The LoCAL pilot project started in two countries: Bhutan and Cambodia. Zhemgang District hosted the first projects of LoCAL. Two years on, Mr Karma Drukpa, the Head of the District speaks of the Phase 2 and how to better scale up the Project. The LoCAL Project aims to promote climate change resilient communities by increasing financing for and investment in Climate Change Adaptation (CCA) at the local level in least developed countries, thereby contributing to the achievement of the Millennium Development Goals (MDGs), particularly the specific goals of poverty reduction (MDG1) and environmental sustainability (MDG7). It does this by reinforcing local government financial delivery systems, with Performance Based Climate Resilient Grants.
