“We cannot make the poor rich within a short time. But we can build a society devoid of poverty within a short span of time” were the words of Sri Lanka’s newly-elected Minister of Finance, Hon. Ravi Karunanayake as he assumed office. With a poverty level of 6.7%, how will Sri Lanka’s Finance Ministry succeed in accomplishing this bold ambition? And how does the Ministry plan to go about rejuvenating the economy to create sustainable growth? The new Sri Lankan government, which came to power after former President Mahinda Rajapaksa's unexpected defeat in the January election, has the opportunity to resolve fundamental challenges at the heart of the Sri Lankan economy, including containing the fiscal deficit, reducing the foreign debt and lessening the trade deficit, through pragmatic policies, good governance and strong political will. The new Finance Minister shares his vision for the future.

According to the International Monetary Fund, Sri Lanka's GDP in terms of purchasing power parity is second only to the Maldives in the South Asian region in terms of per capita income. Sri Lanka recorded a GDP growth of 8.3% in 2011.
In the 19th and 20th centuries, Sri Lanka became a plantation economy, famous for its production and export of cinnamon, rubber and Ceylon tea, which remains a trademark national export. The development of modern ports under British rule raised the strategic importance of the island as a centre of trade. From 1948 to 1977 socialism strongly influenced the government's economic policies. Colonial plantations were dismantled, industries were nationalised and a welfare state established. In 1977 the Free market economy was introduced to the country, incorporating privatisation, deregulation and the promotion of private enterprise.
While the production and export of tea, rubber, coffee, sugar and other commodities remain important, industrialisation has increased the importance of food processing, textiles, telecommunications and finance. The country's main economic sectors are tourism, tea export, clothing, rice production and other agricultural products. In addition to these economic sectors, overseas employment, especially in the Middle East, contributes substantially in foreign exchange. As of 2010, the service sector makes up 60% of GDP, the industrial sector 28%, and the agriculture sector 12%. The private sector accounts for 85% of the economy. India is Sri Lanka's largest trading partner. Economic disparities exist between the provinces, with the Western province contributing 45.1% of the GDP and the Southern province and the Central province contributing 10.7% and 10%, respectively. With the end of the war, the Northern province reported a record 22.9% GDP growth in 2010.
The per capita income of Sri Lanka has doubled since 2005. During the same period, poverty has dropped from 15.2% to 7.6%, unemployment rate has dropped from 7.2% to 4.9%, market capitalisation of Colombo Stock Exchange has quadrupled and budget deficit has doubled. Over 90% of the households in Sri Lanka are electrified. 87.3% of the population have access to safe drinking water and 39% have access to pipe-borne water. Income inequality has also dropped in recent years, indicated by a gini coefficient of 0.36 in 2010. Sri Lanka's cellular subscriber base has shown a staggering 550% growth, from 2005 to 2010. Sri Lanka was the first country in the South Asian region to introduce 3G, 3.5G HSDPA, 3.75G HSUPA and 4G LTE mobile broadband Internet technologies.
The Global Competitiveness Report, published by the World Economic Forum, has described Sri Lanka's economy as transitioning from the factor-driven stage to the efficiency-driven stage, and that it ranks 52nd in global competitiveness. Also, out of the 142 countries surveyed, Sri Lanka ranked 45th in health and primary education, 32nd in business sophistication, 42nd in innovation, and 41st in goods market efficiency. Sri Lanka ranks 8th in the World Giving Index, registering high levels of contentment and charitable behaviour in its society. In 2010, The New York Times placed Sri Lanka at the top of its list of 31 places to visit. The Dow Jones classified Sri Lanka as an emerging market in 2010, and Citigroup classified it as a 3G country in February 2011. Sri Lanka ranks well above other South Asian countries in the Human Development Index (HDI) with 0.750 points.

Which country had the best performing market in 2010? FOX NEWS asked in a special report on Sri Lanka. 'Guess what? It was not the United States of America! The best performing stock market was Sri Lanka's CSE which was up 96% for the year', they said.
Calling Sri Lanka 'the rising star of the Asian economy', FOX NEWS said Sri Lanka has demonstrated economic resilience amid a global economic downturn, emerging as a success story for others to emulate.
Sri Lanka has now returned to peace and prosperity, the report said adding that the government has devoted millions of dollars to develop and restore life in the areas affected by the decades-long conflict.
'Most people displaced by the fighting have returned home as the country focuses on healing and reconciliation'.
FOX NEWS also refers to a US Senate report which called the victory against the LTTE one of the few times in history that a terrorist group has ever been defeated.
Stating that Sri Lanka is Asian's oldest democracy, it adds: 'continuing its rich traditions of democracy and political freedom, elections were held in 2010 throughout the entire country for the first time since 1983'.
FOX NEWS also states that Sri Lanka is a 'hub of religious tolerance'.
'The natural beauty of its tropical forests, beaches, mountainous landscapes and cultural heritage make it a place of unrivaled splendor that has long been praised by travel writers', it adds.

s it true that "Pakistan Economy is rapidly collapsing", Babar Awan examine it by reviewing reports filed by several journalists.
According to the International Monetary Fund (IMF), Pakistan's economy grew by only 2.4% last year, one of the lowest in the region and way behind India, Sri Lanka and Bangladesh.
At the heart of Pakistan's fiscal problem are some chronic structural imbalances. In a country of 180 million, less than 1% of people pay income tax. Billions of rupees of government revenue never make it into the treasury because of leakages, waste and corruption.

English/Nat
Almost as soon as a summit of South Asian leaders ended in July, the country's government declared a state of emergency.
The summit had focused on the potential for greater economic co-operation between Sri Lanka and foreign investors.
But the state of emergency will make it more difficult for businessmen to convince foreign investors that Sri Lanka is one of the best South Asian countries in which to invest.
Repair work is still going on at Colombo's World Trade Centre.
The centre was the target of a massive bomb ten months ago, blamed on Tamil Tiger rebels.
More than ten million dollars has been spent to get things back to something resembling normality.
Surrounding buildings and hotels still lie in disrepair, their windows shattered by the blast.
The Trade Centre was intended as a symbol of Sri Lanka's economic ambitions.
The business complex had only been open for three days when it was the target of an attack.
Hussain Cassim is head of the company which owns the centre.
The bombing was a big setback for attempts to persuade businesses that Sri Lanka was a good place to do business.
He says foreign companies are waiting for the day when the separatist conflict comes to an end.
SOUNDBITE: (English)
"Realising the fact that we are undergoing a serious ethnic problem, I think we are doing reasonably well. I think the moment that it's not there we are in a takeoff situation, you see."

Analysts say that despite the conflict, Sri Lanka's economy is still doing remarkably well.
SOUNDBITE: (English)
"Sri Lanka is able to grow very fast and I won't say that in the current global environment where there is a lot of competition to attract foreign direct investment and foreign portfolio investment. We could show high growth rates as some countries show during the sixties and seventies. But reasonably high growth rates we could achieve and we could achieve the status of a middle income country very soon."

The statistics support this view.
Rising prices for tea, lower inflation and high productivity helped Sri Lanka's economy grow by 6.4 per cent in 1997.
The sale of state-run companies to local and foreign companies also fetched 357 (m) million U-S dollars.
Apart from some high profile bombings, Colombo, the capital, has largely been isolated from the conflict in the north and east.
The business community is hoping to capitalise on this by developing the city's port into one of the strongest in South Asia.
One of the key investors involved says the area is going to transform the country.
SOUNDBITE: (English)
"When completed will be the single largest investment Sri Lanka has attracted and would certainly take Sri Lanka into a different or to a higher plane. You may recollect that Singapore started off by developing their port and everything else fell into place thereafter so that is the sort of vision that the in which the government and those of us that are involved in the project are working towards."

The government and a consortium of local and foreign investors signed a 1 (b) billion U-S dollars agreement for the Colombo port privatization project.
The consortium is led by Britain's Peninsular & Oriental Steam Navigation Co., P&O.;
Sri Lanka was the first country in South Asia to open up its economy.
Tourism has yet to revive to its highest levels, but the number of visitors is increasing after the last bombing.
Sri Lanka's business community is frustrated by the conflict, but is cautiously optimistic.

Singapore says Sri Lanka is the fastest growing economy in Asia
November 15, 2010Singapore says Sri Lanka is the fastest growing economy in Asia after China. This comment has been made by
Deputy Prime Minister and Defence Minister of Singapore Teo Chee.
He said Sri Lanka has emerged from a decades-long war, and is enjoying an economic revival. He referred to IMF's upgrading of Sri Lanka to middle income emerging market status recently. The Singaporean Deputy Prime Minister and Defence Minister was delivering the keynote address as guest-of-honour at the 6th International Conference of South Asia on the theme of 'South Asia in the New Decade: Challenges and Prospects', organised by the Institute of South Asian Studies of the National University of Singapore.
Like Brazil, Sri Lanka enjoys an adult literacy rate of just over 90%, he said adding 'Sri Lanka's gross enrolment ratio, which gives an indication of school attendance, is also comparable to that of China. Referring to Sri Lanka's gender gap he said, in the Global Gender Gap Report 2010 published by the World Economic Forum, Sri Lanka was ranked within the top 20, the only South Asian country to do so.
