme cold, night and low-light, or rural environments). The HRT's tactical teams have the ability to fast-rope, a technique in which the team rapidly descends a rope from the side of a helicopter. This technique is useful for deploying troops into an area where a helicopter cannot touch down. Even more advanced capabilities are possessed by the HRT, including High Altitude Low Opening (HALO) parachute operations, to name just one. The HRT's capabilities include advanced ground tactics, advanced maritime operations, and advanced tactical aviation operations.

Motor vehicle theft (sometimes referred to as grand theft auto by the media and police departments in the US) is the criminal act of stealing or attempting to steal a car. Nationwide in the US in 2005, there were an estimated 1.2 million motor vehicle thefts, or approximately 416.7 motor vehicles stolen for every 100,000 inhabitants. The makes and models of vehicles most frequently stolen vary by several factors, including region and ease of theft. In particular, the security systems in older vehicles may not be up to the same standard as current vehicles, and thieves also have longer to learn their weaknesses. John Edgar Hoover (January 1, 1895 -- May 2, 1972) was the first Director of the Federal Bureau of Investigation (FBI) of the United States. Appointed director of the Bureau of Investigation—predecessor to the FBI—in 1924, he was instrumental in founding the FBI in 1935, where he remained director until his death in 1972 at age 77. Hoover is credited with building the FBI into a larger crime-fighting agency, and with instituting a number of modernizations to police technology, such as a centralized fingerprint file and forensic laboratories.
Late in life and after his death Hoover became a controversial figure, as evidence of his secretive actions became known. His critics have accused him of exceeding the jurisdiction of the FBI. He used the FBI to harass political dissenters and activists, to amass secret files on political leaders, and to collect evidence using illegal methods. Hoover consequently amassed a great deal of power and was in a position to intimidate and threaten sitting Presidents.
According to President Harry S. Truman, Hoover transformed the FBI into his private secret police force; Truman stated that "we want no Gestapo or secret police. FBI is tending in that direction. They are dabbling in sex-life scandals and plain blackmail. J. Edgar Hoover would give his right eye to take over, and all congressmen and senators are afraid of him".
While Hoover had fought bank-robbing gangsters in the 1930s, anti-communism was a bigger focus for him after World War II, as the cold war developed. During the 1940s through mid-1950s, he seemed to ignore organized crime of the type that ran vice rackets such as drugs, prostitution, and extortion. He denied that any mafia operated in the U.S. In the 1950s evidence of Hoover's unwillingness to focus FBI resources on the Mafia became grist for the media and his many detractors. The Apalachin Meeting of late 1957 changed this; it embarrassed the FBI by proving on newspaper front pages that a nationwide mafia syndicate thrived unimpeded by the nation's "top cops". Hoover immediately changed tack, and during the next five years, the FBI investigated organized crime heavily. Its concentration on the topic fluctuated in subsequent decades, but it never again merely ignored this category of crime.
Hoover's moves against people who maintained contacts with subversive elements, some of whom were members of the civil rights movement, also led to accusations of trying to undermine their reputations. The treatment of Martin Luther King, Jr. and actress Jean Seberg are two examples. Jacqueline Kennedy recalled that Hoover told President John F. Kennedy that King tried to arrange a sex party while in the capital for the March on Washington and told Robert Kennedy that King made derogatory comments during the President's funeral.[39] After trying for a while to trump up evidence that would smear King as being influenced by communists, he discovered that King had extramarital affairs, and switched to this topic for further smears.
Hoover personally directed the FBI investigation into the assassination of President John F. Kennedy. In 1964 just days before Hoover testified in the earliest stages of the Warren Commission hearings, President Lyndon B. Johnson waived the then-mandatory U.S. Government Service Retirement Age of seventy, allowing Hoover to remain the FBI Director "for an indefinite period of time." The House Select Committee on Assassinations issued a report in 1979 critical of the performance by the FBI, the Warren Commission, and other agencies. The report also criticized what it characterized as the FBI's reluctance to thoroughly investigate the possibility of a conspiracy to assassinate the President.
Presidents Harry S. Truman and John F. Kennedy each considered dismissing Hoover as FBI Director, but ultimately concluded that the political cost of doing so would be too great.[41]
Hoover's FBI investigated Jack Valenti, a special assistant and confidant of President Lyndon Johnson, in 1964. Despite Valenti's two-year marriage to Johnson's personal secretary, the investigation focused on rumors that he was having a gay relationship with a commercial photographer friend.[42]
Hoover maintained strong support in Congress until his death at his Washington, D.C., home on May 2, 1972, from a heart attack attributed to cardiovascular disease.[43] His body lay in state in the Rotunda of the U.S. Capitol, where Chief Justice Warren Burger eulogized him.[44] President Richard Nixon delivered another eulogy at the funeral service in the National Presbyterian Church. Nixon called Hoover "one of the giants. His long life brimmed over with magnificent achievement and dedicated service to this country which he loved so well." Hoover was buried in the Congressional Cemetery in Washington, D.C., next to the graves of his parents and a sister who died in infancy.

Zeferino se ha dado todo un festín durante este mes ya que “por fin es posible sacarle una mordida a los automovilistas casi casi por tan solo avanzar en el tráfico” (sus palabras) “cosa que antes no era posible por la burocracia mexicana”.
“Me siento realizado, porque me paro en un esquina, corrección: mí esquina, y soy el dueño total de lo que sucede, veo a la gente con desprecio y los analizo a fondo para ver si encuentro una razón para multarlos, es decir, sacarles una mordida”, comenta Zeferino mientras hace pausas para hacer como si habla cosas muy importantes por su “walkie-talkie” pero nadie le contesta.
“Fue difícil aprenderme las palabras clave para hablar por los radios con mis compañeros, pues eran casi 5, pero todo sea por sacarle más dinero a la gente, digo todo sea por cuidar más las calles de accidentes”.

México.- El policía de tránsito Zeferino Paredes ha tenido uno de los mejores meses de su vida, pues desde que finalmente le otorgaron el grado suficiente para “cargar radio”, ha tomado su labor de manera mucho más seria, pues con eso se siente más protegido, más importante y “más intimidante”.
Zeferino se ha dado todo un festín durante este mes ya que “por fin es posible sacarle una mordida a los automovilistas casi casi por tan solo avanzar en el tráfico” (sus palabras) “cosa que antes no era posible por la burocracia mexicana”.
“Me siento realizado, porque me paro en un esquina, corrección: mí esquina, y soy el dueño total de lo que sucede, veo a la gente con desprecio y los analizo a fondo para ver si encuentro una razón para multarlos, es decir, sacarles una mordida”, comenta Zeferino mientras hace pausas para hacer como si habla cosas muy importantes por su “walkie-talkie” pero nadie le contesta.
“Fue difícil aprenderme las palabras clave para hablar por los radios con mis compañeros, pues eran casi 5, pero todo sea por sacarle más dinero a la gente, digo todo sea por cuidar más las calles de accidentes”.
