A health department or health ministry is a part of government which focuses on issues related to the general health of the citizenry. Subnational entities, such as states, counties and cities, often also operate a health department of their own. Health departments perform food licensing and food inspection (the person who performs this job is often called a Health Inspector), vaccination programs, free STD and HIV tests, and other medical assistance. Health departments also compile statistics about health issues of their area. In 1986, several of the worlds' national health departments met to establish an international guideline by which health departments operate. The meeting was in Ottawa, Canada, and hence the guidelines established are known as the Ottawa Charter. The Ottawa Charter was designed to ‘achieve Health for All’.
Most executive governments in the world are divided into departments or ministries. In most such cases, there is a department responsible for health. Some examples:

Patients and staff at a hospital in Taiwan, that has been sealed off because of a SARS outbreak, have been evacuated to let workers disinfect the building, the Health Department said on Wednesday.
The 188 staff and patients, including eight diagnosed with the respiratory disease, were transferred from Jenchi Hospital late Tuesday to other, better equipped facilities in the city.

Health Department: Know what kind of permit you need when it comes to food
CINCINNATI (Liz Bonis) -- It's prime time of the year for festivals and fairs and according to inspectors from the northern Kentucky health department. If people are not careful the food they eat at the fair can make them sick. At the set up for any festival people are likely to see someone such as Ted Talley giving food vendors the OK and the permit's to serve up peoples favorites. Talley, an environmental health manager, said, We actually come down before the event, make sure everyone is meeting requirements and issue the permits once they do. He has quite a food safety checklist like a canopy top for protection and visible hand washing and dish sanitizing options are his top three. Food temperatures and hand bacteria transfer are the most common ways people get sick. Talley reminds everyone to be their own advocates. Even if they stop at a food booth and they've cooked the food, he said cooking was a kill step, but not for everything. If the food doesn't taste hot don't continue to eat it. Take it back and ask for a fresh one. More importantly, if people notice symptoms and theyre not feeling well, pay attention to how long those symptoms last and if those symptoms don't go away make sure to call the doctor. What's making people ill can also determine how quickly symptoms set in. Staph bacteria can hit in 30 minutes to an hour while something such as e-coli can take a few days. It's also suggested people don't go swimming with any of the symptoms. That's how people pass things on at public pools and pool problems from water contamination tend to set in this time of year. A public health campaign to prevent the spread of AIDS has been launched in Mexico City.
The campaign follows a sharp rise in the number of H-I-V positive cases among Mexico's younger generation.
Currently, there are 31-thousand confirmed cases of AIDS reported in the country.
The Mexican government has stepped up its campaign to prevent the spread of AIDS.
The main strategies for the prevention and control of the infection are education and surveillance.
The idea is to educate people of all ages, but particularly those that are young.

"Nevertheless we need to remember that when the virus takes hold, it usually happens from anything up to five, six, eight or ten years before infections are contracted. Those who are diagnosed between the ages of 25-30 probably were infected from the age of 15-20 years. For that reason it is so important to educate the adolescents in AIDS prevention."

And although according to statistics women appear to have fewer sexual partners than men, they need to be made aware of the risks they are heading towards if their partner has other sexual encounters.

But the National Counsel for the Prevention and Control of AIDS (CONASIDA), says figures are rising among people aged between 25 and 34 years old.
Since 1983 more than 50-thousand H-I-V cases have been reported.
And 30-thousand people have died from AIDS.
Currently, an estimated 31-thousand people are infected.

USA: NASA TO SHARE MEDICINE TECHNOLOGY WITH DEPARTMENT OF HEALTH

The same technology that allows NASA to gaze at the stars and build space stations is leading to better, healthier lives for people around the world.
For years the space agency has been transferring its technology to the field of medicine.
But on Thursday, NASA and the U-S Department of Health and Human Services will cement their relationship.
They will sign an agreement that establishes an official framework that takes NASA know-how and uses it to treat illnesses, many of which effect women in particular.
Virtual reality is anything but a game to doctors at Ames Research Centre.
They're taking the technology NASA developed in its work on the international space station and turning it into a teaching tool.
With a computer simulator they can visualise results of reconstructive surgery before an incision is even made.
For patients, this means a doctor has a better chance of getting it right in reality.

"A surgeon can go in the night before surgery, can use the computer in the virtual environment to actually walk through the surgery, can replace the soft tissues and see what the patient might look like. And now, if the surgeon doesn't like the appearance of that patient, he or she can just start all over again using a computer."

Some of Moscow's young mothers put the capital's fertility surge down to the better living conditions and availability of baby products, saying there has never been a better time to give birth in the city.
The 50,000 babies born in Moscow in the first half of 1997 suggest a new mood of optimism in the city. The growing middle class in Moscow now appear to see an opportunity for their kids to enjoy a more affluent future in Russia.

Health officials in Hong Kong are trying to figure out how the deadly N5N1 "bird" flu virus is being transmitted to human beings.
Dr Keiji Fukuda of the Centre for Disease Control in Atlanta, is currently in Hong Kong to help local doctors in the investigation. Research is showing that while the flu is believed to be of an avian type, the worry is that it will transmute into a more deadly human strain which would be harder to combat.
According to the medical experts, the most likely way infection would occur is for the virus to be shed in chicken faeces. Infection could then be picked up via the respiratory system or from contact with the faeces.
The H5N1 'bird' flu has already claimed four victims in Hong Kong, killing two, including a 54-year-old man who died Friday.
Bird flu also wiped out a third of chickens at a stall in Hong Kong's New Territories on Friday.

The U-S State Department on Wednesday condemned a move by Serbian police to conduct early burials, of Kosovo Albanians killed in last week's police crackdown.
Spokesperson James Rubin said it indicated Yugoslav President Slobodan Milosevic had something to hide.
U-S State Department spokesperson James Rubin told a regular briefing that there was no evidence that Yugoslav President Slobodan Milosevic was meeting demands made by western powers on Monday.
The demands included moving towards dialogue and desisting from military actions.

The U-S State Department on Wednesday condemned a move by Serbian police to conduct early burials, of Kosovo Albanians killed in last week's police crackdown.
Spokesperson James Rubin said it indicated Yugoslav President Slobodan Milosevic had something to hide.
U-S State Department spokesperson James Rubin told a regular briefing that there was no evidence that Yugoslav President Slobodan Milosevic was meeting demands made by western powers on Monday.
The demands included moving towards dialogue and desisting from military actions.

A hundred thousand tablets of the impotence drug Viagra have finally entered Taiwan's pharmaceutical market and legislators are worried that Taiwan women would become sex tools as a result.
The Pfizer-manufactured potent drugs were flown into Taiwan on Tuesday and hospitals across the island were advised by the Health Department that all Viagra distributed to hospitals must be locked up in the director's safe box.
Black market Viagra can be bought for U-S 65 dollars per tablet, but is now available through a doctor's prescription.
However, Health Department officials warned hospitals that if the imported Viagra was not locked up, the drug could be stolen.
Meanwhile various women's right groups have expressed that with the open availability of the drug, Taiwan women's status in a male dominated society would be more degraded than ever.
Doctors and urologists say Taiwan men in general don't need Viagra and only purchase them out of curiosity.

South Africa's Department of Health has introduced a new quality control system in reaction to a report that millions of substandard condoms were imported into the country.
More than 140 million condoms were acquired and distributed by the Department in 1998.
According to newspaper reports this week, up to four million condoms imported from India were found to be defective and sent back.
At the same time, ongoing research has discovered that other approved condoms do not meet World Health Organisation standards.

You can see on these condoms that they do actually have the South African Bureau of Standards stamp of approval but what we are hearing now is that the SBS stamp in itself is not sufficient guarantee that these condoms are safe. PHILIPPINES: MEDICAL SUPPLIES BEING SHIPPED TO JOLO

The Philippines Health Department is preparing to ship medicines and other medical supplies to Jolo to aid people who have been injured during the ongoing military assault being staged against Muslim rebel group the Abu Sayyaf.
Nineteen hostages - five of whom are foreigners - are still in the hands of the rebels.
At the Regional Health Office in Zamboanga, medical supplies are being prepared by doctors and medical staff.
The supplies will be brought to nearby Jolo in the province of Sulu, by doctor Nelsa Amin, in anticipation of the need to treat various patients who have been injured.

A day after an anguished widower in South Africa alleged that his wife has died of Variant C-J-D, the human form of "mad cow disease", the South African government has denied the possibility.
Citing the "mad cow disease frenzy", the South African Health Department has called for an independent examination of preserved tissue taken from the 25-year-old woman's brain.
The Department of Agriculture says that British beef is not imported into South Africa, although some cuts of European beef are.
South African cattle are fed sheep and cattle by-products but that practice is to be abolished in order for South Africa to fall in line with the latest international guidelines.
The allegations were made by Ken Eckard, whose wife Ronel Eckard became ill in February.
She lost the feeling in her arms and legs, and her speech became slurred.
Months of tests followed, with doctors suspecting cancer and multiple sclerosis.
Two weeks before her death Ronel underwent a brain biopsy and was diagnosed with C-J-D, but laboratory tests were unable to determine what variant it was.
The tissue on which the biopsy was performed was destroyed, making it impossible to prove the exact cause of death.
Eckard said his late wife loved eating hamburgers.
Scientists believe mad cow disease is spread through cattle eating meal containing tissue from infected animals.
In 1996, a link was established between the disease and Variant CJD, which humans are thought to contract by eating infected meat.
More than 80 people have died from the disease, mainly in Britain, where the beef industry has been under scrutiny for its practices and safety standards.

A day after an anguished widower in South Africa alleged that his wife has died of Variant C-J-D, the human form of "mad cow disease", the South African government has denied the possibility.
Citing the "mad cow disease frenzy", the South African Health Department has called for an independent examination of preserved tissue taken from the 25-year-old woman's brain.
The Department of Agriculture says that British beef is not imported into South Africa, although some cuts of European beef are.
South African cattle are fed sheep and cattle by-products but that practice is to be abolished in order for South Africa to fall in line with the latest international guidelines.
The allegations were made by Ken Eckard, whose wife Ronel Eckard became ill in February.
She lost the feeling in her arms and legs, and her speech became slurred.
Months of tests followed, with doctors suspecting cancer and multiple sclerosis.
Two weeks before her death Ronel underwent a brain biopsy and was diagnosed with C-J-D, but laboratory tests were unable to determine what variant it was.
The tissue on which the biopsy was performed was destroyed, making it impossible to prove the exact cause of death.
Eckard said his late wife loved eating hamburgers.
Scientists believe mad cow disease is spread through cattle eating meal containing tissue from infected animals.
In 1996, a link was established between the disease and Variant CJD, which humans are thought to contract by eating infected meat.
More than 80 people have died from the disease, mainly in Britain, where the beef industry has been under scrutiny for its practices and safety standards.

Civil servants from Iraq's justice and planning ministries on Saturday queued in Baghdad to receive 20 US dollars each in emergency payment, by way of trying to encourage them to stay at work.
Over the last few weeks, the US-led civilian administration working for Iraq's reconstruction has been handing out 20 dollar payments to civil servants across many of the country's ministries.
State employees say that under Saddam Hussein's regime, they were paid as little as three and a-half thousand Iraqi dinars a month, the equivalent of only one and a half to two dollars.
In comparison, a policeman was paid the equivalent of around 45 dollars a month.
Also on Saturday, retired US General Jay Garner, who is director of the Office of Reconstruction and Humanitarian Assistance, spoke to health department officials about Iraq's general medical service situation.
Garner said he wanted to institute for Iraqis 45 days of health care that is free at the point of delivery.
Iraq's hospitals have been ravaged by weeks of looting.
The Health Ministry's administrator said a lot of expensive equipment had been taken by looters out of Baghdad.
The general lack of medical supplies is considered by foreign non-government organisations and charities as a big problem for Iraq and they are concentrating efforts on shipping in the necessary equipment.

Patients and staff at a hospital in Taiwan, that has been sealed off because of a SARS outbreak, have been evacuated to let workers disinfect the building, the Health Department said on Wednesday.
The 188 staff and patients, including eight diagnosed with the respiratory disease, were transferred from Jenchi Hospital late Tuesday to other, better equipped facilities in the city.
Police cordoned off the hospital as the authorities closed Jenchi for 14 days for disinfection, a Health Department statement said.
It's the second medical facility in the capital to have been sealed off after a SARS outbreak. Taipei Municipal Hoping Hospital was shut on April 24.
More than 1,000 patients and staff remain inside.
Jenchi's eight SARS patients were transferred to Taipei's Veterans General Hospital, while the remaining seven patients, all suspected of having the disease, were moved to the Sungshan Military Hospital in the capital.
Veterans General and Sungshan are much larger facilities, with more expert medical personnel and better equipment.
Jenchi's 173 staff, none with signs of SARS, are spending two weeks in quarantine at the Veterans Hospital in the northern town of Taoyuan, authorities said.
Taiwan has had one death from its 73 cases of SARS.

People ranging from business executives to food cart vendors said they would sign up, and health officials called the registry their best chance to know for certain whether the air was filled with hazardous materials.
Health officials said the registry was not launched in response to the disclosure last month that the Environmental Protection Agency gave New Yorkers misleading assurances, at the White House's direction, that there was no health risk concerning the air after the twin towers collapsed.
More than 300,000 people would have been in the area on that day, Frieden said.
He urged anyone who was there for even a short time to register by calling either 311, 866-NYC-WTCR, or by going on the registry Web site: www.wtcregistry.org.
People who enroll will undergo a 30-minute telephone survey about where they were on Sept. 11, 2001 and answer questions about their health.
No blood tests or medical exams are required to enroll.
Health officials will follow up periodically for 20 years.
People can drop out of the registry at any time.
To advertise the registry, the health department will place posters in subways and other commuter trains in the next few weeks.
The size of the redevelopment site is 16 acres.

Mexico has closed four questionable green-onion producers - three owned by US companies - and jump-started a new health inspection plan to boost the confidence both of wary consumers and vegetable producers following a hepatitis outbreak in the United States.
The hepatitis outbreak killed at least three people and sickened hundreds more in Pennsylvania, Georgia, Tennessee and North Carolina.
The four green-onion producers shut down near the US border in northwestern Mexico were first linked to the hepatitis outbreak by the US
Food and Drug Administration.
But it has not been proved that they were responsible.

"From the moment that the FDA (US Food and Drug Administration) communicated that there was evidence of contamination related to the green onions and that supposedly it was of Mexican origin, we cooperated with the Health Department, which is the unit that has authority in the protection of human health, and we are talking about a virus that only affects humans, we carried out an investigation on the region where this type of onion is grown. It is not very extensive in the country and we could determine by the field visits that there were four establishments that had poor conditions in the fields as well as in the packaging process. STORYLINE
Mexico has closed four questionable green-onion producers - three owned by US companies - and jump-started a new health inspection plan to boost the confidence both of wary consumers and vegetable producers following a hepatitis outbreak in the United States.
The hepatitis outbreak killed at least three people and sickened hundreds more in Pennsylvania, Georgia, Tennessee and North Carolina.
The four green-onion producers shut down near the US border in northwestern Mexico were first linked to the hepatitis outbreak by the US
Food and Drug Administration.
But it has not been proved that they were responsible.

Snowie Webinar 31 Your Shaved Ice Business and the Health Department
Today we are going to have a discussion on the Health Department. I have a hard time even saying that in a singular sense because every one of them is completely different than the other. As you will learn, the health code can vary by county. So if you are doing business in multiple counties, then you will need to get a permit to operate your shaved ice business in each one of them. Often times you will have one parent county that you do most of your business in, and then you will do temporaries for the rest. We will discuss how this is done and, of course, you can decide which options are applicable to your business.
But even with their varied laws, rules, opinions, etc. there is a way to work with the health department to get what you want and need done. If you have ever worked with the health department in the past, you may have a little chuckle while reading that last sentence. Most people believe, there is no such thing as “getting what you want” when working with the health department. I disagree and will tell you why.
We will discuss what you can expect when you approach your health department. Should you already own a stand before you speak with them? If you do not have a stand or bus at the time, is there a way to know if your health department is going to let you open your shaved ice stand or truck before you make that purchase?
Shaved Ice is a very fun business to be a part of, but when you are investing money into a business and there are no guarantees that the health department is going to pass you, that can be unnerving to say the least. So we will discuss many common practices that will help you through this process.
We look forward to hearing from each of you tonight look forward to your comments and experiences concerning the Health Department.

CINCINNATI (Liz Bonis) -- It's prime time of the year for festivals and fairs and according to inspectors from the northern Kentucky health department. If people are not careful the food they eat at the fair can make them sick. At the set up for any festival people are likely to see someone such as Ted Talley giving food vendors the OK and the permit's to serve up peoples favorites. Talley, an environmental health manager, said, We actually come down before the event, make sure everyone is meeting requirements and issue the permits once they do. He has quite a food safety checklist like a canopy top for protection and visible hand washing and dish sanitizing options are his top three. Food temperatures and hand bacteria transfer are the most common ways people get sick. Talley reminds everyone to be their own advocates. Even if they stop at a food booth and they've cooked the food, he said cooking was a kill step, but not for everything. If the food doesn't taste hot don't continue to eat it. Take it back and ask for a fresh one. More importantly, if people notice symptoms and theyre not feeling well, pay attention to how long those symptoms last and if those symptoms don't go away make sure to call the doctor. What's making people ill can also determine how quickly symptoms set in. Staph bacteria can hit in 30 minutes to an hour while something such as e-coli can take a few days. It's also suggested people don't go swimming with any of the symptoms. That's how people pass things on at public pools and pool problems from water contamination tend to set in this time of year. A public health campaign to prevent the spread of AIDS has been launched in Mexico City.
The campaign follows a sharp rise in the number of H-I-V positive cases among Mexico's younger generation.
Currently, there are 31-thousand confirmed cases of AIDS reported in the country.
The Mexican government has stepped up its campaign to prevent the spread of AIDS.
The main strategies for the prevention and control of the infection are education and surveillance.
The idea is to educate people of all ages, but particularly those that are young.
SOUNDBITE: (Spanish)
"Nevertheless we need to remember that when the virus takes hold, it usually happens from anything up to five, six, eight or ten years before infections are contracted. Those who are diagnosed between the ages of 25-30 probably were infected from the age of 15-20 years. For that reason it is so important to educate the adolescents in AIDS prevention."

And although according to statistics women appear to have fewer sexual partners than men, they need to be made aware of the risks they are heading towards if their partner has other sexual encounters.

The campaign is going be broadcast on 92 television channels and more than one-thousand and one-hundred radio stations around the country.
The Health Department has already trained front line health workers in clinical care and management, counseling and laboratory services.
An estimated 70 per cent of 31 thousand cases of H-I-V infection fall into the 15 to 24 age group.
But the National Counsel for the Prevention and Control of AIDS (CONASIDA), says figures are rising among people aged between 25 and 34 years old.
Since 1983 more than 50-thousand H-I-V cases have been reported.
And 30-thousand people have died from AIDS.
Currently, an estimated 31-thousand people are infected.

The same technology that allows NASA to gaze at the stars and build space stations is leading to better, healthier lives for people around the world.
For years the space agency has been transferring its technology to the field of medicine.
But on Thursday, NASA and the U-S Department of Health and Human Services will cement their relationship.
They will sign an agreement that establishes an official framework that takes NASA know-how and uses it to treat illnesses, many of which effect women in particular.
Virtual reality is anything but a game to doctors at Ames Research Centre.
They're taking the technology NASA developed in its work on the international space station and turning it into a teaching tool.
With a computer simulator they can visualise results of reconstructive surgery before an incision is even made.
For patients, this means a doctor has a better chance of getting it right in reality.

According to some reports, Russia is drinking itself to death, but in Moscow the patter of tiny feet is drowning out the sound of clinking glasses. The city's health department is predicting a 35 per cent increase in births in the Russian capital in 1997. Some of Moscow's young mothers put the capital's fertility surge down to the better living conditions and availability of baby products, saying there has never been a better time to give birth in the city.
The 50,000 babies born in Moscow in the first half of 1997 suggest a new mood of optimism in the city. The growing middle class in Moscow now appear to see an opportunity for their kids to enjoy a more affluent future in Russia.

Health officials in Hong Kong are trying to figure out how the deadly N5N1 "bird" flu virus is being transmitted to human beings.
Dr Keiji Fukuda of the Centre for Disease Control in Atlanta, is currently in Hong Kong to help local doctors in the investigation. Research is showing that while the flu is believed to be of an avian type, the worry is that it will transmute into a more deadly human strain which would be harder to combat.
According to the medical experts, the most likely way infection would occur is for the virus to be shed in chicken faeces. Infection could then be picked up via the respiratory system or from contact with the faeces.
The H5N1 'bird' flu has already claimed four victims in Hong Kong, killing two, including a 54-year-old man who died Friday.
Bird flu also wiped out a third of chickens at a stall in Hong Kong's New Territories on Friday.

The U-S State Department on Wednesday condemned a move by Serbian police to conduct early burials, of Kosovo Albanians killed in last week's police crackdown.
Spokesperson James Rubin said it indicated Yugoslav President Slobodan Milosevic had something to hide.
U-S State Department spokesperson James Rubin told a regular briefing that there was no evidence that Yugoslav President Slobodan Milosevic was meeting demands made by western powers on Monday.
The demands included moving towards dialogue and desisting from military actions.

"What we've seen is an outrageous decision by the Serbian police to conduct early burials, these are burials that were conducted without the approval of the families. This act suggests the President Milosevic has something to hide. We are concerned the burials have destroyed and damaged evidence before it could be independently examined by forensic experts. Bob Gelbard requested the victims be able to - the families be able to have the bodies examined by outside authorities, this is a message the contact group made with regard to outside information being made available. So this is another demonstration of a intransigence and flouting of the will of the international community by President Milosevic

Ethnic Albanians say dozens of victims of last week's bloody police crackdown
were dumped in a mass grave.
The Albanians decided to unearth the bodies and rebury them on Wednesday -- in individual coffins and according to Muslim funeral rites.
The State Department spokesperson suggested what steps should be taken next, starting with a visit to the region by the International Committee of the Red Cross .

A hundred thousand tablets of the impotence drug Viagra have finally entered Taiwan's pharmaceutical market and legislators are worried that Taiwan women would become sex tools as a result.
The Pfizer-manufactured potent drugs were flown into Taiwan on Tuesday and hospitals across the island were advised by the Health Department that all Viagra distributed to hospitals must be locked up in the director's safe box.
Black market Viagra can be bought for U-S 65 dollars per tablet, but is now available through a doctor's prescription.
However, Health Department officials warned hospitals that if the imported Viagra was not locked up, the drug could be stolen.
Meanwhile various women's right groups have expressed that with the open availability of the drug, Taiwan women's status in a male dominated society would be more degraded than ever.
Doctors and urologists say Taiwan men in general don't need Viagra and only purchase them out of curiosity.

"About 52 per cent of the Taiwan men are impotent but not too seriously. The men that really have impotency problems lie around 20 per cent. But in Taiwan, only one out of ten men need Viagra."

The drug, first released in the U-S in March 1998, is legally available in more than 50 countries worldwide. Many people consider it the beginning of a new revolution in pharmaceuticals.
Taiwan papers have reported that last year's Taiwan election saw a candidate giving away free Viagra pills in a bid to win favour with the public.
The Legislative Council saw lawmakers expressing agony over the fad of Viagra in Taiwan.
One lawmaker said the last thing Taiwan needs is Viagra. He even mocked that Taiwan's Ministry of Foreign Affairs needed Viagra rather than the general public.
