FBI Director James Comey visits INTERPOL
LYON, France – INTERPOL and the US Federal Bureau of Investigation (FBI) are to forge closer ties in combating organized crime and terrorism in the face of an ever-increasing number and range of global threats.
The enhanced cooperation between the two organizations follows a high-level meeting between FBI Director James Comey and INTERPOL Secretary General Jürgen Stock at the world police body’s General Secretariat headquarters in Lyon, France.
One of the main areas identified for increased information-sharing was in counter-terrorism, in particular the identification and interdiction of foreign terrorist fighters. With UN Security Council Resolution 2178 identifying INTERPOL as the ‘global law enforcement information sharing’ platform against foreign fighters, more than 50 countries including the US, have already provided information to INTERPOL on some 5,000 suspected and confirmed fighters linked to Syria and Iraq.
“International partnerships remain critical as we work to keep our nations safe from crime,” said FBI Director James Comey.
“Recent events underscore the pervasive nature of international terrorism and the increased need to share information. INTERPOL plays a crucial role by ensuring law enforcement agencies have access to real-time intelligence, which assists in identifying and countering common threats in order to protect those we serve,” added Director Comey.
Strengthening combined efforts in targeting organized crime was also a key area for discussion, especially in combating child exploitation, anti-corruption and asset recovery.
Director Comey was updated on the development of new operational tools being developed by INTERPOL to assist law enforcement in tracing and recovering criminal assets and combating corruption. These include the proposed creation of a new INTERPOL notice to assist member countries to locate, identify, obtain information about, monitor, seize, freeze and/or confiscate assets.
“As we face an ever-increasing range and scope of crime and terror threats, international cooperation between law enforcement agencies has never been so important,” said Secretary General Stock.
“INTERPOL plays a unique role in assisting police in each of our 190 member countries to identify and share intelligence leads, bridge information gaps and disrupt the organized networks behind a range of crimes which are often interlinked.
“However, this is not possible without the support and input from agencies such as the FBI, and I look forward to our working even more closely in the future to the benefit of the global law enforcement community and citizens worldwide,” concluded the INTERPOL Chief.
Connecting the FBI to the International Child Sexual Exploitation (ICSE) image database hosted at the INTERPOL General Secretariat, which helps coordinate global efforts against online child abuse, was also identified as an important area for future cooperation and to avoid duplication of effort.
The ICSE database helps identify an average of eight victims of child sexual abuse every day. More than 7,600 victims and 3,800 offenders have been identified thanks to the global collaboration of specialized law enforcement officers using the ICSE database.
As the continued expansion of access to the Internet provides organized crime networks with increased opportunities to commit cybercrime, often to fund other illegal activities, cybersecurity was also high on the agenda.
Earlier this year the FBI took part in an INTERPOL-coordinated operation targeting the ‘Simda’ botnet which had infected an estimated 700,000 computers worldwide and resulted in the seizure of servers used by cyber criminals to gain remote access to computers around the world.
The FBI also provides significant support to INTERPOL’s Chemical, Biological, Radiological, Nuclear and Explosives programme both financially and in the secondment of staff.

This white man James Comey has a lengthy legal background. I'm not surprised that he tried to politicize and turn this into a legalese argument. Also, the FBI is hypocritical because they have perpetrated terrorist acts against humans through out their history.

Analysis of President Obama's Interview on UFOs with Jimmy Kimmel
Syfy Channel's Ben Hansen from "Fact or Faked" analyzes President Barack Obama's interview on Jimmy Kimmel on March 12, 2015. Kimmel asked Obama the same question he asked Bill Clinton in 2014 about his efforts to look into the UFO files. Is Obama's joking about the subject indicative of what he may or may not know? Does he exhibit any signs of stress or deceit? At one point Obama refuses to divulge any information. Hansen uses non-verbal communication and content statement analysis techniques to give a systematic breakdown of the entire interview segment on the UFO/alien subject. Never before has a U.S. President given information ... or d

President Obama On Iran Deal Opponents: “What's Your Alternative?”
Speaking with NPR's Steve Inskeep, President Obama argued that the Iran nuclear deal "cuts off all pathways for Iran getting a nuclear weapon" and offers "an entire infrastructure that's built to keep track of what Iran's doing." About the likelihood that a Republican-controlled Congress will reject the deal, the president said that such a move reflects the opposition of "a near unanimous portion of Republican representatives" to "anything I do.” But he offered that once the agreement is implemented, that opposition will “probably be forgotten.”

President given information ... or denied UFO information... in the same way.

FBI Director James Comey says dozens of people in the United States are using encryption software to communicate with ISIS supporters. At a Senate Homeland Security and Governmental Affairs Committee hearing on the terror threat on Thursday, Comey repeated his concern, expressed over the past several months, that people in the U.S. who begin conversations with ISIS supporters on Twitter and other social media then shift to encrypted conversations that the FBI cannot monitor, even with a court order. Asked today to put a number on the problem, the Director responded simply, "dozens."

Comey suggests ISIS uses social media like a job fair. That's how he says terrorists snagged three New York men facing ISIS charges.

FBI Director James Comey said Tuesday that roughly 100 people have left the United States to join the conflict in Syria, and the threat posed by those travelers when they return home is something he worries about "every single day."
Comey made the remarks as he visited the Minneapolis Division of the FBI, as part of his plan to visit all 56 FBI field offices by the end of this year. His stop in Minnesota comes just weeks after authorities said they believed some young Somali men left the state to join rebels fighting in Syria.
Local FBI spokesman Kyle Loven on Tuesday placed the number of travelers from Minnesota at "a handful."

Is the Dark Web No Longer Safe For Pedophiles?
The “dark web” and the Tor Network are not a safe place for criminals, such as pedophiles who view child pornography, to hide from law enforcement agents, according to FBI Director James Comey speaking at a House Intelligence Committee hearing on cybersecurity on Thursday. Carney said, “They think that if they go to the dark web … that they can hide from us. They’re kidding themselves, because of the effort that’s been put in by all of us in the government over the last five years or so, that they are out of our view. ” What does Comey’s implication mean for online privacy? We look at the statement on the Lip News with Jose Marcelino Ortiz and Jo Ankier.

ISIS PRESENT IN ALL 50 STATES, FBI DIRECTOR SAYS
http://abc7chicago.com/news/isis-present-in-all-50-states-fbi-director-says/534732/
In less than two years, ISIS has gone from a terror start-up overseas to what FBI Director James Comey calls a "chaotic spider web" in the US, with young Muslim men being radicalized in Illinois and the 49 other states. Comey suggests ISIS uses social media like a job fair. That's how he says terrorists snagged three New York men facing ISIS charges.
Prosecutors say they were lured by ISIS, a pitch Comey said is common.
"Slick propaganda through social media that goes like this: 'Troubled soul, come to the caliphate, you will live a life of glory, these are the apocalyptic end times, you will find a life of meaning here fighting for our so-called caliphate and if you can't come, kill somebody where you are.' That is a message that goes out to troubled souls everywhere," Comey said.

FBI Director James Comey was in Minneapolis Thursday, congratulating officials on the capture of an
FBI Director James Comey said Tuesday that roughly 100 people have left the United States to join the conflict in Syria, and the threat posed by those travelers when they return home is something he worries about "every single day."
Comey's visit also came on the day authorities announced the arrest of a Libyan militant in the deadly 2012 assault on Americans in Benghazi. Comey said the arrest of Ahmed Abu Khattala marked a good day for law enforcement and the FBI won't stop until it holds all those responsible for the attack accountable.
Comey, who became FBI director in September, said the terrorism threat of today is different from the threat the U.S. faced when he was last in government eight years ago. He likened it to a cancer, saying that while the U.S. has made progress against the central tumor, or the central al-Qaida organization, there are other branches out there doing damage.
Comey also said the bureau has worked hard to stop radicalization, and has locked up a number of people who aspired to travel. He did not have specifics on numbers of arrests, or details on whether any of those arrests were in Minnesota.
Even with efforts in community outreach, he said, finding the source of terror recruiting and stopping people from traveling has proven difficult.
U.S. law enforcement and intelligence officials have expressed concern about the influence of hard-line jihadists who are among the rebels seeking to overthrow President Bashar Assad. Officials say fighters from the U.S. or Europe looking to join the cause could become radicalized and import those influences and terrorist skills when they return home.

FBI director James Comey publicly addressed the agency's civil rights investigation into the shootin
FBI director James Comey publicly addressed the agency's civil rights investigation into the shooting of Michael Brown in Missouri during a visit to Salt Lake City Tuesday, saying the bureau has sent dozens of agents to Ferguson.
Comey said the FBI has flooded the area, and called for witnesses to speak to federal investigators about the shooting that has sparked massive protests and a national conversation about civil rights and police militarization.
Comey was in Salt Lake City to meet with law enforcement leaders from Utah, Idaho and Montana as part of a tour of the agency's 56 field offices around the country. He said the FBI remains focused on fighting terrorism, especially fighters trained in Iraq or Syria and well as those who get their training online.

FBI Director James Comey warned against smartphone data encryption, saying homicide cases could be s
FBI Director James Comey gave a stark warning Thursday against smartphone data encryption, saying homicide cases could be stalled, suspects could go free and "justice may be denied because of a locked phone or an encrypted hard drive."
Likening encrypted data to a safe that cannot be cracked or a closet door that won't open, he said the move by technology companies to protect user information in the name of privacy impedes a wide range of criminal investigations. He singled out the recent announcements by Apple and Google that their new operating systems are encrypted, or protected by coding.
"Encryption isn't just a technical feature. It's a marketing pitch. But it will have very serious consequences for law enforcement and national security agencies at every level," Comey said in a speech at the Brookings Institution.
Comey said public concerns that the government sweeps up all cellphone communications - or has access to all communications at all times - are unfounded.

FBI Director James Comey says the threat from home grown terrorism is being increased by the use of
Addressing a conference on counterterrorism and national security in New York City Monday (Nov. 3), the director of the FBI said the threat from home-grown terrorism is increasing by the use of Internet propaganda.
"The home-grown violent extremism problem is not a New York problem, it's not a Washington problem or an LA problem. It's problem where ever there are troubled souls with access to the Internet and that is everywhere in this great country of ours," Director James Comey said.
The head of the FBI also said it's extremely difficult to try to identify every American who travels to Syria in response to recruitment efforts by the Islamic State group.
Comey told those in attendance for a panel discussion at the Center for National Security at Fordham Law School that technology that allows for mobile device encryption to be unbreakable will put law enforcement at a strategic disadvantage.
"We believe that a combination of outdated laws, and rapidly changing technology is putting us in law enforcement in a place where it is increasingly hard for us to gather the evidence with lawful authority that we need to prosecute and convict wrong doers across the spectrum of the things that we are responsible for," Comey said.
The director also said he didn't see "religious institutions as a central feature of recruitment in the United States."
Comely said the threat was increasingly "an online phenomenon" making it very difficult for law enforcement.

There is strong evidence that North Korea was behind the cyberattack on Sony and that the leadership there will orchestrate further strikes against American targets, top U.S. officials said Wednesday.
An ongoing investigation has found that North Korea had sought to use proxy servers to conceal the Sony hack, FBI Director James Comey said at a cybersecurity conference in Manhattan. But the hackers sometimes "got sloppy" and sent messages that could be traced to IP addresses used exclusively by the North Korean government, he said.
Comey said he was releasing these new details because some people have said they don't believe North Korea was capable of the attack.
The Sony attack had "clear links" to malware developed by North Korea, Comey said. The same tools were used in an attack last year on South Korean banks, he said.
Comey said he was hesitant to reveal more about how U.S. officials learned that North Korea was the source because he says it will happen again, and the US has to preserve its methods and sources.
Earlier Wednesday, Director of National Intelligence James Clapper said North Korea will continue the attacks against American interests unless the United States "pushes back."

1. Wide of FBI Director James Comey approaching podium
2. SOUNDBITE (English) James Comey, FBI Director:
"With the death of Michael Brown in Ferguson, the death of Eric Garner in Staten Island, and the ongoing protests throughout the country, and the assassinations of NYPD officers Wenjin Liu and Rafael Ramos, we are at a crossroads. As a society we can choose to live our lives everyday raising our families, going to work and hoping that someone somewhere will do something to ease the tension, to smooth over the conflict. We can roll up our car windows, turn up the radio and drive around these problems. Or we can choose instead to have an open and honest discussion about what our relationship is today. What it should be, what it could be, what it needs to be."
3. Wide cutaway of Comey seated
4. SOUNDBITE (English) James Comey, FBI Director:
"Something happens to people in law enforcement many of us develop many flavors of cynicism that we work hard to resist because they can be lazy mental shortcuts. For example, criminal suspects routinely lie about their guilt and nearly everybody that we charge is guilty. That makes it easy for some folks in law enforcement to assume that everybody is lying and that no suspect regardless of their race could be innocent. Easy but wrong. Likewise, police officers on patrol in our nation's cities often work in environments where a hugely disproportionate percentage of street crime is committed by young men of color. Something happens to people of good will working in that environment. After years of police work, officers often can't help but influenced by the cynicism they feel, a mental shortcut becomes almost irresistible and maybe even rational by some lights. The two young black men on one side of the street look like so many others the officer has locked up. The two young white men on the other side of the street, even in the same clothes, do not. The officer does not make the same sinister association about the two white guys, whether that officer is white or black, and that drives different behavior."
5. Comey leaving podium
STORYLINE:
The country is at a crossroads on matters of race relations and law enforcement, presenting "hard truths" that must be confronted by both citizens and the police, FBI Director James Comey said Thursday.
Comey used a speech at Georgetown University to offer his most expansive take yet on a debate that has roiled in the nation in recent months about police use of force and interactions with minority communities.
The deaths at the heads of white police officers of Michael Brown in Missouri and Eric Garner in New York, as well as the more recent slayings of two New York police officers, have raised "hard truths" on both sides of the debate.
One is that police officers who work in neighborhoods where most street crime is committed by young black men may be informed by unconscious biases and tempted to make what he called a "mental shortcut"
"The two young black men on one side of the street look like so many others the officer has locked up," Comey said. "Two young white men on the other side of the street, even in the same clothes, do not. The officer does not make the same sinister association about the two white guys, whether that officer is white or black."
But another truth is that minorities in poor neighborhoods too often inherit a "legacy of crime and prison," a cycle he said must be broken to improve race relations with police.
