The CIS is a loose association of states and in no way comparable to a federation, confederation or supranational union such as the European Union. It is more comparable to the Commonwealth of Nations. Although the CIS has few supranational powers, it is aimed at being more than a purely symbolic organization, nominally possessing coordinating powers in the realm of trade, finance, lawmaking, and security. It has also promoted cooperation on cross-border crime prevention. Some of the members of the CIS have established the Eurasian Economic Community with the aim of creating a full-fledged common market.
The organization was founded on 8 December 1991 by the Republic of Belarus, the Russian Federation, and Ukraine, when the leaders of the three countries met in the Belovezhskaya Pushcha Natural Reserve, about 50 km (30 miles) north of Brest in Belarus and signed a Creation Agreement (Russian: Соглашение, Soglasheniye) on the dissolution of the Soviet Union and the creation of CIS as a successor entity to the USSR. At the same time they announced that the new alliance would be open to all republics of the former Soviet Union, as well as other nations sharing the same goals. The CIS charter stated that all the members were sovereign and independent nations and thereby effectively abolished the Soviet Union.

However, eight of the nine CIS members states form the CIS Free Trade Area, and five of these form the Eurasian Economic Union, a customs union and common market of over 180 million people. In addition, six member states participate in a mutual defence alliance: the Collective Security Treaty Organization.

On 21 December 1991, the leaders of eight additional former Soviet Republics – Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, and Uzbekistan – signed the Alma-Ata Protocol expanding the CIS to these states, thus bringing the number of participating countries to 11. Georgia joined two years later, in December 1993. At this point, 12 former Soviet Republics (all except the Baltic States) participated in the CIS.
Between 2003 and 2005, three CIS member states experienced a change of government in a series of colour revolutions: Eduard Shevardnadze was overthrown in Georgia; Viktor Yushchenko was elected in Ukraine; and Askar Akayev was toppled in Kyrgyzstan. In February 2006, Georgia withdrew from the Council of Defense Ministers, with the statement that "Georgia has taken a course to join NATO and it cannot be part of two military structures simultaneously", but it remained a full member of the CIS until August 2009, one year after officially withdrawing in the immediate aftermath of the 2008 South Ossetia war. In March 2007, Igor Ivanov, the secretary of the Russian Security Council, expressed his doubts concerning the usefulness of the CIS, emphasising that the Eurasian Economic Community was becoming a more competent organisation to unify the largest countries of the CIS.[8] Following the withdrawal of Georgia, the presidents of Uzbekistan, Tajikistan, and Turkmenistan skipped the October 2009 meeting of the CIS, each having their own issues and disagreements with the Russian Federation.
In May 2009, Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine joined the Eastern Partnership, a project which was initiated by the European Union (EU).
Membership
There are nine full member states of the Commonwealth of Independent States.
The Creation Agreement remained the main constituent document of the CIS until January 1993, when the CIS Charter (Russian: Устав, Ustav) was adopted. The charter formalised the concept of membership: a member country is defined as a country that ratifies the CIS Charter (sec. 2, art. 7).
Turkmenistan has not ratified the charter and changed its CIS standing to associate member as of 26 August 2005 in order to be consistent with its UN-recognised international neutrality status.

Due to its central location between the Commonwealth's capitals of Kraków and Vilnius, Warsaw became the capital of the Commonwealth and the Crown of the Kingdom of Poland when King Sigismund III Vasa moved his court from Kraków to Warsaw in 1596.[10] After the Third Partition of Poland in 1795, Warsaw was incorporated into the Kingdom of Prussia. In 1806 during the Napoleonic Wars, the city became the official capital of the Grand Duchy of Warsaw, a puppet state of the First French Empire created by Napoleon Bonaparte. With accordance to the decision of the Congress of Vienna, Warsaw in 1815 was annexed by the Russian Empire and became part of the "Congress Kingdom". Only in 1918 it regained independence from the foreign rule and emerged as a new capital of the independent Republic of Poland. Along with the German invasion in 1939, the massacre of the Jewish population and deportations to concentration camps led to the uprising in the Warsaw ghetto in 1943 and to a major and devastating Warsaw Uprising between August and October 1944. For this Warsaw gained the title of the "phoenix city" because it has survived so many wars, conflicts and invasions throughout its long history. Most notably, the city had to be painstakingly rebuilt after the extensive damage it suffered in World War II, during which 85% of its buildings were destroyed.[11][12] On 9 November 1940 the city was awarded Poland's highest military decoration for heroism, the Virtuti Militari, during the Siege of Warsaw (1939).[13][14]
The city is the seat of a Roman Catholic archdiocese (left bank) and diocese (right bank of the Vistula), and possesses various universities, most notably the Polish Academy of Sciences and the Warsaw University, an opera house, theatres, museums, libraries and monuments. The historic city centre of Warsaw with its picturesque Old Town in 1980 was listed as a UNESCO World Heritage Site. Other main architectural attractions include the Castle Square with the Royal Castle and the iconic King Sigismund's Column, St. John's Cathedral, Market Square, palaces, churches and mansions all displaying a richness of colour and architectural detail. Buildings are representatives of nearly every European architectural style and historical period. Warsaw has wonderful examples of architecture from the gothic, renaissance, baroque and neoclassical periods and around a quarter of the city is filled with grand parks and royal gardens.

Warsaw (Polish: Warszawa [varˈʂava] ( listen); see also other names), is the capital and largest city of Poland. It is located on the Vistula River, in east-central Poland, roughly 260 kilometres (160 mi) from the Baltic Sea and 300 kilometres (190 mi) from the Carpathian Mountains. In 2010, Oldowan flint tools were discovered at Bayraki that are 800,000-1.2 million years old. This demonstrates that early humans were present in Moldova during the early Paleolithic. During the Neolithic stone age era, Moldova's territory was the centre of the large Cucuteni-Trypillian culture that stretched east beyond the Dniester River in Ukraine, and west up to and beyond the Carpathian Mountains in Romania. The inhabitants of this civilization, which lasted roughly from 5500 to 2750 BC, practiced agriculture, raised livestock, hunted, and made intricately designed pottery.
In antiquity, Moldova's territory was inhabited by Dacian tribes. Between the 1st and 7th centuries AD, the south was intermittently under the Roman, then Byzantine Empires. Due to its strategic location on a route between Asia and Europe, the territory of modern Moldova was invaded many times in late antiquity and early Middle Ages, including by Goths, Huns, Avars, Bulgarians, Magyars, Pechenegs, Cumans, Mongols and Tatars.
The Principality of Moldavia, established in 1359, was bounded by the Carpathian Mountains in the west, Dniester river in the east, and Danube River and Black Sea to the south. Its territory comprised the present-day territory of the Republic of Moldova, the eastern eight of the 41 counties of Romania, and the Chernivtsi Oblast and Budjak region of Ukraine. Like the present-day republic and Romania's north-eastern region, it was known to the locals as Moldova. Moldavia was invaded repeatedly by Crimean Tatars and, since the 15th century, by the Turks. In 1538, the principality became a tributary to the Ottoman Empire, but it retained internal and partial external autonomy.

Singapore ( officially the Republic of Singapore, is a sovereign city-state and island country in Southeast Asia. It lies off the southern tip of the Malay Peninsula and is 137 kilometres (85 mi) north of the equator. The Commonwealth of Independent States (CIS; Russian: Содружество Независимых Государств, СНГ, tr. Sodruzhestvo Nezavisimykh Gosudarstv, SNG; also called the Russian Commonwealth) is a regional organisation whose participating countries are former Soviet Republics, formed during the breakup of the Soviet Union.
The CIS is a loose association of states. Although the CIS has few supranational powers, it is aimed at being more than a purely symbolic organisation, nominally possessing coordinating powers in the realm of trade, finance, lawmaking, and security. It has also promoted cooperation on cross-border crime prevention. However, eight of the nine CIS members states form the CIS Free Trade Area, and five of these form the Eurasian Economic Union, a customs union and common market of over 180 million people. In addition, six member states participate in a mutual defence alliance: the Collective Security Treaty Organization.
The organization was founded on 8 December 1991 by the Republic of Belarus, the Russian Federation, and Ukraine, when the leaders of the three countries met in the Belovezhskaya Pushcha Natural Reserve, about 50 km (31 mi) north of Brest in Belarus and signed the "Agreement Establishing the Commonwealth of Independent States", known as the Creation Agreement (Russian: Соглашение, Soglasheniye), on the dissolution of the Soviet Union and the creation of CIS as a successor entity to it. At the same time they announced that the new alliance would be open to all republics of the former Soviet Union, and to other nations sharing the same goals. The CIS charter stated that all the members were sovereign and independent nations and thereby effectively abolished the Soviet Union.
On 21 December 1991, the leaders of eight additional former Soviet Republics – Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, and Uzbekistan – signed the Alma-Ata Protocol expanding the CIS to these states, thus bringing the number of participating countries to 11. Georgia joined two years later, in December 1993. At this point, 12 former Soviet Republics (all except the Baltic States) participated in the CIS.
Between 2003 and 2005, three CIS member states experienced a change of government in a series of colour revolutions: Eduard Shevardnadze was overthrown in Georgia; Viktor Yushchenko was elected in Ukraine; and Askar Akayev was toppled in Kyrgyzstan. In February 2006, Georgia withdrew from the Council of Defense Ministers, with the statement that "Georgia has taken a course to join NATO and it cannot be part of two military structures simultaneously", but it remained a full member of the CIS until August 2009, one year after officially withdrawing in the immediate aftermath of the 2008 South Ossetia war. In March 2007, Igor Ivanov, the secretary of the Russian Security Council, expressed his doubts concerning the usefulness of the CIS, emphasising that the Eurasian Economic Community was becoming a more competent organisation to unify the largest countries of the CIS.[8] Following the withdrawal of Georgia, the presidents of Uzbekistan, Tajikistan, and Turkmenistan skipped the October 2009 meeting of the CIS, each having their own issues and disagreements with the Russian Federation.
In May 2009, Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine joined the Eastern Partnership, a project which was initiated by the European Union (EU).
Membership
There are nine full member states of the Commonwealth of Independent States.
The Creation Agreement remained the main constituent document of the CIS until January 1993, when the CIS Charter (Russian: Устав, Ustav) was adopted. The charter formalised the concept of membership: a member country is defined as a country that ratifies the CIS Charter (sec. 2, art. 7).
Turkmenistan has not ratified the charter and changed its CIS standing to associate member as of 26 August 2005 in order to be consistent with its UN-recognised international neutrality status.

Richmond is the capital of the Commonwealth of Virginia, in the United States. It is an independent city and not part of any county. Richmond is the center of the Richmond Metropolitan Statistical Area (MSA) and the Greater Richmond area. Geographically, Richmond is located at the fall line of the James River, 44 miles (71 km) west of Williamsburg, 66 miles (106 km) east of Charlottesville, and 98 miles (158 km) south of Washington, D.C. During the Revolutionary War period, several notable events occurred in the city, including Patrick Henry's "Give me liberty or give me death" speech in 1775 at St. John's Church, and the passage of the Virginia Statute for Religious Freedom written by Thomas Jefferson. During the American Civil War, Richmond served as the capital of the Confederate States of America. The city entered the 20th century with one of the world's first successful electric streetcar systems, as well as a national hub of African-American commerce and culture, the Jackson Ward neighborhood.
Richmond's economy is primarily driven by law, finance, and government, with federal, state, and local governmental agencies, as well as notable legal and banking firms, located in the downtown area. The city is home to both the United States Court of Appeals for the Fourth Circuit, one of 13 United States courts of appeals, and the Federal Reserve Bank of Richmond, one of 12 Federal Reserve Banks. Dominion Resources and MeadWestvaco, Fortune 500 companies, are headquartered in the city, with others in the metropolitan area.[9] Tourism is also important, as many historic sites are in or nearby the city.

Warsaw (Polish: Warszawa [varˈʂava] ( listen); see also other names), is the capital and largest city of Poland. It is located on the Vistula River, in east-central Poland, roughly 260 kilometres (160 mi) from the Baltic Sea and 300 kilometres (190 mi) from the Carpathian Mountains. Its population is estimated at 1.740 million residents within a greater metropolitan area of 2.666 million residents, which makes Warsaw the 9th most populous capital city in the European Union.[2][3][4] The city limits cover 516.9 square kilometres (199.6 sq mi), while the metropolitan area covers 6,100.43 square kilometres (2,355.39 sq mi).[5]
In 2012 Warsaw was ranked as the 32nd most liveable city in the world by the Economist Intelligence Unit.[6] It was also ranked as one of the most liveable cities in Central and Eastern Europe. Today Warsaw is considered an Alpha– global city, a major international tourist destination and a significant cultural, political and economic hub.[7][8][9] Warsaw's economy, by a wide variety of industries, is characterised by FMCG manufacturing, metal processing, steel and electronic manufacturing and food processing. Warsaw is one of only a few cities in the European Union that have such a skyline, together with Frankfurt, London and Paris.
The first historical reference to Warsaw dates back to the year 1313, when initially Kraków served as the Polish capital city. Due to its central location between the Commonwealth's capitals of Kraków and Vilnius, Warsaw became the capital of the Commonwealth and the Crown of the Kingdom of Poland when King Sigismund III Vasa moved his court from Kraków to Warsaw in 1596.[10] After the Third Partition of Poland in 1795, Warsaw was incorporated into the Kingdom of Prussia. In 1806 during the Napoleonic Wars, the city became the official capital of the Grand Duchy of Warsaw, a puppet state of the First French Empire created by Napoleon Bonaparte. With accordance to the decision of the Congress of Vienna, Warsaw in 1815 was annexed by the Russian Empire and became part of the "Congress Kingdom". Only in 1918 it regained independence from the foreign rule and emerged as a new capital of the independent Republic of Poland. Along with the German invasion in 1939, the massacre of the Jewish population and deportations to concentration camps led to the uprising in the Warsaw ghetto in 1943 and to a major and devastating Warsaw Uprising between August and October 1944. For this Warsaw gained the title of the "phoenix city" because it has survived so many wars, conflicts and invasions throughout its long history. Most notably, the city had to be painstakingly rebuilt after the extensive damage it suffered in World War II, during which 85% of its buildings were destroyed.[11][12] On 9 November 1940 the city was awarded Poland's highest military decoration for heroism, the Virtuti Militari, during the Siege of Warsaw (1939).[13][14]
The city is the seat of a Roman Catholic archdiocese (left bank) and diocese (right bank of the Vistula), and possesses various universities, most notably the Polish Academy of Sciences and the Warsaw University, an opera house, theatres, museums, libraries and monuments. The historic city centre of Warsaw with its picturesque Old Town in 1980 was listed as a UNESCO World Heritage Site. Other main architectural attractions include the Castle Square with the Royal Castle and the iconic King Sigismund's Column, St. John's Cathedral, Market Square, palaces, churches and mansions all displaying a richness of colour and architectural detail. Buildings are representatives of nearly every European architectural style and historical period. Warsaw has wonderful examples of architecture from the gothic, renaissance, baroque and neoclassical periods and around a quarter of the city is filled with grand parks and royal gardens.

Azerbaijan (Listeni/ˌæzərbaɪˈdʒɑːn/ AZ-ər-by-JAHN; Azerbaijani: Azərbaycan), officially the Republic of Azerbaijan (Azerbaijani: Azərbaycan Respublikası), is the largest country in the Caucasus region located at the crossroads of Western Asia and Eastern Europe.[5] It is bounded by the Caspian Sea to the east, Russia to the north, Georgia to the northwest, Armenia to the west and Iran to the south. The exclave of Nakhchivan is bounded by Armenia to the north and east, Iran to the south and west, while having a short borderline with Turkey to the northwest.
Azerbaijan has an ancient and historic cultural heritage, including the distinction of being the first Muslim-majority country to have operas, theater and plays.[6] The Azerbaijan Democratic Republic was established in 1918, but was incorporated into the Soviet Union in 1920.[7][8] Azerbaijan regained independence in 1991. Shortly thereafter, during the Nagorno-Karabakh War, neighboring Armenia occupied Nagorno-Karabakh, its surrounding territories and the enclaves of Karki, Yukhary Askipara, Barkhudarly and Sofulu. The Nagorno-Karabakh Republic emerged in Nagorno-Karabakh after the ceasefire of 1994 and is not diplomatically recognized by any other state. As such, the region, effectively independent since the end of the war, is considered de jure a part of Azerbaijan.[9][10][11][12]
Azerbaijan is a unitary constitutional republic. It is one of the six independent Turkic states, being an active member of the Turkic Council and the TÜRKSOY community. Azerbaijan has diplomatic relations with 158 countries and holds membership in 38 international organizations.[13] It is one of the founding members of GUAM, the Commonwealth of Independent States (CIS)[14] and Organization for the Prohibition of Chemical Weapons. A member of the United Nations since 1992, Azerbaijan was elected to membership in the newly established Human Rights Council by the United Nations General Assembly on May 9, 2006 (the term of office began on June 19, 2006).[15] The country is also a member of the OSCE, the Council of Europe, and the NATO Partnership for Peace (PfP) program. Azerbaijan is a correspondent at the International Telecommunication Union and member of the Non-Aligned Movement and holds observer status in World Trade Organization.[13][16]
The Constitution of Azerbaijan does not declare an official religion, and all major political forces in the country are secular nationalist, but the majority of people and some opposition movements adhere to Shia Islam.[17] Relative to other Eastern European and CIS states, Azerbaijan has reached a high level of human development,[18] economic development[19] and literacy,[20] as well as a low rate of unemployment[21] and intentional homicide.[22][23] On 1 January 2012, the country started a two-year term as a non-permanent member of the United Nations Security Council.

Moldova officially the Republic of Moldova (Romanian: Republica Moldova pronounced , also known as Moldavia, is a landlocked country in Eastern Europe located between Romania to its west and Ukraine to its north, east and south. Its capital city is Chișinău.
Moldova declared itself an independent state with the same boundaries as the Moldavian Soviet Socialist Republic in 1991 as part of the dissolution of the Soviet Union. A new constitution was adopted July 29, 1994. A strip of Moldova's internationally recognised territory on the east bank of the river Dniester has been under the de facto control of the breakaway government of Transnistria since 1990.
As a result of a decrease in industrial and agricultural output since the dissolution of the Soviet Union, the relative size of the service sector in Moldova's economy has grown to dominate its GDP and currently stands at over 60%. Moldova remains, however, the poorest country in Europe.
Moldova is a parliamentary republic with a president as head of state and a prime minister as head of government. It is, among other organizations, a member state of the United Nations, the Council of Europe, the World Trade Organization (WTO), the Organization for Security and Cooperation in Europe (OSCE), the GUAM Organization for Democracy and Economic Development, the Commonwealth of Independent States (CIS) and the Organization of the Black Sea Economic Cooperation (BSEC). The country aspires to join the European Union and, to this end, has implemented an initial three-year action plan within the framework of the European Neighbourhood Policy (ENP).
In 2010, Oldowan flint tools were discovered at Bayraki that are 800,000-1.2 million years old. This demonstrates that early humans were present in Moldova during the early Paleolithic. During the Neolithic stone age era, Moldova's territory was the centre of the large Cucuteni-Trypillian culture that stretched east beyond the Dniester River in Ukraine, and west up to and beyond the Carpathian Mountains in Romania. The inhabitants of this civilization, which lasted roughly from 5500 to 2750 BC, practiced agriculture, raised livestock, hunted, and made intricately designed pottery.
In antiquity, Moldova's territory was inhabited by Dacian tribes. Between the 1st and 7th centuries AD, the south was intermittently under the Roman, then Byzantine Empires. Due to its strategic location on a route between Asia and Europe, the territory of modern Moldova was invaded many times in late antiquity and early Middle Ages, including by Goths, Huns, Avars, Bulgarians, Magyars, Pechenegs, Cumans, Mongols and Tatars.
The Principality of Moldavia, established in 1359, was bounded by the Carpathian Mountains in the west, Dniester river in the east, and Danube River and Black Sea to the south. Its territory comprised the present-day territory of the Republic of Moldova, the eastern eight of the 41 counties of Romania, and the Chernivtsi Oblast and Budjak region of Ukraine. Like the present-day republic and Romania's north-eastern region, it was known to the locals as Moldova. Moldavia was invaded repeatedly by Crimean Tatars and, since the 15th century, by the Turks. In 1538, the principality became a tributary to the Ottoman Empire, but it retained internal and partial external autonomy.
