MANILA, Philippines (AP) — The Asia-Pacific Economic Cooperation summits, which draw the U.S. president and 20 other regional leaders, are sometimes memorable for just one moment: the leaders posing for a group photo in unexpected attire.
Former President Bill Clinton started the tradition in 1993, when he handed out leather bomber jackets similar to those worn by American fighter pilots. The U.S. leader apparently wanted his fellow VIPs to feel relaxed at the meetings.
Dubbed the "silly shirts" photo by some, the occasionally awkward ceremony became a signature event at most annual APEC gatherings, elevating native garb of the host countries to a brief moment of world fame.
The 21 APEC leaders have posed for together in batik shirts (Malaysia in 1998), Chinese jackets (Shanghai 2001), flowing ponchos (Chile 2004) and in Vietnamese "ao dai" — elegant silken tunics in which several of the leaders were visibly ill at ease — in 2006.
The tradition had a three-year hiatus — in Yokohama, Japan, in 2010, Hawaii in 2011 and Vladivostok, Russia, in 2012 — when the leaders donned regular Western business attire.
Then Indonesia and China revived the native costume photo op at the last two APEC summits.
The Philippines' barong tagalog, a partially see-through, embroidered shirt sewn from pineapple fiber and silk that was used at the 1996 summit, is getting a re-run when Manila hosts APEC this week.
Local designer Paul Cabral took months to craft the shirts for the leaders and their spouses, using different hand-embroidered themes.

In fact we do, we had a very good history of treating our aborigines for example. We didn't shoot them dead, we didn't commit genocide."

STORYLINE:
The annual leaders' meeting of the Asia-Pacific Economic Cooperation (APEC) summit ended in Bangkok on Tuesday, with broad agreement on economic and security issues.
Thai Prime Minister Thaksin Shinawatra, who hosted the summit, outlined the points where the leaders' views converged.
There was a commitment to overcome the World Trade Organization (WTO) failure in Cancun and come up with fair trade rules, and there was an agreement on abolishing agricultural subsidies.
The APEC countries also agreed on several anti-terrorism measures, but could not include a statement on North Korea's nuclear programme in its final communique.
However, a verbal closing statement read by Thaksin Shinawatra on behalf of the leaders called for a restart of six-nation talks to resolve the crisis and establish a nuclear-free Korean peninsula.
Japanese Prime Minister Junichiro Koizumi defended his country's position in the six party talks on nuclear weapons on the North Korean peninsula.
Pyongyang wants Japan excluded from talks because they continue to pursue details on the Japanese citizens who were abducted to teach language skills to North Koreans.
After Thaksin spelled out the disagreements he congratulated Ricardo Lagos on Chile's hosting of the APEC summit in 2004.

STORYLINE:
While Asia-Pacific leaders prepare for the 2008 Asia Pacific Economic Cooperation (APEC) summit in Peru this week, secrecy still surrounds what they will wear during their traditional family photograph at the conclusion of the talks.
During past APEC meetings, leaders wore cowboy style coats in Australia, traditional silk shirts in Vietnam and ponchos in Chile.
This year, some speculate that Peru may use it's famed Vicuna wool as part of its traditional offering.
Vicuna is an animal similar to the llama which is only found in the Andean region and was once considered endangered.
The owner of a local store selling Vicuna products, Ana Teresa Freire, confirmed that she has received an order from the government but she did not want to give too much away in keeping with its wishes.
The 2008 APEC summit will be held in the Peruvian capital, Lima, and will bring together 21 APEC leaders.
The meeting is scheduled to start on 22 November.
The meeting traditionally provides leaders with the opportunity to discuss economic issues in the region but the summit in Peru is expected to be dominated by talks surrounding the global economic crisis.

STORYLINE:
While Asia-Pacific leaders prepare for the 2008 Asia Pacific Economic Cooperation (APEC) summit in Peru this week, secrecy still surrounds what they will wear during their traditional family photograph at the conclusion of the talks.
During past APEC meetings, leaders wore cowboy style coats in Australia, traditional silk shirts in Vietnam and ponchos in Chile.
This year, some speculate that Peru may use it's famed Vicuna wool as part of its traditional offering.
Vicuna is an animal similar to the llama which is only found in the Andean region and was once considered endangered.
The owner of a local store selling Vicuna products, Ana Teresa Freire, confirmed that she has received an order from the government but she did not want to give too much away in keeping with its wishes.
The 2008 APEC summit will be held in the Peruvian capital, Lima, and will bring together 21 APEC leaders.
The meeting is scheduled to start on 22 November.
The meeting traditionally provides leaders with the opportunity to discuss economic issues in the region but the summit in Peru is expected to be dominated by talks surrounding the global economic crisis.

STORYLINE:
Leaders attending the APEC summit in Japan posed for their annual group photo on Saturday - wearing smart casual instead of the usual traditional dress.
Over the years, one of the most memorable moments of the annual Asia-Pacific Economic Cooperation summit has been what's come to be called the "silly shirts" photo, often representing the host country's culture.
APEC leaders posed together in Javan batik shirts in Indonesia in 1994, flowing ponchos in Chile in 2004 and in 2006 they donned Vietnamese "ao dai" - elegant silken tunics in which several of the leaders were visibly ill at ease.
But this year, the Japanese hosts ruled that the dress code for the photo was "smart casual".
No reason was given, but the no-nonsense Japanese may have thought a no-frills pic made more sense for a post-financial-crisis meeting.
The net result?
The leaders wore mostly dark-coloured business suits or blazers with an APEC pin and an open-necked shirt, except for Australian Prime Minister Julia Gillard, who wore dark slacks and a dark jacket with large, white polka dots.
The traditional dress tradition started in 1993, when then-President Bill Clinton handed out bomber jackets at the summit at Blake Island, Washington.
Next year's summit will be held in Hawaii and President Barack Obama joked last year that he looked forward to seeing all the APEC leaders "decked out in flowered shirts and grass skirts".

The city’s development was closely connected with its harbour which brought it wealth and power. Since the middle of the nineteenth century, escalators have rattled up and down the steep hills of the harbour city with forty five hills flanking the bay, each of them covered with a number of tiny wooden huts. Only a short journey on a gravel road and the Atacama Desert begins. At its centre it is the driest desert in the world where the forces of nature have turned it into an extraordinary landscape. The Atacama extends between the Pacific Ocean and the Cordilleras, an area of stone and sand that is perforated only by various frequently dried out salt lakes. For those ships that sailed around Cape Horn, Ancud represented a safe harbour on the journey north in which they could rest after sailing the stormy waters of the South Pacific. At a time when whales and seals were hunted in the Antarctic, Ancud served as a supply station along the route to the southern Polar sea. From the Atacama Desert in the north to as far as the stormy Tierra Del Fuego in the south, Chile is a country rich in contrast. Volcanoes, arid deserts, salt lakes, lively geysers, sandstone mountains and a cosmopolitan city. All of this is to be found in Chile, a country at the end of the world!

Strikingly dressed in black and white uniforms and brown caps, the soldiers of the guard march across the Plaza De La Constitution towards the La Moneda Palace, an elongated, strictly classical building whose white façade looks almost kitsch with the blue sky as its backdrop. Following restoration work, General Augusto Pinochet moved in and it has been the seat of government ever since. Dictatorship transformed into democracy! The Parque Forestal is situated on the northern edge of the city centre along the Rio Mapocho, a park complex with various varieties of tree. Amid all the green is the German Fountain with, at its centre, a ship with heroic figures and huge birds of prey. Today, the city is looking good and although with colonial roots, Santiago De Chile is now open-minded, modern and cosmopolitan.

As the longest, thinnest country in the world, Chile stretches all the way from the borders with Bolivia and Peru in the north, 4,500ks to Tierra del Fuego in the south, and yet at its widest point it, in the Atacama Desert, is only 400ks across. Sandwiched between the Pacific Ocean and the towering Andes, this fascinating Latin American country is home to the world’s driest desert, arguably the continent’s most stunning national park, an impressive wine region and, on Chiloe Island, the home of the potato! An economically sound country that is fast become a first world nation, Chile has a huge amount to offer the modern traveller.
Unless coming in overland, most trips to Chile will start here in the nation’s capital, Santiago.
Although most guidebooks will tell you Santiago is not as exciting at Rio or as elegant and enchanting as Buenos Aires, and should be used only as a gateway to the rest of the country, I feel it is an interesting place to explore for a day or two. Like many large Latin American cities it suffers somewhat from schizophrenic urban design where the city’s impressive colonial past is often dwarfed and obscured by its more ugly modern present; tenement towers and, since its rise as a regional economic powerhouse – Chile has the highest GDP per capita in South America – glass fronted office blocks. But there are still some great sites to check out including the Plaza de Armas, the Palacio Modera, the city’s main museum, and the Mercado Central, where you can enjoy a delicious seafood lunch, beneath a roof that was actually made in Birmingham! Santiago also has some lovely hotels and is famous for its excellent dining.
But Santiago is unlikely to form the main reason for your visit to Chile, that is much more likely to lie either in the far north, in the Atacama region or in the far south in Patagonia.
From Santiago, and starting in the very south of the country in Chilean Patagonia, is Puerto Aranas, entry point for what is arguably the continents most impressive national park, Torres del Paine. Deriving its name from the bull-like horns of the park’s most impressive mountain, Torres del Paine covers a quarter of a million hectares, is home to some spectacular and varied accommodation, and is a great place to hike, horse ride or just enjoy the scenery.

Moving north, we come to the beautiful Lake District around the towns of Puerto Montt and Puerto Varas. Here, up the Puelo River valley, you can do some wonderful horse riding as well as walking and kayaking. A short distance off the coast you also have Chiloe Island, which along with stunning coastal walks is also famous for being home of the potato. And further still off the coast, in fact more than 2,000 miles into the Pacific Ocean, is the extraordinary Easter Island… a land shrouded in mystery with its dramatic stone head carvings, Easter Island is one of the most remote inhabited islands on the planet.

And here in the far north of the country, lies the truly extraordinary Atacama Desert. Bordering Bolivia, Peru and Argentina, is a region that’s renowned as being the driest place on earth.
Sitting in the rain shadow of both the Andes and the Chilean Coastal Range, the Atacama Desert is renowned as being the driest place on earth. It is also the region that has been driest for longest, with some suggesting a continuous arid area here dating back at least three million years. Some of the soil has no life at all, a situation NASA has exploited to test instruments for Mars missions. The Atacama Desert ( Desierto de Atacama) is a plateau in South America, covering a 1,000-kilometre (600 mi) strip of land on the Pacific coast, west of the Andes mountains. It is the driest non-polar desert in the world. According to estimates the Atacama Desert proper occupies 105,000 square kilometres (41,000 sq mi), but its size rises to 128,000 square kilometres (49,000 sq mi) when the barren lower slopes of the Andes are included. Most of the desert is composed of stony terrain, salt lakes (salares), sand, and felsic lava that flows towards the Andes.

In the Tierra Del Fuego region, Ushuaia is known as the Gateway to Antarctica and is a small town that has experienced a great boom in recent years. It is difficult to believe that not so long ago, nothing but the wooden huts of Anglican missionaries stood there and 400 criminals were forced to build a prison.
The Tierra Del Fuego National Park was founded in 1960 and is very accessible. The Rio Pipo snakes through the varied landscape and more than 60,000 hectares cover the border with Chile surrounded by snow covered mountains that survey the land below.
By boat we travel to the impressive Glaciar Grey at the southern end of the Patagonian Ice Field, where the ice masses of the glacier meet the waters of the lake and huge chunks of floating ice slowly break away in dramatic fashion.

L'ambassadeur du Chili à Washington, S.E.Juan Gabriel Valdes, à remis à l'ancien Premier ministre Gérard La tortue le 6 novembre dernier, la décoration de l'ordre du Mérite du Chili au grade de Grand Croix que lui avait décerné la Présidente Michelle Bachelard par dèche en date du 8 septembre 2014.
La cérémonie a eu lieu à la résidence de l'ambassadeur Valdés à Washington en présence de nombreux diplomates, de plusieurs représentants d'organisations internationales et de très nombreux amis et parents de l'ancien Premier ministre Gérard Latortue.
L'ambassadeur Valdes a, dans un vibrant discours, rappelé les moments forts du gouvernement de transition et toutes les initiatives personnelles de M . Latortue pour assurer une transition apaisée et pour réaliser des élections libres, démocratiques et inclusives.
Pour sa part, l'ancien Premier ministre Latortue à remercié tous ceux qui l'avaient aidé à réaliser son programme de gouvernement, en mentionnant tout particulièrement le Président Boniface Alexandre, l'ambassadeur Valdes, l'OEA,
l'organisation internationale de la Francophonie, la PNH,le Conseil des Sages et les membres du gouvernement et de son cabinet particulier ainsi que les nombreux diplomates qui avaient servi le pays durant la période de transition.
En terminant, M . Latortue a rappelé la nécessité de la réalisation, dans le meilleur délai possible, d'élections libres et démocratiques en Haïti pour éviter de graves difficultés au début de l'année prochaine. Il a suggéré les 10 conditions essentielles pour réaliser de bonnes élections crédibles.

SEC. COLOMA: Sa ngayon, ang ating opisyal na pahayag ay pareho pa rin doon sa naipahayag na kagabi, at patuloy pang hinihintay ‘yung mas komprehensibong ulat na manggagaling sa Sandatahang Lakas. Pero sa aking palagay ay natunghayan niyo na rin na ang ating Chief of Staff ay nagbigay na ng mga dagdag na pahayag sa media ngayong umaga. Kaya sa ngayon ay maaari sigurong ‘yon na lamang muna ang ating pagbatayan. Ayon din naman sa kanya, patuloy pang kinakalap ng ating Sandatahang Lakas ang mga pertinent reports from the different operating units. Kinakalap po nila ito dahil maraming impormasyon na dapat na ma-gather nila at mapag-aralan para mabuo po ‘yung salaysay hinggil sa kaganapang ito.
Ms. Andrada: Sir, the information was that MILF (Moro Islamic Liberation Front) po yata ‘yung responsible for the death of Usman. In the speeches of the President, he mentioned na sana makipagtulungan ang MILF with the government. So do you see this as a confidence-building measure on the part of the MILF?

Kanina ay mayroon din akong natunghayan na pahayag ng kanilang chief negotiator, at batid natin na simula pa ‘nung maganap ‘yung firefight sa Mamasapano ‘nung January 25—na kung saan nga ay napaslang si Zulkifli bin Hir, alias ‘Marwan,’ pero ‘yung pangalawang target po na si Basit Usman ay hindi po siya nahuli o na-neutralize doon—ay mataas na prayoridad ang inilagay ng ating pamahalaan sa pagtugis at pagtunton sa kanya at ipinahiwatig din, katulad ng nabanggit mo, ni Pangulong Aquino ‘yung kahalagahan na mapasakamay siya ng awtoridad dahil nga sa mga krimen na nakahain laban sa kanya at doon sa ligalig at panganib na kanyang maaaring maidulot sa mga mamamayan batay doon sa mga nakaraang record niya. Kaya ganyan pa rin naman ang tingin ng pamahalaan dito, kaya lang, tinitiyak po natin na lahat ng impormasyon na ating isiswalat ay beripikado at ayon sa tunay na kaganapan. Kaya hinihintay muna natin na mabuo ‘yung ulat na isusumite ng ating Sandatahang Lakas.

Government working to secure civilians in the ongoing Sulu fight
The government is working to ensure that no civilian will be harmed in the ongoing fighting between the members of the Moro National Liberation Front and the Abu Sayyaf Group in Sulu, Malacanang said on Monday.
Presidential Spokesman Edwin Lacierda made an assurance during a press briefing in Malacanang Monday saying "the clash is occurring in a specific isolated area. Majority of occupants are either part of ASG or MNLF. What we have done as government is to secure the safety of the civilians in those areas."
"So right now they're being evacuated and Secretary Dinky Soliman is in fact in Mindanao right now and we have identified evacuation centers. The civilians in those areas are now in evacuation centers."
The Sulu police said 13 people have been killed from the ASG side, while eight were recorded from the MNLF side after the fire fight in Kabbun Takas in Sulu.
Lacierda said they still don't have information to verify whether the MNLF fighting the Abu Sayyaf are integrees to the military.
The Palace official also allayed fears that the MNLF, which forged a peace agreement with the government in the mid-1990s, will abide by the law and not target other armed groups in Mindanao.
"Well, there's no concern right now on that point. A lot of MNLF members have returned to the fold of government. In fact, some of them are already occupying positions of public authority so we're not concerned with that," he said.
The Abu Sayyaf, which allegedly has links with Osama bin Laden's al Qaeda network, is one of the major threats to the country's peace and security. The group carried out several kidnapping operations in the past particularly against foreign nationals. PND (as)

Palace vows safe, orderly midterm polls
Malacanang assured that it will go after politicians who maintain private armed groups as the country prepares for the midterm election this May.
The campaign of the Philippine National Police (PNP) to dismantle private armed groups and account for all loose firearms continues to make the upcoming election safe and orderly, Presidential spokesman Edwin Lacierda said in a press briefing in Malacanang on Monday.
It was reported that some members of Congress, particularly in the Zamboanga Peninsula, maintain private armies and the proliferation of unlicensed guns remains a concern.
"Yes. Loose firearms are certainly frowned upon. We are going to strengthen the security in that area," Lacierda told reporters. "We are going to go after all those individuals who are holding loose or unlicensed firearms. Dismantling private armed groups is part of the directive of the President. He said the PNP should go after private armed groups regardless of who they are," he added.
The President has ordered the PNP to make sure that firearms are accounted for and the gun ban should be strictly enforced particularly in Zamboanga.
"Walang sinasanto ang Pangulo. Pag sinabing private armed groups, di ba bawal yan? Yan ang instruction ni Pangulong Aquino. We had a meeting several months back on the private armed groups and the President made it clear that these groups must be dismantled" Lacierda said. PND (as)

Palace welcomes release of two Filipino hostages in Sulu
MALACANANG on Monday welcomed the release of two Filipino crewmen of Jordanian television journalist Baker Abdulla Atyani who were kidnapped last year by the Abu Sayyaf Group (ASG) hoping that the reporter and other foreigner captives will be released soon.
"We certainly welcome the release of the two Filipino cameramen and, of course, we hope that all the captives will be released but, again, that will take some time," Presidential spokesperson Edwin Lacierda said in a press briefing in Malacanang.
Abu Sayyaf bandits released cameraman Ramel Vela and audio technician Roland Letriro last Saturday in Jolo, Sulu. The two, together with Atyani, have been held by the notorious bandit group since June last year.

The Summits of the Americas (SOA) is a series of international summit meetings bringing together the leaders of countries in North America, Central America, South America and the Caribbean; however, no representative from Cuba has participated. The meetings provide an opportunity for discussions about a variety of issues and topics.
The summits have been organized by a number of multilateral bodies led by the Organization of American States.
In the early 1990s, what were formerly ad hoc summits came to be institutionalized into a regular "Summit of the Americas" based on the principles of democracy and free trade.
December 9-11, 1994 -- 1st Summit of the Americas at Miami in the United States.
December 7-8, 1996 -- Summit of the Americas on Sustainable Development at Santa Cruz de la Sierra in Bolivia.
April 18-19, 1998 -- 2nd Summit of the Americas at Santiago in Chile.
April 20-22, 2001 -- 3rd Summit of the Americas, in Quebec City, Canada.
January 12-13, 2004 -- Monterrey Special Summit of the Americas at Monterrey in Mexico.
