Former Georgian President Mikheil Saakashvili has been appointed governor of Ukraine's Odessa region, a day after being granted Ukrainian citizenship.
President Petro Poroshenko made the surprise announcement at an event in the Black Sea Port.
By appointing pro-Western outsider it is a clear signal to Moscow that Kyiv remains on a pro-European course.

STORYLINE
Under pressure Georgian President Mikhail Saakashvili paid a visit to Vaziani military base on Monday as NATO-led training exercises continued.
The Cooperative Longbow/Cooperative Lancer 2009 exercises, which Moscow has criticised, runs until June 1.
NATO has said earlier the exercise was planned before last year's conflict between Russian and Georgia.
The Georgian Defence Minister David Sikharulidze said on Monday that the final stage of the exercises was underway.
He said the process had been carried out successfully and added that Georgia planned to host another training session later in the year as part of Georgia's bid to join NATO.
According to NATO, the drills in Georgia were aimed at improving interoperability between NATO and partner countries, within the framework of Partnership for Peace.
The Cooperative Lancer exercise involves up to 1,000 troops from NATO and partner nations and focuses on the training of multi-national forces for peacekeeping operations.
Russian officials have accused NATO of intervention in Georgia's domestic politics by holding the exercises there.
Some former Soviet republics have decided not to take part in the NATO exercises.
They include Armenia, which is dependent on Russia for its economic survival.
Four other former Soviet republics - Estonia, Latvia, Kazakhstan and Moldova - and Serbia also decided to pull out, according to a Russian newspaper.

According to NATO, the drills in Georgia were aimed at improving interoperability between NATO and partner countries, within the framework of Partnership for Peace.
The Cooperative Lancer exercise involves up to 1,000 troops from NATO and partner nations and focuses on the training of multi-national forces for peacekeeping operations.
Russian officials have accused NATO of intervention in Georgia's domestic politics by holding the exercises there.
Some former Soviet republics have decided not to take part in the NATO exercises.
They include Armenia, which is dependent on Russia for its economic survival.
Four other former Soviet republics - Estonia, Latvia, Kazakhstan and Moldova - and Serbia also decided to pull out, according to a Russian newspaper.

Kiber Partizany best known for their non-violent approach protest #theukraine hastag protest claimed that in their video they were 'attempting to mock the future Prime Minister of The Ukraine and were willing to carry on their campaign behind a Kiev jail cell or participate as willing volunteers in an prisoner swap with The Donetsk Peoples Republic.' A spokesperson for the group added that 'people in Kiev live like prisoners with Neo-Nazi's roaming the streets dealing out a rough brand of justice on behalf of Oligarchs who rule Kiev after the February Coup.'

Supporters of Ukraine's new government and pro-Russian demonstrators both took to the streets of the eastern city of Donetsk on Sunday.
Police were seen separating the groups, as they chanted and waved placards.
In the capital Kiev, thousands joined a rally calling for unity in Ukraine.
Some of those taking part marched through Independence Square holding various flags - including the European Union flag.
Bernard-Henri Levy, a French author, was among those who took to a stage to address the crowds.
"If only the Europeans could show at least half of the bravery that you've shown here. You're not afraid, why would the Europeans be afraid?" he said.
"You've risen up against Putin! How can we lay down in front of him now? This is unimaginable."
Those gathered also heard from lawmaker Vitali Klitschko.
Klitschko said he was "sure" that Ukraine could become a European country.
"This is our task, and I am sure we can achieve this," he said.
The rally in Kiev came as a convoy of Russian troops rolled towards Simferopol, the capital of Ukraine's Crimea region, a day after Russian forces took over the strategic Black Sea peninsula without firing a shot.
So far, the new government in Kiev has been powerless to react to Russian military tactics.
Putin has defied calls from the West to pull back his troops, insisting Russia has a right to protect its interests and Russian-speakers in Crimea and elsewhere in Ukraine.
Mikheil Saakashvili, former President of Georgia, also speaking in Kiev on Sunday, told the crowd that paying with "unbelievable sacrifices" had "prevented the destruction of Ukraine."
"But now Putin has broken into your house, using the worst means in his dirty battle - military force. But this is not him showing his strength. This is his agony, and his last chance to show his influence," he continued.
"This military operation of recent days has put under threat not only Crimea, and Eastern Ukraine, but Kiev as well. But he doesn't know that you Ukrainian people are heroes, you are strong, you are patriots and Putin's dreams will break apart in Kiev."
The new Kiev government came to power last week following months of pro-democracy protests against the now-fugitive president, Viktor Yanukovych, and his decision to turn Ukraine toward Russia instead of the European Union.
The country's population of 46 (m) million is divided in loyalties between Russia and Europe, with much of western Ukraine advocating closer ties with the EU, while eastern and southern regions look to Russia for support.
Crimea, a semi-autonomous region that Russia gave to Ukraine in the 1950s, is mainly Russian-speaking.
