Plot: Chander Pahar is the journey to the fabled, 'Mountain Of The Moon', in search of gold and diamond mines, up against threats as vivid and varied as lurking snakes, pouncing lions, poisonous flora, the fury of an active volcano and a seemingly, almost supernatural mythical horror 'The Bunyip' the guardian angel of the diamond cave. However it is also the story of grit and determination, a story of following one's dream against all odds and emerging victorious, a story about a young lad called Shankar who faced with the prospect of having to make a living as a factory worker in his impoverished village, bids farewell to his family in Keutia, Rural Bengal and through his aid Prasad Das Banopadhay who happens to work for the Uganda railway head office sets sail to the Dark Continent to work as the station master in Nakuru station, it's a dream come true for Shankar who has always envisioned himself as a Expeditionary and holds good knowledge in world geography and map reading.

Albuquerque-Today, Mayor Richard J. Berry announced that the City will award six new contracts, worth $2.05 million dollars to five local non-profits to help those who are experiencing homelessness, mental health crises and food insecurity.
$930,000 of the funding will assist with three public facility improvement projects that enhance access, acquisition and distribution of healthy food for persons experiencing homelessness or persons "at-risk" for experiencing homelessness. The three projects include:
1. St. Martin's for $350,000 - to renovate their day shelter and improve their kitchen and dining room to expand capacity to serve 600 people per day
2. First Nations Community Health Source for $320,000 - to renovate their facilities to provide food services to 2,500 persons
3. Roadrunner Food Bank for $260,000 – to be used towards warehouse roof repairs, saving over $600,000 and converting the savings to an additional 1,300,000 meals for homeless persons
$625,000 of the funding will go to St. Martin's Hospitality Center to provide housing and case management services to an additional 60 homeless persons with severe mental illness issues. These funds are in addition to the $1,800,000 in current funding to St Martin’s for permanent supportive and transitional housing, displaced tenants and motel voucher assistance, outreach and neighborhood clean-up services, and day shelter and meals services.
Additionally, $500,000 of the funding will go to Albuquerque Health Care for the Homeless and the SupportiveHousing Coalition to provide stable housing and case management for an additional 30 homeless individuals with behavioral health problems who are exiting jail.
"Albuquerque continues to show that we have a heart for the most vulnerable and that we back up our concern with substantial resources to positively impact the lives of those affected." said Mayor Richard J. Berry. "This is why other cities are looking to Albuquerque for leadership on these important issues.” he added.
Over the past 5 years more than 430 people have entered into permanent supportive housing through Albuquerque Heading Home. Additionally, the City funded a total of $14.6 million this year (and $65 million over the past five years) for wraparound services for persons experiencing homelessness. These services include healthcare for the homeless, family services, shelters, substance abuse, emergency and hotline numbers.
By working with community partners, the City is bolstering resources to meet the demand of those who need and want help. Through continuing dialogues with the community, the City is exploring additional means to partner, leverage funds and prevent crises for persons experiencing severe mental health issues.

Mayor Berry Submits Balanced, Fiscally Responsible Budget
Public Safety, Economic Development, Homeless Services, and Salary Increases Among Top Priorities
Albuquerque- Today, Mayor Richard J. Berry presented a balanced and fiscally responsible budget for Fiscal Year 2016 to City Councilors. The budget proposal allows the city to continue to provide excellent services to the community at an outstanding value to the taxpayer. The general fund budget is proposed at $505 million for FY16, representing less than 1% over the FY15 budget. The FY16 Proposed Budget is centered on the following priorities: Public Safety, Critical Infrastructure Improvements, Economic Development/Job Creation, Homeless Services, and a Fifth Consecutive Year of Appropriations Targeted to Salary Increases for many City Employees.
“This budget is intentionally designed to bolster opportunities and quality of life for all our citizens, while making the City of Albuquerque a top notch organization in which to build a successful career in public service,” said Mayor Richard J. Berry. “This proposed budget is structurally balanced, bolsters reserves by an additional $1 million, and addresses the highest priority needs of our community.”
The current version of the budget features:
· No tax increases, no pay cuts, and sufficient funding for a 1% wage increase for transit drivers, clerical, blue collar, and J-series employees. This budget also includes a reserve equivalent to a 1% pay increase for firefighters, the same 1% (not yet negotiated) that was reserved in the FY/15 Approved Budget.
· Public Safety- $4.7 million is added to the Police budget aimed at efforts to implement and go beyond the U.S. Department of Justice Settlement Agreement. Areas of focus include recruitment, crisis intervention, misconduct complaint investigations, training, development of policies and procedures, and community engagement and oversight.
o $1.4 million for the Court Monitor
o $440,000 for Training
o $2.9 million is support staff, material, and software to support the implementation of changes
· $1.7 million in funding for continuation of the police longevity/retention pay program aimed at keeping seasoned officers in the Albuquerque Police Department.
· No reductions in funding for Social Service programs – totaling $17.9 million from the General Fund.
· Funding for programs started under this administration including: Heading Home, Homework Diner, Running Start for Careers, and International Baccalaureate.
· New this year is funding for the Mission Graduate run by United Way and funding for an Anti-Truancy Initiative that will be matched by funds from APS.
· Additional money to pay debt service on $9 million of new bonds for street and median infrastructure improvements.
· Additional money to pay debt service on $6 million of additional bonds for a new Library/Community Center in the International District, a Westside visitors’ center, and recreational facilities in the East Gateway area. In FY/15 we added $2.6 million for debt service on $36 million in bonds to be sold this month. This addition increases the bond amount from $36 million to $42 million.
· Reserves are increased by $200 thousand for the 5th year in a row. The FY/16 budget now includes $1 million of reserves on top of the required $42 million (1/12th of appropriations).
· One-time funding for the majority of cultural events included in the current year’s budget.
· With a new, state-of-the-art library open at Central and Unser, funding for nearby Westgate and Alamosa libraries has been repurposed within this budget.

Mayor Berry Submits Balanced, Fiscally Responsible Budget
Public Safety, Economic Development, Homeless Services, and Salary Increases Among Top Priorities
Albuquerque- Today, Mayor Richard J. Berry presented a balanced and fiscally responsible budget for Fiscal Year 2016 to City Councilors. The budget proposal allows the city to continue to provide excellent services to the community at an outstanding value to the taxpayer. The general fund budget is proposed at $505 million for FY16, representing less than 1% over the FY15 budget. The FY16 Proposed Budget is centered on the following priorities: Public Safety, Critical Infrastructure Improvements, Economic Development/Job Creation, Homeless Services, and a Fifth Consecutive Year of Appropriations Targeted to Salary Increases for many City Employees.
“This budget is intentionally designed to bolster opportunities and quality of life for all our citizens, while making the City of Albuquerque a top notch organization in which to build a successful career in public service,” said Mayor Richard J. Berry. “This proposed budget is structurally balanced, bolsters reserves by an additional $1 million, and addresses the highest priority needs of our community.”
The current version of the budget features:
· No tax increases, no pay cuts, and sufficient funding for a 1% wage increase for transit drivers, clerical, blue collar, and J-series employees. This budget also includes a reserve equivalent to a 1% pay increase for firefighters, the same 1% (not yet negotiated) that was reserved in the FY/15 Approved Budget.
· Public Safety- $4.7 million is added to the Police budget aimed at efforts to implement and go beyond the U.S. Department of Justice Settlement Agreement. Areas of focus include recruitment, crisis intervention, misconduct complaint investigations, training, development of policies and procedures, and community engagement and oversight.
o $1.4 million for the Court Monitor
o $440,000 for Training
o $2.9 million is support staff, material, and software to support the implementation of changes
· $1.7 million in funding for continuation of the police longevity/retention pay program aimed at keeping seasoned officers in the Albuquerque Police Department.
· No reductions in funding for Social Service programs – totaling $17.9 million from the General Fund.
· Funding for programs started under this administration including: Heading Home, Homework Diner, Running Start for Careers, and International Baccalaureate.
· New this year is funding for the Mission Graduate run by United Way and funding for an Anti-Truancy Initiative that will be matched by funds from APS.
· Additional money to pay debt service on $9 million of new bonds for street and median infrastructure improvements.
· Additional money to pay debt service on $6 million of additional bonds for a new Library/Community Center in the International District, a Westside visitors’ center, and recreational facilities in the East Gateway area. In FY/15 we added $2.6 million for debt service on $36 million in bonds to be sold this month. This addition increases the bond amount from $36 million to $42 million.
· Reserves are increased by $200 thousand for the 5th year in a row. The FY/16 budget now includes $1 million of reserves on top of the required $42 million (1/12th of appropriations).
· One-time funding for the majority of cultural events included in the current year’s budget.
· With a new, state-of-the-art library open at Central and Unser, funding for nearby Westgate and Alamosa libraries has been repurposed within this budget.
· Continued funding ($1 million) for job creation efforts in Economic Development.
· No increase in the cost of Health Benefits to either the City or the employees.

The 2015 Gala raised a total of $239,942 for Accion New Mexico, PB&J;’s Fathers Building Futures, Albuquerque Community Foundation: The Bright Futures Fund, and Homework Diner: ABC Community School Partnership. Fathers Building Futures received $30,000 of that total which will support one father through their program.

City Continues Commitment to Curb Panhandling & Connect People to Jobs
“There’s a Better Way” Van to Deliver Work Opportunities to Panhandlers
ALBUQUERQUE – On May 6, 2015 Mayor Richard J. Berry and the leadership from United Way of Central New Mexico unveiled a new initiative to help curb panhandling by offering “A Better Way” to help those in need. At the time, 15 blue signs were posted around the city to encourage panhandlers to dial 311 to be connected to support from local service providers. When calls started coming in, many were in support of the signs and to request more. The city heard the community’s request and has since expanded the signage to a current total of 33 signs.
To date, the program has connected over 2,200 people with the city’s 311 center. Of that 2,200, 93% of the callers are requesting to be connected to services, many services they may not have known about previously. Additionally, the program has collected over $1,680 through United Way of Central New Mexico which has been directly distributed to local service providers.
Today, to build upon the program’s success, Mayor Berry is unveiling the “There’s a Better Way” Van. In partnership with St. Martin’s Hospitality Center, the van will circulate throughout the city and offer panhandlers a job for the day. The van will transport individuals to a job site under the supervision of the City of Albuquerque Solid Waste Department, to do work such as landscape beautification in designated areas to earn a day’s pay. At the end of the workday, the workers will receive their pay from St. Martin’s and be transported back to St. Martin’s so they can get connected with an emergency shelter to house them overnight as needed or available.
“Back in May, we initiated a first step to curb panhandling in Albuquerque by connecting panhandlers to services and offering an alternative – and far more impactful – solution to those giving money. I am extremely grateful to our community who has stepped up to make this first phase a success” said Mayor Richard J. Berry. “Today, we are taking this initiative one step further to give those panhandling an opportunity to earn a day’s wage while providing a valuable service to our community.”

Creating jobs and generating development in New Mexico has largely been approached by giving business incentives and tax exemptions. But some economists say those tools don’t offer a guaranteed return on investment. Some lawmakers are proposing an end to wasteful programs with a way to evaluate incentives.
MVEDA; The Mesilla Valley Economic Development Alliance has what is called an economic base approach to generating jobs and economic growth. Davin Lopez is the CEO of the Alliance.
“It is usually looking for a company that has a product or service that they export outside the region. What that basically does is bring the cash flow from those business comes from outside the region and it creates a new dollar flow into the economy really kind of expanding the economic pie per say" he says
"When there is more people working in economic base jobs there is more disposable income that disposable is new income new cash flow coming in from out side the region and therefore those a new dollars that circulate creating new demand amongst the businesses” he says
MVEDA functions as a one stop shop for companies considering a move to the region; providing information on the infrastructure, workforce and of course- the tax exemptions, financial programs and incentives being offered.
One of the most high profile of New Mexico’s tax incentives is for the film industry.
According to the Movie Maker list Albuquerque is the 8th best city to produce a film. But the title didn’t come cheap. New Mexico reimburses 25 percent of production costs for films and 30 percent of costs for television shows. NMSU economics professor Chris Erickson says this particular incentive is economically unjustifiable.
“Film production is notoriously foot loose activit0y. Film production companies start off, they do one project they shut down, they can locate in any of a number of locations without having to really much of an affect on them. So what these companies do is they look for least cost locations to produce, they look for the place that is giving them the largest tax incentives and they locate there"
Erickson says New Mexico is using incentives as its primary way to create jobs. The film incentives are just two of the more than 360 tax credits and perks. These include bonds, funds for skilled worker training programs, grants for infrastructure and construction as well as property and land subsidies.
Erickson says incentives can be effective but are often misused.
Erickson cites $100 million dollars in industrial revenue bonds recently used to lure CN wire; a copper wire manufacturer to Southern Dona Ana County. The company is indirect competition and just down the road from International Wire it’s been there for a decade and produces the same product for the same market.
KRWG spoke to CEO Edwin Flynn who says 12 of their employees, they spent $40,000 to train, have already been poached by the new rival company… Erickson says it looks like the bond incentive is being spent on a zero growth, zero job creation-initiative.
Even when implemented properly incentives are still no guarantee.
“A company can come in and take advantage of these tax incentives as they expire or even as they have a business down turn before that the company can leave and we really don’t have much benefit ” he say
MVEDA assesses each project against an economic impact review, Lopez says while return on given incentives and exemptions aren’t guaranteed they are often the deal maker or breaker.
Lopez says without the diesel fuel tax exemption offered to Union Pacific- the company probably would not have opened their inter-modal facility in Santa Teresa. The state says Union Pacific will generate $500 million in state economic development- including 600 new jobs.
“There can be mistakes made with public money there is no doubt about that, but it is not just towards business it could be towards money in other areas as. We need to take a balanced approach we cant just say hey you know its all or nothing, then we need to get out of the economic development business all together“
State Representative Bill McCamley is developing legislation that he says would bring accountability and oversight to incentives and tax credits. He says with better analysis and understanding better economic development policy decisions can be made.
“We want to make sure we know how much things are costing, we want to make sure there is a mechanism by which we can sometimes get our money back we are doing direct payments and there is a approvable way of saying you did what you said you were going to do – and I think it is very important to have a timeline that is on these things. So 5- 10 -15 years - whatever we say is going to be a good time limit that the policy go’s away unless it is physically rebooted”

The festival will come alive with the sounds of SC from the Beach Music that will evoke a summer night's shagging at the beach to R&B; representing the region as well as Gospel music. Confirmed entertainment at the festival will include Plair All-Stars, Frontline and Freedom Temple Gospel Choir.
The Catawba Indian Nation will perform several drum and dance songs and will sell pottery and other Native American crafts.

Note: The fortitude of musicians that tour is to be lauded. Strange pillows, unfamiliar beds, fast-food fare, it is an arduous journey to bring music to the minds of the many - quite unlike the situation of the starving artist who, at least, has the relative familiarity and paltry comfort of his or her dire daily circumstance in their own drafty garret or impoverished studio.

It has been widely reported that certain experiences may lead to serious bouts of re-evaluation, sudden shifts to a more free-thinking mindset; causing an increased thirst for more of the same.

Culture is indicative of how evolved, how sophisticated we've become as a species - the differentiator between ourselves and, say, slugs or toadstools. Gauging said differences can prove elevating.
The "Mona Lisa" by Da Vinci is illustrative of culture. The expulsion of gas from one's backside is not, though that may evoke a titter from a few.

Culture is indicative of how evolved, how sophisticated we've become as a species - the differentiator between ourselves and, say, slugs or toadstools. Gauging said differences can prove elevating.
The "Mona Lisa" by Da Vinci is illustrative of culture. The expulsion of gas from one's backside is not, though that may evoke a titter from a few.
Those that may confuse the two will probably find the offerings herein less to their liking.

This year NowRoz Festival will gather over 25,000 attendees, making it the largest gathering of Afghan/Persian Americans to date!
Festivities include live music by popular recording artists, ethnic and modern fashion shows, talent show, comedy showcase, cultural dance showcase, chess and ethnic card tournaments. Other free activities also include cultural exhibitions, face painting, balloon artists, celebrity and famous author meet and greet, kid’s zone, carnival games, rides and much more to be announced. A variety of Afghan & Persian food and delicacies will be available for attendees at our international food area, and our vendor bazaar will have booths with goods from Afghanistan, Iran and around the globe.

The first word “now” means new and the second word “ruz” means day; together they mean “New Day.” Nowroz is the name for the celebrations that observe the New Year for many East and Central Asian communities. ALBUQUERQUE, NEW MEXICO — A 4-year-old girl was shot and killed in a road rage incident on Interstate 40 in Albuquerque on Tuesday afternoon, KOAT reported.
At around 3 p.m. a westbound car pulled up next to a moving pickup truck with the young girl inside and opened fire. One of the bullets struck the girl in the head, and the pickup pulled over to the side of the interstate.

At around 3 p.m. a westbound car pulled up next to a moving pickup truck with the young girl inside and opened fire. One of the bullets struck the girl in the head, and the pickup pulled over to the side of the interstate.
Police haven't identified the suspect and are investigating the deadly shooting. The victim's father said the shooting was the result of road rage that got out of control, the Albuquerque Journal reported.
An off-duty Bernalillo County deputy saw the vehicle on the side of the road after the shooting and pulled over to check on it. KOAT reports that he thought the girl had fallen out of the vehicle before he found out she had been shot. The victim was taken to the University of New Mexico Hospital, but she died from the gunshot wound.
"People had to have seen that. They had to have seen other vehicles in the area so we're just begging the community, step forward. Let's help this family," Albuquerque Police Department Chief Gorden Eden told KOAT.
