Kosovo to build its first national army
Kosovo is to create its first national army, with 5000 soldiers and 3000 reservists.
It will be built on the current lightly-armed civic response force, and the Kosovo Security Force that replaced the armed rebels that fought against the Serbs at the end of the 1990s when Kosovo gained a degree of international recognition as independent in 2007.
NATO remains the main armed force in Kosovo, with 5000 troops still stationed there as peacekeepers, but relations with Serbia have warmed of late. T...

The Republic of Kosovo is situated in southeastern Europe. It is a self-declared independent state and has de facto control over most of the territory, while North Kosovo, the largest Kosovo Serb enclave, is under the control of institutions of the Republic of Serbia. The long-term severe ethnic tensions between Kosovo's ethnic Albanian and Serb populations are still the number one issue in the region and who knows when will be settled?

As tensions continue to rise in the Serbian province of Kosovo, aid agencies are warning that Monday may be their last day of delivering essential supplies to the thousands of refugees who have fled their villages.
Aid agencies say that the only reason their convoys are travelling on Monday is due to a U-N convoy.
Meanwhile, ethnic Albanians are fleeing Pristina as the threat of air strikes loom.
In central Kosovo, as thousands of ethnic Albanians flee the approaching Yugoslav army, it is becoming ever more difficult for aid agencies to supply their food stuffs.

Continued fighting between ethnic Albanian refugees and Serbian forces has stymied plans to send an international aid convoy to a devastated former rebel stronghold.
The U-N High Commissioner for Refugees had wanted to send aid to Malisevo, a village formerly held by the Kosovo Liberation Army, but Malisevo fell to the Serbs in the current offensive.
Serbian President Slobodan Milosevic has claimed that refugees who fled Malisevo can return safely, but the townspeople have no homes to return to.
Most of the houses here were set on fire after the Serbian police crackdown on the Albanian militants.

Officials of the Kosovo Liberation Army say they are pleased at the current situation in Kosovo, as NATO forces tighten their control on the province, and Serb forces move out.
At a press conference in Prizren, senior KLA officials have said the KLA has always, and will continue to, follow the rules of the international community.
But the KLA also insists it has a legitimate right to play a role in an interim Kosovo government.
Since the beginning of the Serb troop withdrawal, K-L-A soldiers have been coming down from their hide-outs in the mountains, and making their presence felt in towns and cities in Kosovo.

Kosovo - Serbs block roads in protest at a kosovo police action to control two disputed crossings
On July 29th 2011 NATO forces in Kosovo withdrew from a barricade put up by hundreds of Serbs to avoid confrontation with Serb extremists blocking the peacekeepers from reaching a base in the Serb-run north, NATO's commander in Kosovo said.
"I had the option to enforce and open up the roadblock," Major General Erhard Buehler told reporters minutes after he ordered his troops to pull out.
"I decided not to do it because in the meantime so many criminals and extremists and armed people are here. It would be a nightmare."
The confrontation ended when the general accepted an offer to let future convoys through.

Kosovo & Serbia: No Bridge Between (RT Documentary)
Watch more on RT's documentary channel http://rtd.rt.com
The Republic of Kosovo is situated in southeastern Europe. It is a self-declared independent state and has de facto control over most of the territory, while North Kosovo, the largest Kosovo Serb enclave, is under the control of institutions of the Republic of Serbia. The long-term severe ethnic tensions between Kosovo's ethnic Albanian and Serb populations are still the number one issue in the region and who knows when will be settled?

KOSOVO: CRISIS SITUATION LATEST (2)
Eng/French/Nat
Without the protection of the United Nations, help would fail to arrive for those who need it most.
SOUNDBITE: (French) "We are only going with the UN convoy. This could be the last day we go out as tension is rising."
SUPER CAPTION: Seude Bashrani, Medicins du Monde
The U-N refugee agency in Geneva said there are about 4,000 people on the move.
SOUNDBITE: (English) "Mainly we're trying to team up with the U-N-H-C-R today because we got blocked access yesterday. Basically, we got stopped in a couple of different places while trying to reach the region. We were told by the local police it was for safety and security reasons."
SUPER CAPTION: Roy Brennan, International Rescue Committee
With tensions now rising in Kosovo, any relief for refugees will be sparse.
In an attempt to eleviate the mounting refugee situation, many ethnic Albanians with relatives in Turkey are heading there.
Those leaving are mainly women and children.
Farewells are emotional, the current climate making the future unclear.
Displaced ethnic Albanians are also still pouring into Pristina.
In Srbica, about 18 miles northwest of Pristina, cannon fire boomed in the distance and streets were nearly deserted after black-masked Yugoslav soldiers entered the town.
SOUNDBITE: (Albanian) Rahime Muja
"It was six o'clock in the morning. They started to shell. It was a big fight, so we ran away from our village. We didn't take anything with us. We found shelter here in the city. We don't know what's going to happen with us, we just don't know."
SUPER CAPTION: Rahime Muja
The Yugoslav army blames the rebels for the escalated fighting, saying the K-L-A initiated attacks in hopes of provoking NATO airstrikes.

Albanian Tinderbox - Kosovo
Aug 1997
A historic report filmed before the conflict in Kosovo.
Virtually autonomous before it was annexed by the Serbs in 1990, Kosovo faces an escalation of violence. Until now Kosovo's 90% ethnic Albanians have opted for passive resistance as they try to live outside Serbian rule. Parallel to the Serbian state, they run schools and even a free medical service. "How long we are going to last I can't tell you", says Medical Centre Director Dr Demolli. His staff haven't been paid for three years. For Kosovo's mostly Muslim Albanians, even a marriage invites nationalistic fervour. Groom Adrian Pavataj and his new bride share their wedding with a painting of his father, killed in Serbian police custody. He ran schools for Albanians in their own language. Dulah Sallahu and brother Emin were dragged from their beds by Serbian police this year. Serbian Moma Trijkovic predicts Albanian defiance will lead towards war. In a 14th century Serbian monastery Images of Turkish brutality towards Christians adorn the walls. Many Serbs believe they are still the last bastion against Islam.

Kosovo's Prime Minister, Hashim Thaci said on Wednesday that talks with Serbia have not failed and there was still hope Serbia could accept a deal with Kosovo.
"Despite the current difficulties the process cannot be declared closed or failed. We hope Serbia will reflect and accept the reality and accept the agreement," Thaci told reporters in the capital Pristina.
Kosovo and Serbia could not reach an agreement in Brussels that would define their relations amid Serbia's rejection of Kosovo's 2008 secession.
Another stumbling block is the future of the Serb minority in Kosovo's north.
But Serb leaders in Kosovo's tense north met in the town of Leposavic and charted a list of conclusions that could further the ethnic divide in Kosovo.
They demanded that Russian troops return to Kosovo as part of the NATO-led peacekeeping force to protect the Serbs from a feared onslaught of ethnic-Albanians.
The representatives from four Serb municipalities also decided to form a body that will make the legal preparations to move the territory further out of Kosovo's orbit by establishing an assembly of Serbian municipalities.
"The local assemblies of Leposavic, Zvecane, Kosovska Mitrovica and Zubin Potok hereby create a body for the preparation of the legal acts to create an assembly (of municipalities) taking into consideration the Constitution of the Republic of Serbia and the will of the people expressed in the referendum of February 2012," Ksenija Bozovic, the Mayor of Leposavic told the crowd.
The declaration comes a days after the failure of European Union mediated talks in Brussels between Kosovo and Serbia.
The move is not likely to have any legal impact, but it will irritate Pristina's ethnic Albanians amid efforts to strike a deal with Serbia.

KOSOVO: VILLAGE OF MALISEVO FALLS TO SERB FORCES
English/Nat
The village of Malisevo was a stronghold of the Kosovo Liberation Army, the rebel group fighting for independence from Serb rule.
It fell to the Serbs in the current offensive against the ethnic militants.
Serbian President Milosevic has claimed that refugees who fled Malisevo can return safely, but villagers have no homes to go to.
The chief of U-N-H-C-R's Kosovo operation Thomas Vargas said they were hiding out in the mountains, living in fear for their lives.
SOUNDBITE: (English)
"They're living virtually in the forests on the hillsides, in the mountainside, sleeping under trees, terrified where they are now, but even more terrified to go home. And when they see their villages up in smoke in the distance it doesn't give them much confidence. They don't have any security to get back home anytime soon."

Continued fighting between ethnic Albanian refugees and Serbian forces has halted plans to send an international aid convoy to the devastated former rebel stronghold.
Vargas said the refugee situation across province is becoming desperate.
SOUNDBITE: (English)
"If many more people are forced to flee their homes, we are already in the makings of humanitarian disaster, it won't take much more before it's a full blown humanitarian disaster."
SUPER CAPTION: Thomas Vargas, head of UNHCR Kosovo field office
Serb police have barred or slowed aid groups and diplomatic observers from reaching tens of thousands of refugees driven from villages elsewhere in the Yugoslav province.

YUGOSLAVIA: KOSOVO: KLA WANT TO FORM THE NEXT GOVERNMENT
Albanian/Nat
In Kosovo's second largest city Pristina, the K-L-A has taken over the former Serb military headquarters and is attempting to raise it's political profile.
Senior K-L-A official Mehmet Hajrizi who has proclaimed himself the Deputy Prime Minister of the Interim Kosovo Government, says the end of the military conflict has brought the opportunity for a new beginning.
SOUNDBITE: (Albanian with English translation)
"Kosovo is in the middle of two epochs..it's leaving behind the epoch of violence, darkness and robbery, and before it is the future of lightness and freedom.
SUPERCAPTION: Mehmet Hajrizi, senior KLA official
NATO consistently denied it was funding the K-L-A's rebel activities, or supplying them with arms.
But it's clear from the statements of Harjrizi that the K-L-A is now looking to be rewarded by the international community for its role in the battle against Serbian ethnic cleansing.
It expects recognition as a serious player in the restoration of post-conflict Kosovo, citing its acceptance of conditions of the Rambouillet accord which were rejected by Slobodan Milosevic.
What the K-L-A wants is most to play a significant part in the establishment of an interim government in Kosovo.
SOUNDBITE: (Albanian with English translation)
"The KLA was never a problem in Kosovo, the problem in Kosovo was another army. The Kosovo Liberation Army was always cooperating with the international community as before Rambouillet, during Rambouillet, and after Rambouillet. The Kosovo Liberation Army is a serious force that keeps its word."
SUPERCAPTION: Mehmet Hajrizi, senior KLA official
In light of evidence of atrocities and war crimes perpetrated against the ethnic Albanian population in Kosovo, the K-L-A is looking to highlight the differences between the two military bodies.
But Hajrizi has said the rebels are not willing to sit idly by and watch what they have gained, be diminished.
SOUNDBITE: (Albanian with English translation)
"The Kosovo Liberation Army never raped members of the Serb civilian population in Kosovo, and the Kosovo Liberation Army wont rest now."
SUPERCAPTION: Mehmet Hajrizi, senior KLA official
Under the Rambouillet accord, NATO's original plan was to disarm the K-L-A.
That has now been watered down, with the term demilitarisation being used.
As late as Tuesday, NATO forces in Prizren were saying they had no orders to disarm the K-L-A rebels, unless they interfered in the implementation of the military technical agreement.
The K-L-A is showing no signs of being willing to give up its arms, its soldiers still brandishing a variety of weapons on the simplest of tasks, even directing the traffic.

MACEDONIA: KOSOVO: REFUGEES CROSS BORDER - UPDATE
Eng/Albanian/Nat
In the largest influx of Kosovar refugees in two weeks, three-hundred people on Saturday poured across the border at Blace, in northern Macedonia.
They came from Urosevac in Kosovo.
According to the United Nations High Commission for Refugees (UNHCR), the border from Urosevac to Blace was closed on May 5 turning back more than one-thousand refugees.
If the border remains open, U-N-H-C-R officials expect another deluge of refugees from Kosovo within the next few days.
The first trickle of Kosovan refugees crossed to border from Urosevac, Kosovo to Blace.
Red Cross officials were present at the Macedonian border crossing, which has seen little activity in recent days.
More refugees are expected.
Many refugees said they were forced out of villages a month ago, since then they have been wondering around trying to find shelter.
They did not try to cross the border because they were told it was closed.
The current influx of refugees - from Prizren and Urosevac - boarded a train in Urosevac early Saturday morning.
Their main reason for leaving Kosovo is resultant of severe food shortages.
Kosovans reported some Serbian food shops open selling bread and sugar however, they were not allowed access.
SOUNDBITE (Albanian):
Q - "Where did you come from?"
A - "We took the train from Urosevac"
SUPER CAPTION:VOXPOP, Refugee
Refugees have also reported having money and valuables stolen from them throughout their journey - many arriving with just the clothes on their back.
U-N-H-C-R spokesman Ron Redmont says he's prepared for the thousands of refugees expected over the next few days if the border remains open.
SOUNDBITE (English):
"There's a crowd of about three hundred people here and they all say they got on a train in Urosevac, just north of here about six or seven o'clock this morning they said they went to the train because they said they heard and saw on satellite television that the border was once again open. They said for several days they'd been told the border was closed, there was no sense in trying to get out. These people estimate there are many more people up there who want to come out. They said as word spreads they expect that we're going to see more trains coming down here with even larger numbers of people"
SUPER CAPTION: Ron Redmont, UNHCR spokesman
More than 780-thousand ethnic Albanians have left Kosovo since NATO airstrikes began on March 24th.
Kosovo had a prewar population of two million since NATO bombing aimed at forcing Yugoslav President Slobodan Milosevic to stop Serb repression.
NATO is demanding a total withdrawal of Milosevic's forces from Kosovo and the return of the refugees, as well as the deployment of an international peacekeeping force.

STORYLINE
NATO (North Atlantic Treaty Organisation) began deploying German reserve forces into Kosovo this week as part of regular exercises in the contested province.
Around 600 troops were flown in and will be stationed in the region for training, and to make them familiar with the local environment, according to a NATO statement.
Their deployment comes as the United Nations (UN) Security Council prepares to discuss a contentious plan that would grant the province supervised statehood.
But NATO said the exercise was "not in response to, or in preparation for, any current situation either ongoing or expected within Kosovo".
Kosovo has been under international administration since 1999, when NATO air strikes ended a Serbian crackdown on independence-seeking ethnic Albanians.
The region is currently patrolled by a 16,000-strong NATO-led peacekeeping force, which is in charge of overall security.
A UN proposal, drafted by former Finnish President Martti Ahtisaari, sets the stage for Kosovo's internationally supervised statehood, with provisions for its own constitution, flag, anthem and army, while granting local-governance rights to minority Serbs.
It will have to win approval by the UN Security Council in order to come into effect but protests have been made from both sides in the dispute.
Kosovo's ethnic Albanian leaders have accepted the deal, while some ethnic Albanians argue it does not go far enough in promising independence.
Serbia has rejected it outright, insisting Kosovo should remain within its territory.
There are concerns among Western officials that impatience among Kosovo's ethnic Albanian majority and Serb warnings of secession in Serb-dominated north could plunge the territory back into violence.
In a visit to Kosovo on Monday, NATO's supreme commander US Army General Bantz J. Craddock said the alliance's peacekeepers in Kosovo were fully prepared to respond to any outbreaks of violence.

Kosovo - one year after "independence"

Independent Kosovo depends on breadwinners abroad
Kosovo is marking a year since its declaration of independence from Serbia. But the mood there appears mixed as it struggles with the highest unemployment in Europe and the deepening financial crisis.
February 2008 was a happy month for Albanians in Kosovo. They celebrated their independence, a new government, a new constitution and recognition by some of the world community, but a year on and theres nothing new to celebrate.
The European Union has taken over from the United Nations, but no one is happy. This, however, is not the main problem. Seventy per cent of young people there are unemployed.
Albanian businessman Defrim Boja is pessimistic about the efficiency of the government:
The budget for the Kosovo government for next year is not enough. Its not enough for the government to do anything about the current world financial crisis. The only way we can take care of ourselves is if foreign countries protect their companies here in Kosovo. But our government cant do anything to help, he says.
The world economic crisis is not the only problem for the people of Kosovo. For people who have nothing, theres simply nothing more to lose. This is why three children of Albanians Xhafer and Dinore Malaj have gone abroad to live.
The Malaj family tell of how the majority of Kosovars survive. The young and strong do everything they can to find their way into the European Union. They work abroad and then send money back home to parents, wives and children. So, when the economic crisis hit Europe, many Kosovar families started receiving less through Western Union.
My son hasnt worked recently because of the financial crisis. Were learning to live with less. I buy less to eat, less to wear; we spend less on fun, says Dinore.
In previous years Kosovo was part of a different economic system called Yugoslavia. Most of the people lived under communism, with their jobs protected by the government.
But today, after being liberated by the West, they face a capitalist system where the strong survive and the weak struggle. Unfortunately for Kosovars, its a system in which they havent yet learnt how to operate.
Defrim Boja is convinced the financial crisis will have a big effect on families with breadwinners abroad. We will see less and less investment from Kosovars living outside the country, he believes.
However, its not only Kosovars. European governments now have to deal with economic problems inside their own countries, making it less and less easy for them to open their pockets for their poor Albanian neighbours on their Eastern border.

KOSOVO: US ENVOY RICHARD HOLBROOKE MEETS WITH KLA
English/Nat
U-S troubleshooter, Richard Holbrooke ventured into the besieged Yugoslav Province of Kosovo on Wednesday, meeting ethnic Albanian fighters for the first time.
The meeting is tacit recognition by the U-S of the Kosovo Liberation Army's growing strength.
Holbrooke compared the situation in Kosovo to that of Bosnia, before he brokered the peace deal which ended that war.
And he repeated a call for Serb forces to withdraw.
United States envoy, Richard Holbrooke, went into the heart of war torn Kosovo on Wednesday, to witness for himself a conflict that is tearing the province apart.
His visit was a clear sign of recognition of the growing strength of the growing strength of the Kosovo Liberation Army (K-L-A.)
He called the current situation ''explosive," after holding private talks with two local K-L-A leaders in Junik, a western town under daily shelling by Serb security forces near the border with Albania.
SOUNDBITE: (English)
"The only alternative to fighting, and I stress that both sides are ready to fight, is a peaceful negotiation that prevents the security forces from attacking and I mean on both sides and pulls back and all these awful checkpoints we've been navigating or trying to navigate all day long are pulled back. It's as simple and as complicated as that and you've all seen it. This is not an official meeting between American officials and members of the K-L-A, it is an attempt to find out what is going on inside.
SUPER CAPTION: Richard Holbrooke, U-S Special Envoy
All around him the evidence of the recent bitter fighting in the province was all too apparent.
Holbrooke was accompanied by a truckload of armed Serb security forces and three ethnic Albanian political officials, who advocate independence through peaceful means.
Earlier the U-S envoy visited the town of Decani to see the devastation there.
The sight plainly angered him, he had seen it all before in Bosnia.
SOUNDBITE: (English)
"This is the result of fighting, or firefights, this was just a Yugoslav security forces coming in and destroying houses and driving people out. This wasn't a firefight, it was the kind of action we saw earlier in this part of the world in Bosnia.
SUPER CAPTION: Richard Holbrooke, U-S Special Envoy
Holbrooke is on a fact-finding mission and he has now seen for himself that the problem of Kosovo looks every bit as intractable as that of Bosnia.

The demonstrators were content to chant and sing nationalist songs, as a NATO helicopter kept watch overhead.
Some took bottled water to the troops as armoured personnel carriers parked up at the roadside.
The protesters applauded and cheered as US and Slovenian peacekeepers turned around on a main road linking Kosovo with Serbia and crossed the Ibar river into the southern part of the area dominated by ethnic Albanians.
Serbs blocked roads on July 29th and have attacked border posts, firing at NATO peacekeepers in an attempt to keep control over Kosovo's north, which despite a NATO and EU presence remains under Serbia's realm.
Serbia's Kosovo negotiator Borislav Stefanovic, who is discussing the current situation with NATO, praised the decision to withdraw and said that an agreement was also in sight to resolve control over two crossing points between Kosovo and Serbia.
The development is likely to irritate authorities in Pristina seeking to increase authority in the Serb-run north.
NATO deployed reinforcements after Kosovo sent special police units to take control of two crossing points with Serbia in the Serb-run area, which doesn't recognise Kosovo's government.
One Kosovo policeman died during the operation.
When the special police units withdrew and declared the operation over, a crowd of Serbs attacked one of the two border crossings and burned it.
NATO then took command of the crossings and declared the area a military zone.
US and French peacekeepers are still in control of the crossing points.
The military alliance has halved the number of its troops from 10,000 to over 5,000 since last year.
But, the recent violence could delay announced plans for further reduction.
The attack was the second of its kind since Kosovo's secession from Serbia in 2008.
Immediately after the declaration of independence, Serbs attacked the border crossings and removed all signs identifying Kosovo as an independent state.
Since then, the two crossing points had been manned by Serb members of Kosovo's police and supervised by police from the European Union.
However, goods coming in from Serbia did not pay customs duty, undermining Pristina's claim to statehood.

Part 3 Kosovo Pristina (Priştine)
Pristina, also spelled Prishtina and Priština (Albanian: Prishtinë or Prishtina, Turkish: Priştine), is the capital and largest city of Kosovo. It is the administrative centre of the homonymous municipality and district.Preliminary results of the 2011 census put the population of Pristina at 198,000. The city has a majority Albanian population, alongside other smaller communities including Bosniaks, Roma and others. It is the administrative, educational, and cultural centre of Kosovo. The city is home to the University of Pristina and is served by the Pristina International Airport.
Early history
Pristina, end of the 19th centuryIn Roman times, a large town called Ulpiana existed 15 kilometers (9.3 mi) to the south of modern-day Pristina. This city was destroyed but was restored by the Emperor Justinian I. Today the town of Lipljan stands on the site of the Roman city, and remains of the old city can still be seen.
After the fall of Rome, Pristina grew from the ruins of the former Roman city. The city was located at a junction of roads leading in all directions throughout the Balkans and it soon rose to become an important trading centre on the main trade routes across south-eastern Europe.
Pristina came to great importance in the medieval Serbian state, and served as the capital of King Milutin (1282--1321) and other Serbian rulers from the Nemanjić and Branković dynasties until the Battle of Kosovo in 1389, when an invading Ottoman army decisively defeated the Balkans coalition army. In the following decades the area gradually came under Ottoman control, with an Ottoman law-court established in 1423. The whole of Serbia was subsequently conquered by the Ottoman Empire in 1459.
Kosovar Government Central Building (Formerly a bank, damaged in the 1999 war, now fully renovated)Pjetër Bogdani, an original writer of early Albanian literature, spent the last three years of his life in Kosovo and from March 1686 he promoted resistance to the armies of the Ottoman Empire. At the same time the Great Serb exodus started; tens of thousands of Kosovo Serb families withdrew from Kosovo to the Habsburg Empire, led by their patriarch Arsenije III Carnojevic and the Habsburg army. The demographic balance slowly shifted in favour of Albanians.
During the Ottoman Empire, Pristina became increasingly Ottoman in character following the conversion to Islam of many of its inhabitants, both Albanians and Slavs.
From the 1870s onwards Albanians in the region formed the League of Prizren to resist Ottoman rule, and a provisional government was formed in 1881. On the other hand Serbia tried to enlist the support of Albanians against the Ottomans but this came to nothing, as Albanian Mujahidin were encouraging a policy akin to ethnic cleansing. This increased the number of Kosovo Serbs emigrating from Kosovo, while for their part, Albanians from Albania migrated from the infertile lands of northern Albania to take advantage of the fertile lands of Kosovo.Wikipedia

Kosovo traditional homes open new doors
Many vernacular houses are under threat of destruction. In order to stop this, with EU funding, the Cultural Heritage Without Borders organization has partially restored the buildings and has given them a new function, that of Bed & Breakfast.
