Latvia, officially the Republic of Latvia (Latvian: Latvijas Republika), is a country in the Baltic region of Northern Europe, one of the three Baltic states. It is bordered by Estonia, Lithuania, Russia, Belarus and by a maritime border to the west with Sweden. Latvia has 1,997,500 inhabitants[5] and a territory of 64,589 km2 (24,938 sq mi). The country has a temperate seasonal climate.
Latvia is a democratic parliamentary republic established in 1918. The capital city is Riga, the European Capital of Culture 2014. Latvian is the official language. Latvia is a unitary state, divided into 118 administrative divisions of which 109 are municipalities and 9 are cities. There are five planning regions: Kurzeme, Latgale, Riga, Vidzeme and Zemgale.
Latvians and Livs are the indigenous people of Latvia. Latvian is an Indo-European language; it and Lithuanian are the only two surviving Baltic languages. Despite foreign rule from the 13th to 20th centuries, the Latvian nation maintained its identity throughout the generations via the language and musical traditions. Latvia and Estonia share a long common history. As a consequence of the Soviet occupation both countries are home to a large number of ethnic Russians (26.9% in Latvia and 25.5% in Estonia, some of whom are non-citizens. Latvia is historically predominantly Protestant Lutheran, except for the Latgale region in the southeast, which has historically been predominantly Roman Catholic.
The Republic of Latvia was founded on 18 November 1918. However, its de facto independence was interrupted at the outset of World War II. In 1940, the country was forcibly incorporated into the Soviet Union, invaded and occupied by Nazi Germany in 1941, and re-occupied by the Soviets in 1944 to form the Latvian SSR for the next fifty years. The peaceful Singing Revolution, starting in 1987, called for Baltic emancipation of Soviet rule. It ended with the dissolution of the Soviet Union in 1991, and Latvia declared the restoration of its de facto independence on 21 August 1991.
Latvia is a member of NATO, European Union, United Nations, Council of Europe, CBSS, IMF, NB8, NIB, OSCE, and WTO. It is currently in the accession process for joining the OECD. For 2013, Latvia is listed 48th on the Human Development Index and as a high income country until the first of July 2014. It used the Latvian lats as its currency until this was replaced by the euro on 1 January 2014.
Around 3000 BCE, the proto-Baltic ancestors of the Latvian people settled on the eastern coast of the Baltic Sea.[19] The Balts established trade routes to Rome and Byzantium, trading local amber for precious metals. By 900 CE, four distinct Baltic tribes inhabited Latvia: Curonians, Latgalians, Selonians, Semigallians (in Latvian: kurši, latgaļi, sēļi and zemgaļi), as well as the Livonians (lībieši) speaking a Finnic language.
Although the local people had contact with the outside world for centuries, they were more fully integrated into European society in the 12th century. The first missionaries, sent by the Pope, sailed up the Daugava River in the late 12th century, seeking converts. The local people, however, did not convert to Christianity as readily as hoped. German crusaders were sent into Latvia to convert the population from their original pagan beliefs by force of arms.
In the beginning of the 13th century, large parts of today's Latvia were ruled by Germans. Together with Southern Estonia, these conquered areas formed the crusader state that became known as Terra Mariana or Livonia. In 1282, Riga, and later the cities of Cēsis, Limbaži, Koknese and Valmiera, were included in the Hanseatic League. Riga became an important point of east-west trading and formed close cultural contacts with Western Europe.

Emissions measurements in the automotive sector
Transcript:
Mr. President,
It is clear that Volkswagen has deliberately broken the law, and deliberately misled both regulators and customers. It was wrong to do so. It should rightly face appropriate and proportionate penalties.
But we must understand the regulatory environment in which this scandal has emerged. The truth is that legislators were consumed by climate hysteria and carbon-phobia, and as a result we pushed car owners, and the auto industry, towards diesel, which was seen as a lower-emission fuel.
In fact its CO2 emissions are only marginally less than petrol, and in any case CO2 is not a pollutant. It is a natural, non-toxic trace gas which is essential to life on Earth. But as we are now realising, diesel’s other emissions – SOx and NOx and particulates -- are highly toxic, and our dash for diesel has done more harm than good.
VW was trying to follow regulatory pressure by moving to diesel power, but found that it was unable at the same time to meet emissions targets, so it decided to cheat. It was wrong to do so, but so were we, as legislators, wrong to impose conflicting and contradictory demands on the industry.
I see a parallel here, Mr. President, with our ill-judged rush to promote bio-fuels, before we understood the issues of energy inputs to agriculture, and the implications of Indirect Land Use Change. By mandating 10% biofuels, and then later rowing back, we sent confused signals to industry and caused great damage to investors.
It is no part of my job to defend German industry. But nor is this a time for schadenfreude. I am concerned that the potential hit to Volkswagen could damage all of us – especially if, as many expect, other companies are drawn into the scandal.
With the prospect of multi-billion dollar fines in several countries, recall costs, class actions from owners and so on, it is not inconceivable that VW could fail. That is an outcome we should seek to prevent.

Latvia Adventure Travel: If you're yearning to hit Europe's untrodden jackpot, cash in your chips in Latvia (Latvija). Still undiscovered by the tourism masses, this sizzling Baltic sexpot is poised to become the continent's next A-list star. A country in transition, hellbent on shedding its stalwart old-Soviet image, the Latvia of today is vibrant, enigmatic and altogether mesmerising. Refreshingly unpretentious, Latvia manages to tantalise even the most jaded traveller. Many arrive expecting little and leave overwhelmed, certain they've uncovered long-buried treasure.
Latvian amber was known in places as far away as Ancient Greece and the Roman Empire. In the 12th century, German traders arrived, bringing with them missionaries who attempted to convert the pagan Finno-Ugric and Baltic tribes to the Christian faith. The Germans founded Rīga in 1201, establishing it as the largest and most powerful city on the eastern coast of the Baltic Sea. After independence in 1918, Latvia achieved considerable results in social development, economy, industry and agriculture. It has always been a multicultural melting point, where foreigners and locals worked together and brought prosperity to the country. On June 16, 1940, Vyacheslav Molotov presented the Latvian representative in Moscow with an ultimatum accusing Latvia of violations of that pact, and on June 17 Soviet forces occupied the country. Elections for a "People's Saeima" were held, and a puppet government headed by Augusts Kirhenšteins led Latvia into the USSR. The annexation was formalized on August 5, 1940. During the time of the Iron Curtain, Latvia was a province of the Soviet Union, but the concentration of heavy industry was enormous. Contacts with the West were regulated. The Baltic region had the reputation of being the most urbanized and having the highest literacy rate in the Soviet Union. Latvia gained independence on September 6, 1991. Between 1991 and 2007 the country saw unprecedented economic growth. However, the global recession and the banking crisis hit Latvia brutally, and severe economic contraction and destructively high unemployment have returned.
Because of a tribal past and divisions between occupying nations, there are regional differences between parts of Latvia which are interesting to explore.

I traveled to Riga for only 4 days and managed to see and do a lot in that short given timeframe. Riga is the largest city of the Baltics and offers a lot of cool things to do in Riga itself but also just a short train ride out of the center in Sigulda.
This video showcases the combination of a city trip and and action packed day out in the nature. My personal highlight has been the flight in the vertical wind tunnel "Aerodium" near Sigulda - if you feel like you can even go Bungee Jumping there.

We have recently embarked on a bus tour of the Baltic countries. Riga, the capital of Latvia, was the second city on the tour. The old town has a number of cobbled stone streets and beautiful old buildings. Riga boasts a large collection of art nouveau buildings.
We ended our time in Latvia with a visit to the Ethnographic Open-Air Museum of Latvia which has original 300 year old wooden houses and churches.

The Latvian capital Riga will officially be unveiled as the 2014 European Capital of Culture on January 17 to 19, 2014. Riga is the gem of the Baltics. It is situated at the mouth of the Daugava, on the shores of the Gulf of Riga on the Baltic. Riga has an ancient history and rich cultural heritage. As Riga has always been located at a juncture of trading routes, it is a multicultural city which means there are things to see here: a weekend in Riga is a great way to gather new impressions and to relax.
Travellers can admire the diverse architecture of Riga, especially the art nouveau buildings. Riga has been named a UNESCO World Heritage Site thanks to the collection of art nouveau buildings that is one of the largest in the world, as well as a city in whose architecture the entire history from 1201 to the present day is reflected. It is also valued as a city with a unique collection of wooden developments in its central section.
In the course of history, Riga has traditionally served as a crossroads for trade and business between east and west. In 1282 it became a member of the Hanseatic League and remained an active member until its disintegration some 300 years later.
Riga has an active cultural life. The Dome Cathedral is renowned throughout the world for its acoustics and giant organ. It is worth attending one of the organ music concerts it offers. Various music festivals, from early music to opera to jazz and rock, take place in Riga, especially in the summer months. One can also visit a vast array of exciting museum exhibitions and contemporary art galleries in Riga. The city is distinguished by its great air, rail and road connections which render it the largest tourist centre in the country.
