The talk will feature three veteran peace process experts - Daniel Levy, Aaron David Miller, and Shibley Telhami - who will analyze the obstacles and opportunities and assess the next steps key actors and international players must take to ensure the success of the negotiations.
Bios:
Daniel Levy is the director of the Middle East and North Africa Programme at the European Council on Foreign Relations. He is also senior research fellow at the New America Foundation and senior fellow at The Century Foundation. Mr. Levy was a policy adviser in the Israeli Prime Minister's office and head of the Jerusalem Affairs Unit during the Barak government. He was a member of the Israeli delegation to the Taba negotiations with the Palestinians in January 2001, and of the negotiating team for the 'Oslo B' Agreement from May to September 1995, under Prime Minister Rabin. Mr. Levy served as senior policy adviser to former Israeli Minister of Justice, Yossi Beilin. He was the lead Israeli drafter of the Geneva Initiative and directed policy planning and international efforts at the Geneva Campaign Headquarters in Tel Aviv. Daniel has a masters degree from Cambridge University, was chairperson of the World Union of Jewish Students, and has published extensively in a broad range of publications including Ha'aretz, The Jerusalem Post, The Boston Globe, The American Prospect, The International Herald Tribune, and The Washington Monthly.
Aaron David Miller is the vice president for new initiatives and a distinguished scholar at the Woodrow Wilson International Center for Scholars. From 2006-2008 he served as a policy scholar at the Wilson Center, where he wrote his fourth book, The Much Too Promised Land: America's Elusive Search for Arab-Israeli Peace (Bantam, 2008). Miller previously served as president of Seeds of Peace, a nonprofit organization dedicated to empowering young leaders from regions of conflict with the skills required to advance reconciliation and coexistence. He also served at the Department of State, where he helped formulate U.S. policy on the Middle East as an advisor to Republican and Democratic Secretaries of State, most recently as the senior advisor for Arab-Israeli Negotiations. He has received the Department of State's Distinguished, Superior, and Meritorious Honor Awards. His articles have appeared in The New York Times, The Washington Post, The Los Angeles Times, and The International Herald Tribune. He is the author of the forthcoming. The End of Greatness: Why America Can't Have (and Doesn't Want) Another Great President (Palgrave Macmillan, 2014).
Shibley Telhami is the Anwar Sadat Professor for Peace and Development at the University of Maryland, College Park, and non-resident senior fellow at the Saban Center at the Brookings Institution. Professor Telhami served as advisor to the US Mission to the UN (1990-91), as advisor to former Congressman Lee Hamilton, senior advisor to President Obama's United States Special Envoy for Middle East Peace (2009-2011) George Mitchell, and as a member of the US delegation to the Trilateral US-Israeli-Palestinian Anti-Incitement Committee, which was mandated by the Wye River Agreements. He has also served as an advisor to the United States Department of State and was a member of the Iraq Study Group's Strategic Environment Working Group. He has contributed to The Washington Post, The New York Times, and the Los Angeles Times and regularly appears on national and international radio and television. He has served on the U.S. Advisory Group on Public Diplomacy for the Arab and Muslim World, which was appointed by the Department of State at the request of Congress, and he co-drafted the report of their findings, Changing Minds, Winning Peace. He has also co-drafted several Council on Foreign Relations reports on US public diplomacy, on the Arab-Israeli peace process, and on Persian Gulf security.

Israel would like to exist and recognizes the right of the Palestinians to have a state; the Palestinians, however, and many other Muslims and Arabs, do not recognize the right of a Jewish state of Israel to exist.
Every poll among Palestinians shows that a majority of Palestinians want there to be no Jewish state of Israel -- doesn't believe it should exist -- or had any basis for being. And this has been true since 1948, when the British left and the U.N. established a division; Palestine would be cut in half -- a Jewish half and an Arab half.
The Jews accepted it -- the Arabs didn't accept it. And what happened? The moment it was announced, Arab armies -- about seven Arab armies -- attacked the Jewish state in order to destroy it. To everybody's surprise, the little Jewish state survived, and that was pretty much it.
And then it happened again in 1967, when the dictator of Egypt, Gamal Abdul Nasser, said "We're now going to extinguish the Jewish state of Israel." And Jordan joined him, and Syria joined him -- but Israel attacked first, as so Israel survived.
And that is how Israel -- and only that way -- came to occupy what was called the "West Bank" of Jordan -- where many Palestinians lived, because many Palestinians lived in that part of Jordan.
So, the war was over in '67 and what did the Arabs do? The Arab states all went to Khartoum, Sudan and announced "No recognition, no peace, and no negotiations," the three famous "No's." What was Israel supposed to do?
Then Israel made an agreement to give the entire Sinai Peninsula -- an area of land bigger than Israel-- with oil -- back to Egypt because they said they would make peace with Israel. Israel gives territory back for peace, and it will always do that. But is there really a desire for peace on the part of Israel's enemies, which broadcast after broadcast on TV and radio, in the Palestinian areas, is about how Jews should be killed and how Allah wants Jews to be killed? That's the typical broadcast on Palestinian television.
And so, its not hard to explain the Middle-East dispute. One side wants the other dead. Do you know what the motto of Hamas is? The motto of Hamas is, "We love death as much as the Jews love life." Now you tell me how Israel is suppose to make peace when people believe what Hamas believes.
Now, here is one of the most important things nobody talks about: Everybody talks about a Palestinian state -- Why didn't anybody talk about a Palestinian state when the Palestinians lived under Jordanian rule? Because, the truth is, people started talking about a Palestinian state once the Palestinians were under Israeli rule, because it was always a way to destroy the Jewish state of Israel.
And I say "Jewish State" because that is what it is. There are many, many Arab states but there is only one Jewish state. It is about the size of New Jersey. In fact, El Salvador is larger than Israel. El Salvador!
And yet, if a Martian came to the earth and they visited the United Nations, or they read the world's newspapers, or watched world television, they would believe that biggest problem on Earth is a state the size of New Jersey and El Salvador. This state of Israel, this preoccupation with this little democratic, humane state is absolutely irrational.
And here's another question to be asked: If Israel, tomorrow, put down its arms and said "We will fight no more," what would happen? If the Arab countries around Israel said "We will fight no more, we will put down our arms" what would happen?
In the first case there would be an immediate destruction of the State of Israel with the mass murder of the Jews of Israel. In the second scenario I presented, where the Arabs put down their arms and said, "We just want peace," there would be peace the next Wednesday.
The fact is, as I said at the outset, it is a very simple problem to describe: One side wants the other dead -- and if they didn't there would be peace.
Please remember this -- there has never been, never in the history of the world, a state in that area, in what is called geographically Palestine, that was not Jewish. Israel is the third Jewish autonomous Jewish state to exist in that area. There was never an autonomous Arab state. There was never an autonomous Muslim state. There was not an autonomous "any-other" state. That's the issue: Why can't a little state the size of El Salvador, that calls itself Israel, be allowed to exist? That, in a nutshell, is the Middle-East problem.

Both Palestinians and Israelis say they want to work towards peace, following the announcement (Sunday) of a US-brokered summit in Washington next week.
Former Israeli premier, Shimon Peres welcomed President Clinton's initiative saying it was a timely move in keeping with America's continued support for the Middle East peace process.
And in Jerusalem Palestinian leaders joined hundreds of worshippers at a church to pray for peace.
St. Anne's Church in Jerusalem was the setting for a service to pray for an end to the violence and for a return to peace.
Palestinian leaders joined hundreds of worshippers in prayer.
Among them Hanan Ashrawi the Palestinian Education Minister who's been involved throughout the lengthy struggle for a peaceful solution to the Israeli-Palestinian conflict.
Those efforts have now all but foundered following this week's violence between the two sides.
Israeli patrols were much in evidence around the site of St. Anne's Church during the service.
After the killings in this week's violent clashes, Israeli security has been stepped up dramatically throughout Jerusalem and other potential flashpoints.
Now the race against time is on for the international community to find a diplomatic solution to the escalating crisis in the region.

Mourners gathered in the West Bank town of Hebron on Thursday for the funeral of a 15-year-old Palestinian boy injured in clashes with Israeli soldiers in July.
The funeral came as the deadlock between Israel and the Palestinians appeared to be easing.
Israel lifted a ban that prevented Palestinians from travelling out of two major West Bank cities, but a closure is still in effect around Bethlehem and in the Jerusalem area.
Tragedy struck another Palestinian family.
Fifteen-year-old Yusef Jabri, who was injured in clashes with Israeli soldiers in July, died on Thursday.
He was shot in the head by a rubber-coated metal slug.
Mourners gathered to pay their respects to the boy in the West Bank town of Hebron, before he was buried there.
Hundreds of Palestinians carrying flags, including dozens of police, took part in Jabri's funeral procession.
Police fired a 21-gun salute as the body was carried through the streets, before Jabri was finally laid to rest.
Palestinian officials say he was the fifth person from Hebron to die in four months of sporadic clashes between Palestinians and Israeli troops.
Renewed violence was spared by Israel giving the go-ahead for a Jewish settlement in disputed East Jerusalem in March.
Land and property are hotly disputed in Israel and the West Bank.
Bulldozers moved into Nabi Samuel, near Jerusalem on Thursday.
The owners of this house did not have a permit from the Israeli administration office to build in the area.
And, despite last-minute emotional pleas, an Israeli bulldozer started reducing the house to rubble.
The family claim they simply did not have enough room to live in, but were refused permission to build.
As the international community continues its efforts to put the Mideast peace process back on track, Yasser Arafat met Israeli members of the Knesset on Thursday.
The members of the Hadash left-wing party were in Ramallah to discuss the effects of the continued closure of Israel to the Palestinians.
Arafat dismissed as insignificant news that Israel was partially lifting the travel ban.
The relaxation followed a visit by U-S envoy Dennis Ross, who had urged Israel to eliminate any measures against the Palestinians that were not needed for security.
But the easing of travel restrictions on the cities of Ramallah and Hebron did not affect the closure which prevents tens of thousands of Palestinians from entering Israel.
Doctors protested against the closure at a checkpoint, saying it was affecting medical treatment.
The Israeli crackdown followed last month's suicide bombings in Jerusalem in which 16 people - including the two bombers - were killed.

His remarks came as French Foreign Minister Laurent Fabius arrived promoting an initiative to relaunch the Israeli Palestinian peace process which collapsed in 2014.
Fabius urged the Israeli premier not to prejudge his efforts:
“At any moment there is a risk that it could all explode. So the concern for France is to help even if it is very difficult to find a solution. France will not give up,” he said.
Fabius who is on a two-day trip to the Middle East is pushing for a UN Security Council resolution that would lay out a time table for talks.
He also wants to establish a support group comprising of Arab states, the European Union and UN Security Council members.
Netanyahu insists he will flatly reject any proposals, “which have no true consideration for the security and needs of Israelis or other national interests of ours”.
Palestinian President Mahmoud Abbas whom Fabius met in Ramallah appeared more receptive to the French initiative saying he wanted to resume negotiations towards a two-state solution.

By taking account of the heterogeneous identities existing in such a context, Daniele questions the effectiveness of the contributions of Palestinian and Israeli-Jewish women activists towards a feasible renewal of the ‘peace process’, founded on mutual recognition and reconciliation.
Giulia Daniele completed her Ph.D. in politics, human rights and sustainability under a co-tutelle agreement between Sant'Anna School of Advanced Studies (Italy) and University of Exeter (UK) in 2012. Dialogue is the only way forward in resolving conflicts and must be between equals. But a dialogue among equals is possible only when the parties involved recognize the existence of a reality until now denied. There can be no pre-conditions dictated by one or the other party in a conflict to sit around the negotiating table.
South Africa led the way in this direction by developing a series of important mechanisms in the resolution of the conflict that became a model for other conflicts. First of all in Ireland, where a peace process - even with ups and downs and certainly not yet complete - has been possible thanks to the recognition by all of the parties involved, the British government, republicans, unionists, the Irish government, that the only possibility to initiate a fruitful dialogue was to sit around a table as equals.
Today many conflicts are still open, the Israeli-Palestinian conflict, the Kurdish-Turkish conflict, the Basque-Spanish conflict.
Venice has always played an important role as a place where open and frank debate can take place, as long as the parties involved are on equal terms. So it is in Venice (which through the years has hosted several times conferences and meetings and has commented on the conflicts we are going to discuss about) that the international conference on peace processes and conflict resolution will be held.
The conference will not only be a statement on the current state of conflicts, those which are being resolved, and those which have been resolved (albeit partially), but will above all be a time for discussion and proposal. Proposal and discussion coming from the parties in the conflict which are generally considered to be second class, or against which conditions and preconditions are set before they can sit at the negotiating table.
The South African and the Irish experience teach us that only when attempts to set preconditions are abandoned, and only after full acceptance of the other as legitimate partners with equal dignity and rights, dialogue has been possible. A dialogue at time hard but frank that has led to important results in the difficult building of a just and lasting peace.

PEACE PROCESSES AND CONFLICT RESOLUTION

VENICE CITY COUNCIL, PEACE CENTRE, KROSSING/PLANET K, MARCO POLO SYSTEM, ASSOCIAZIONE EUROPA LEVANTE in collaboration with BIBLIOTECA NAZIONALE MARCIANA
Dialogue is the only way forward in resolving conflicts and must be between equals. But a dialogue among equals is possible only when the parties involved recognize the existence of a reality until now denied. There can be no pre-conditions dictated by one or the other party in a conflict to sit around the negotiating table.
South Africa led the way in this direction by developing a series of important mechanisms in the resolution of the conflict that became a model for other conflicts. First of all in Ireland, where a peace process - even with ups and downs and certainly not yet complete - has been possible thanks to the recognition by all of the parties involved, the British government, republicans, unionists, the Irish government, that the only possibility to initiate a fruitful dialogue was to sit around a table as equals.
Today many conflicts are still open, the Israeli-Palestinian conflict, the Kurdish-Turkish conflict, the Basque-Spanish conflict.
Venice has always played an important role as a place where open and frank debate can take place, as long as the parties involved are on equal terms. So it is in Venice (which through the years has hosted several times conferences and meetings and has commented on the conflicts we are going to discuss about) that the international conference on peace processes and conflict resolution will be held.
The conference will not only be a statement on the current state of conflicts, those which are being resolved, and those which have been resolved (albeit partially), but will above all be a time for discussion and proposal. Proposal and discussion coming from the parties in the conflict which are generally considered to be second class, or against which conditions and preconditions are set before they can sit at the negotiating table.
The South African and the Irish experience teach us that only when attempts to set preconditions are abandoned, and only after full acceptance of the other as legitimate partners with equal dignity and rights, dialogue has been possible. A dialogue at time hard but frank that has led to important results in the difficult building of a just and lasting peace.
