"The onus of proof lies on Arafat. He now has to prove that he can really reform the
Palestinian Authority, fight corruption and restore law and order. However if he extends his hand for peace, if Arafat suggests that we'll go back to the negotiation table
.... I think this is a very important call. There will be no solution to the conflict in the
Middle East without going back to the negotiating table and that is an important turning
point I think we should take it very seriously."

Mahdi Abdul Hadi, Political Analyst:
"
Charming, loveable aging leader rises again to tell the people '
Give me another chance - I recognise there have made mistakes, I recognise we should not put everything in the basket of occupation. I recognise a partner, maybe a successor in the person, in the phrase, in the name of the prime
Minister.' He mentioned him several times at least several times. He spoke for over an hour demanding that reform should be general, should be total should - not limited to the government, but to the civil society as well...and to focus as much as he can on a strategy for statehood."

STORYLINE:
Palestinian leader Yasser Arafat, who is under intense pressure to share power and reform his corrupt government, said in a rare admission
on Wednesday that he has made mistakes, but did not say what they were or how he would correct them.
He also condemned attacks on civilians, either by
Israelis or
Palestinians.
The vague commitments - made in a televised speech to parliament - suggested the Palestinian leader was mainly interested in deflecting growing
public pressure.
In a decade at the helm of the Palestinian Authority, Arafat has repeatedly resisted attempts to get him to fight official corruption, reform
the security services and relinquish some of his near-absolute powers.
His speech on Wednesday came amid growing dissatisfaction in the
West Bank and Gaza Strip with his rule.
Qureia sat next to Arafat during the speech.
But he gave no specifics.
