The Winter Games have evolved since their inception. Sports have been added and some of them, such as luge, short track speed skating and freestyle skiing, have earned a permanent spot on the Olympic programme. Others, such as speed skiing, bandy and skijoring, were demonstration sports but never incorporated as Olympic sports. The rise of television as a global medium for communication enhanced the profile of the Games. It created an income stream, via the sale of broadcast rights and advertising, which has become lucrative for the IOC. This allowed outside interests, such as television companies and corporate sponsors, to exert influence. The IOC has had to address several criticisms, internal scandals, the use of performance enhancing drugs by Winter Olympians, as well as a political boycott of the Winter Olympics. Nations have used the Winter Games to showcase the claimed superiority of their political systems.

On Sunday, the International Olympic Committee (I-O-C) recommended that six members resign in a bid to stem a spiraling crisis that started with allegations of vote-buying in Salt Lake City's winning bid for the 2002 Winter Olympics.

The I-O-C said three other members - including a senior executive board official and contender for the I-O-C presidency - remain under investigation and could also face expulsion.

He said the funding reflected the commitment of the United States to protect the integrity of sports and the safety of athletes.
The U-S administration and Congressional leaders developed a strategy aimed at tackling the problem of drugs use in sports a year ago.

On Sunday, the International Olympic Committee (I-O-C) recommended that six members resign in a bid to stem a spiraling crisis that started with allegations of vote-buying in Salt Lake City's winning bid for the 2002 Winter Olympics.
With its future at stake, the I-O-C acted swiftly and decisively on Sunday in dealing with the allegations against six members accused in the biggest ethics scandal in the history of the games.
The I-O-C said three other members - including a senior executive board official and contender for the I-O-C presidency - remain under investigation and could also face expulsion.
Desperate to stop the rot that is threatening to destroy the credibility of the I-O-C, the investigating team has ousted six committee members accused in the ethics scandal.
A third member resigned, raising to nine the number of delegates purged so far for alleged misconduct in Salt Lake City's winning bid for the 2002 Winter Games.
The I-O-C said three other members - including a senior executive board official and contender for the I-O-C presidency - remain under investigation and could also face expulsion.
The I-O-C had 115 delegates before the scandal surfaced and recent events have left it with 106.
I-O-C President Juan Antonio Samaranch said the investigation will continue and that he hopes to repair the Olympics' tainted image and placate corporate sponsors who finance the games.
Samaranch took no personal responsibility for the improper behavior of I-O-C members accused of soliciting cash payments and other favours in exchange for selecting Salt Lake City.
But he apologized and pledged to root out misconduct once and for all.
Although he will not resign, he will be seeking a vote of confidence at a special I-O-C meeting on March 17-18.
An inquiry has found that eight I-O-C members pocketed more than 440-thousand U-S dollars in cash and excessive gifts and services.
The members recommended for expulsion were Jean-Claude Ganga, who received more than 216-thousand U-S dollars the report said, Agustin Arroyo of Ecuador, Zein El Abdin Ahmed Abdel Gadir of Sudan, Lamine Keita of Mali, Charles Mukora of Kenya and Sergio Santander of Chile.
Anthonius Geesink of the Netherlands was issued a warning.
David Sikhulumi Sibandze of Swaziland resigned on Sunday.
Finland's Pirjo Haeggman and Libya's Bashir Mohamed Attarabulsi resigned last week.
Still under investigation were Louis Guirandou-N'Diaye of the Ivory Coast, Kim Un-Yong of South Korea and Vitaly Smirnov of Russia.
Samaranch urged the six to "accept their fate" and quit, but several have declared they intend to resist expulsion, including Ganga.

The U-S Olympic Committee is preparing changes to try to assure that a bribery scandal - such as the one surrounding Salt Lake City's successful bid for the 2002 Winter Olympics - never happens again.
The committee responded on Wednesday to a scathing ethics panel report on management of the games and the corruption it has fostered.
Committee President Bill Hybl told a news conference that the Olympics had suffered its biggest crisis in a hundred years.
He announced a raft of reforms aimed at clamping down on the type of actions that led to the million-dollar vote-buying scheme in Salt Lake's victorious quest for the Games.
More open meetings, internal policy changes on bid-city policies, tighter oversight of foreign athlete training programmes and more athlete involvement, were among the measures he outlined.

The U-S has announced the allocation of three point three (M) U-S dollar in funds for drug-testing programmes associated with the 2002 Winter Games in Salt Lake City.
White House drug policy director Barry McCaffrey made the announcement on Saturday on the first full day of competition at the Sydney Games.
He said the funding reflected the commitment of the United States to protect the integrity of sports and the safety of athletes.
The U-S administration and Congressional leaders developed a strategy aimed at tackling the problem of drugs use in sports a year ago.
The Sydney Games gave White House drug police director Barry McCaffrey the ideal opportunity to announce that the U-S government will provide funding for anti-doping programmes for the 2002 Salt Lake City Games.
He emphasised why action needed to be taken now.
SOUNDBITE: (English)
"We need to get a handle on this or we are going to wreck the entire sport. It is not just the cheating co-efficient but more importantly around the world youngsters are saying four years from now I will be in Olympic competition. If I want to compete and win I have got to use drugs."
SUPER CAPTION: White House drug policy director Barry McCaffrey
McCaffrey confirmed that the World Anti-Doping Agency had recorded 20 suspected positives among two-thousand and 45 out-of-competition tests conducted around the world since April.
He said the tests were for an "array of illegal substances" but declined to give further details.
He said it was up to the individual sports federations to deal with the cases according to their own rules.
SOUNDBITE: (English)
"I will not comment on the 20 tests. I will tell you it was an array of illegal substances, alleged elevated samples of these substances, but they are going to have to go back and check and make sure the athletes did not have a medical condition that allowed them to use these drugs."

Frank Shorter, who won Olympic gold for the U-S in the marathon, is to head the new U-S Anti-Doping Agency.
He believes athletes need to be encouraged to stay clean.
SOUNDBITE: (English)
"So the point is to create an environment where the disincentive to cheat is pre-eminent rather than the incentive to cheat."
SUPER CAPTION: Frank Shorter, Olympic Gold medallist and head of new U-S Anti-Doping Agency
McCaffrey praised the Chinese and Canadians for taking proactive action against those suspected of using illegal substances.
He also applauded the fact that the new test for EPO is already having a major deterrent effect.
But above all McCaffrey emphasised the needs and thoughts of the athletes themselves.
SOUNDBITE: (English)
"The overwhelming majority of athletes are looking not for policing the cheaters, but more for assurance that they do not need to use these pharmaceutical approaches to engineer the human body to compete and win."

On the 17th anniversary of the 1984 Sarajevo Winter Olympics, the Bosnian Olympic Committee and Sarajevo City council announced on Thursday that the Bosnian capital will once again be a candidate for the Winter Olympics.
At an official ceremony at Olympic hall 'Zetra', Sarajevo mayor Muhidin Hamamdzic said that city of Sarajevo is going to prepare necessary documentation to apply for the Winter Olympics of 2010.
After four years of war, most of the Olympic facilities in Sarajevo are completely destroyed, and Bosnia will need millions of dollars to reconstruct the objects needed for such a large sporting event.
Mount Jahorina, is the only ski resort that works in full capacity in Bosnia after the war.
Among the many foreign diplomats present at the ceremony, was the U-S ambassador to Bosnia, who was very pleased about the prospect.
In addition to the diplomats, local skiers and tourists were equally pleased, claiming that Sarajevo was a great candidate for the 2010 Olympic Games.

Security is tight in Salt Lake City as final preparations for the Olympics are underway.
As Friday's opening ceremony approaches, U-S soldiers as well as the usual souvenir vendors can be seen on the streets of the city.
There will be a special addition to this year's opening ceremony, as the tattered flag from the World Trade Centre will be raised next to the Olympic flame and serve as the official U-S flag.
The International Olympic Committee agreed to raise it at the opening ceremony after rejecting the U.S. Olympic Committee's request to have five athletes and an official carry the flag that was recovered after the September 11 attacks.
In a press conference on Tuesday, the IOC director general Francois Carrard said they considered the hoisting of the ground zero flag the utmost mark of respect.
The flag was expected to be lowered after the ceremony because of its delicate condition.

STORYLINE:
An athlete from Belarus abruptly left the Winter Games on Monday after a drug test found steroid levels more than 300 times the legal limit in his system.
The International Olympic Committee have moved swiftly to punish Belarus for letting the unidentified athlete leave the Olympics unhindered.
Because of an error in handling the unidentified athlete's test sample on Sunday night, the athlete was originally not considered to have failed the test, the International Olympic Committee said.
But when the athlete failed to report for a follow-up test, the I-O-C suspended the Belarus national Olympic committee for the rest of the year for what it saw as collusion in helping the athlete get away, as well as kicking Belarus Olympic chief Yaroslav Barischko out of the games and barring the athlete from returning to the games until its investigation is complete.
In addition, the Belarussian committee is now banned from receiving I-O-C grants and other support worth around 120-thousand U-S dollars annually.
The athlete, who Olympic sources said is a short track speed skater, apparently left the Olympic Village before having to report for a follow-up drug test when an error in handling his original urine sample voided his first test.
For helping the athlete avoid the test and leave, the I-O-C kicked
The rest of the Belarus team will be allowed to stay on and compete as Carrard said it would have been unfair to punish them for the actions of their leaders.

Canadian troops stationed at Kandahar airbase celebrated in the early hours of Monday morning as they watched their team triumph over the United States in the Winter Olympics men's hockey final.
Between 150 and 200 U-S and Canadian soldiers crowded into a tent at the airbase to watch the big game - although the majority of the spectators were Canadians.
The 5-2 victory, almost certainly watched by the largest television audience in Canadian history, was Canada's first Olympic gold medal in men's hockey in 50 years. That it was achieved by beating rivals the United States, convincingly, made the moment even more memorable.
The hockey final was the third major sporting event American troops in Afghanistan have had the chance to watch. The first was the Super Bowl and the second the opening ceremony of the Winter Olympics.
On Saturday night a patrol of Canadian and Afghan forces were called into action after after two rockets were fired at the U-S military base. The patrol saw two vehicles leaving the rocket launch site and discovered five more rockets pointing toward the airfield.
A force of 750 Canadian troops is based in Kandahar.

On the eve of the 2002 Winter Games in Salt Lake City, the Olympic village is ready to receive the world's athletes. The village, just outside of downtown Salt Lake City, is actually on a military base, where Olympic officials say the athletes and team officials will be safe and secure.
International Olympic Committee (IOC) president Jacques Rogge is also a resident of the village. He's hoping athletes will choose to stay here and share the village experience. But there are indications that some athletes are choosing to stay elsewhere.
The games are to open officially on Friday night in a gala event. The celebration will raise the curtain on 17 days of skiing, sliding and skating that takes place under a cloak of security.
With America still on high alert after the September 11 terrorist attacks, an unprecedented 16,000-member security force has been deployed to patrol Olympic grounds and the skies above. Olympic officials say the security program is the most comprehensive of a US Olympic Games.
The IOC agreed on Wednesday to let Americans carry into the stadium the flag recovered from the rubble of the World Trade Center. Eight US athletes, joined by New York police and firefighters, will carry the stars and stripes in a solemn tribute before the parade of nations.
Organisers had planned for the flag to fly at the ceremony but determined it was too delicate.
In all, more than 2,500 athletes from 77 countries are participating in the games, expected to draw up to 80-thousand spectators a day.

Because it is the first gathering of nations since the war on terrorism began I think things as simple as the athletes coming onto the field will have much more emotional power than it would have been before."

STORYLINE:
On the eve of the 2002 Winter Games in Salt Lake City, the Olympic village is ready to receive the world's athletes. The village, just outside of downtown Salt Lake City, is actually on a military base, where Olympic officials say the athletes and team officials will be safe and secure.
International Olympic Committee (IOC) president Jacques Rogge is also a resident of the village. He's hoping athletes will choose to stay here and share the village experience. But there are indications that some athletes are choosing to stay elsewhere.

STORYLINE:
The appearance live on national television of American troops from their remote base in the Afghan desert raised a cheer and upped the patriotic tone among the thousands of spectators assembled to watch the opening ceremony of the Winter Olympics on Friday night in Salt Lake City.
American Television network NBC, which is hosting the games, made it possible for about 60 soldiers to see the gala opening from their base at Kandahar Airport and for pictures of them to be broadcast briefly back to the United States and incorporated into the opening ceremony commentary.
American and Canadian soldiers, as well as a small but vocal group of Norwegian deminers, rose early (0600 local time) braving a chilly desert morning to watch the live coverage.
They distributed hot coffee to keep themselves warm while waiting for their respective teams to enter the stadium.
An address by US president George W. Bush, which recognised the work being done in Afghanistan, cheered the troops who are currently rebuilding the remote airport to cope with flights that will deliver humanitarian aid to Afghanistan and also ferry Al Qaida suspects back to Cuba for interrogation.
The international brigade took turns yelling encouragement as their countrymen and women entered the Rice-Eccles Stadium at Salt Lake City.
The loudest noise coming from the Americans when their national flag was brought into the arena by members of New York's emergency services.
They were as quiet as they were loud when it came time to play the American National Anthem and nearly fell over themselves when they suddenly appeared on the TV they were watching - like a mirror image.
More than 3,500 troops are stationed at Kandahar Airport with the ranks growing each day. Jordanian deminers and German special forces are among the complement of troops who use the airport as a staging point for humanitarian and logistical work in remote areas of Afghanistan.

STORYLINE:
A short-track speed skater from Belarus has left the Winter Olympics in Salt Lake City after a drug test found a steroid level nearly 400 times the legal limit in her body.
The athlete, named as Yulia Pavlovich, vanished from the Olympic Village on Monday after failing to show up for a second test.
Officials barred her from the Games pending an investigation and punished the Belarus Olympic committee for allegedly helping the athlete avoid another exam.
Circumstances surrounding the initial drug test are confusing. Belarusian Deputy Minister for Sports and Tourism Alexander Grigorov said on Tuesday the urine sample taken from Yulia Pavlovich was taken in a way that violated commission rules.
It appears the bag carrying Yulia Pavlovich's urine sample was not properly sealed. It had been broken by a lab courier in an apparent accident.
Pavlovich finished 19th in the one-thousand-500 meters and 23rd in the 500 meters, which proceeded her drug test on Saturday night. She had been scheduled to compete in the one-thousand metres on Wednesday.
The rest of Belarus' team will be allowed to continue competing.

The 2002 Winter Olympic games ended on Sunday as it had begun over two weeks ago - in a blaze of fireworks and a fanfare of noise and cheers.
Organisers in Salt Lake City claimed a victory, saying the world came together for fun and games, only to get a big dose of scandal along with it.
International Olympic Committee head Jacques Rogge says the games were about the athletes, and not the controversies over judging and drug doping during the games.
And there were mixed feelings for those who witnessed the closing ceremony in the Rice-Eccles Stadium - some departing spectators seemed overjoyed while others said they were sad the games had ended.

Bosnia''''s winter tourism industry is suffering its quietest season since the end of the 1992-1995 war, with a lack of snow keeping skiers off the slopes.
Alpine skiing at mountains around Sarajevo, the venue for the 1984 Winter Olympics, has attracted large numbers of tourists in recent years, and many new hotels and ski resorts have been built around the city.
But tourist numbers are way down this winter because of the summer-like conditions.
Skiers have been forced to find other ways to entertain themselves at Sarajevo''''s ski resorts, and while the slopes have looked deserted, some restaurants and bars appear to be thriving.
Snezana Stjepanovic, from Belgrade in Serbia and Montenegro, says the abundance of other activities available to tourists has made up for the lack of snow.
Dragan Petkovic, a hotel manager at Mount Jahorina near Sarajevo, remains hopeful that skiing conditions will improve before the end of the season.

The Olympic flame arrived in Italy on Wednesday, little more than two months before the Turin Winter Games.
The flame arrived from Athens at Rome's Ciampino military airport aboard an Italian plane at 10:41 a.m. local time (0941 GMT).
Turin organising committee chief Valentino Castellani carried the flame, kept in a small lantern for safe air travel, off the plane and onto Italian soil.
Castellani held the lantern aloft as a military band played the Olympic anthem.
"It's very emotional," Castellani told reporters at the airport. "We are ready to start the Games."
The flame was taken later on Wednesday to the Quirinal presidential palace.
On Thursday, Italian President Carlo Azeglio Ciampi will pass the flame to the first torchbearer in Italy, Stefano Baldini, the marathon winner at last year's Summer Games in Athens, as the flame starts a relay that will end at the opening ceremony in Turin on Feb. 10.
The relay will head straight for the nearby Trevi Fountain and pass by other Rome landmarks such as the Spanish Steps and the Pantheon before arriving at the Vatican for blessing by Pope Benedict XVI.
The first day of the relay will end with the lighting of a cauldron at the Michelangelo-designed Campidoglio on Rome's Capitoline Hill, the exact spot where the relay began for the 1960 Rome Olympic Games.
The flame will spend one more day in Rome on Friday, when soccer players Francesco Totti of AS Roma and Paolo Di Canio of city rival Lazio light each other's torch.
The relay will then move on to touch every province in Italy, with forays into France, Austria, Switzerland and Slovenia.
It will pass by the Leaning Tower of Pisa and up Venice's Grand Canal.
On Jan. 26, the torch will return to Cortina d'Ampezzo for the 50th anniversary of the 1956 Winter Games held there.
In all, the relay will cover 11,300 kilometres (7,022 miles) and involve 10-thousand torchbearers, gondolas, a Ferrari sports car, and a cavalry regiment.

As organisers prepared and performers waited outside the Olympic stadium for Friday night's opening ceremony in Turin, Italy, tight security surrounded the venue for the 2006 Winter Olympic Games.
The torch carrying the Olympic flame continued its path through the city, along streets packed with cheering sports fans.
Italy's Interior Minister said on Friday there was no indication that international terrorist groups were threatening the Winter Olympics in Turin.
But Minister Giuseppe Pisanu, speaking in Rome hours before the games' opening ceremony, added that an, "improvised action by an individual," could not be ruled out given heightened tensions in the Muslim world over caricatures depicting the Prophet Muhammad.
"There are no indications of an international terrorist threat against the Olympics," said Pisanu, adding that neither Italy's intelligence
agencies, nor others cooperating with Rome, had received any such signal.
"Still we keep our guard very high," Pisanu told reporters.
He also warned against possible action from anarchists and anti-globalisation protesters who have been active in Italy recently, including in the area near Turin.
In December, demonstrations against a high-speed train linking Turin to Lyon, France, turned violent in an Alpine valley, which is hosting some Olympic events.
This week, new protests forced detours of the Olympic torch route.
Italy reviewed its security arrangements during a meeting of law enforcement and intelligence officials on Thursday.
Security efforts have been further stepped up in response to the worldwide protests among Muslims over the cartoons depicting the Prophet Muhammad.
The plan includes more than 15,000 police officers to be on guard and constant support from intelligence gatherers. NATO is providing two AWACS surveillance planes to patrol the skies over northern Italy during the games.
Later on Friday, Turin's Caselle airport will suspend all takeoffs and landings for four 1/2 hours to guard against any possible disruptions during the opening ceremony.

Remember the 2010 Vancouver Olympics? Yeah, I don't really remember them either. Sonic and Mario teamed up again for the games, but unlike the first one that is strictly sports, this is actually an adventure-like game. It is much more fun this way, even considering the endless dialogues. It also has interesting mini-games.

SWITZERLAND: IOC ASKS SIX MEMBERS TO RESIGN
Natural Sound

SUPER CAPTION: White House drug policy director Barry McCaffrey
SUPER CAPTION: White House drug policy director Barry McCaffrey
The U-S delegation hopes to learn many lessons from its visit to Sydney to improve the situation further for the Winter Games in two years time.

SOUNDBITE: (Bosnian)
"In 1984 Sarajevo showed that it can organize the best Olympic games in the world until that time. Sarajevo in 2010 can do it again - without any doubt...organize very successful Olympic games."
SUPER CAPTION: Bogic Bogicevic, Chairman of Bosnian Olympic Committee and one of
the organizers of 1984 Olympics
SOUNDBITE: (English)
"I think that we'll get support from the whole international community, especially sports associations."
SUPER CAPTION: Jadranko Prlic, Bosnian foreign minister
SOUNDBITE: (English)
"When you are gone through a devastating war, this is about the spirit of the human condition. It is about the spirit of people who come back from such devastation. I'll do everything to support this idea. This is a great idea and this is what all people of Bosnia should put their efforts behind."
SUPER CAPTION: Thomas Miller, US ambassador to Bosnia
SOUNDBITE: (English)
" I'm happy for Sarajevo. The ski slopes here are beautiful. Sarajevo should organize the Winter Olympics again. This is great",

Preparations were under way on Friday for the opening ceremony of the Winter Olympic Games in Salt Lake City.
The night's celebrations will raise the curtain on 17 days of skiing, sliding and skating, all taking place under a cloak of security.
With the US still on high a-l-e-r-t after the September 11 terrorist attacks, an unprecedented 16-thousand member security force has been deployed to patrol Olympic areas.
Despite security concerns, 55-thousand spectators will attend the opening extravaganza and will have to endure long waits in cold temperatures to pass through metal detectors and have their belongings searched.

As the Olympic torch began the final portion of its trek to Friday's opening ceremony, IOC director general Francois Carrard said everything was in place.
He told a press conference that he was impressed by organising chief Mitt Romney's work.

A: Well I think first of all I think they've all happened in a peaceful and orderly way. And I think they've probably been the most successful in terms of watching and enjoying them. So I think in that respect they've succeeded beyond anything anybody could have imagined back in September. If you could take yourself back to September or early October and think about the monumental task of putting on these games, in light of what was happening in New York and Washington and Pennsylvania, I think my hat is off to them."

I didn't feel that there was anything against any of our American athletes nor anything that was anti-American in any way, shape, or form. I did not say that at all. It was that, you know, he was rather vocal on some of the controversies. And as I said, I felt that was the voice of frustration."

STORYLINE:
Rudolph Giuliani arrived in Salt Lake City on Saturday, preparing to honour U-S athletes who have overcome personal challenges to excel in Olympic competition.
The former New York City Mayor was joined by the head of America's Olympic committee, Sandy Baldwin, and other former U-S Olympians.
Giuliani was asked to rate the latest Winter Olympiad and he gave organisers of the games high marks for their efforts, coming after the tragedy of the September 11th terror attacks on New York City and Washington D-C.
Giuliani defended the Winter Olympiad for its sportsmanship, referring to a spate of controversies that have marred the games here in Salt Lake.
He responded with a humorous comparison to New York City's sports scene.
U-S Olympic Committee president Sandy Baldwin says the Russians are upset by a poorer-than-expected medals showing and are taking it out on their hosts.
Baldwin denied she had said the Russian comments were anti-American.

STORYLINE:

STORYLINE:
