Austria has filed a legal complaint at the European Court of Justice against new EU-granted subsidies for a new nuclear power plant in Britain.
Austrian Chancellor Werner Faymann said subsidies should support modern technologies that lie in the general interest of all EU members and cannot be allocated for developing nuclear power. The EU approved the 17-point-6 billion Euro subsidy deal for the Hinkley Point C project in 20-14 despite opposition from activists and several member states. Austria argues that the nuclear power plant is in breach of European law and risks distorting the energy market.

The opportunities created by new power plants like Hinkley Point C is ridiculous. It’s going to be a brilliant opportunity especially living so close. There’s apprenticeships schemes that they run, the graduates schemes that they run it’s really a wide opportunity for anybody who wants to actually do something that will matter – not just to our generation, not just to the next generation but after that as well.

Within EDF Energy I sort of want to go into more hands on engineering type of things because I find that interesting and I like how they have done it with the apprenticeships. Being around the graduates has been good because they have been through it all and they know what you’ve got to do to get there and how hard it can be, so they are teaching me skills that I’m going to need and what is actually relevant to the course that I want to take.

To join the Hinkley C workforce in the future you need to be taking the right subjects and making the right decisions and taking advice, talking to people at your school but also engaging with our Inspire programme who come around to schools regularly to help them look at their future in STEM and engineering careers. If you want an apprenticeship to join our workforce at peak you’re in year 8 right now, so events like this are extremely important because it’s a way for us to get to the people we need to work on Hinkley Point C in the future.

The EU's anti-fraud office, Olaf, has opened an investigation into the Lyon-Turin high-speed rail project, after Green MEPs alleged serious misspending.
Olaf said it would seek to "clarify whether any fraud or irregularity has occurred that can prejudice the EU's financial interests".
In 2012 the French Court of Auditors estimated that the project's total cost would rise to €26bn (£19bn; $29bn).
Green MEPs complained to Olaf, calling the project a waste of public money.
In 2013 construction work began on a 57km (35 mile) tunnel through the Alps for the Lyon-Turin line. The project - known as Tav (Treno Alta Velocita) - is behind schedule

A nuclear reactor at one of Korea′s nuclear plant facilities was halted earlier today due to problems with its coolant pump, but authorities say the reactor is currently stable and there were no radioactive material leaks.
The state-run Korea Hydro and Nuclear Power says the Hanbit reactor number two at its southwestern Yeonggwang plant automatically stopped just before 3 a.m. Saturday, Korea time.
One of the reactor′s four coolant pumps, which deliver heat inside the reactor to a steam generator, shut down when a circuit breaker got damaged from overheating.
A fire also broke out because of the overheating but was put out immediately.

Green MEPs complained to Olaf, calling the project a waste of public money.
In 2013 construction work began on a 57km (35 mile) tunnel through the Alps for the Lyon-Turin line. The project - known as Tav (Treno Alta Velocita) - is behind schedule and there have been big demonstrations against it.
The European Commission has agreed to provide 40% of the €8.5bn cost of the tunnel construction, the rest coming from France and Italy. Both countries have until 26 February to submit bids to the Commission for that EU funding, the Euractiv news website reports.
That EU funding will come out of a budget of €23.3bn for European transport infrastructure, earmarked for 2014-2020.
In a statement to the BBC, Olaf said there was no set termination date for the fraud investigation.
It also said the investigation "does not mean that the persons/companies involved have committed an irregularity/fraud", but it was acting after "a preliminary analysis of the allegations received".
The allegations against Tav came from two French Green MEPs - Michele Rivasi and Karima Delli.
The French Court of Auditors complained that Tav had not been budgeted strictly enough for such a large-scale project.
The court said that estimates of future rail traffic back in the 1990s, when the project was launched, now looked highly inaccurate. It said the saturation point for existing rail infrastructure was unlikely to be reached before 2035.

Green MEPs complained to Olaf, calling the project a waste of public money.
In 2013 construction work began on a 57km (35 mile) tunnel through the Alps for the Lyon-Turin line. The project - known as Tav (Treno Alta Velocita) - is behind schedule and there have been big demonstrations against it.
The European Commission has agreed to provide 40% of the €8.5bn cost of the tunnel construction, the rest coming from France and Italy. Both countries have until 26 February to submit bids to the Commission for that EU funding, the Euractiv news website reports.
That EU funding will come out of a budget of €23.3bn for European transport infrastructure, earmarked for 2014-2020.
In a statement to the BBC, Olaf said there was no set termination date for the fraud investigation.
It also said the investigation "does not mean that the persons/companies involved have committed an irregularity/fraud", but it was acting after "a preliminary analysis of the allegations received".
The allegations against Tav came from two French Green MEPs - Michele Rivasi and Karima Delli.
The French Court of Auditors complained that Tav had not been budgeted strictly enough for such a large-scale project.
The court said that estimates of future rail traffic back in the 1990s, when the project was launched, now looked highly inaccurate. It said the saturation point for existing rail infrastructure was unlikely to be reached before 2035.

A nuclear reactor at one of Korea′s nuclear plant facilities was halted earlier today due to problems with its coolant pump, but authorities say the reactor is currently stable and there were no radioactive material leaks.
The state-run Korea Hydro and Nuclear Power says the Hanbit reactor number two at its southwestern Yeonggwang plant automatically stopped just before 3 a.m. Saturday, Korea time.
One of the reactor′s four coolant pumps, which deliver heat inside the reactor to a steam generator, shut down when a circuit breaker got damaged from overheating.
A fire also broke out because of the overheating but was put out immediately.
While authorities plan to restart the reactor after fixing the circuit breaker, they say power will continue being supplied as normal.

Austria said on Monday it has filed a legal challenge at the European Court of Justice against EU-granted state subsidies for a new nuclear power plant in Britain.
"Subsidies are there to support modern technologies that lie in the general interest of all EU member states. This is not the case with nuclear power," Chancellor Werner Faymann said in a statement.

During his visit to China last month, British Chancellor of the Exchequer George Osborne said a deal on Hinkley Point C would pave the way for a final investment decision on the delayed project. He said power from the plant would cut customer bills by at least 10%.

Another controversial issue is a government guarantee that EDF will receive, which is worth twice the current wholesale price for power- £92 per megawatt hour.
EDF said it needed that price because the price of energy would be much higher in the future: "You cannot compare the price in the next decade with the price of today, which is being depressed by the current low price of gas. We have to protect our self against volatility."
Mr de Rivaz said it was a similar situation to a consumer replacing their car with a new one, "more expensive but you will get a much better car".
He rebuffed suggestions that building gas power plants would be more cost effective, saying that would mean the UK importing billions of dollars of gas from elsewhere, putting the country at the mercy of geopolitics.

Meanwhile, EDF announced that the engineering firm Rolls-Royce would take a big share of £100m worth of contracts to supply the new nuclear power plant at Hinkley Point.
EDF, the French firm in charge of the project, has selected Rolls-Royce to supply heat exchangers worth £25m.
In partnership with Nuvia, Rolls-Royce will also supply systems to treat nuclear waste in a contract worth £75m.
The contracts awarded to Rolls-Royce and Nuvia are subject to a final investment decision from EDF, which will be accompanied by a new timetable for its construction.
Mr de Riyaz said: "Hinkley Point C offers the UK a tremendous opportunity to boost employment and skills in the crucial manufacturing and construction sectors, as well as leading the revitalisation of the new nuclear programme."
Earlier this month EDF admitted that the construction of the plant has been delayed.
The new nuclear plant will be built next to two existing facilities at Hinkley Point in Somerset.

He said power from the plant would cut customer bills by at least 10%.
The project has come under fire for both its £24.5bn cost and the fact it will not start generating power by 2023 as planned.
Another controversial issue is a government guarantee that EDF will receive, which is worth twice the current wholesale price for power- £92 per megawatt hour.
EDF said it needed that price because the price of energy would be much higher in the future: "You cannot compare the price in the next decade with the price of today, which is being depressed by the current low price of gas. We have to protect our self against volatility."
Mr de Rivaz said it was a similar situation to a consumer replacing their car with a new one, "more expensive but you will get a much better car".
He rebuffed suggestions that building gas power plants would be more cost effective, saying that would mean the UK importing billions of dollars of gas from elsewhere, putting the country at the mercy of geopolitics.

Meanwhile, EDF announced that the engineering firm Rolls-Royce would take a big share of £100m worth of contracts to supply the new nuclear power plant at Hinkley Point.
EDF, the French firm in charge of the project, has selected Rolls-Royce to supply heat exchangers worth £25m.
In partnership with Nuvia, Rolls-Royce will also supply systems to treat nuclear waste in a contract worth £75m.
The contracts awarded to Rolls-Royce and Nuvia are subject to a final investment decision from EDF, which will be accompanied by a new timetable for its construction.
Mr de Riyaz said: "Hinkley Point C offers the UK a tremendous opportunity to boost employment and skills in the crucial manufacturing and construction sectors, as well as leading the revitalisation of the new nuclear programme."
Earlier this month EDF admitted that the construction of the plant has been delayed.
The new nuclear plant will be built next to two existing facilities at Hinkley Point in Somerset.

Earlier this month EDF admitted the Hinkley project in Somerset, which was intended to allow the plant to generate power by 2023, would be delayed.
It came after the French firm announced in February that it had pushed back its decision on whether to invest in the plant.
The £24.5bn power station would be Britain's first new nuclear power plant for 20 years and is expected to provide power for about 60 years.
Mr Osborne said: "Britain was the home to the very first civil nuclear power stations in the world and I am determined that we now lead the way again.
"Nuclear power is cost-competitive with other low carbon technology and is a crucial part of our energy mix, along with new sources of power such as shale gas."
Mr Osborne said Chinese companies would receive a substantial stake in the project, with the UK government acting as guarantor for the investment.
The guarantee will be provided by the government's Infrastructure UK Scheme, which provides finance for projects that have had difficulties raising money from private investors.
EDF has struggled to find co-investors for Hinkley, which the government has said will provide up to 7% of Britain's entire energy needs from 2023.
EDF, which will continue to control the venture, has agreed to provide electricity from Hinkley at a guaranteed minimum price of £89.50 per MW/hour for 35 years.
Vincent de Rivaz, chief executive of EDF Energy, said the chancellor's announcement was "further progress towards a final investment decision" on the plant.
He said: "The Chancellor's approval of the infrastructure guarantee is a clear sign of the Government's commitment to Hinkley Point C. The government's determination to bring about a renewal of infrastructure and to attract inward investment to the UK are demonstrated by this good news.
But Greenpeace's chief scientist Dr Doug Parr said described the £2bn guarantee George Osborne as "signing up the country for the ultimate rip-off deal".
He added: "Instead of locking two generations of UK consumers into paying billions to foreign state-owned firms, Osborne should invest in the flexible, smart, and truly clean energy system that can power a 21st century Britain without leaving a pile of radioactive waste as legacy."
Energy Secretary Amber Rudd said the government would continue to work with EDF to finalise the Hinkley deal.
Ms Rudd also told the Financial Times she wanted Beijing to take the lead in developing new nuclear plants in Britain.
She said China was expected to lead the construction of a Beijing-designed nuclear station at Bradwell in Essex.
The union Unite welcomed the government's commitment to non-carbon nuclear power, but it said it should not allow China to build a plant in the UK, describing its nuclear technology as "unproven".

Austria files EU complaint against UK nuclear plant
Austria said on Monday it has filed a legal challenge at the European Court of Justice against EU-granted state subsidies for a new nuclear power plant in Britain.
"Subsidies are there to support modern technologies that lie in the general interest of all EU member states. This is not the case with nuclear power," Chancellor Werner Faymann said in a statement.
Despite opposition from activists and several member states, the European Commission approved the Hinkley Point C project in southwest England last October after Britain modified funding plans for the deal.
Initially projected to cost 16 billion ($25 billion, 22.6 billion euros), EU officials now estimate the deal will require 24.5 billion.
Austria argued that the bid was in breach of European law and risked distorting the energy market.
In particular, it criticised the British government's intention to guarantee an elevated 35-year fixed electricity rate to French energy group EDF, which would be in charge of building the two new reactors in Somerset.
However, EDF insisted on Monday the project was "fair and balanced".
"The agreements... were approved by the European Commission following a robust and lengthy investigation. EDF Energy is confident that these agreements will continue to withstand any challenge," the company told AFP.
Austria's move comes after an alliance of 10 German and Austrian energy companies announced they also planned to file a legal challenge at the ECJ against Hinkley Point.
Opponents see the project as an unnecessary support of nuclear energy just when the use of renewables, such as wind and solar power, is starting to take hold in Europe.
But the EU Commission insists that the choice of energy source, no matter how controversial, is strictly up to member states.
The British government has repeatedly stressed that Hinkley will be vital for the country's energy security as most of the existing nuclear stations were due to close before 2023.
"New nuclear power stations will also be key to cutting the carbon emissions from Britain's electricity industry in the UK's future low carbon energy mix," the government said after the EC gave the green light for the project.
But Austrian Environment Minister Andrae Rupprechter said on Monday that nuclear energy was no longer able to "survive economically" and should "not be artificially resuscitated through state subsidies".
"Instead of funding unsafe and costly energy forms that are outdated, we have to support Europe's energy turnaround with the expansion of renewable energies," he said.
Austria has been a firm opponent of atomic power since the late 1970s when its government passed a bill prohibiting the use of nuclear energy to produce electricity.
More than three-quarters of Austrian electricity come from renewable sources, which also make up 34 percent of its total energy production.
However, Austria is surrounded by nations keen to expand their nuclear facilities, including Hungary and the Czech Republic.
Austria's Green Party said it hoped the legal challenge would act as a deterrent for its nuclear neighbours.
"The complaint against Hinkley Point C sets an important sign," the party said in a statement.
"Financial support for the highly dangerous nuclear industry would give a fatal signal -- also in the direction of the nuclear plants...which stand right on Austria's borders."

La semaine dernière, le PDG d’EDF, Jean-Bernard Lévy, était à Londres pour rencontrer la ministre de l’Énergie, Amber Rudd, afin de parler de la future construction de la centrale nucléaire utilisant la technologie EPR sur le site d’Hinkley Point sur la côte ouest de l’Angleterre. Le ministère des Finances britannique a officiellement réitéré son engagement en début de semaine en assurant que le dossier avance comme convenu avec l’électricien français. Le gouvernement britannique a tout de même souligné que le financement de ce projet ne se fera que lorsque la centrale de Flamanville, en France ne soit terminée. Une finalité dont doutent certains hauts fonctionnaires britanniques qui ont remis en question la viabilité du projet dans le « Financial times » en début de semaine. La future centrale d’Hinkley point, qui coûtera 24 milliards de livres pour deux EPR, doit être mise en service en 2023 et assurer 7 % de la production électrique du Royaume-Uni.

Von Vietnam bis hin zur Türkei: Der Export japanischer Atomtechnologie verläuft sehr erfolgreich. Und immer wieder fällt dabei der Name Tepco. Dabei ist der Tokioter Atomkraftwerksbetreiber für die Katastrophe von Fukushima verantwortlich. Pfusch und Schlendrian in diesem Unternehmen hatten die Havarie überhaupt erst möglich gemacht.
Doch auch Deutschland, das Land der Energiewende, wird seine strahlende Vergangenheit so schnell nicht los. Für großen Wirbel sorgte die Ankündigung von Deutschlands größtem Energiekonzern E.on, das Unternehmen aufzuspalten. Kohle und Atom werden in einen neuen, eigenen Geschäftsbereich ausgegliedert.
Der Verdacht liegt nahe, der Konzern wolle sich mit diesem Schritt aus der Verantwortung stehlen. Denn nicht nur E.on, alle großen Energieversorger in Deutschland stecken seit der Energiewende in einer wirtschaftlich schwierigen Lage. Da könnte es den Unternehmen gerade recht sein, den teuren Rückbau der Atomkraftwerke loszuwerden. Szánthóval ellentétben nem tekinti mindenre kiható felhatalmazásnak egy demokratikus választás 2/3-ados eredményét.
Kifejtette, hogy az EU a továbbiakban azt vizsgálja, hogy jogellenes volt-e a tendereztetés hiánya, illetve, hogy Paks 2 részesül-e versenyellenes tiltott állami támogatásban.

Trommeln gegen Atomkraft und Fracking
Demonstranten fordern: „STOP TEMELIN“!
Waidhaus, Ostermontag, 06.April 2015. Traditionell trommelte Ostbayern wieder am alten Grenzübergang in Waidhaus um Temelin abzuschalten und um Fracking in der Oberpfalz zu verhindern. "Wir hören nicht auf, lautstark auf die Gefahren hinzuweisen, die vor unserer Haustür lauern. Es ist kein bloßer Protest im Sinne der Ostermärsche, sondern wir fordern ganz konkret, das störanfällige Atomkraftwerk Temelin sofort abzuschalten. Wenn es dort zum SuperGAU kommt - und die Gefahr ist akut -sind wir unmittelbar betroffen" fasste die Organisatorin Beate Schneider für die Grünen Neustadt an der Waldnaab die Motivation der rund 200 Demonstranten zusammen sich auch von eisigem Wetter und punktuellen Schneestürmen nicht abschrecken ließen. Großes Interesse erzeugte die Veranstaltung bei den tschechischen Medien, die gleich mit dem öffentlich rechtlichen Fernsehsender Česká Televize und dem öffentlich rechtlichen Radiosender Český Rozhlas vertreten waren.
Die 1. Bürgermeisterin von Waidhaus, Margit Kirzinger, unterstützte das Anliegen der Ostermontagsdemonstranten in ihrem Grußwort.
Die gefährliche Schweißnaht mit der Nummer 1-4-5 direkt am Reaktorfass in Temelin 1 muss mit der bisher nur in den belgischen Reaktoren Doel 3 und Tihange 2 angewandten Methode untersucht werden. Es muss auch die komplette Aktenlage 15/2001/SUJB auf den Tisch. Bevor es zu spät ist: STOP TEMELIN!“ sagte Brigitte Artmann, grünen Kreisrätin aus dem oberfränkischen Wunsiedel, die für Nuclear Transparency Watch europäischen Katastrophenschutz recherchierte. Der Bericht wird am 15. April im Europa-Parlament vorgestellt.
Hart ins Gericht ging der grüne Landeschef Eike Hallitzky mit Horst Seehofer. „Bayern kümmere sich weder um Temelin noch würde Seehofer Beteiligung der deutschen Öffentlichkeit an der geplanten Laufzeitverlängerung des 40 Jahre alten Schrottreaktors Dukovany verlangen. Wer 100% Erneuerbare will, der muss JA sagen zu dezentraler Stromproduktion, zu Speicherkapazitäten und zum Ausgleich von Stromangebot und -nachfrage. Und wer das – wie Seehofer - nicht tut, der will entweder keine Energiewende oder er belügt die Menschen! Die Menge Strom, die Temelin erzeugt, entspricht genau der Menge Strom die Tschechien exportiert. Tschechien braucht diesen Strom nicht. Und Bayern braucht auch keinen tschechischen Atomstrom. Temelin muss abgeschalten werden. Nur ein abgeschaltenes AKW ist ein gutes AKW.“ Auch bei Fracking warf Hallitzky Seehofer ein falsches Spiel vor.

Her Majesty sagte über den Neubau von Hinkley Point C: „Hinkley Point is shit, denn der Hinkley-Deal zeigt: Ohne staatliche Garantievergütung rechnet sich Atomstrom nicht. Dieser absurde Deal konnte nur durch eine Verschwörung zwischen der britischen Regierung, dem französischen Konzern EDF, den scheidenden Kommissaren Oettinger und Almunia sowie dem EU-Kommissionspräsidenten Barroso, durchkommen. Hier sind Mächte am Werk gegen die wir kämpfen müssen. Wir werden dazu auch außergewöhnliche und übernatürliche Mittel anwenden. Das britische Königshaus verbindet sich zudem mit Österreich und mit ehemaligen Widerstandskämpfern gegen die WAA aus der Oberpfalz.“ Good save the Queen!
Eingeladen wurden die Demonstranten für den 31. Mai am AKW Grafenrheinfeld ab 23:00 den Countdown mit runterzuzählen. Grafenrheinfeld wird nicht grundlos abgeschalten, Es hat rissanfälligen Stahl im Reaktor und ein Riss im Primär-Kühlwassersystem wurde lange vertuscht.

Just as George Osborne is hoping to get China to invest billions in EDF's Hinkley C nuclear plant in Somerset, news from EDF's Flamanville nuclear site threatens to sink the project. French regulators are to demand another lengthy round of tests on its flawed reactor vessel. And if Flamanville isn't working by 2020, £17 billion of UK finance guarantees for Hinkley C will collapse.
There is the 'nightmare' possibility: that at the end of all the tests on the Flamanville reactor vessel, it will require total replacement. In that event the entire reactor project would almost certainly be abandoned. And Hinkley C would go down with it.
A meeting of French nuclear safety experts that took place this week has determined that there are still important safety questions to be resolved over the nuclear reactor at Flamanville.
The concerns centre on the steel reactor vessel at the heart of the reactor, which as it was revealed last year is metallurgically flawed owing to large areas of excess carbon in the steel causing structural weaknesses. Similar problems apply to the vessel head.
ASN, the French nuclear safety inspectorate, is now expected to follow the advice of the Permanent Group of Experts on Pressurised Nuclear Equipment (PGEPNE) and, within weeks, order another round of safety tests that could take until mid-2016 to complete.
The situation is causing acute concern at EDF, the French parastatal that owns the Flamanville project, and Areva, another French parastatal corporation whose subsidiary, Le Creusot, forged the reactor and its head using an inadequate casting process causing 'carbon aggregation' in the steel that makes it brittle and prone to cracking.
First it will only add to costs and delays at the reactor - which is already over six years late and more than three times over budget, and remains a long way from completion.
The Flamanville reactor was ordered in 2006 for a price of €3.3 billion and was meant to be generating power in 2012. According to a recent EDF statement, it is now scheduled for completion in the 4th quarter of 2018 and costs are assessed at €10.5 billion.
And even that estimate is "optimistic", says Yves Marignac of the nuclear technology consultancy WISE Paris, who attended the PGEPNE meeting on Wednesday. "Really it was just catching up with reality, but there are still many, many problems to be oversome, including that of the reactor vessel which was not even mentioned in the completion schedule."............

According to a wide range of reports, several nuclear bombs were “lost” for 36 hours after taking off August 29/30, 2007 on a “cross-country journey” across the U.S., from U.S.A.F Base Minot in North Dakota to U.S.A.F. Base Barksdale in Louisiana. [1] Reportedly, in total there were six W80-1 nuclear warheads armed on AGM-129 Advanced Cruise Missiles (ACMs) that were “lost.” [2] The story was first reported by the Military Times, after military servicemen leaked the story.
It is also worth noting that on August 27, 2007, just days before the “lost” nukes incident, three B-52 Bombers were performing special missions under the direct authorization of General Moseley, the Chief of Staff of the U.S. Air Force. [3] The exercise was reported as being an aerial information and image gathering mission. The base at Minot is also home of the 91st Space Wings, a unit under the command of Air Force Space Command (AFSPC).
According to official reports, the U.S. Air Force pilots did not know that they were carrying weapons of mass destruction (WMDs). Once in Louisiana, they also left the nuclear weapons unsecured on the runway for several hours. [4]
U.S. Air Force Deputy Chief of Staff for Operations, Plans, and Requirements, Major-General Richard Y. Newton III commented on the incident, saying there was an “unprecedented” series of procedural errors, which revealed “an erosion of adherence to weapons-handling standards” [5]
