Centre calls meeting of CMs of seven Naxal-hit states on November 3

NEW DELHI: With Maoist violence continuing unabated, the Centre has called a meeting of chief ministers of seven Naxal-affected states on November 3 to chalk out a strategy to fight the menace. The meeting, to be chaired by Union Home Minister Rajnath Singh, will discuss overall Left-wing extremism (LWE) scenario in 35 worst-affected states in the seven states — Chhattisgarh, Jharkhand, Bihar, Andhra Pradesh, Maharashtra, Odisha and Telangana — besides issues like inter-state coordination.

“Action against mass front organisations of the CPI (Maoist), preparation of specific anti-LWE operations plans and checking of flow of funds to the LWE cadres are part of the agenda of the meeting,” a senior Home Ministry official said.

Maoists Planning Fresh Recruitments in Assam

JORHAT: Maoists are planning to make fresh recruitments, specially targetting the age group of 12-year-olds and above as they were running short of manpower in Assam, according to sources in the security forces. The Maoists have chosen the festival season to scout youths from tea gardens and ethnic groups in the tea belt for recruiting them into the insurgent fold, the sources said. They were also planning to recruit youths through their allies sending details through WhatsApp about the youths’ education, family background and location, the sources said.

Though the recruitment drive started a year back, the process has now been speeded up due to shortage of manpower in the Maoist camps as two batches after their 18-month training in Jharkhand and Odisha were ready to arrive by next January, they said. In the belt along river Brahmaputra short documentary films are loaded in 1GB/2GB mobile hand sets so that the impressionable boys of age 12 to 13 years are influenced and brainwashed to join the Naxalite movement, said the sources. The seven upper Assam districts of Dhemaji, Jorhat, Lakhimpur, Dibrugarh, Tinsukia, Sivasagar and Golaghat have borders with neighbouring hill states, while the belt along the river is a breeding ground for Naxal activities, the sources said.

In view of the Maoists using the latest technology for their communication, the security forces want police special branches at both the Centre and the state equipped technically to counter them. The recent arrest of dreaded Maoist Aditya Borah at Dergaon in Golaghat district as he was coming from Merapani on the Assam-Nagaland border, however, was a big setback for the Naxal movement here, they said. The Assam-Nagaland border areas in and around Merapani have witnessed Maoist activities in recent times but after Aditya’s arrest it has come down though Maoists’ movement is witnessed in areas of mass gathering, specially during festivals, the sources added.

Three IEDs unearthed in Chhattisgarh

Security forces today recovered three powerful Improvised Explosive Devices (IEDs), allegedly planted by Maoists, from Chhattisgarh’s insurgency-hit Sukma district, police said. A joint team of security forces recoveredthe explosives, weighing 20 kg each, while carrying out an anti-Naxal operation under Kistaram police station area, Sukma Additional Superintendent of Police Santosh Singh told PTI. A squad of Central Reserve Police Force (CRPF) and Chhattisgarh Armed Force (CAF) were cordoning off areas near Kistaram CRPF camp, when they spotted electric wire connection in Velkanguda village forests.

Following which the IEDs kept in a steel container were found hidden beneath the earth, Singh said. Explosives were defused by the bomb disposal squad, he added. The explosive was planted to harm security forces during their operations on a strategically important location in the self proclaimed liberated zone of Maoists where paramilitary forces have its camp, the ASP said.

CoBRA jawans hurt in blast

Two CoBRA jawans were on Monday injured in a pressure bomb blast triggered by Naxals in Chhattisgarh’s Bijapur district when a team of security personnel was returning to their base camp after a gun battle with the ultras. The incident took place in the forest under Basaguda police station limits when the joint squad of CoBRA (Commando Battalion for Resolute Action, a specialised unit of CRPF) and district force was on the way back to its fold after carrying out an anti-Naxal operation in the region, Bijapur Additional Superintendent of Police Indira Kalyan Elesela said. The two jawans accidentally came into contact with an improvised explosive device (IED) planted by the Maoists, injuring them, the ASP said.

Those injured were identified as Santosh and Began Prasad, constable-rank personnel of CoBRA’s 204th battalion, he said. Soon after getting information about the incident, a helicopter was sent to the spot and the injured were airlifted to Basaguda camp where they were being provided primary treatment, he said. Earlier in the morning, a fierce gun fight broke out between security personnel and Naxals when the former were cordoning off a forested patch near Chhote Tarrem village during their operation in Basaguda area, located around 450 km away from the state Capital. As the security forces reached Chhote Tarrem village forest, a group of armed rebels opened fire on them, prompting the security forces to retaliate, Mr Elesela said, adding that the Maoists soon fled into the deep forests taking cover of the rough terrain. Maoist leaders in Attapady firing identified

The Kerala police have intensified their operations to deter Maoists from establishing an armed presence in the expansive forested area known as the “Northern tri-junction” of the contiguous States of Kerala, Tamil Nadu and Karnataka. The ongoing anti-insurgent operations has gathered momentum after Maoists fired upon police commandos on a routine daytime patrol in Kadukamanna in Attapady on Sunday. “Maoist action a tactical ploy” The police viewed the Maoist action as a tactical ploy to project the message that they could wrest territorial control of the strategically important area with minimal numbers and at will. Their “high-profile direct action” was more for propagandist value.

For one, it would mean lesser State presence in the form of Forest, Excise and police officials in the remote localities. The Maoist squad numbered less than six and could include one woman. The police have tentatively identified two of the suspects as Wayanad Soman and Attapadi Ayyappan. Police commandos returned fire in the direction from which they believed the Maoists had unleashed their salvo of automatic assault rifle rounds. The groups had scarce “visual of each other” because of the dense undergrowth and undulating terrain. None was injured. Police theory The police theory was that Maoists deemed the so called “Tri-Junction” strategically important for they supposed that the forested corridors offered them a less patrolled logistical link to their armed bases in North India, chiefly Jharkand.

The police said they now have an approximate estimate of the Maoist inventory of arms. Along with automatic assault rifles and pistols, the police said the insurgents also possessed workshop-grade anti-personnel weapons, chiefly remotely triggered landmines and wayside bombs. The information has prompted the police to deploy specialists to detect and defuse mines. The commandos have been issued night vision equipment. Aerial surveillance using drones would also be considered. Kerala police and Maoists had last exchanged fire on December 7, 2014 near Kunjootu Chappan colony at Vellamundy in Mananthawady in Wayanad district. The police had blamed members of the Kabani Dalam of the Western Ghats Zone Committee of the Communist Party of India (Marxist) for the attack.

3rd Killing in Malkangiri: Abducted Tribal Killed by Maoists

MALKANGIRI: The Maoists killed yet another villager suspecting him to be a police informer on Sunday. The deceased is Dambru Sagaria of Mundaguda village in the district and his body was found lying in a pool of blood on Monday morning at the Salimi-Mahupadar main road on the outskirts of the village. He was abducted along with another villager Sama Madhi at gun-point from Mundaguda village on Friday by the Maoists, who accused them of being police informers. While Sama had managed to escape from the Maoist camp inside a forest the next day, the ultras had kept Dambru hostage. In a poster left behind at the crime site, the CPI (Maoist) Kanker Ghat Maoist Division claimed responsibility for the killing.

The poster in Hindi mentioned that he was sentenced to death for being a police informer and extorting money from people in the name of police. With this, the Maoists have killed three persons on similar grounds in the last one week. Within a month, this is the sixth killing. Earlier on Wednesday, they had killed Rama Madkami and Sada Madhi of Kanaguda village under Kalimela police limits. Sources said Dambru was abducted by Maoists from Mundaguda village two years back and beaten up mercilessly.

He was left with a warning of facing dire consequences if he shared any information about the ultras with the police. Dambru, along with his family, had been staying in Ashirbad colony at Malkangiri since then and had left Mundaguda. He had visited his village last week to spend time with his family members during Dussera. People of Mundaguda, Kiang and Mahupadar villages are panic struck after the event. BSF jawans have intensified the combing operation in the area following the killing.

Whereas:

Marxist-Leninists must simultaneously employ all forms of struggle (ideological, economic, political, military), being able at each stage of the class struggle to recognize which predominates over the others and to what extent.

The current stage of the class struggle, defined by our party as one of preparing for war, is marked by pre-revolutionary conditions coinciding with a rise in spontaneous economic struggles by the workers.

The extremely favorable conditions for beginning armed struggle are themselves limited by the weakness of our party and its meager influence among the proletariat, the extent to which the working class in the country as a whole lags behind the most advanced sectors, and the powerful syndicalist and nationalist hangovers that persist in these most advanced sectors.

Propaganda and political agitation among the masses constitutes the basic tool in this preparatory stage for advancing the proletariat and the popular sectors toward realizing the necessity for revolutionary war against the regime. This must be combined with an ideological struggle against bourgeois nationalism, populism, and reformism, as well as self-defense on a large scale and armed propaganda, spreading and generalizing of the economic struggle, and building the party.

The participation of revolutionaries in the economic struggle must take the form of linking up with the more backward layers of the proletariat, mobilizing the entire proletariat against the regime and helping to deepen the penetration of agitation and political propaganda into the working class. The economic struggle must not be considered as opposed to the political one, rather as a lower level of the proletariat’s struggle that we as revolutionaries must harness to achieve our strategic objectives, while constantly trying to raise each one of its phases to a political level.

To this end the party must provide itself with a clear political program in order to participate in mass movements, in particular, in the proletariat’s union struggles, in the student movement, and in other sectors that we regard as allies of the proletariat.

In our mass line for the workers’ movement, our basic orientation of political agitation and developing the party must be combined with defending the living standard of the masses and paying great attention to immediate demands, taking into account the fundamental features of the present situation (disastrous drop in the standard of living, political oppression, a semi-miitary regime in the plants, the dictatorship’s attempt to bring the union movement completely under state control, indiscriminate political repression, etc.).

The revolutionary leadership of the party is the only guarantee for a union movement that is at the same time faced with a dictatorship and strategically involved in a revolutionary war.

Be it resolved that:

1. The basic task for revolutionists is propaganda and political agitation among the masses and building and expanding the party. Consequently, each section and branch, every team and each party activist must be closely linked to the masses, with the central thought in mind of audaciously building the party, putting its name, its line, the concept of revolutionary war before the broadest possible sectors through energetic propaganda and revolutionary agitation.

2. In its daily activity among the masses the party should pay great attention to all immediate demands, whether economic, political, cultural, etc. Each party activist must win the affection and respect of the masses, not only to be able to point out the revolutionary road, but to be in position to stand up to all kinds of injustices and setbacks as well. The aim is not only to denounce oppression and exploitation, explaining them from a revolutionary political point of view, but to organize the masses to struggle directly against these injustices.

3. The construction of the broadest and least clandestine possible mass organizations that will struggle for immediate demands (unions, factory commissions, class groupings, community commissions, etc.) and the struggle for the leadership of the existing organizations—all are necessary to the party’s strategy in order to strengthen its influence on the more backward layers of the proletariat, broaden and generalize the economic struggle, and smooth the way for the broad masses to understand revolutionary socialism. This task is closely linked to developing the party’s organization in the working class and subordinate to it, and in no way can it be neglected.

4. In view of the dictatorship’s policy of subjecting the unions to state control, clandestine channels are, or will be, needed for conducting the economic struggle.

Our party must inspire and encourage the spread of broad class-struggle formations and factory resistance commissions wherever the conditions are favorable for extending and generalizing the proletariat’s struggles, making sure that this does not detract from the revolutionary political activity of the party but promotes it in the broadest sense.

This should not exclude defending the legal rights of unions and fighting to win back for the working class those that have already become half incorporated into the state, although at this stage it will be a secondary objective.

5. The party must steadfastly and consistently struggle for the leadership of the anti-dictatorial trade-union movement, avoiding falling either into sectarianism or into opportunism, between which we oscillated constantly in the syndicalist stage of the organization that we have definitively put behind us.

Cache of Explosives Recovered After Policemen-Naxal Face-Off

RAIPUR: A fierce gun-fight today broke out between security forces and Naxals in Chhattisgarh’s insurgency-hit Bijapur district following which a huge cache of explosives and Maoist-related material was recovered. The skirmish took place early this morning when a joint team of CoBRA (Commando Battalion for Resolute Action) and district force were out on an anti-Naxal operation in Basaguda police station area of the district, Bijapur Additional Superintendent of Police Indira Kalyan Elesela told PTI.

While security forces were cordoning off Chhote Tarrem village forests, a group of armed rebels opened fire on them prompting security forces to retaliate, the ASP said, adding, Maoists soon fled into deep forests taking cover of rough terrain. Later, 6-8 pipe bombs, pitthu (bags), Naxals posters, banners and other related materials were recovered, he added. Blood stains were found at the spot indicating that some ultras might have been injured or killed in the gun battle, the ASP said. Search operations in the region are underway and details about recovery will be known once the patrol will get back to its camp, he added.

A day after naxalite attack on police team, vigil upped along TN – Kerala border

COIMBATORE: Naxal Special Division sleuths from Coimbatore district, combed the forests along Tamil Nadu – Kerala border for the second consecutive day on Sunday, to nab the suspected naxalites who fled after attacking a police team in the neighbouring state on Saturday. NSD sleuths have increased vigil in tribal villages along the inter-state border. “We have started talking to tribals and villagers, asking them to inform police about movement of suspected strangers in their locality,” a senior official from NSD said.

The police have also tightened scrutiny in all the government and private hospitals in Coimbatore and Nilgiris, expecting injured Maoists to get treatment there. “We have informed all the doctors and health staff to inform us about patients who might come with gun shot wounds,” he said. Meanwhile, the Kerala police have slapped Unlawful Activities (Prevention) Act (UAPA) against five suspected Maoists including a woman on Sunday. Police found a bag containing two used bullets, a water battle, a pain balm and a few cloths.

They have intensified combing operations near Kadugumanna tribal settlement located near Silent Valley National Park after the rude shock on Saturday morning when a group of Maoists opened fire at a police team. The Maoists, suspected to be a gang of five, hiding near Kadugummanna tribal settlement, had shot at a team of police from Agali who there on a tip off. The police retaliated, injuring two of the suspected Maoists. Meanwhile, the police have identified two of the Naxals. “We have identified two of the Maoists who attacked police as Soman from Wayanad and Ayyappan from Attappady on Sunday. We have got vital clues about a suspected woman Maoist also,” said N Vijayakumar, superintendent of police, Palakkad district.

“The identities of three Maoists including a woman are yet to be ascertained,” he added. The combing operations are being conducted by Thunderbolt, a special police team and forest department staff in Attapady and Silent Valley Region. Police sources said Ayyappan was very active in the Naxal circuit for the last four months.

Attapadi firing: Kerala Police to submit report to NIA

Palakkad: The Kerala Police will submit report on the recent exchange of fire between security forces and Maoists in Attappadi to National Investigation Authority (NIA). This is a mandatory step as the police have registered a case under Unlawful Activities (Prevention) Act (UAPA) on the firing incident. Police have announced a reward of Rs 2 lakh for helping to capture Maoist leader Soman, who is suspected to be among those who fired at the officers. He is considered as the most prominent Maoist leader after Roopesh, who was arrested recently.

Maoists kill former rebel

Maoists killed a former red rebel, who had surrendered before the police over two years ago, dubbing him as a police informer in Odisha’s Malkangiri district, the police said on Monday. The deceased, identified as Dambaru Sagadia, was one of the two tribals who had been abducted by a group of armed ultras on Friday last from Mundaguda village under Mathili police station area, said Inspector incharge of Mathili police station, P K Mallick.

While the other tribal, Sina Madhi, had managed to escape from the captivity of the Maoists the next day, the body of Sagadia with injury marks was found in a forest near Kansariput this morning, he said. Sina Madhi has stated that both of them had been badly beaten up by the Maoists after being abducted at gun point, the police said. A poster recovered from the site stated that Dambaru was punished as he functioned as an informer of the police and assisted in anti-Maoist operations, Mallick said.

Maoist leader accuses Malkangiri SP of corruption, false propaganda

VISAKHAPATNAM: The leader of the Malkangiri, Visakhapatnam and Koraput border division committee of the banned CPI (Maoist), Venu, lashed out at Malkangiri district SP Mitrabhanu Mahapatra for carrying out a false propaganda against the Maoists. He alleged that cops have been keeping arms and explosives in dumps only to take them out later and announce that they have unearthed Maoist dumps. “This has become a routine exercise for the Malkangiri SP,” Venu alleged. “Mahapatra has been claiming that the Telugu leaders of CPI (Maoist) are responsible for the deaths of innocent tribals. If he has evidence, he should come out for an open debate,” Venu said, adding that the Maoists do not have any caste, creed or religion as revolutionaries have only one aim — to free the people from the clutches of the bourgeois. He also accused the Malkangiri SP of being involved in false publicity and corruption.

In a press note released on Saturday, the Maoist leader alleged that Mahapatra claimed to have ‘affection’ for tribals. “Then why did he torture the teenage boys (aged below 14 years) to death at Silakota after arresting them in September 2013? In another incident, three squad members were killed by the cops at Tondapi in July this year when they were taking rest,” he said. Venu also alleged that the security forces had killed a tribal when he had gone fishing at Nerangijola around five months ago and then claimed that a naxal was killed in an encounter.

“The cops killed Podia area committee member Jogal though they knew he was unwell. Jogal’s brother, who was illegally arrested, also died in prison due to non-availability of proper medical treatment,” he said. “Malaria kills more jawans than Maoists attacks do while the SP roams around in helicopters. The Malkanagiri SP has been accepting crores of rupees from Essar and is responsible for the death of jawans deployed to protect the Essar pipeline,” he alleged. The naxal leader also accused cops of forcing innocent tribals to become informers by threatening them and said cops were responsible for tribal deaths.

Four Maoists Arrested From Odisha Forest

MALKANGIRI: Four Andhra Pradesh-based Maoists, allegedly involved in a number of crimes including abduction of IAS officer R Vineel Krishna four years ago, were arrested by the police from a forest in Odisha’s Malkangiri district. They were captured during a joint combing operation by the BSF and the police in Chintamdoli forest in the Chitrakonda area yesterday, Inspector In-Charge of Chitrakonda police station Pitabas Dharua said.

The four, active in the Korkunda Dalam area, were allegedly involved in a large number of offences including the abduction of the then Malkangiri district Collector R Vineel Krishna in February, 2011, the IIC said. Identified as Kera Shriramulu, K Nageswar Rao, Banda Prasad and Jayasingh Bunjibabu, the ultras were also involved in the landmine blast at Chintamdoli ghat of Chitrakonda reservoir in which three BSF jawans and a civilian were killed on August 26, this year, he said. They were active in naxal activities in Malkangiri and nearby areas of Odisha as well as Andhra Pradesh. The four were also involved in explosions, murder and exchange of fire with the police, they said.

Maoists make regular trips to Kadukumanna: Adivasis

Palakkad: Maoists make frequent trips to the tribal hamlet of Kadukumanna in Attappadi, where the left extremists and police exchanged fire on Saturday, according to local residents. Adivasis in the area said the Maoists had spread anti-government messages and prompted them to support the extremists. “The armed activists used to have or collect food from the hamlets and go back to forests,” they said. Meanwhile, the Agali Police has registered case against the Maoists who fired at cops. Agali native Soman is the prime accused among the five people who have been booked. Search operations are on for the militants in the area. The exchange of fire took place around 11.30 am on Saturday.

A police team of 18 officials led by Agali Circle Inspector K.M. Devasya led the combing operation following information that Maoists were camping in the forests bordering Attappady. The team included the Thunderbolt Police wing formed exclusively to deal with Maoists. It appeared that the Maoists fired the first round in a bid to escape from the police.

No headway in probe into attacks

PALAKKAD: Despite deploying a unit of Thunderbolt, police’s commando wing, to tackle the Maoists menace in Attapadi Hills, the state has made no headway in two major militant attacks that took place in the past one year. The state police also couldn’t locate Maoists leader Roopesh, who was said to be active in Attapadi region. He was later arrested by Tamil Nadu police . To strengthen the anti-Maoist drive, two young IPS officers – H Manjunath and Debesh Kumar Behera – were posted in Palakkad and Malappuram, respectively. Manjunath was later removed from the post.

On December 20, 2014, militants had set ablaze forest office and vehicle at Mukkali, the entry point to Silent Valley. In the second major attack, outlets of KFC and McDonald’s at Chandranagar in the town were vandalized. In March, Thunderbolt, local police, forest and excise officials had conducted combing operations in areas in the district, where Maoists were reportedly sighted. tnnHowever, the operations did not yield any result. Maoists were reported to be sighted in the region even after the operations. Dr P R G Mathur, an expert on tribal affairs and former director of Kerala Institute for Research Training and Development Studies of Scheduled Castes and Scheduled Tribes (KIRTADS) said that to end the militancy burning issues like alienation of tribal land, poverty, unemployment, corruption in the utilization of fund for tribal welfare and infant deaths should be addressed.

KOZHIKODE:The exchange of fire between Maoists and special task force at Attapaddy, Palakkad, on Saturday is the result of the state-wide special operation launched by the Kerala Police to counter any possible designs of the insurgents to disrupt the local body polls. According to senior police officers, there was specific information about movement of suspected Maoist elements at various parts of Wayanad, Kannur, Malappuram and Palakkad and a massive combing operation was initiated in these districts a couple of days back to counter it.

“The combing operation at Attapaddy was carried out based on a specific intelligence input and the shootout took place when the insurgents unexpectedly came infront of the combing team,” the officers said, adding that shadow police teams were already deployed in sensitive areas to check the movement of strangers. Intelligence ADGP A Hemachandran confirmed that the intelligence wing has been fully activated to keep track of suspected Maoist movements in the state.

“We have been analysing their movement and have taken all necessary steps,” he said. The police officers said Maoists have been keeping a low profile in the state since the arrest of its key leaders, including Roopesh and his wife Shina, in May this year and now they may be looking for an opportunity to make their presence felt in the state through covert operations. The Kerala Police has been coordinating with their Tamil Nadu and Karnataka counterparts to check Maoist movement in border areas.

PALAKKAD: Police have filed a case, invoking Unlawful Activities (Prevention) Act (UAPA) against five Maoists who allegedly opened fire at policemen in Attapady. The accused include Swadesi Soman from Wayanad and Ayyappan from Panniyoorpadi, who, according to the FIR registered, are the only Malayalis involved in the attack. The police believe that woman Maoist Kanyakumari is also in the Maoist gang. They have not disclosed the names of the other two persons. Meanwhile, search is going on for more Maoists and a combined operation is being conducted by Thunderbolt and Police. The investigation is progressing under the instructions of Agaly DySP.

Investigations reveal that Maoist leader Jitendra Oraon had procured several SIM cards using fake address proofs. With investigations revealing that Maoist leader Jitendra Oraon had procured several SIM cards using fake address proofs, several mobile stores in the Ernakulam rural region have now come under the police scanner. While working at Angamaly since 2012, Oraon had purchased around eight SIM cards, most of which were taken to Jharkhand for operations of the People’s Liberation Guerrilla Army (PLGA), a banned outfit. Investigations also revealed that he had lived in disguise as a tea factory worker in Wayanad in 2007 and procured 40 SIM cards out of which 32 were used for coordinating activities of his organisation.

Migrant labourers running stores

The police found that several among the 100-odd mobile stores in and around Perumbavur are run by migrant labourers. These stores sold SIM cards at low prices and without demanding identity proof. “Two methods are used to gain the cards – by giving false addresses and by presenting fake documents in the name of people who have died. The verifications agents too are under scanner,” said a top official with the Ernakulam rural police.

POLICE FOIL PLANNED TERROR ATTACK ON PATROLLING PARTY IN GIRIDIH; 41 IEDS DEFUSED

The Giridih police along with the 154 battalion of CRPF on Saturday evening foiled an attempt to landmine blast near Tesaphuli village under the Nimiaghat Police Station by the extremists, said Kuldip Dwivedi, while addressing the media here. Giridih SP Kuldip Dwivedi, while confirming the incident, said a death trap was laid by squid of CPI(Maoist )rebels on Saturday evening at around 7pm. However, local Nimiaghat, Dumari police and their accomplices CRPF managed to escape.

A big crater has been formed at the site of the blast. Deiwedi said a joint operation by Giridih police has been launched to flush out the Naxals from the area. Giridih SP Kuldip Dwivedi said timely intervention by the police helped to evade a major tension to the area. Confirming the incident, police sources said in the evening Nimiaghat, Dumari police along with 154 battalion of CRPF went for LRP in Tesaphuli village near Madhuwan area of Parasnath, which are highly affected Left wing extremists’ areas. Police sources said that LRP is done on foot and not on vehicles. Here also, the police party was returning from LRP on . The areas where the police team were doing LRP is 15 kilometers away in the dense hilly and forest region, from the Matobera-Madhuban road near Tesaphuli village.

Officer-in charge of Nimiaghat, RK Rana was leading the forces. Police sources said after walking some distance, the police called their vehicle near Tesaphuli village, nearly 1 km away from the spot. As they were returning from there in their vehicle a series of landmines blasted near a culvert. There is no confirmation regarding any causality or injury to from either side. The Giridih police also recovered and defused 41 IED at site where the incident took place. The explosives were laid by CPI(Maoist) activists targeting the Giridih police team in the area.

Hüseyin Dinç, imprisoned in a type F Kandira prison, has been martyred as a result of a heart attack.

NEWSROOM (16.10.2015) – The Turkish government’s killing machine continues its work against revolutionary prisoners, socialists and patriots.

Sick prisoners, which are considered to pose a ‘danger to society’, are left to die in their cells. A prisoner was martyred yesterday as a consequence of the government’s repressive politics. Imprisoned many years ago, Hüseyin Dinç of the Maoist Komünist Partisi (MKP) has been martyred following a series of heart attacks. During the period of his imprisonment, he has been transferred from Ümraniye Prison, to the prison in Tekirdağ, then to Edirne.

Finally, Dinç was placed in the type F Kandira prison in Kocaeli, where he was martyred yesterday following another heart attack. Today at 4 pm, Dinç’s body has been taken from the prison morgue to be transported to the 1 Mayis neighbourhood’s Cemevi (The cultural and worship house of the Alevi religion). After a ceremony, Dinç’s body was sent to his village for burial.

Police, Maoists exchange fire in Silent Valley forests

The Home Department on Saturday said a team of police officials from Attappady and a five-member gang of suspected Maoists exchanged fire deep in the forests bordering the Kadukumanna tribal hamlet in the Silent Valley forests, about 15 km from Mukkali. Palakkad District Police Superintendent N. Vijayakumar said the exchange of fire took place between 10.30 and 11.30 a.m. and it appeared that the Maoists fired first to stall the police party and escape from the area. Agali Circle Inspector K.J. Devasya and Sub-Inspector Boban Mathew led a team of 30 officials for the combing operation following information that Maoists were camping in the Silent Valley forests bordering Attappady.

The team included the Thunderbolt police wing formed exclusively to deal with Maoists. None of the police officers involved in the operation was injured in the incident. Though the police said that they were not able to arrest any Maoist, they claimed that two of the Maoists sustained injuries in the exchange of fire. The police recovered three bags containing Maoist pamphlets from the area. Additional forces reached Mukkali by afternoon to intensify the combing operations. Home Minister Ramesh Chennithala said in Thiruvananthapuram that the gang fired at the police who went to the forest region following secret information. Eleven months ago, a forest range office was vandalised and a department jeep gutted in an alleged Maoist attack at Mukkali in the buffer zone of the Silent Valley National Park.

Naxals kill police warden

NAGPUR: Naxals shot dead a police warden at Ghotpadi village in Bhamragarh tehsil in the wee hours of Saturday. The rebels eliminated Pindu Pungati suspecting him to be a Special Police Officer (SPO). It is learnt, a group of Naxals dragged Pungati out of his residence before firing a shot in his head from close quarters. Last week, Naxals had killed SPO Shankar Wadde at Mallumpodur village in Bhamragarh tehsil. A police warden gets an honorarium of Rs500 from the government.

The SPOs, who are prime targets of Naxals, are paid Rs3,000 for their services. Pungati came on Naxal’s radar after his honorarium was increased to Rs3,000 for participating in developmental works under government schemes. Naxals confronted Pungati over the hike in his honorarium before killing him.

Security stepped up on TN-Kerala border after Agali attack

Follows reports of attacks by Maoists on police and counter attacks at Agali in Kerala. Security was strengthened along the Tamil Nadu-Kerala border in Coimbatore and The Nilgiris districts on Saturday afternoon, following reports of attacks by Maoists on police and counter attacks at Agali in Kerala. “More than 600 police personnel have been deployed to check Maoist intrusion,” Inspector-General of Police (IG) for West Zone K. Shankar told The Hindu . Personnel from the Police Department, Armed Reserve force, Tamil Nadu Special Police force and home guards have been involved in intensive vehicle checking at check-posts and other roads connecting the two States.

Combing operation is being carried out by five Naxal Special Division (NSD) teams — two in Coimbatore and three in The Nilgiris Districts — by the police and Forest Department personnel. Focus is on strengthening security in villages and the border areas close to Thudiyalur and Pillur Dam police stations in Northern Coimbatore district and the Manjur police station in South Western part of The Nilgiris, which are close to Agali. Mr. Shankar said that armed security at police stations in Tamil Nadu — close to Kerala — was stepped up since Maoists launched an attack on the Forest Department office in Palakkad in December last year.

Jobless weavers see ray of hope in Reds

Obra (Aurangabad): In this agro-based district where unemployment forces the youth to migrate, thousands of skilled weavers trained by the Centre are facing penury as the government and netas seem to have lost interest in them. Unable to cope with poverty, many of them have also taken to Left-wing extremism by joining hands with Maoist rebels who have a sizeable presence in the district, Incidentally, Aurangabad has the distinction of giving Bihar its first deputy chief minister-cum-finance minister Anugraha Narain Sinha.

As Obra and five other assembly constituencies of Aurangabad district are set to go to polls in the second phase on October 16, Bihar CM Nitish Kumar visited the Mehfilen Kaleen Prathmik Bunkar Sahyog Samiti Limited centre, some 10 km from Aurangabad, and promised to revive it. Weavers, however, realise the futility of the poll rhetoric. “We have been crying hoarse before the government to pay attention to the plight of carpet weavers, but to no avail,” said Raj Nandan Prasad, manager-cum-secretary of carpet weavers’ society.

Prasad gets a meagre Rs 4,000 per month and finds it difficult to make ends meet. “Though my son has received training in weaving, I will send him somewhere in Surat or UP where he will have better prospects,” he said. Established in 1986, this carpet weaving centre used to be a beehive of activity with hundreds of weavers, cutting across caste and community, working there and also in surrounding villages. “Our products were also in demand in the export market,” said Anirudh Prasad, a weaver from Kuraipur village.

What, however, changed the scenario was the advent of synthetic carpets in the mid-90s. “While we used to sell carpets for Rs 300 per square feet and best ones between Rs 4,000 and Rs 5,000, the synthetic ones were available in the market for as cheap as Rs 100 per square feet. Gradually demand for our carpets nosedived and that was the beginning of the end of the weavers here,” said the manager. It all started three decades ago when Md Ali Mian, a local carpet weaver, received the National Award and drew the attention of the then Union textile ministry for setting up a centre here. In 1986, a cooperative was formed and villagers were trained in weaving under Training Rural Youth for Self-Employment (TRYSEM) scheme of the centre.

“Those days we used to get bulk orders from Bhadohi in Uttar Pradesh, also known as the carpet city,” recollected Rajnandan. Dhurries or rugs were also made here. “If the government wants, it can also give us huge orders for supplying these rugs to government schools where children are made to sit on the floor,” said Manoj Paswaan, another weaver. Left with only 30 looms and equal number of workers at the centre who are paid Rs 175 per day for nine hours of work, the weavers have lost interest in the election process. “Except the chief minister, none of the candidates have bothered to visit us yet. We are yet to decide, but we will certainly not support any of the parties as they have allowed us to die pre mature death,” a weaver said with finality in his voice.

CoBRA commandos thrash woman sarpanch

CRPF DIG denies attack, says troops only searched her house.

Some commandos of the Central Reserve Police Force’s elite Commando Battalion for Resolute Action (CoBRA) allegedly thrashed the woman sarpanch and other villagers of Chintagufa in Sukma district of the Bastar region on Thursday. “My mother Pudiyami Muiye and some other villagers were attacked by the CoBRA men on Thursday. My mother suffered grievous injuries and she is not even able to move now,” Pudiyami Kosa, son of the sarpanch, Ms. Pudiyami Muiye, told The Hindu on the phone.

A team of journalists visited the village on Friday. According to Saleem Sheikh, a journalist based in Sukma who led the team, many villagers claimed that they were attacked by the “force.” “They [the villagers] had gathered near the police camp to protest against the incident when we reached there. Six other villagers have suffered injuries. Most of the villagers had fled the area after the attack on Thursday and returned on ,” said Mr. Sheikh. According to Mr. Pudiyami Kosa, his mother was attacked when she was alone at her home. “They accused her of being a Maoist supporter and thrashed her,” he said. Mr. Sheikh said some personnel from the district police force tried to stop the CoBRA men when they were beating up the sarpanch.

Refutes charge

The CRPF, however, refuted the villagers’ allegations. “I spoke to the company commander of CoBRA and the SHO [Station House Officer] in Chintagufa. They denied any beating happened,” said Dinesh Pratap Upadhyay, Deputy Inspector-General of the CRPF, Dantewada range.

CENTRE, STATES TO HOLD ANTI-MAOIST MEET ON NOV 3

The Union Ministry of Home Affairs (MHA) is chalking out a strong strategy to deal with the Maoist menace, and the State Governments will be roped in to formulate a move on multipronged anti-Maoist efforts. According to MHA sources, there are 35 districts in the country which are “Most affected by Maoist menace”. There are two such districts in Odisha, Malkangiri and Koraput. Union Home Minister Rajnath Singh has convened the meeting of the Chief Ministers of the seven Maoist-affected States, including Odisha on November 3 at the Vigyan Bhawan in New Delhi. Home Ministers, Chief Secretaries and DGPs of the States will also attend the meeting. Besides, this time, District Magistrates and Superintendents of Police of the 35 districts will also attend the meeting.

The MHA has received inputs from various States that Leftwing Extremist (LWE) incidents and resultant deaths in the country has gone down during 2015 compared to the corresponding period of last year. However, the situation in the 35 “Most-affected” districts needs careful handling and close monitoring in togetherness between the Union Government and the State Governments, feels Singh. The situation needs a “Multipronged strategy” covering security-related interventions, development initiatives, ensuring rights and entitlements of the forest dwellers and management of public perception, said a senior official. The Maoist menace in Odisha is on the wane; however, the ultras are targeting civilians, By September 14, as many as 14 civilians have been killed in 48 violent incidents.

Koraput and Malkangiri districts are facing the menace in a big way. The Malkangiri police were able to arrest at least 29 Maoist cadres. Large numbers of Maoist sympathisers are surrendering to the Malkangiri police. Maoists are trying hard to have their presence in Narayanpatna of Koraput district, but active district police forces and a large presence of Central Armed Police Forces (CAPF) are halting their move, said sources.

Two tiffin bombs found in Odisha

Security forces on Friday recovered two powerful tiffin bombs from Maoist-hit Adava area in Gajapati district of Odisha, police said. “The explosives, suspected to have been planted by Maoists, were recovered from Kattama-Baliganda route under Adava police station limit during joint combing operation by CRPF, district voluntary force (DVF) and local police,” Superintendent of Police, Gajapati, Satyajit Nayak said. During the combing operation, the security personnel found two tiffins containing Improvised Explosive Device (IED), weighing around 47 kg each, he said.

1. Today the world’s progress resides in the blood drop of laborious people. But the labour world is suffering because of the utter poverty. The labours crores in number are stuck in the bunch of problems without having proper food and drinking water and are troubling for survival.

By the labour of Physical energy and mental capabilities of the labour people are striving for the development and benefits of society but they are not meeting the common amenities like two times meals a day and are suffering internally not letting the fact to know others without having abodes for them on the earth even though born on this world being poorer. Most of them are united labours working in companies and non united labours working in Towns and cities at labour addas and non united agriculture labours working in rural areas in agricultural field and there are so many of women labours who are working houses.

2. The Indian rulers who boast saying that they will do so much for the labour people they are taking advantages over labour people showing notes of rupees for votes and after they are breaking their words not even solving least problems of labour people. Moreover by introducing the commission agents giving some licences to exploit the labour people resulting to be very poor.

3. India rulers and opposition parties leaving the problems of labour people they are struggling themselves for political purposes, authority making much ado fighting like animals in order to get authority thrones. As they say they are public representatives the rulers are striving hard for recovering their amounts which were spent on the previous elections leaving the public welfare aside and trying to get to stand in the next elections. The officers are under the influence of these rulers have been amassing corruption money. These public representatives and officers have not an intention of solving the public problems, and have not an intention of development of public providing them good livelihood.

4. The exploitation groups which exploit the labour people are forming as parties participating in parliamentarian political business and exploiting the same public who made them rulers as their representatives. Rulers who turned to be businessmen they have made politics is the thoroughfare for corrupted authority. Leaving the public welfare scheme aside the public representatives are amassing black money committing open corruption.

5.Even if there are clashes among the Indian rulers that is ultimate for seats of parliamentary only and all political parties and for the promotions only but not for the wellbeing of labour people who are more than 90% of total public. However how so many clashes are among them they will unite as one under the limits of parliament and assembly house through discussions. Even though the political business parties are different but all the rulers are one. Even though the shapes are different the exploitation is the same. The public funds which have to be spent for development scheme are being utilized for their selfish business purposes.

By misleading by convincing labour people in order to get their votes the rulers will promise so many things before elections which cannot be implemented and having elected those are breaking their words. With help of votes of labour people and after having got authority they are striving to implement schemes for development of exploitation groups and killing the labour people who are fighting for livelihood of labour people. Indian rulers by implementing the anti development programmes for labour people and arguing that it is the democracy. Might it be democracy to the exploitation groups but for the labour public it is only false democracy. The new democracy labour people having sovereignty over and which is meant for the development of labour public must have to be achieved in India.

6. As per the labour acts the trade unions are to be independent and stand on behalf of labour people and doing the people fights for achievement of better livelihood but the leaders of trade unions in India are striving for the selfish purposes of parliamentary and political business parties by becoming tails to them leaving all the labour public purposes and living with profitable politics. Not being labour, having no Marxist ideas, men who belong to the ruling political parties are becoming trade union leaders and are not concentrating on the labour problems because without having least knowledge about acts or unable to conduct labour fights are being made pans in chess game of different political parties. With a notion that today that there are no trade unions in Indian labour class fights with ideas of Marxism AIFLU is trying to get rid of this insufficiency.

7. With an attitude of labour people fight the communist parties were to continue the Telangana Sayuda Raitanga Poratam to take over the authority of state even though the people forced to do so. And by the result the fight movement went into the revisionist activities. And accordingly the affiliated trade unions have left with labour fight movements turned to be political venues.

8. In the attitude of Indian parliament various communist parties have made the labours to be nerveless and turned to be advantageous to the capitalist system. They having amended the Marxism and extracted out the essence of revolution. They have turned to be servants to the Burjuva and became agents to their political ends.

9. To motivate labour revolution and to have that calibers to monitor for the development of revolutionary principles and for that achievement must have worn the armor of Marxism. That should be taken into labour fight movement and after that the fight movement should be motivated with the socialist ideas. Without labour domination and without realizing the social revolution it is impossible to root out the exploitation on labour work and it is impossible to achieve socialism.

10.In India the labour people are being exploited by the two major exploitation ways. One is that who are united labours working in factories and the other who are non‐united working labour at Addas in Towns and cities are being exploited.

11. United labours:‐ The lakhs of united labours in India are mainly working in the large scale industries, medium scale, and small industries in main cities and striving for the development activities of production taking a major role. When the labour do not attend their duties, the machines are to be stopped and by the result there must occur so much loss without production, the management is not giving that much importance to that much which is given to their machines.

The labour people are striving too hard as much machines do and making the production value of crores of rupees but the labour people are being paid very meager salaries which is not sufficient for their monthly expenses and awaiting for next month’s salaries leading their lives whether to live or die. Not even they are getting compensation in the event of losing their limbs or lose their lives in accidents while their duties. Throughout the world all the labour people are being deceived of their labour. The AIFLU is motivating making them to participate in the labour fight movements by uniting them.

12. Contract labours: Some of the labours who are working under the managements of industries all over India and the some others are working under the contractors who are appointed by the management. These labour cannot get sufficient salaries and can be removed at any time, and no insurances are applicable in their case. The payments are given to them by the contractors only and not by the management. The rulers have made the labour acts constricted to the papers only and implemented the acts which are to be helpful to the managements and exploiting contractors. To control the anti labour acts the AIFLU has united these labour people.

13.Un united labours: ‐ Building construction labours like Tapi Mestries, spade workers, sentry labours, plumbers, electrical , housing workers, painters, etc., auto rickshaw labours, rickshaw labours, ( goods rickshaw labour, municipal rickshaw labours) , Beedi labours, house keeping workings, Hamali wokers, stone crusher labours, municipal sanitation labours etc. These workers have no work guarantee and there is no confidence they may get work every day. To them it is troublesome even to get work. And after completion of the work it is too hard to get their wages. They have been deceived, threatened, attacked most of the incidents when they ask for their wages for work done.

For the women labour there is no safety at all. If any accidents happened in their duties and lost their lives there is less chance of getting any compensations. These non‐united labours are not meeting two times meals a day and leading very miserable and poor lives. These labour are being exploited by the contractors are falling prey to the appetite and diseases. There are so many acts in order to protect them and their purposes but the all the schemes are not being implemented leading them to the drastic desperate positions. These un united labours are being united by the organizers and divided them from the political, ruling party unions the AIFLU has integrated them by making them to participate in the leadership fight movements for the better livelihood.

14. Women labours:‐ The Indian women labour are taking the major role in all the sectors by striving for the development of our society values still they have been falling prey to the fascist culture, and “manudharma” male chauvinist bonds and suffering from mental and physical tortures. The women are treated as a children productive machine and servant to men as thing that give sexual desires and in this way the women are being dominated by men suffering from all their tortures. Some selfish persons for their selfish ends they have been showing the obscenity over women in their cinemas and in some of their TV serials and by the result their effect should be on the society and their values are being thrown on the road like cutting the throats under the presence of many persons and are showing acid attacks.

Women are being deceived and murdered. There so many acts of protection and purposes for women but all are not allowed to be implemented and are being constricted to the papers only. Although the married life is equal to men and women but in the name of dowry taking thousands of lakhs of rupees, and bridegroom is being sold out for lakh of rupees and under the feet of sold out person the women have to do slavery is being supported by the Indian rulers under the disguise of traditions and left with the idea of dowry prohibition. By the result the labour women are being harassed and are being fell prey to the dowry deaths.

The labour world is now on the lit up furnace of dowry. But the Indian rulers are not yet implementing the dowry prohibition act. Not even publishing this. In the patriarch Manudhrarma male chauvinist society there is no protection to women at all. To get the freedom from the patriarch male chauvinist society it is then only possible when the states without discrimination and having no inequalities of social, community, and economical and the labour dominating states should be established and then only it is possible. The AIFLU is integrating all these women unions with a solution in order to achieve their rights and is undertaking the labour fight movements for the better livelihood.

15. Agriculture labour: India is basically an agriculture country but even though not only it is not implementing any acts for the development of agriculture labours but also obstructing them so that they cannot cultivate crops in their fields. Not only not providing the sufficient seeds not available at the time of seeding but also not giving the sufficient prices for the grains out their crops. With the result of not providing them with agricultural loans the agricultural labours have to approach the private money lenders for loans and without getting reasonable prices for their yields as they could not repay their loans many of them have been committing suicidal consuming pesticides.

And becoming labours by disposing off their agriculture lands. Once in the past the formers have opted to get heavy yields having come to the opinion with indifference that how so much the crop yield there is not benefit. While their yields are being exploited by the mediators at the market yards the rulers are deceiving the farmers of their lands with name of SEZ ( Special Economic Zone) like the black acts have been implemented the lakhs of acres of lands have been grabbed by the capitalists.

The proposal of Thermal Electricity Plants which is opposed with agricultural labours is being tried the police have killed those agriculture labours. The AIFLU is integrating all these farmer labour by the name of Agricultural Labour Federation for the solution of achieving their rights and is undertaking the labour fight movements for their better livelihood.

16. Fights of nationality: For Self respect of Nationality, freedom the AIFLU has been giving the support the freedom fights of national and international fights.

17. Castes ‐ Religions: Most of the Indian people are slaves, labours, the castes are the creation of Hindu Religious Manudharma. As per the Manudharma the Brahmins are born from the mouth of Brahma, the Kshatriyas born from the shoulders of Brahma, the Vysyas born from the naval of Brahma, and the Shudras born from the legs of Brahma. With combination of shudra male and the Brahmin female born children are called Ashprushas. The Shudras are ‐ Gouds, Mangali, Yadavs, Raos, Reddys and Kapus and others.

Plans on for major anti-Maoist offensive in Bastar

CRPF and the State police remain divided on who would lead the operations in the coming days.

The Chhattisgarh police and central security agencies are gearing up for a major anti-Maoist offensive in restive Bastar region of the State in the coming weeks. According to sources, a major anti-Maoist operation might be launched anytime now, but the CRPF and the State police remain divided on who would lead it. “Inspector-General of Police, Bastar range, S.R.P. Kalluri is keen on operating with the DRG (District Reserve Guard) which consists of mostly local Koya boys. However, the CPRF wants to operate with the CoBRA (Commando Battalion for Resolute Action) with some help from the DRG,” said a senior police officer based in Bastar. National Security Adviser (NSA) Ajit Doval also visited Bastar earlier this month signalling the Union government’s approval for large-scale operations. Mr. Doval visited Burkapal CRPF camp in Sukma district and also held a meeting with senior police and CRPF officers posted in Chhattisgarh.

The NSA reportedly took an aerial survey of the Maoist insurgency hit region. “But the meeting in presence of the NSA ended without any resolution on who would lead the offensive,” added the officer requesting anonymity. An officer, known for his ruthless ways of working, reportedly questioned about the motive of the operation in the meeting. The officer even assured his top bosses present in the meeting that if the purpose of the anti-Maoist operation was to bring the Maoists then he could bring “dead bodies” with some surgical operations. Around 500 men of Chhattisgarh police, mostly based in Sukma and Dantewada district, were sent for a special 45-day guerrilla training in Assam in June and July this year.

The first batch returned in September and second batch returned 10 days ago. The first batch has already started moving in Maoist territories of Sukma. “Ultimately, the district Superintendents of Police (SP) of the respective districts would take a call on who would conduct the operations. But the CRPF, which was quiet after the transfer of IG H.S. Sidhu out of Chhattisgarh, has started moving in Sukma,” informed a senior police officer based in Raipur. Usually, very few anti-Maoist operations are conducted during the rains, but November and December witness big movement of security forces in the area.

“However, this time the operations would be properly planned and coordinated. All district of Bastar would witness operations against the rebels but the main target is the Battalion area in Sukma and its chief Hidma,” informed another source. The Maoist battalion is based in Konta division of Sukma and has inflicted massive causalities on security forces since 2008. Special Security advisor (internal security) K. Vijay Kumar also visited Bastar earlier this week.

Two tribal men killed by Maoists: Police

Maoists gunned down two tribal men at a village in Malkangiri district suspecting them to be police informers, barely 12 days after killing a tribal in the Naxal-hit district, police said today. A group of armed ultras stormed into Kanaguda village under Kalimela police station limit and took away Soma Madkami and Rama Madhi from their houses last night and their bullet riddled bodies were found in the village outskirts this morning, Inspector In-Charge of Kalimela Police station B Nanda said. The red rebels had asked the duo, aged between 25 and 30 years, to accompany them into the nearby forest for a meeting, he said. A police team was sent after information about the villagers spotting the bullet-riddled bodies along a forest road on the outskirt of the village was received, Nanda said.

A hand written message recovered from the site stated that Madkami and Madhi were punished for operating as informers of the police and assisting them in anti-Naxal drive, the police said. The message also claimed that the duo helped in the surrender of a large number of Maoist supporters before the police in the district, they said. Steps were being taken to step up combing and patrolling by the security forces in the area after the incident, they said. The killing came close on the heels of gunning down of Arjun Khara (40) of Kandhaguda village on October 3 night.

Reds smell grand alliance win in polls

Patna: Maoists, it seems, have developed a soft corner for chief minister Nitish Kumar after he joined hands with RJD and Congress to form Mahagathbandhan. Despite poll boycott call given by the rebel outfit, the first phase of election in 10 Maoist-hit districts went off peacefully on October 12. Apart from recovery of IEDs in Gaya, Rohtas and Kaimur districts, no major incident of Maoist violence has been reported in the run up to second phase of election as well.

A Maoist leader told TOI that going by the people’s choice and voting trend, they would not create any disturbance in the election. Maoists had extended their two-day Magadh zone bandh by a day which coincided with PM Narendra Modi’s rally in Gaya on August 9. However, the bandh did not have any impact on Modi’s meeting.

Huge cache of explosives recovered ahead of polls in Bihar

PATNA: Security forces engaged in sanitisation works ahead of second phase of elections tomorrow recovered a huge cache of improvised explosive devices (IED) in Maoist-infested Gaya and Rohtas districts Thursday. While a huge amount of IED was recovered from a middle school at Kewalakala village under Dumari police station area in Imamganj assembly constituency, a cylinder bomb was found hidden under a culvert near chaugain village under Roshanganj police station area in the district. While the cylinder bomb was defused, the IED has been deactivated. Police said the IED was recovered from a room of the school building which was to be used as a polling centre during balloting tomorrow.

Maoists Release Abducted TDP Leaders

VISAKHAPATNAM: Three TDP leaders who were kidnapped by the Maoists on October 5, have been released safely in the agency area of Visakhapatnam district in the wee hours of Thursday. The Maoists have abducted the TDP men demanding that the Andhra Pradesh government to stop the bauxite mining in the agency areas of the district. The abducted are identified as TDP GK Veedhi mandal unit president V Balaiah, district committee executive member M Mahesh and Janmabhoomi committee member M Balaiah.

Tension prevailed in the dense forest, especially in and around GK Veedhi, Chintapalle and other Maoist strongholds following the incident. Following the Maoists demand, chief minister N Chandrababu Naidu has recently clarified that the bauxite mining was not his focus area at present, paving way for the release of the TDP men. While complete information regarding the arrival of the TDP leaders is yet to reach Visakhapatnam, sources said that they were let off in the deep forests of the agency area on the Andhra-Odisha border following negotiations between the Maoists and various tribal organisations.

It is learnt that the abducted TDP leaders along with several others working for the ruling party in the mandals of GK Veedhi and Chintapalle, have agreed to resign for the party and intensify agitations against the bauxite mining, as demanded by the Maoists.

TD mandal panel members in Agency quit

All members of the Telugu Desam Party’s mandal committee members from G.K. Veedhi, G. Madugula and Chintapalli on Wednesday resigned from the posts and party as well, after the banned CPI (Maoist) warned them of dire consequences, if they did not quit and join the movement against the bauxite mining proposed by the government in the Agency. Three directors of Agriculture Market Committees of Paderu, G. Madugula and Chintapalli put in their papers.

While former Tribal Welfare Minister M. Manikumari resigned from the three-member committee of the party for the Paderu Assembly segment a few days ago, the Wednesday’s resignations followed the Maoist party’s fresh warning at a rally held on the Koyyuru-GK Veedhi border which was addressed by a Maoist leader Jambri on Tuesday. The development came a day after Chief Minister N. Chandrababu Naidu said here that the government was yet to take any decision on the proposed bauxite mining .

600-page charge sheet filed by ATS

The Maharashtra Anti-Terrorism Squad (ATS) on Wednesday filed a chargesheet against senior CPI (Maoist) member Kannamballi Muralidharan alias Ajith at a special court. The investigation has so far revealed that the accused was using different names by forging documents and had been in contact with several youths attached to the Maoist movement, especially in Thane, Mumbai and some parts of Pune. Assistant commissioner of police (ATS-Pune unit) Bhanupratap Barge, who has been probing the case, said, “After getting the state government’s sanction under the Unlawful Activities (Prevention) Act (UAPA), we submitted the chargesheet on Wednesday. The chargesheet runs into 600 pages, with all the details of the investigation.” Muralidharan (62) was arrested from his hideout at Talegaon Dabhade on May 9 this year.

Since then, he has been lodged at the Yerwada Central Jail. This is the third major Maoist arrest in Pune over the last four years, which has led to speculation that the city and its fringes are becoming a safe haven for those with Maoist affiliations. Also known as Thomas Joseph, he has been absconding for 40 years, except for a brief period during the Emergency when he was detained. He hails from Irumbanam in Ernakulam, Kerala, and is a member of the powerful central committee of the CPI-(Maoist).

Till last year, he had been secretary of the Communist Party of India (Marxist-Leninist) Naxalbari and is a former member of the Revolutionary Internationalist Movement. The investigation also confirmed that he was an active member of the powerful central committee of the CPI-(Maoist). The chargesheet was submitted before special court judge T Utpat. The next hearing will see the framing of charges, after which the trial would begin. According to the chargesheet filed by ATS, Muralidharan faces charges of forgery and impersonation under the relevant sections of the Indian Penal Code and UAPA.

Police also found that Muralidharan had held meetings in Mumbai and Thane and was also in contact with Maoist youths around Pune. Officials said his activities in Pune were not overt as he was here to hide. “He got funds from the central committee. There were some leads and our team went up to Chennai, but nothing concrete has come out of the investigation yet,” apolice officer added.

ENCOUNTER BETWEEN SECURITY FORCES, ULTRAS

The police and para-miliary forces on Wednesday had a fierce encounter with armed squad of CPI-Maoists from a village on the border of Tamar and Seraikela-Kharsawan district. The encounter took place at Joheragora jungle under Tamar police station area bordering Seraikela-Kharsawan district. Seraikela-Kharsawan superintendent of police, Indrajeet Mahatha said that as the Tamar police station was far away from the spot of encounter, a company of paramilitary CRPF was rushed from Chowka in Seraikela-Kharsawan district for the reinforcement. “We cannot reveal much details but the encounter lasted for over half-an-hour. As the forces retaliated the Maoist rebels fled the scene, leaving a laptop and explosive materials which they were carrying along. We have also recovered a magazine of AK 47 assault rifle from the spot from where the rebels were attacking at the para-military forces,” said Mahatha.

The SP, Seraikela said that the maoist squad which encountered with the police and paramilitary forces were of Kris Munda and Analjee who are active in Tamar, Ichagarh, Chowka and Kuchai area. “We have recovered laptop. We will scan it to divulge further details. We expect lot of information will be gathered from the laptop when it will be opened,” Mahatha said. The SP, when queried, pointed out that there was no casualty from the police or paramilitary side, adding that they are not aware whether there was any casualty on the rebels’ side. “The combing operation had begun here from wee hours of the day. The para-military forces were combing the area in jungle while carrying out the operation. As the forces were busing in combing operation, they were suddenly sprayed with bullets, leading them to run for the cover. Soon after, the paramilitary forces had retaliated by returning the fire,” said a police official.

Powerful IED seized in Sukma

Raipur, Oct 14 (PTI) A powerful Improvised Explosive Device (IED) was today recovered by security forces at National Highway No. 30 in Chhattisgarh’s Sukma district. A joint team of CRPF and district police recovered the explosive, weighing around 5 kgs, while carrying out an anti- Naxal operation on Sukma-Konta road (a patch on NH-30 that connects Jagdalpur (Bastar district headquarters) to Vijaywada in Andhra Pradesh under Dornapal police station limits, Sukma Additional Superintendent of Police Santosh Singh told PTI.

While security forces were cordoning off the route, around 4 kms away from Dornalpal, they spotted an electric wire connection following which the IED kept in a steel container was found hidden underground, Singh said. The explosive was immediately destroyed by the bomb disposal squad, he said. The IED was planted to harm the security forces during their operations on a strategically important route in the Naxals’ self-proclaimed liberated zone, the ASP said.

TD Leaders Migrating to Urban Areas After Maoist Threat

VISAKHAPATNAM:It is a catch-22 situation for the Telugu Desam Party leaders and active workers. As there is no clarity from the government on the most controversial bauxite mining issue despite stringent warnings from the Maoists, the TDP cadre are migrating to various urban places in the district. Though the police are pacifying them, the TDP followers are packing their bags and moving to Narsipatnam, Anakapalle and Visakhapatnam. Sensing that Chief Minister Chandrababu Naidu would order mining of bauxite ore in Visakhapatnam agency areas, the Maoists kidnapped three TDP leaders – V Balayya, M Balayya and M Mahesh – on October 5. The Maoists also warned all the TDP cadres not to support the TDP government and snap their connection with the party. As the police failed to trace the three TDP leaders even after eight days, the party cadre in the agency expressed their anguish.

The tribals are not happy with Chandrababu Naidu’s statement. The CM said that his government had not yet taken any decision on the bauxite mining since returning to power, and asked how the Maoists can set deadlines when the issue has not even been borached anywhere. However, his response did not curry favour as he did not appeal to the Maoists to release his party leaders. Not only TDP supporters, but also all the tribals in the Visakhapatnam agency have expressed their ire against the TDP government. “Instead of making a statement that the TDP government would never take up bauxite mining in the agency, the Chief Minister gave too smart a statement. What is the meaning of his statement? He should make it clear that the TD government won’t permit bauxite mining,” a tribal activist said.

Meanwhile, with the police failing to trace the kidnapped TDP leaders, tension prevailed in the agency. Already the Maoists issued a warning to some of the TDP leaders and active workers to resign from the party and asked them to participate in the anti-bauxite mining agitation to prove their credentials. “Soon after the kidnap, they cut off all interactions with the tribals. They are keeping all their moves and strategies secret and even their aides and militia members are in the dark. The situation has become very tense,” said a senior police officer engaged in anti-Maoist operations. Reacting to the Chief Minister’s statement, senior CPI leader JV Satyanarayana Murthy demanded a clear stand of the government on the bauxite mining.

The TDP, when in opposition, announced that it opposed the bauxite mining. The TDP government should make it clear that if it was for or against bauxite mining, said Murthy. “How can we believe in such smart statements. The government is not permitting any meeting against bauxite mining in the agency area. Very recently, the police arrested several people who attended a meeting at Darakonda on bauxite meeting. We convened the meeting and a police officer cut the mike when the leaders started talking against mining. I am asking the government to announce its stand unambiguously,” Satyanarayana Murthy said. YSR Congress Party district president Gudivada Amarnath said that the CM was playing with the lives of tribals. While participating in the World Adivasi Day celebrations last year near the airport, Chandrababu Naidu said that the bauxite reserves would be mined with the consent of the tribals. It means, the TDP government was preparing the ground for bauxite mining. The latest statement of the Chief Minister is a farce, Amarnath said. On the kidnap of the TDP leaders, Visakhapatnam SP Koya Praveen said that the police got information that the Maoists called up some representatives of people’s organisations for discussions and they are on the way to meet them.

Fire Exchange Between Cops and Maoists

VIZIANAGARAM:At least seven Maoists allegedly suffered bullet injuries in a fire exchange with the police at Ranasingi village in Salur forest range in Vizianagaram district Tuesday evening during a fire exchange. The police have recovered six kit bags after the operation. According to Vizianagaram SP Navdeep Singh Ravel, the fire exchange took place at around 4.30 pm, when police forces found a group of armed Maoists near Ranasingi forest area during a regular combing operation.

“After the Maoists started firing, there was a fire exchange which lasted for 15 minutes and then the Maoists escaped,” the SP said. Sources said that at least seven Maoists were allegedly injured, including a top Maoist. However, the SP, while admitting that they have recovered six kit bags, ruled out the possibility of Maoists receiving injuries or the presence of a top Maoist in the group.
