President Bill Clinton travels to Paris on Tuesday to sign an agreement with Russia which many believe will dictate Europe's political and military climate for the next half century.
Two months after the signing ceremony, three former Communist states - Poland, the Czech Republic and Hungary - are expected to be invited to join NATO.
The disappearance of the old Communist bloc heralded a time of rapid change for the people of these nations.
In Hungary, that change has caused social division - and many are wary of joining the Western military alliance.

Almighty God has created a time in which believers can earn a very great deal of merit. Just think, Saudi Arabia, Morocco, Tunisia, Algeria, Libya and Iran all talk about Shariah and Islam. Yet there are museums in those countries that display paleontological evidence, and people say, ‘There is no God.’ There are books, biology text books in Saudi Arabia or Iran. You open them up and from start to finish they say that there is no God. You ask Iran, and they say, ‘We are a Shariah state.’ Don’t lie, you are a communist state. You work hand in hand with communists. You can be friends with them, nothing wrong with that, but you are communists. I

Aid workers say malnutrition continues to ravage North Korea despite the international aid effort.
The country also has severe shortages of electricity, heating, clean water and medicine.
Aid to alleviate North Korea's food shortage has been relatively slow in coming this year.
The humanitarian crisis in war-torn Afghanistan has attracted worldwide attention and diverted aid from countries like North Korea.
There has been less rain and snow in North Korea this winter, stoking concerns that the early harvests will be even smaller than usual.
International aid organisations such as Caritas are worried about the dwindling food supply.
North Korea has suffered severe food shortages since 1995 as a result of natural disasters and economic mismanagement.
Its economy has been in crisis since the fall of the Soviet Union led to the withdrawal of aid and subsidised trade.
Economic reform has been a taboo topic here.
But now top North Korean officials are in Europe on a rare fact-finding trip, underlining Europe's efforts to draw the reclusive communist state into a dialogue.
This attempt comes in spite of the US President's description of North Korea earlier this year as part of an "axis of evil" along with Iraq and Iran.
The delegation, led by Foreign Trade Minister Ri Gwang Gun, learned about EU economic and industrial policy, foreign trade and aid to developing countries.
These changes can be seen slowly taking hold in farms across the country.
Last year, most EU countries agreed to open diplomatic relations with North Korea in the hope of encouraging greater openness and of boosting reformers in Pyongyang.
The rapprochement contrasts sharply with the chill in North Korea's relations with the US, which has criticised Pyongyang's political system and human rights record.

Communist Chinese flag over state capitol
Dem governor flies Communist Chinese flag over state capitol; angry patriots ‘oversee’ removal.
Flying the Chinese Communist flag alongside Old Glory might not be a breech of protocol, but some Washingtonians are calling it a sign of disrespect.
And they aren’t sitting by quietly.
Democrat Gov. Jay Inslee ordered the Chinese flag be displayed between the American flag and the Washington state flag at the capitol building to honor China Ambassador Cui Tiankai’s brief visit Friday.
The flag was removed by a state worker, in the presence of patriots standing by with Gadsden flags and a state trooper.
It was originally reported that the protesters facilitated the removal of the flag as a video of the act made its way around social media, but the story became fuzzy when statements were released from the governor’s office to the contrary.
According to the Huffington Post, Jaime Smith, director of media relations for Inslee noted:
“The governor will often meet with dignitaries when they come to town. It’s a matter of protocol to fly their home country’s flag during their visit,” Smith said. “Our state’s Department of Enterprise Services was going to lower the flag shortly after that anyway.”
While it’s not clear what role, if any, the patriots played in the flag’s removal, according to The PolitiStick, “Washington State Representative Elizabeth Scott pointed out the irony and hypocrisy of the state boycotting Indiana, while honoring a tyrannical regime that imprisons people for their beliefs.”
Scott said in a statement:
“I spent two years teaching in Red Communist China, 1989-1991.
As a State Representative (39th LD), I am working as hard as I can to preserve liberty for my children and to restore the liberty we have lost. The assaults on life, liberty, and property are daily and frankly, I was not amused to see this flag flying over our state capitol, particularly when our governor just made a big show out of ‘shaming’ Indiana for joining 19 other states with legislation to protect freedom of conscience.
The irony was just too rich!
So it’s okay to threaten a flower shop owner in our state with the loss of her house, business, etc., and we can mock other states for their attempts to protect freedom of conscience, but we’re totally fine flying the flag of a country that still throws people into prison camps because of their beliefs?
It’s time to stand up and fight for our freedoms and remind elected officials that our state and U.S. Constitutions were set up to protect our rights to life, liberty and property. That is the whole point of governments being ‘instituted among men.’”

HUNGARY: FORMER COMMUNIST STATE EXPECTED TO BE INVITED TO JOIN NATO
Hung/English/Nat
President Bill Clinton travels to Paris on Tuesday to sign an agreement with Russia which many believe will dictate Europe's political and military climate for the next half century.
Two months after the signing ceremony, three former Communist states - Poland, the Czech Republic and Hungary - are expected to be invited to join NATO.
The disappearance of the old Communist bloc heralded a time of rapid change for the people of these nations.
In Hungary, that change has caused social division - and many are wary of joining the Western military alliance.
After the Berlin Wall finally fell - allowing democracy and capitalism to flood Eastern Europe - the people of Hungary were amongst the first to embrace the free market.
They had always looked to the West - Hungary was the first post-war Communist country to rebel against what amounted to Soviet occupation.
But the 1956 attempt to regain independence was unsuccessful - and it wasn't until the collapse of the Soviet Union that freedom finally arrived in Hungary.
The only reminder of the country's Communist past is found at this sculpture park.
It is here that the symbols of Soviet political influence were brought at the end of the country's Communist era.
The statues were kept, not destroyed - perhaps an indication that some Hungarians may have been reluctant to totally surrender their links with this part of history.
The last Soviet troops finally left Hungary in 1991.
Their bases now lie derelict - the only noise is wind blowing through broken windows.
Portraits of Communist political heroes gaze down over empty rooms.
If most Hungarians' wishes are fulfilled - and it seems they probably will be - the bases will be replaced by new military installations influenced by the former Western enemies.
Although they'd still be largely autonomous, Hungarian soldiers would - in times of crisis - take their orders from the NATO council in Brussels.
SOUNDBITE: (Hungarian)
"Our efforts to join NATO meet the wishes of the NATO members, because, for example, if we just have a look at the map of this region we can easily see that NATO needs Hungary. For example, in the handling of a possible conflict in the Balkans, Hungary might play an important role because of its geopolitical situation."
SUPER CAPTION: Gyorgy Keleti, Hungarian Defence Minister
And for that very reason, some NATO troops are already in Hungary.
These U-S soldiers are part of S-FOR - the military force sent to police the peace in Bosnia from their base in this Hungarian town.
It's been a successful experiment.
Everyone seems to agree that Hungarian forces can work well with their former enemies.
Both sides appear to respect each other's methods.
SOUNDBITE: (English)
"I've worked with the Hungarian forces in Bosnia, I worked with a Hungarian engineering contingent there, and both there and here we found the Hungarian forces excellent soldiers - their N-C-O's were top quality, and we're ready to train with them at any time."
SUPER CAPTION: Captain Carl Bertone, Commander, Special Forces Attachment
The idea of working alongside the United States and other Western nations is one which appeals to at least two-thirds of Hungarian voters - according to recent surveys.
VOXPOP: (Hungarian)
"The joining will do a lot of good to this country. Finally we will lose the last fragments of chains which were put on by the "great" Soviet Union."
But not everyone agrees.
In recent months, protesters took to the streets.
They argued that joining NATO would be too much of a burden on Hungary's struggling economy.
VOXPOP: (Hungarian)
And at this military hardware show - the cost was at the front of everybody's mind.

Former U-S presidential candidate, Ralph Nader, closed his four day visit to Cuba Wednesday following talks in Havana with both Fidel Castro and members of the island's opposition.
He had been invited to the communist island by Cuba's parliament, the National Assembly.
The former Green Party candidate, who came third in the year 2000 electoral race that placed President Bush in power, rounded off his visit on Tuesday evening with a speech at the University of La Habana.
President Fidel Castro was among those to attend.
Nader delivered a message that called for changes in hostile U-S policies towards Cuba - at the same time he urged for greater freedoms on the island.
Earlier on Tuesday, Nader met with Oswaldo Payá and Elizardo Sánchez, two well known dissidents who are backing a petition calling for a referendum on reform in Cuba.
More than eleven thousand Cubans have so far signed the petition which continues to campaign for support.

Is Iran a shariah state or a communist state.? (Adnan Oktar)
It is not true that you are governed by Shariah Law. You are misleading people. Be honest. You openly deny God. Where is the Shariah Law in that? You openly deny God. When we staged conferences in Morocco, Tunisia and Algeria, those people were amazed. “Darwinism is a fact,” they say. Sheikhs and mullahs and religious scholars all say, “Darwinism is a fact.” If you regard it as the truth, then what is that skull cap doing on your head? You espouse a system that denies God. Do you realize what you are doing?
- I held a conference at the Sheikh Zayyid University in the UAE, as your representative, with medical faculty students and teachers. Students complained to their teachers, saying, “If this is a lie, why are you still teaching it?”
- They were really taken aback. “Is this all true?” they asked. “Yes, it is,” we said. They were stunned.
ADNAN OKTAR: Godless propaganda is being spread all over the place, in all Islamic countries. This is the first time that has happened. This is the first time in the history in the world there has been such a tragedy, and a great many people are currently asleep, 99% of them are asleep in the face of this scourge. Something is said against the Prophet and everyone rises to their feet. But God is being directly denied. Pull yourselves together. Something that will bring the sky down on us is happening. God is being denied in schools. ‘God did not create you, and your ancestors were worms,’ they are told. See, they deny Hazrat Adam (pbuh). ‘That is a lie,’ they say, ‘Your forebear was a worm. You came into being by chance.’ And even though this is happening in the Islamic world, 99% of Muslims are unaware of it. They talk about these and teach it, but are unaware of what they are advocating. You are denying God when you teach Darwinism. You are saying. ‘The Prophet lied, and God does not exist,’ may He forbid.
- Dawkins says that Charles Darwin made it possible to be an intellectual atheist.
ADNAN OKTAR: “Charles Darwin made it possible to be an intellectual atheist.” That is how they created atheism across the world. For example, you have mullahs and teachers in Islamic countries who are atheists and Darwinists, but they themselves do not realize that is what they are. “Of course that is true. It is what the Qur’an says,” they say.
- Fethullah Gulen says, “Darwin’s theory defeated me. But then someone appeared and wrote books, and that rescued me again.”
ADNAN OKTAR: “I had been devastated,” Fethullah Hodja says. “And the young people around me had been devastated.” “Darwinism ruined us,” he says. Then, “may God bless the writer, hundreds of books appeared. You cannot imagine how much I rejoiced.” But Fethullah Hodja does not say who wrote those books. That is secret.
- There is only one person [whom he might be talking about.]
- Everybody knows.
