In 2013, Paraguay suffered from severe floods in the southern region of the country particularly in the departments of Misiones, Ñeembucu, Alta Paraná and Itapúa. The cash transfer programme had the added benefit of stimulating the local economy as community members purchased the goods they needed from the businesses which were affected in their area. The Paraguay Red Cross responded directly bringing relief to affected families with assistance from the International Federation of Red Cross and Red Crescent societies.
Through a cash transfer programme, 516 families were assisted with a USD 200 cash grant in recovering their livelihoods lost in the floods. The cash transfer programme had the added benefit of stimulating the local economy as community members purchased the goods they needed from the businesses which were affected in their area. Paraguay Red Cross conducted interviews with beneficiaries, merchants and the National Society which is included in this video. Thanks to donations made to the Paraguay Red Cross and through the International Red Cross movement, families in southern region of Paraguay have a new lease on life!

What can I say? Seimen OP. Super cheap skirmisher that, combined with the +20% bonus Serbians get, becomes a monster. I also really like boyars and the Scharwzlose (However you write it, sorry).
Serbian economy is weird, since to get a good age up you really need barracks, and with the barracks then you can't get the market, which is also not really necessary since the hunting technologies are in the hunting lodge, which is not really good because you don't get a good age up out of it, and if you build it, you'll need to gather extra wood to research anything on it. Any way, after that, everything gets more standard. In the case of Serbia, the barracks (Casern) are the best choice to age up to II and III, IMO. Also, about the farms, well, as you can see, you really have to plan ahead if you want them to eventually be useful. I don't know how that will work on online play. And last but not least, even when they don't really have an economic advantage over any civ, the lack of expensive units makes it up to that.
Really fun civ overall.

Asunción (full name: Nuestra Señora Santa María de la Asunción), population 1,212,112 (2002), is the capital and largest city of Paraguay. The "Ciudad de Asunción" is an autonomous capital district not part of any department. The metropolitan area, named Gran Asunción also includes the cities of San Lorenzo, Fernando de la Mora, Lambaré, Luque, Mariano Roque Alonso, Ñemby and Villa Elisa, which are part of the departamento Central. Asunción (full name: Nuestra Señora Santa María de la Asunción), population 1,212,112 (2002), is the capital and largest city of Paraguay. The "Ciudad de Asunción" is an autonomous capital district not part of any department. The metropolitan area, named Gran Asunción also includes the cities of San Lorenzo, Fernando de la Mora, Lambaré, Luque, Mariano Roque Alonso, Ñemby and Villa Elisa, which are part of the departamento Central. The Asunción metropolitan area has more than 1.8 million inhabitants. The Municipality of Asuncion is listed on the Asuncion Stock Exchange, as BVPASA: MUA, a unique feature of any city.
It is the home of the national government, principal port, and the chief industrial and cultural centre of the country. Local manufacturing production includes footwear, textiles, and tobacco products.

STORYLINE
The Mercosur Summit continued into its second day on Wednesday in the Paraguayan capital Asuncion, and the Paraguayan, Uruguayan and Brazilian presidents made speeches promising greater economic cooperation between member countries.
Mercosur is a trading bloc comprising Argentina, Brazil, Paraguay and Uruguay.
The host country is taking the opportunity to try and turn itself into a South American energy supplier with lower taxes and cheap labour.
Energy cooperation is not only a developing issue but a guarantee for the autonomy of Mercosur," Paraguayan President Fernando Lugo said.
"This integration will provide us not just economic rewards but a process to develop a common energy space which will have an impact on the development of our countries," he said.
With a weak US dollar and increasing prices, inflation and exchange rates were a chief concern at the summit.
Brazil's President Dilma Rousseff warned members that they should focus on inflation.
"Most of us have suffered the consequences of the excess of liquid assets from rich countries, damaging our competitiveness and one of the causes of the inflationary pressures. We must watch over our markets and aim to stimulate growth," she said.
While Argentina, Brazil, Paraguay and Uruguay are full members of Mercosur, Bolivia, Chile and Ecuador are associate members of the trade group.
Uruguayan President Jose Mujica called on all members to commit to the trade bloc.
Also at the meeting, leaders honoured Estela de Carlotto as a distinguished citizen of Mercosur.
