It was his invitation, issued at the last Earth Summit, that brought the international community to Berlin to try to deal with the problem of global warming.

A group of protestors forced their way into the final session of the United Nations World Climate Conference Friday.
They said it hadn't done enough to help solve the world's growing environment problems.
170 nations failed to agree specific targets or timetables for cutting so-called 'greenhouse gases'.
The International Conference Centre in Berlin has been a centre of controversy for the past fortnight. It is here that the UN Conference on Climate has been trying to map out a future for our planet.
Delegates hailed the talks a success, with 116 nations signing up to the so-called Berlin agreement. But criti

GERMANY: UNITED NATIONS CLIMATE CONFERENCE, HELMUT KOHL UPDATE
German/English/Nat
German Chancellor Helmut Kohl will attend commemorations in Russia to mark the fiftieth anniversary of the end of the Second World War.
He'll join President Bill Clinton who has also been invited to Moscow on May 9th.
The announcement came as Chancellor Kohl was speaking in Berlin to the United Nations conference on global warming.
There he was also taking sides with the Americans, warning against global warming but urging the slow track to cutting greenhouse gases.
While the German Chancellor arrived Wednesday to open the ministerial section of the conference, other delegates have been trying to hammer out a plan since March 28.
It's not an easy task. Groups such as Greenpeace- responsible for this banner outside the conferences- fear that a consensus on a firm position will not be reached.
Chancellor Kohl gave a mixed message- while he spoke in favour of limiting emissions he's backed proposals for a go-slow approach to dealing with the problem.
SOUNDBITE: (German)
"The industrialised countries have to take responsibility to limit C-O2 emissions permanently beyond the year 2000. That's a vital first step and we should stand by this goal."
SUPER CAPTION: German Chancellor Helmut Kohl
The U-S is promoting the easy-does-it approach. They say they're not pushing for new reduction levels because of disagreements among nations.
Washington also concedes there's little support in the Republican-led U-S Congress for making international commitments that will cost Americans in the form of higher taxes or energy prices.
SOUNDBITE:
"We have no problem. The president has talked about reductions, the vice president has talked about reductions. It's a question of definitions- against what? The devil is always in the details in this sort of thing."
SUPER CAPTION: Timothy Wirth, US Environment Minister
Conservation groups worry that vested interests could defeat the passage of a strong mandate.
SOUNDBITE:
"The OPEC countries have systematically acted to undermine action on climate change. They're still trying to do it at the moment. And we see it as a triangle emerging between the US, oil producing countries and the fossil fuel industry."
SUPER CAPTION: Kristy Hamilton, Greenpeace
Oil producing countries fear further reductions could lower
their revenues. They're been accused of standing in the way by trying to block the possibility of voting on the issue instead of reaching a consensus.
SOUNDBITE:
"We don't have to vote against it. So far it looks as if we're talking with each other, with open minds."
SUPER CAPTION: Abdulrahman Al-Muhailan, Kuwaiti Minister of Health
China has been under pressure to act but is reluctant to take on new commitments. The Chinese minister stressed cooperation.
SOUNDBITE: (Chinese) - English translation for guidance only
"It's the same in every country in the world. All people are concerned with climate change in the world."
SUPER CAPTION: Yaobang Chen, Vice-Minister, State Planning Department, China
U-N scientists say global warming caused by gases could raise sea levels and cause violent climate shifts. Coastal cities and island nations would be flooded, ecosystems destroyed and agriculture disrupted.
Little has been achieved since the 1992 Earth Summit in Rio de Janeiro, where 24 industrialized countries agreed to voluntarily cut emissions to 1990 levels by 2000.
But most Rio signatories are behind on their targets, and there is international bickering over stabilizing or reducing greenhouse gases beyond the year 2000.
Environmentalists here are displaying a range of renewable resource alternatives- like this solar powered car and wind-powered water pump.

GERMANY: UNITED NATIONS CLIMATE CONFERENCE
German/Eng/Nat
Germany's capital Berlin has been thrown into the environmental spotlight with the staging of the U-N Convention on Climate Change in the city.
Tomorrow (Wednesday) German Chancellor Helmut Kohl arrives to open the ministerial part of the proceedings, which have already been going on for seven days.
It was his invitation, issued at the last Earth Summit, that brought the international community to Berlin to try to deal with the problem of global warming.
But some say that it's turned into an expensive talking shop.
In Germany, even though driving your car may not be considered environmentally- friendly, parking it certainly can be.
These solar-powered parking meters in the streets of Berlin use the sun's rays to run the ticket-punching machinery.
But Germany's enthusiasm for renewable energy initiatives like this is undermined by its heavy industrial base. Efforts are under way to cut back carbon dioxide emissions from manufacturing industry and cars. The German government has a one-hundred point action plan, as it tries to meet its pledge to make cuts of 25 to 30 per cent in CO2. That's the main greenhouse gas, blamed for the climate changes under scrutiny at the Berlin conference.
But German environmentalists say although it sounds good it isn't happening.
SOUNDBITE: (English then German)
The most important measures are still blocked. They are blocked mainly by the conflict between the environment ministry and the ministry for economic affairs and by the pressure of German industry against measures like the energy CO2 tax.
SUPER CAPTION: Sasha Mueller-Kraenner, German League for Nature and Environment Protection
Germany's 70-strong delegation at the UN Convention on Climate Change is one of the largest. And with expectations exceeding achievement, the hosts are feeling the pressure.
SOUNDBITE: (English then German)
You never do enough on this question it is true and it is also true that we have to decide on supplementary measures in Germany because with the measures up to now we can't reach our self obligation to reduce by 25 to 30 percent.
SUPER CAPTION: Walter Hirche, German Environment Ministry
Initiatives like these solar roof panels on Berlin homes have been widely taken up. A 1995 law enforcing insulation in new buildings has halved energy consumption and reduced carbon dioxide emissions. And a large section of German industry is voluntarily supporting the government's action plan.
But the vociferous green lobby, backed up by 49 elected Green Party representatives in the Bundestag, is pushing for more.
Whilst welcoming hundreds of delegates and environmentalists to the conference, Berlin has also been the venue for demonstrations urging them to stop talking and take action.
SOUNDBITE: (English)
The politicians here in Germany only talk and talk until... but they do nothing about the pollution in the air. We want that the CO2 emissions go down.
SUPER CAPTION: Voxpop
Delegates to the ten-day, 23 million DM conference have spent many hours, in both open and closed sessions, trying to reach agreement on how they will reach an agreement. The latest signs are they're hoping to arrive at a consensus when environment ministers from around the world arrive on Wednesday.
But different nations remain poles apart when it comes to formulating a policy to support cutbacks in emissions which will all cost them dear.
SOUNDBITE: (English then German)
Progress is sometimes like a snail, very slow. But it's necessary that the process of reduction, of talks between the nations, and all these nations have very different interests, that this process is not interrupted.

GERMANY: UNITED NATIONS CLIMATE CONFERENCE DEMONSTRATIONS
English/Nat
A group of protestors forced their way into the final session of the United Nations World Climate Conference Friday.
They said it hadn't done enough to help solve the world's growing environment problems.
170 nations failed to agree specific targets or timetables for cutting so-called 'greenhouse gases'.
The International Conference Centre in Berlin has been a centre of controversy for the past fortnight. It is here that the UN Conference on Climate has been trying to map out a future for our planet.
Delegates hailed the talks a success, with 116 nations signing up to the so-called Berlin agreement. But critics pointed out that there were neither concrete goals nor timetables for cutting greenhouse gas emissions.
Instead the conference agreed on a two year negotiating process towards a plan for cutting polluting gases.
But there were some victories; The U-S and Canada did back down over their demands for only loose goals to curb pollution.
SOUNDBITE:
I must admit that I am very pleased that industrialised countries agreed to set quantified limitations and reductions objectives to elaborate policies and measures. And everybody who is familiar with the discussion knows what kind of compromise this was.
SUPERCAPTION: Angela Merkel, President of conference
Within minutes of her speech, protestors stormed the building, shouting at delegates that they hadn't done enough to save the world from global warming.
They say the mandate fails to deliver the tough targets called for by Chancellor Helmut Kohl of Germany on Wednesday. He called for cutbacks in carbon dioxide emissions from the industrialised world.
But in the end the diplomatic language of the agreement said only 'quantified limitations and reductions objectives'. The word target or deadline was not mentioned.
For the U-S it marked a partial climbdown after pressure from the European Union and developing countries.
SOUNDBITE:
Its a big shift for the United States to move to a commitment to reductions and its very consistent with what we've said all along.. what we think in the spirit of keeping the momentum on climate change that that's an important step to take.
SUPERCAPTION: Tim Wirth, US Undersecretary for State
But those who have most to fear on climate change are not satisfied. The alliance of Small Island States fears that rising sea levels cause by global warming will engulf them. They wanted tougher action.
SOUNDBITE:
Global warming and sea levels rise.. they are not fiction they are happening right now and it is placing the survival of the republic of the Marshall Islands in jeopardy.. so please let us not be so self congratulatory since we have achieved so little by this action.
SUPERCAPTION: Espen Ronneberg, Marshall Islands delegate
SOUNDBITE:
Its impossible because we cannot say we are going to do something which we cannot do and there was also a question of compromising normal commitments not because we are unconcerned about the world.. but because we really realise that we cannot reduce.
SUPERCAPTION: Antony de Sa, India delegate
Crucially, the mandate calls for no new commitment from developing countries. The USA wanted reductions from countries who are still growing, but India which put together the 'Green Paper' which formed the basis of the new mandate says emissions in the developing world are a fraction of those in the industrialised world.
But campaigners who backed the proposal of 20 percent cuts by 2005, say a chance for change has gone.

Berlin is Germany's modern capital city, a fascinating European metropolis with a dramatic history in which contemporary architecture merges with the imposing character of a centuries-old city.
The Nokolai Quarter was built by the DDR government as a sort of old town, a European Disneyland for the city's 750th anniversary, a popular area with 'new' medieval buildings that display various guilds and stone statues that surround the city's oldest church.
We travel to nearby Potsdam, a city of castles and gardens and with an old town that features a lively market atmosphere. When the monarchy se

Arriving at Frankfurt International Airport we faced a bit of dilemma. With close to eight hours to kill before our flight from Frankfurt to Brisbane via Abu Dhabi and Singapore, we had to decide between hanging out at the airport and getting online work done or going into the city to for some quick one day whirlwind tour of the city.
It wasn't long before we made the decision to head into town. Frankfurt, known locally as Frankfurt am Main, is the business and financial centre of Germany; however, I hadn't heard of many people visiting this city as opposed to using it as a mere transportation hub to get to more popular tourists destinatio

As there is a very large amount of sights in the city and it's impossible to visit all of them within a day, I will only suggest the most important ones here. The advantage of the small size of Regensburg is that many of the sights are located in the central area and you will be able to cover quite a bit just by walking around. :) Regensburg is one of the best-preserved medieval cities in Europe, there is quite

Things to do in Germany | Top Attractions Travel Guide
Germany was a country we fell in love with. Having spent a lot of time in SE Asia, we felt the need for a change of pace and Germany was just that. From urban hubs like Berlin to hidden gems like Freiburg, Germany offers a lot for those willing to explore and dig a little deeper.
We start off our top attractions travel guide to Germany by focusing on Berlin. Below are the top 25 things to consider doing in the city:

Recently we had the opportunity to visit Europa-Park, the largest theme park in Germany and second most popular theme resort in all of Europe.
This was the perfect opportunity for us to rekindle our childhood passion for rides. With over eleven different roller coasters alone we quickly realized we had never been to such a big theme park.
What we found cool was that the theme park was divided into different European countries. If you can't visit all of Europe going to Europa Park is like getting little slivers of it all.
Accommodating up to 50,000 guests per day, we were fortunate we didn't come during peak season; however, it was still crowded.
Overall, the weather was perfect, the rides were fun and it is an experience we won't forget anytime soon.
This is a bit of a surprise. We have an eight hour wait for a flight in Frankfurt, so instead of just hanging around in the airport, which was our original plan, we decided to drop our bags off and come into the city.
That pretty much wraps up our little visit to Frankfurt. We spent maybe three or four hours just walking around and it was really nice to just see the city without much of an agenda.
I came here with quite low expectations to be perfectly honest. I had heard more or less this is just a financial hub but it ended up being quite charming here in Frankfurt and I'm definitely going to miss Germany. I've had a wonderful time traveling around the country.
We aren't having much luck with the weather today. It is really rainy here in Freiburg. It is Easter weekend but we are out an exploring and we want to show you the city. Let's go have a tour.
One of my first impressions of Freiburg is that it is such a great city to walk around in. That's all we've been doing so far. It's very picturesque. There are cobbled streets and it is also very historic.
Thankfully, the weather has shifted dramatically for the better. Earlier we had been rained out, so we had to head back into the hotel because it was cold and windy. Now we're seeing a few patches of blue skies, so we're going to keep exploring around Freiburg.
This is part of our Travel in Germany series. We're making a series of videos showcasing German culture, German arts, German foods, German religion and German people.

Berlin Vacation Travel Guide | Expedia
Welcome to Berlin, the capital city of Germany.
The first documentation of Berlin appears in the 13th century, and it has a long history of importance—it’s been the capital of the Margraviate of Brandenburg and the Kingdom of Prussia, among others. The lengthy history encompassing the city often manifests in its eclectic collection of architecture, which you should certainly include on your Berlin tour.
From the towering classical lines of Charlottenburg Palace, built for the Hohenzollern family in the 17th century, to the sleek mirrored sides of the Bahn Tower, you’re bound to find plenty to look at in the city’s downtown area. Fancy a real German lager? Stop by Prater Garten for a brew—built in 1837, it’s one of the handful of buildings that has survived both World Wars. You can sit outside and responsibly enjoy your drink, or, if the weather turns on you, head inside to enjoy a hearty German meal.
Ready to check out the rest of the city? You’re in luck. Berlin sightseeing is easy: Though the sprawling city has excellent public transit, Berlin is geared toward pedestrians, and you can access much of the city center on food or by bicycle. For a truly extraordinary experience, visit Museum Island, located in the Spree River. It features five museums, among them the Altes, completed in 1830 and devoted to antiquities. The newest structure on the premises, built in 1930, is the Pergamon Museum. Here you can explore the art of numerous cultures, or wander through a replica of the Ishtar Gate.
Are you one of those people who only starts to wake up after the sun goes down? If you’re looking for a thriving nightlife, Berlin is the place to go. When the sun sets on the city, the party really begins, and you can find any number of clubs where you can dance until long after the sun comes up.
Where will you go in Berlin?

Berlin Vacation Travel Video Guide
Travel video about destination Berlin in Germany.
When the monarchy settled there, so did their armies and with them came craftsmen, merchants and artists from many countries. The castle-like Nauener Tor leads to the Russian colony of Alexandrowka and then to Belvedere on the Pfingstberg.
Returning to Berlin we embark on a trip at the Eastern Train Station on the Panorama S-Bahn whose carriages are equipped with large panoramic windows and marvelous views turn the journey into a wonderful adventure.
The Olympia Stadium is still a gigantic and remarkable sight and for the 11th Olympic Games in 1936, the Third Reich spared no expense.
A new city has emerged from its historic past, Berlin, a young metropolis of the third millennium that is increasingly becoming the centre of Europe. This metropolis with a heart is always worth a visit!

FRANKFURT IN ONE DAY
Arriving at Frankfurt International Airport we faced a bit of dilemma.
Frankfurt, known locally as Frankfurt am Main, is the business and financial centre of Germany; however, I hadn't heard of many people visiting this city as opposed to using it as a mere transportation hub to get to more popular tourists destinations such as Berlin, Heidelberg or Hamburg.
With very few preconceived exceptions we immediately started to be won over by the charm of the city center as we ventured past the futuristic avant-garde skyscrapers to Römer square.
We couldn't help but notice the contrast of wealthy businessmen scurrying about in relation to relaxed hipster hangouts along the River Main.
Getting outside of the financial hub of the city allowed us to experience a quieter pace of life where many well maintained older buildings displaced futuristic modern ones.
One of our favorite experiences was visiting many of the green escapes where the hustle and bustle gave way to ponds, nature trails and geese.
Some of the top highlights of our afternoon stroll included visiting Römer square, various museums, the River Main, Römerberg, Alte Nikolaikirche, Saint Bartholomeus' Cathedral, Römerplatz and Hauptwache.
Overall, it was the perfect way to spend the afternoon as opposed to being cooped up in the airport waiting hours on end for our flight.
This is part of our Travel in Germany series. We're making a series of videos showcasing German culture, German arts, German foods, German religion and German people.

Travel guide to Regensburg, Germany
Travel guide video to Regensburg Germany.
If you are planing a trip to Germany - maybe you want to visit the Oktoberfest ( http://www.youtube.com/watch?v=TZzJ1hG3voc ) - you must see one of the oldest medieval cities, Regensburg.
As there is a very large amount of sights in the city and it's impossible to visit all of them within a day, I will only suggest the most important ones here. The advantage of the small size of Regensburg is that many of the sights are located in the central area and you will be able to cover quite a bit just by walking around. :) Regensburg is one of the best-preserved medieval cities in Europe, there is quite a huge amount of old buildings and monuments that you must not miss. The Dome St. Peter and the Stone bridge are the landmarks of Regensburg. My favorite views during our Walk through Regensburg, Germany:
Must-see Nr.1: St. Peter's Church (Dom St. Peter)
The landmark of Regensburg, the Dome St. Peter with impressive colourful stained glass windows from the 13th and 14th century, is the main and the greatest Gothic cathedral in Bavaria. Although the building works started as early as 1260, it was only finished in the 19th century.
Must-see Nr.2: Stone Bridge (Steinerne Brücke)
the Stone Bridge still is one of the most important bridges of the Middle Ages. Built between 1135 and 1146, it was the only fortified crossing of the Danube for a long period that was used by rich trading merchants. From here, you have quite a great view of the city.
In case you want to see more details about the city... here are my favourite Germany travel guide vieos:

Garmisch Partenkirchen in Bavaria - Germany Travel Guide
World Travel https://www.youtube.com/user/World1Tube
Bavaria Travel Guide http://bit.ly/122uYVH
Shepherd Entertainment gives you the history of Garmisch-Partenkirchen, which is a mountain resort town in Bavaria, Germany.
Garmisch was a small alpine dwelling inhabited by shepherds but the neighboring, Partenkirchen already existed in Roman times and was called Parthenon. The residents of the two villages probably didn't like each other much. They even built their churches with their backs to each other lest they should meet by chance. All this changed in 1935 when the two villages were united in order to have better chances at the tender to organize the winter Olympics. This is when they built their ice skating stadium that was once the biggest in Europe. The three run ski jump stadium at the foot of the -- and the bobsled track surrounded by mountain lakes. The city is still developing and it's become one of the most well known vacation and ski resorts of Germany.
However, it's not only a paradise for winter sports. One of Europe's biggest swimming complexes and the first wellness center Auschwitz was built in the 1970s. It has a water surface of 2000 square meters, a wave pool and an open beach. In summer, people can also swim in Riessersee, -- and Eibsee. Garmisch-Partenkirchen is a real holiday resort with a well kept holiday park, theater, confectioneries and restaurants. Richard Strauss bought a villa here from the royalties who received for his opera Salome and lived here until his death. We can find villas similar to Strauss' in both parts of the city mixing with farm houses built in alpine style.
There are some Franconia and Swabian, wooden beam structured houses called Fachberg houses but there are more Bavarian ones. The latter are shorter, stubbier. Earlier these frescoes also called luftmalerei used to portray religious scenes but today, they'd rather tell the story of the house itself or the family who owns the house. On the walls of hotels and shops, they're a form of advertisement. The wall of Garmisch's oldest in inn, the Huszar is decorated with the picture of a dragon looking out the window.
The well kept gardens are full of flowers of an incredibly wide variety and naturally geraniums adorn all windowsills and railings. The new joint city hall was built in 1935 before the winter Olympics. The most remarkable event in the city surroundings is the passion play in Oberammergau. The inhabitants of the small mountain village have been performing the story of the passion of Christ every 10 years for 380 years now. Their ancestors took a vow to do this at the time of the great plague. The passion is performed for six month from morning until evening and is now a widely known event that draws hundreds of thousands of spectators.
A real technical relic, one of the old locomotives of the Zugspitzbahn is exhibited in front of the --house. New motor engines have taken its place in transportation which may not be prettier but are certainly more modern. Every winter, skiers, snow boarders and extreme sports lovers invade the mountains around Garmisch. The lower station of the Zugspitzbahn is near the stadium. There're several ways to go up the mountain including the cograils, cable cars, funiculars and ski lifts. But we can only get near the 2966m high summit with the Zugspitzbahn. Experienced hikers and mountain climbers can also reach the summit on foot in nine hours. The first person to reach the Zugspitz in this way was a Bavarian soldier in 1920.
The tracks wind between the houses on the western part of Garmisch then make their way up the steep hillside. Through the pine forests, we can see spectacular mountain lakes sparkling. The last stretch of the journey takes us through a long tunnel. Emerging from the tunnel, we are greeted by a beautiful small lake and after a couple of minutes, we reach the top station. On the summing, we'll find a ski lift and a resthouse with two coats of arms on its railings to show where Bavaria ends and where the Austrian province Tyrol begins. From the huge terrace, we can see the surrounding mountains of Vank, --. There's a small chapel on the snow speckled summit where victims of the mountains are commemorated.
The restaurant of the rest house offers tourists, mountaineers and skiers real Bavarian specialties and hot drinks. For our way down, we can also choose the cable car, the Seilbahn that takes us to the small lake of Eibsee instead of Garmisch. Eibsee is a crystal clear emerald colored mountain lake. Campgrounds and hotels have been built here and many people come here in summer to swim and row boats.

The East Side Gallery is the longest remaining strip of the of the former dividing wall between East and West Berlin. Today the 1.3 kilometer long wall stands as a memorial to freedom and it is covered in art and graffiti. Right now we're visiting Brandenburg Gate. This gate dates back to the 18th Century. We're here at Tiergarten, one of the biggest parks in the city. MauerPark is a hipster hangout. Every Sunday people flock to this park and spend the day barbecuing, listening to music, enjoying a few beers, and simply having a good time. There's a popular flea market where you can pick up old vinyls and clothes, and if you head over to the Bear Pit you can catch some karaoke and musical performances. If you want to spot some cool street art, then head over to Friedrichshain. You can't come to Berlin and not eat a Currywurst! This is the city's most popular fast food snack. The sausage is served with a ketchup and curry powder concoction. Up next we're at the Reichstag building which has a pretty cool glass dome on top. This dome is actually open to visitors and it offers 360 degree views of the city. Today we're visiting Tempelhof, a re-purposed airport here in Berlin for leisure activities and sports. If you enjoy museums and art galleries you'll want to visit Berlin's Museum Island. They actually have five different museums here and if you get a daily pass for 18 Euros you get access to all five. We are now visiting the Holocaust Memorial in Berlin. It is also known as the Memorial to the Murdered Jews of Europe. Charlottenburg Palace is the largest palace in Berlin and the only surviving royal residence in the city. Checkpoint Charlie was one of the crossing points between East Berlin and West Berlin during the Cold War. Located near Alexanderplatz, The Berlin TV Tower offers a great lookout over the city. Chocolate! Ritter Sport is a chocolate brand that is sold all over Germany, and while in Berlin we couldn't resist sampling a few of the different varieties. Berlin Cathedral is located on Museum Island and it's one of the most beautiful churches in the city. If Currywurst is to your liking, you'll want to check out this quirky museum devoted to Berlin's favorite sausage. Renting a bike is a great way to get around the city. Most places will rent out bikes at 10 Euros per day. For a leisurely afternoon, hop on a boat and enjoy a tour down the River Spree. Of course, you cannot come to Berlin and not eat a Wurst or a sausage. The Friedrichshain flea market takes place every Sunday and it's a great place for people watching and a little browsing. The Germans sure know how to enjoy a hearty breakfast, and we recommend you try it too. Breakfast usually offers a wide sampling of loafs and bread rolls, accompanied with various deli cuts and cheese.
We couldn't resist visiting yet another cat cafe while we were in Berlin.
While in Berlin we enjoyed a hearty meal of Schnitzel. This thin strip of meat is coated in flour, eggs, and breadcrumbs, before being deep-fried. You can order it with a side of mashed potatoes or German noodles known as Spaetzle. It's quite easy to get around Berlin using the U-bahn and S-bahn system. In Berlin, there is a big Turkish population and that means there is awesome Turkish street food. And that's Berlin for you! A city that has risen from the ashes of the war, which is now bursting with art, music, and life.

Have you been to Berlin? We'd love to hear your favourite things about the city in the comments below.

Diplomats meeting behind closed doors at the UN Climate Convention in Berlin had their negotiations disrupted Tuesday when environmental campaigners stormed in.
Demonstrators interrupted the closed meeting to protest at the shroud of secrecy which they say has surrounded the climate convention being held in Germany.
Negotiations to reach an international agreement on greenhouse gas emissions began at the U-N Climate Convention in Berlin last Tuesday (28 March).
But so far the delegates from over 100 countries have failed to reach an agreement.

But criti

Industrialised and developing nations are at loggerheads at the Berlin Climate Summit over who should act to avoid the threat of global warming.
Some developed countries are offering "green" technology to those still building up their own industries.
But it's claimed they're only trying to get themselves off the hook.
Coal-fired power stations like this one in Germany are still belching out fumes despite the pressure the industrialised world is under to reduce emissions.
Developed nations pledged to try and cut back carbon dioxide emissions to 1990 levels by the year 2000 at the Rio Earth Summit in 1992. Almost

There he was also taking sides with the Americans, warning against global warming but urging the slow track to cutting greenhouse gases.

In a new report, a team of 14 different organizations in Germany, the U.K., Norway, France, and Austria concluded that efforts to geoengineer the climate are not without risk and not a substitute for reducing greenhouse emissions.
The project “European Trans-disciplinary Assessment of Climate Engineering” (EuTRACE) released their report, titled “Removing Greenhouse Gases from the Atmosphere and Reflecting Sunlight away from Earth,” which describes the limits and dangers of climate engineering schemes. Various methods for fighting climate change have been proposed, including controversial methods like Solar Radiation Management (SRM), which proposes spraying aerosols from planes in order to reflect sunlight.
EuTRACE was formed to provide a European perspective from scientific and non-expert stakeholders ranging from the natural sciences and engineering to social sciences and the humanities.

Rousseff declared Brazilian support for decarbonizing the global economy by the end of the century, an announcement environmental activists said would boost hopes for such a target being agreed to in Paris.
The COP-21 meeting will seek a binding agreement on how to share the burden of capping global warming at 2 degrees Celsius (3.6 degrees F) above pre-industrial levels or lower.

Chancellor Angela Merkel and Brazilian President Dilma Rousseff focused mainly on environmental cooperation during a 24-hour visit by the German leader that was also aimed at boosting trade and investment in Brazil's stagnant economy.
"We agreed on common actions to deal with one of the most important challenges of the 21st century," Rousseff said.
She said Brazil is committed to reducing deforestation in the Amazon to zero by 2030.
The COP-21 meeting in Paris will seek a binding agreement on how to share the burden of capping global warming at 2 degrees Celsius (3.6 degrees F) above pre-industrial levels or lower.
Putting money behind its commitment, the German government announced 550 million euros ($615.78 million) in financing for environmental programs in Brazil.
Development loans
Germany's Development Ministry will provide Brazil 525 million euros ($587.79 million) in loans to fund the development of renewable energy sources and to preserve tropical forests. Germany also donated 23 million euros ($25.75 million) to help Brazil establish a rural land registry aimed at enhanced monitoring of deforestation.
Rousseff, whose government is reeling from the worst economic downturn in three decades and a massive corruption scandal, briefed Merkel on Brazil's ambitious infrastructure plans and invited German companies to bid for concessions in building roads, ports, railroads and airports.
Foreign and local companies alike have complained for decades about the difficulty of doing business in Brazil due to red tape and slow-moving bureaucratic agencies.
In an interview with Germany's Handelsblatt business daily, Rousseff said Brazil was working on a rule that would grant automatic approval for applications that are not decided upon within a certain time frame.
Germany is Brazil's fourth-largest trade partner. Mexico has displaced Brazil as Germany's top partner in Latin America.
Merkel and Rousseff said they want to speed up negotiations on a European Union trade deal with the South American bloc Mercosur that have dragged on for 15 years.
The exchange of proposals for tariff reductions, now scheduled for the end of this year, has been held up by Argentina's economic crisis.
Germany is interested in two-speed negotiations to get talks going with the Mercosur countries that are ready. Merkel told reporters that Rousseff is also keen to move ahead.

GERMANY: UNITED NATIONS CLIMATE CONFERENCE, DEMONSTRATION
English/Nat
Diplomats meeting behind closed doors at the UN Climate Convention in Berlin had their negotiations disrupted Tuesday when environmental campaigners stormed in.
Demonstrators interrupted the closed meeting to protest at the shroud of secrecy which they say has surrounded the climate convention being held in Germany.
Negotiations to reach an international agreement on greenhouse gas emissions began at the U-N Climate Convention in Berlin last Tuesday (28 March).
But so far the delegates from over 100 countries have failed to reach an agreement.
Canadian environmentalist Stephen Guilebeault and supporters have lost patience with what they see as complex and lengthy talks.
They interrupted a meeting of delegates from 24 countries being held behind closed doors to protest at the shroud of secrecy which they say surrounds the conference.
SOUNDBITE:
"Why did the United States of America and Australia forbid delegates to speak to N-G-Os?"

Negotiations aimed at thrashing out a deal on global warming were temporarily put on hold.
Swedish chairman Bo Kjellen attempted to reason with the demonstrators. He defended the way the talks were being held.

"You have the open meetings and then you sometimes need to have discussions in smaller groups and this is one of these smaller groups."

Representatives of hundreds of non governmental organisations ranging from ecologists to industrialists are also in Berlin for the talks. Many believe they should be more directly involved.

Time is running out for the delegates. They had planned to reach a deal on global warming responsibilities during the week of talks so that it could be approved by ministers who arrive on Wednesday.
Now it looks as if the ministers themselves will have to complete the negotiations.

GERMANY: UNITED NATIONS CLIMATE CONFERENCE (ASIA VERSION)
For the U-S it marked a partial climb down after pressure from the European Union and developing countries:
SOUNDBITE:
Its a big shift for the United States to move to a commitment to reductions and its very consistent with what we've said all along..what we think in the spirit of keeping the momentum on climate change that that's an important step to take.
SUPERCAPTION: Tim Wirth, US Undersecretary for State
Those who have most to fear on climate change are not satisfied. The alliance of Small Island States fears that rising sea levels cause by global warming will engulf them. They wanted tougher action.
SOUNDBITE:
Global warming and sea levels rise.. they are not fiction they are happening right now and it is placing the survival of the republic of the Marshall Islands in jeopardy..so please let us not be so self congratulatory since we have achieved so little by this action.
SUPERCAPTION: Espen Ronneberg, Marshall Islands delegate
SOUNDBITE:
The litigation needs for the reduction of carbon dioxide is one way of developed nations paying for pollution.
SUPERCAPTION: Angel Alcala, Secretary of Environment, The Philippines
But for some, a commitment to a reduction protocol is an unachievable task at present.

GERMANY: UN CLIMATE CONFERENCE
English/Nat
Industrialised and developing nations are at loggerheads at the Berlin Climate Summit over who should act to avoid the threat of global warming.
Some developed countries are offering "green" technology to those still building up their own industries.
But it's claimed they're only trying to get themselves off the hook.
Coal-fired power stations like this one in Germany are still belching out fumes despite the pressure the industrialised world is under to reduce emissions.
Developed nations pledged to try and cut back carbon dioxide emissions to 1990 levels by the year 2000 at the Rio Earth Summit in 1992. Almost without exception, they have failed to do that.
At the UN Climate Convention in Berlin some countries, like the USA, say the focus should be on the developing world.
SOUNDBITE:
The highest growth comes in the developing countries as they develop more fully which is only natural. The developed world, the OECD countries, is a much flatter rise, a very slow gradual rise that we are trying to keep down.
SUPER CAPTION: Dirk Forrister, U-S Energy Department
But any shift of responsibility doesn't go down well with the G77 group of developing nations.
SOUNDBITE:
80 percent of the CO2 (carbon dioxide) and other greenhouse gases that are already up in the air causing this global warming were caused by industrial activities of the developed countries in the period of their development in the past 150 years. So they cannot shift the responsibility of cleaning up the people who didn't cause it in the first place.
SUPER CAPTION: Professor Roger Birosel, Philippines Delegation
In India, co-operative schemes like this solar project are part of the country's energy buildup.
But developing nations want to be free to grow at their own rate.
SOUNDBITE:
Well, I think it's absolutely countries like the US that are diverting the attention that they fail miserably to stabilise their emissions, so they find an easy way out by focusing the attention on developing countries, which is absolutely ridiculous.
SUPER CAPTION: Ravi Sharma, Centre for Science, India
Here in Berlin, as talks progress on an agreement to limit carbon dioxide emissions worldwide, the buzzword is "Joint Implementation".
That's the policy which would see the industrialised world's green know-how put to use in the developing world.
But it's feared this could be used to get the industrialised world off the hook.
SOUNDBITE:
We just had our secretary of energy travel to China and India and she sold a lot of solar technology and wind technology. And we feel there's a lot we can do right now with partnerships. But trying to force them to take on commitments at this point when the industrialized countries like the US have said we're not willing to do it I think is unrealistic.
SUPER CAPTION: Liz Barratt-Brown, Natural Resources Defense Council, U.S.A.
"Technology Transfer", as it's known, could see this American clean coal technology applied in the developing world - as a swap against developed world targets. The argument is it would have greater long-term benefit there. China's demand for coal is set to triple by the year 2020.
The developed nations - grouped together and known as "Annex 1" parties at the convention - are under pressure to take a stand.
The talking carries on in Berlin until environment ministers from around the world arrive hoping there'll be an agreement for them to approve.

GERMANY: UNITED NATIONS CLIMATE CONFERENCE: HELMUT KOHL
German/Eng/Nat
SUPER CAPTION: Timothy Wirth, U.S. Environment Minister
But, many here say there is little chance that any major steps will be taken against global warming at the conference that ends Friday.

Germany - Climate Summit & Emissions Cut-Back
T/I: 10:57:02
On the eve of the U.N. Climate Conference's end, delegates were
near compromise Thursday (6/4) on a central issue -- how to begin
transferring clean energy technology from rich to poor nations.
But developing countries lamented that a U.S.-led bloc of rich
countries was standing in the way of an agreement that would set
concrete goals and timetables for further reductions of greenhouse
gas emissions. Developing nations still demand more support from industrialised countries. The Indian Minister of Environment and Forests, Kamal Nath, told Worldwide television News (WTN) that there would be a difference between the "luxury emissions" of the industrialized countries and the "survival emissions" of the developing countries. Outside the conference centre, a few hundred
members of the International Youth Climate Campaign demonstrated
outside the meeting to protest against the lack of action they
believe will be the outcome of the climate conference.

the developing countries which want to abdicate on their
commitments made until the year 2000, and then not look beyond the
year 2000, merely because this is commercially-driven, has no
equity in it, has no basis, and is very unfair..... I'd like to
see that the developing contries, who have been on a free ride all
these decades, accept that position and cut back their emmisions
beyond the year 2000. not only because it is environmentally
correct, but because it is fair and this does not put on hold the
development- process in the developing countries."

Kamal Nath, Indian Environment Minister SOT (in English): "Any of
the developing countries which want to abdicate on their
commitments made until the year 2000, and then not look beyond the
year 2000, merely because this is commercially-driven, has no
equity in it, has no basis, and is very unfair..... I'd like to
see that the developing contries, who have been on a free ride all
these decades, accept that position and cut back their emmisions
beyond the year 2000. not only because it is environmentally
correct, but because it is fair and this does not put on hold the
development- process in the developing countries."

During the 2014 Berlin Climate Engineering Conference environmental activist Max Bliss was interviewed by a Spanish documentary team who are in the process of making a Geoengineering documentary. This clip was kindly released for public dissemination only recently July 2015. Concerns raised here concern the likely long term use of covert weather & climate modification technology to create extremes to be blamed on anthropogenic global warming and these man made changes used to con the masses into acquiescence to accept one world government via the United Nations Agenda 21 global plan. The agenda for the 21st century is also known as "Sustainab

FULL Human Impacts Salon (Chicago): Designing for a New Climate
In 2013-2014 the Human Impacts Institute is partnering with the Transatlantic Climate Bridge Program of Germany to explore how we can make climate change personal to our communities and re-communicate climate issues to the American public in creative and engaging ways through our "Creative Climate" Human Impacts Salons series. Working with local partners in eight U.S. cities and in Berlin, this year-long tour bring together creative visionaries with community leaders, environmental experts, and activists in a salon-style event of performance and in-depth discussion to highlight local action, resources, and solutions to addressing one of the most pressing issues of our times.
This fall, we are traveling to the Windy City, where we will host an evening event dedicated to examining design strategies for a changing climate. We will explore how creative solutions to climate change are reinventing the urban landscape and how designers are transforming the way we produce, consume, and interact with the world around us. We will learn from the First Secretary on Climate and Energy Policy from the German Embassy how improved designs in engineering have put Germany on the map in global climate change leadership. Join us for an evening of engaging discussion from a diversity of Chicago's community leaders and thinkers and thought-provoking performances from local artists who are actively engaged in environmental issues. This event will be free and open to the public.
Panelists include:
Janet Attarian, City of Chicago, Department of Transportation
Charlie Catlett, Argonne National Laboratory
Katherine Darnstadt, Latent Design
Georg Maue, First Secretary of Climate and Energy, Embassy of the Federal Republic of Germany, Washington
Matt Atwood, Algae Systems
Jenny Kendler, Artist and Environmental Activist
Elizabeth Moyer, Assistant Professor, Atmospheric Chemistry and Transport, University of Chicago
The event will include inspirational live performances and a cocktail and networking reception.
This salon is the fifth in a creative communication series in partnership with the Transatlantic Climate Bridge of the German Embassy. As leaders in renewable energy, Germany has incredible knowledge to share regarding successful energy policies and communication efforts. So far we have held salons in New York City, Atlanta, D.C., and Miami where we have highlighted Germany's efforts in solar technology and politics.
About us:
At the Human Impacts Institute, we inspire action for strong communities and a healthy environment through hands-on, service education, coalition building, and using arts and culture for social good. For more info:http://www.HumanImpactsInstitute.org/
This event wouldn't be possible without the help of our amazing partners:
The Transatlantic Climate Bridge Program of the German Government, which aims to support platforms and partnerships that help Americans and Germans exchange their know-how and to pave the way for joint solutions.
The Consulate General of the Federal Republic of Germany in Chicago providing information on Germany and the consular services for Visa, Passport, and Legal advice, and Germany-related news and events. They offer a wide spectrum of information, including details on traveling, studying, and doing business in Germany. Their German language website features information and news relevant to German citizens.
StoryCorps' mission is to provide people of all backgrounds and beliefs with the opportunity to record, share and preserve the stories of our lives. We do this to remind one another of our shared humanity, to strengthen and build the connections between people, to teach the value of listening, and to weave into the fabric of our culture the understanding that everyone's story matters. At the same time, we are creating an invaluable archive for future generations.

Max Bliss : Berlin CEC 2014 - Climate Engineering & Sustainable Development
During the 2014 Berlin Climate Engineering Conference environmental activist Max Bliss was interviewed by a Spanish documentary team who are in the process of making a Geoengineering documentary. This clip was kindly released for public dissemination only recently July 2015. Concerns raised here concern the likely long term use of covert weather & climate modification technology to create extremes to be blamed on anthropogenic global warming and these man made changes used to con the masses into acquiescence to accept one world government via the United Nations Agenda 21 global plan. The agenda for the 21st century is also known as "Sustainable Development" or " UN Post 2015 Agenda". Having just attended the Paris UNESCO "Our Common Future Under Climate Change" 2015, confirm that indeed these concerns raised in this interview are well founded. In 1996, former Soviet Union President Mikhail Gorbachev emphasized the importance of using climate alarmism to advance socialist Marxist objectives: “The threat of environmental crisis will be the international disaster key to unlock the New World Order.” - See more at: http://www.cfact.org/2013/02/06/global-warming-was-never-about-climate-change/#sthash.IaxnC15h.dpuf
