There are several non-governmental organizations that publish and maintain assessments of the state of freedom in the world, according to their own various definitions of the term, and rank countries as being free, partly free, or unfree using various measures of freedom, including political rights, economic rights, and civil liberties.
Here is a table of the assessments in each index for most countries of the world. For exact rankings rather than assessments, refer to the individual index articles.
A star next to the Freedom House ranking means that the country is rated as a liberal democracy.
Freedom of the press or freedom of the media is the freedom of communication and expression through vehicles including various electronic media and published materials. While such freedom mostly implies the absence of interference from an overreaching state, its preservation may be sought through constitutional or other legal protections.
With respect to governmental information, any government may distinguish which materials are public or protected from disclosure to the public based on classification of information as sensitive, classified or secret and being otherwise protected from disclosure due to relevance of the information to protecting the national interest. Many governments are also subject to sunshine laws or freedom of information legislation that are used to define the ambit of national interest.
The Universal Declaration of Human Rights states: "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference, and impart information and ideas through any media regardless of frontiers"

Turkey has ranked 149th out of 180 countries in Reporters Without Borders’ world press freedom index, climbing five places in one year due to the release of a number of journalists, despite mounting criticism against the government’s approach to freedom of expression and the media.
This year, Turkey ranked just above Democratic Republic of the Congo, Gambia and Russia, but lagged behind Mexico, Burundi and Bangladesh – along with 145 other countries, according to the organization’s annual World Press Freedom Index released on Feb. 12.

Turkey climbs in global press freedom index, but warned about poor record
Turkey has ranked 149th out of 180 countries in Reporters Without Borders’ world press freedom index, climbing five places in one year due to the release of a number of journalists, despite mounting criticism against the government’s approach to freedom of expression and the media.
This year, Turkey ranked just above Democratic Republic of the Congo, Gambia and Russia, but lagged behind Mexico, Burundi and Bangladesh – along with 145 other countries, according to the organization’s annual World Press Freedom Index released on Feb. 12.
This is the first progress Turkey has recorded in the index since 2005, when it jumped 15 places to rank 98th.
Despite posting modest progress in its overall score, Turkey’s underlying score – which measures main parameters like pluralism, media independence, environment and self-censorship, legislative framework, transparency and infrastructure – still declined.
“Turkey’s ‘underlying situation’ score, covering such areas as cyber-censorship, lawsuits, dismissals of critical journalists and gag orders, actually worsened, showing that freedom of information continues to decline,” Reporters Without Borders said.
Turkey managed to climb in the ranks thanks to the conditional release of around 40 imprisoned journalists, the organization said in its note about the country, but added that these journalists “continue to face prosecution and could be detained again at any time.”
The report particularly mentioned the government’s moves against media groups linked to U.S.-based Muslim cleric Fethullah Gülen, who has in recent years gone from being President Recep Tayyip Erdoğan’s close ally to his arch foe.
“Rocked by major corruption allegations, the government has done everything possible to rein in the influence of its new Public Enemy No. 1, the Gülen Movement, to the increasing detriment of the rule of law,” the note read.
Police arrested over two dozen people on Dec. 14, including the editor-in-chief of daily Zaman and other media figures, in lightning raids on outlets with known links to Gülen.
The Turkish government crackdown on media drew huge international reaction from some of the world’s leading organizations, even sparking wars of words between the government and the European Union, as well as members of the United States Congress.
The high number of detained journalists in Turkey has already been a source of concern for human rights groups and international organizations for years, despite the government’s insistence that the jailed reporters are charged with crimes not related to their jobs.
Turkey also attracted international criticism when it temporarily banned access to Twitter and YouTube last year, over leaks on links to graft allegations against government officials, including President Recep Tayyip Erdoğan. That crackdown followed 2013’s Gezi Park protests, during which many users were detained because of their posts in support of demonstrators.
Regarding global developments, Reporters Without Borders said in its annual evaluation that media freedom had suffered a “drastic decline” worldwide last year, in part because of extremist groups and raging conflicts.
The index stated that there were 3,719 violations of freedom of information in 180 countries in 2014 – eight percent more than a year earlier.
All parties in conflicts raging in the Middle East and Ukraine were waging “a fearsome information war” where media personnel were directly targeted to be killed, captured or pressured to relay propaganda, it added.

Diminishing Press Freedom in Turkey - November 6, 2014
On November 6, Rethink Institute hosted a panel discussion to release a major new report, Diminishing Press Freedom in Turkey. The report discusses that in the last couple of years, hundreds of journalists critical of the government were dismissed, significant number of media outlets was handed over to loyalists, some media owners were bought off with government tenders. Enormous tax evasion fines were levied against those that dared to remain critical. The outcome is a dismal state of press freedom, contributing to overall decline of the Turkish democracy.

According to the organisation's 2014 press freedom index, Hong Kong now ranks 61st worldwide. It was 58th last year and 54th in 2012. It dropped 20 places between 2010 and 2011. In recent years it has seemed that one voice after another critical of the government has been silenced. The latest may well be Commercial Radio's former talk show presenter Li Wei-ling.
Media issues also raised their head in the Legislative Council this week as an Information Technology and Broadcasting Panel discussed potential changes to codes of practice over so-called personal viewpoint programmes. When does a personal viewpoint programme programme become simply propaganda? And how clearly should it be labelled?

Mr Lee served as the city-state's prime minister for 31 years, and continued to work in government until 2011.
Highly respected as the architect of Singapore's prosperity, Mr Lee was also criticised for his iron grip on power.
Under him freedom of speech was tightly restricted and political opponents were targeted by the courts.
"The prime minister is deeply grieved to announce the passing of Mr Lee Kuan Yew, the founding prime minister of Singapore," his office said in a statement. Mr Lee died peacefully at Singapore General Hospital at 03:18 local time on Monday (19:18 GMT on Sunday), it said.
He had been in hospital for several weeks with severe pneumonia. Over the weekend, people left tributes and messages of goodwill at the hospital as his condition deteriorated.
United Nations Secretary General Ban Ki-moon said he was "deeply saddened" by Mr Lee's death and offered his condolences to the people of Singapore.
'Incalculable contributions'
A charismatic and unapologetic figure, Mr Lee co-founded the People's Action Party (PAP), which has governed Singapore since 1959, and was its first prime minister.
The PAP said in a statement on Facebook: "While we mourn the passing of one of the greatest leaders of our party, we celebrate his incalculable contributions to Singapore and its people."
Singapore's President Tony Tan has written an open letter of condolence in which he describes Mr Lee as "the architect of our modern republic".
Meanwhile Goh Chok Tong, a former prime minister, said: "He was my leader, mentor, inspiration, the man I looked up to most."
Mr Lee, a Cambridge-educated lawyer, led Singapore through merger with, and then separation from, Malaysia - something that he described as a "moment of anguish".
Speaking at a press conference after the split in 1965, he pledged to build a meritocratic, multi-racial nation.
But tiny Singapore - with no natural resources - needed a new economic model.
"We knew that if we were just like our neighbours, we would die," Mr Lee told the New York Times in 2007.
"Because we've got nothing to offer against what they have to offer. So we had to produce something which is different and better than what they have."
Tight controls
Mr Lee set about creating a highly-educated work force fluent in English, and reached out to foreign investors to turn Singapore into a manufacturing hub.
The city-state grew wealthy and later developed into a major financial centre.
But building a nation came with tight controls - and one of Mr Lee's legacies was a clampdown on the press.
These restrictions remain today. In 2014, Singapore stood at 150 in the Reports Without Borders World Press Freedom Index, below countries like Russia, Myanmar and Zimbabwe.
Dissent - and political opponents - were ruthlessly quashed. Today, Mr Lee's PAP remains firmly in control. There are currently six opposition lawmakers in parliament.
Other measures, such as corporal punishment, a ban on chewing gum and the government's foray into matchmaking for Singapore's brightest - to create smarter babies - led to perceptions of excessive state interference.
But Mr Lee remained unmoved.
"Whoever governs Singapore must have that iron in him. Or give it up," he told a rally in 1980. "I've spent a whole lifetime building this and as long as I'm in charge, nobody is going to knock it down."

On November 6, Rethink Institute hosted a panel discussion to release a major new report, Diminishing Press Freedom in Turkey. The report discusses that in the last couple of years, hundreds of journalists critical of the government were dismissed, significant number of media outlets was handed over to loyalists, some media owners were bought off with government tenders. Enormous tax evasion fines were levied against those that dared to remain critical. The outcome is a dismal state of press freedom, contributing to overall decline of the Turkish democracy.

Yavuz Baydar (@yavuzbaydar), Turkish journalist, blogger and co-founder of P24, the Platform for Independent Media. Based in Istanbul, he currently writes opinion columns for Today’s Zaman and daily Bugün with specific focus on domestic and foreign policy issues. Active in the profession for over 35 years, Baydar was involved for last two decades in the field of press ethics, until he was fired as news ombudsman from daily Sabah for staunchly defending professional values during Gezi Park protests. He served as president of the Organization of News Ombudsmen (ONO) 2003–2004, and in 2014 received The Special Award of the European Press Prize for his fight against censorship. He is currently a Fellow at Harvard’s Shorenstein Center for Media, Politics and Public Policy.
Ilhan Tanir (@WashingtonPoint), Washington based freelance journalist for number of Turkish publications, including BBC Turkish, Diken.Com.Tr and Posta212. Tanir was formerly a columnist for Hurriyet Daily News until 2013 and correspondent for Turkish Daily Vatan until April of 2014.Tanir writes extensively on the Turkish domestic politics, Turkey-US relations, as well as issues related to the wider Middle East and Eurasian region. He also traveled several times to and reported from Syria since the uprising began. He received his Master’s degree from George Mason University in MPA & International Management, and his BA from Ankara University’s Political Science School, Mulkiye, in Turkey.
Fevzi Bilgin (@mfbilgin), president of the Rethink Institute an independent, nonprofit research institution in Washington DC. He manages an extensive research portfolio ranging from US-Turkey relations to Central Asia energy markets and provides analysis and guidance to various non-governmental organizations as well as interested government agencies and individuals. He received BA from Ankara University and PhD in political science from University of Pittsburgh. His publications include recent books, Understanding Turkey’s Kurdish Question, Political Liberalism in Muslim Societies.

Reporters Without Borders is careful to note that the index only deals with press freedom and does not measure the quality of journalism nor does it look at human rights violations in general.

US plunges in World Press Freedom index
A significant decline in press freedom in the United States. Reporters without Borders says the US is now in 46th place out of 180 countries.
The World Press Freedom Index for 2014 shows the US suffered a 13-place drop compared with last year. Reporters without Borders says the US government's crackdown on whistle blowers and its spying scandal were largely to blame for the plunge. Meanwhile, freedom of speech in Britain was viewed as less restricted, with the country in 33rd place.

Kenya has slid 10 positions in the world press freedom index that ranks countries according to their respect for media freedom. Kenya’s drop from position 90 to 100 out of 180 countries was revealed as speakers at a convention for journalists questioned the government’s commitment to protect media freedom. The convention was part of events to mark this year’s world press freedom day.

Hong Kong's press freedom, or lack of it, has become the major topic of the week. On Wednesday, the New York-based Committee to Protect Journalists described media freedom in Hong Kong as "at a low point". It cited self-censorship among reporters, financial and physical threats against the media and attempts to introduce legislation that could hinder investigative reporting. The Paris-based Reporters Without Borders described Hong Kong's media independence as currently "in jeopardy". According to the organisation's 2014 press freedom index, Hong Kong now ranks 61st worldwide. It was 58th last year and 54th in 2012. It dropped 20 places between 2010 and 2011. In recent years it has seemed that one voice after another critical of the government has been silenced. The latest may well be Commercial Radio's former talk show presenter Li Wei-ling.
Media issues also raised their head in the Legislative Council this week as an Information Technology and Broadcasting Panel discussed potential changes to codes of practice over so-called personal viewpoint programmes. When does a personal viewpoint programme programme become simply propaganda? And how clearly should it be labelled?
Legislators Albert and Raymond Chan recently proposed a land arrivals tax for tourists that would mostly target those coming from the mainland. Chief Executive Leung Chun-ying instantly opposed the idea. With us in the studio are one of its proposers Albert Chan and Kevin Tsui of the Department of Economics at Hong Kong University of Science and Technology.

Mr Lee served as the city-state's prime minister for 31 years, and continued to work in government until 2011.
Highly respected as the architect of Singapore's prosperity, Mr Lee was also criticised for his iron grip on power.
Under him freedom of speech was tightly restricted and political opponents were targeted by the courts.
"The prime minister is deeply grieved to announce the passing of Mr Lee Kuan Yew, the founding prime minister of Singapore," his office said in a statement. Mr Lee died peacefully at Singapore General Hospital at 03:18 local time on Monday (19:18 GMT on Sunday), it said.
He had been in hospital for several weeks with severe pneumonia. Over the weekend, people left tributes and messages of goodwill at the hospital as his condition deteriorated.
United Nations Secretary General Ban Ki-moon said he was "deeply saddened" by Mr Lee's death and offered his condolences to the people of Singapore.
'Incalculable contributions'
A charismatic and unapologetic figure, Mr Lee co-founded the People's Action Party (PAP), which has governed Singapore since 1959, and was its first prime minister.
The PAP said in a statement on Facebook: "While we mourn the passing of one of the greatest leaders of our party, we celebrate his incalculable contributions to Singapore and its people."
Singapore's President Tony Tan has written an open letter of condolence in which he describes Mr Lee as "the architect of our modern republic".
Meanwhile Goh Chok Tong, a former prime minister, said: "He was my leader, mentor, inspiration, the man I looked up to most."
Mr Lee, a Cambridge-educated lawyer, led Singapore through merger with, and then separation from, Malaysia - something that he described as a "moment of anguish".
Speaking at a press conference after the split in 1965, he pledged to build a meritocratic, multi-racial nation.
But tiny Singapore - with no natural resources - needed a new economic model.
"We knew that if we were just like our neighbours, we would die," Mr Lee told the New York Times in 2007.
"Because we've got nothing to offer against what they have to offer. So we had to produce something which is different and better than what they have."
Tight controls
Mr Lee set about creating a highly-educated work force fluent in English, and reached out to foreign investors to turn Singapore into a manufacturing hub.
The city-state grew wealthy and later developed into a major financial centre.
But building a nation came with tight controls - and one of Mr Lee's legacies was a clampdown on the press.
These restrictions remain today. In 2014, Singapore stood at 150 in the Reports Without Borders World Press Freedom Index, below countries like Russia, Myanmar and Zimbabwe.
Dissent - and political opponents - were ruthlessly quashed. Today, Mr Lee's PAP remains firmly in control. There are currently six opposition lawmakers in parliament.
Other measures, such as corporal punishment, a ban on chewing gum and the government's foray into matchmaking for Singapore's brightest - to create smarter babies - led to perceptions of excessive state interference.
But Mr Lee remained unmoved.
"Whoever governs Singapore must have that iron in him. Or give it up," he told a rally in 1980. "I've spent a whole lifetime building this and as long as I'm in charge, nobody is going to knock it down."

Press Freedom Index
The Press Freedom Index is an annual ranking of countries compiled and published by Reporters Without Borders based upon the organization's assessment of the countries' press freedom records in the previous year. It reflects the degree of freedom that journalists, news organizations, and netizens enjoy in each country, and the efforts made by the authorities to respect and ensure respect for this freedom. Reporters Without Borders is careful to note that the index only deals with press freedom and does not measure the quality of journalism nor does it look at human rights violations in general.

Cambodian Journalists in 'Difficult Situation' on Global Press Freedom Index. Reporters Without Borders has put Cambodia on a list of countries in a "difficult situation" in its annual Press Freedom Index. Cambodia ranks No. 144 of 180 countries on the index, above China, Iran, Vietnam, Sudan and others. Selphine Halgand, US director for the organization, told reporters in Washington that Cambodian journalists face arrest persecution and murder, in an environment of impunity. A government spokesman rejected the report.
