A state is a compulsory political organization with a centralized government that maintains a monopoly of the legitimate use of force within a certain territory.
States may be sovereign. Many states are federated states which participate in a federal union. Some states are subject to external sovereignty or hegemony where ultimate sovereignty lies in another state. The state can also be used to refer to the secular branches of government within a state, often as a manner of contrasting them with churches and civilian institutions (civil society).
There is no academic consensus on the most appropriate definition of the state. The term "state" refers to a set of different, but interrelated and often overlapping, theories about a certain range of political phenomena. The act of defining the term can be seen as part of an ideological conflict, because different definitions lead to different theories of state function, and as a result validate different political strategies.
The most commonly used definition is Max Weber's, which describes the state as a compulsory political organization with a centralized government that maintains a monopoly of the legitimate use of force within a certain territory. General categories of state institutions include administrative bureaucracies, legal systems, and military or religious organizations.

Nitish Kumār (born 1 March 1951) is an Indian politician who has been a Union Minister and is the Chief Minister of Bihar, an eastern state of India, since 2005. He belongs to the Janata Dal (United) party. As Chief Minister, he gained popularity by initiating a series of developmental and constructive activities including building of long-delayed bridges, re-laying roads that had ceased to exist, appointing over 100,000 school teachers, ensuring that doctors worked in primary health centers, and keeping crime in check.
Nitish Kumār was born in Kalyanbigha, Bihar to Kaviraj Ram Lakhan Singh and Parmeshwari Devi. His father was a freedom fighter and was close to the great Gandhian Bihar Vibhuti Anugrah Narayan Sinha, one of the founders of modern Bihar. His nickname is 'Munna'. He is a teetotaler, does not smoke, and is a frugal eater.
He has a degree in electrical engineering from the Bihar College of Engineering, Patna now NIT Patna. He joined the Bihar State Electricity Board, but almost halfheartedly, and later moved into politics.

David William Donald Cameron (pronunciation: /ˈkæmərən/; born 9 October 1966) is the Prime Minister of the United Kingdom, First Lord of the Treasury, Minister for the Civil Service and Leader of the Conservative Party. He represents Witney as its Member of Parliament (MP).
Cameron studied Philosophy, Politics and Economics (PPE) at Oxford, gaining a first class honours degree. He then joined the Conservative Research Department and became Special Adviser to Norman Lamont, and then to Michael Howard. He was Director of Corporate Affairs at Carlton Communications for seven years.
He was defeated in his first candidacy for Parliament at Stafford in 1997, but was elected in 2001 as the Member of Parliament for the Oxfordshire constituency of Witney. He was promoted to the Opposition front bench two years later, and rose rapidly to become head of policy co-ordination during the 2005 general election campaign. With a public image of a youthful, moderate candidate who would appeal to young voters, he won the Conservative leadership election in 2005.

Watts became an Episcopal priest in 1945, then left the ministry in 1950 and moved to California, where he joined the faculty of the American Academy of Asian Studies.
Watts gained a large following in the San Francisco Bay Area while working as a volunteer programmer at KPFA, a Pacifica Radio station in Berkeley. Watts wrote more than 25 books and articles on subjects important to Eastern and Western religion, introducing the then-burgeoning youth culture to The Way of Zen (1957), one of the first bestselling books on Buddhism. In Psychotherapy East and West (1961), Watts proposed that Buddhism could be thought of as a form of psychotherapy and not a religion. He also explored human consciousness, in the essay "The New Alchemy" (1958), and in the book The Joyous Cosmology (1962).
Towards the end of his life, he divided his time between a houseboat in Sausalito and a cabin on Mount Tamalpais. His legacy has been kept alive by his son, Mark Watts, and many of his recorded talks and lectures are available on the Internet. Alan Wilson Watts (6 January 1915 – 16 November 1973) was a British-born philosopher, writer, and speaker, best known as an interpreter and populariser of Eastern philosophy for a Western audience. Born in Chislehurst, England, he moved to the United States in 1938 and began Zen training in New York. Pursuing a career, he attended Seabury-Western Theological Seminary, where he received a master's degree in theology. Watts became an Episcopal priest in 1945, then left the ministry in 1950 and moved to California, where he joined the faculty of the American Academy of Asian Studies.
Watts gained a large following in the San Francisco Bay Area while working as a volunteer programmer at KPFA, a Pacifica Radio station in Berkeley. Watts wrote more than 25 books and articles on subjects important to Eastern and Western religion, introducing the then-burgeoning youth culture to The Way of Zen (1957), one of the first bestselling books on Buddhism. In Psychotherapy East and West (1961), Watts proposed that Buddhism could be thought of as a form of psychotherapy and not a religion. He also explored human consciousness, in the essay "The New Alchemy" (1958), and in the book The Joyous Cosmology (1962).
Towards the end of his life, he divided his time between a houseboat in Sausalito and a cabin on Mount Tamalpais. His legacy has been kept alive by his son, Mark Watts, and many of his recorded talks and lectures are available on the Internet. The conservative opposition party New Democracy leader, Evangelos Meimarakis, has abandoned attempts to form a new government.
Meimarakis returned the mandate to the president on Monday morning, it was officially announced by the Greek presidential office.
At this point, few observers believe that snap elections could be avoided.
"New Democracy's image still suffers from the imposition of austerity and from the political compromises it made in the two-and-a-half years before current Prime Minister AlexisTsipras came to power. It is noteworthy that Tsipras forced snap elections in late 2014, right at the start of the Greek recovery, so the Greek people never actually felt the benefit of the policies laid down by the previous government", explained political analyst George Kratsas.
Tsipras on Sunday told the press that he would not meet with Meimarakis to discuss a coalition, as "our differences are unbridgeable".
Meimarakis met over the weekend with Panagiotis Lafazanis, the leader of the rebel Syriza left wing, which, on Friday, officially formed a new Popular Unity party, comprising 25 members of parliament.
But there were no grounds for agreement. “Our differences with New Democracy are unbridgeable, chaotic”, Lafazanis told the press on Sunday. “There is absolutely no ground for cooperation with any of the parties that have voted in favor of bailouts”, he added.
Popular Unity will on Monday be asked to form a government, as it has the largest number of parliamentarians after New Democracy. While Lafazanis is expected to make use of the full three days allowed to form a government, he declared on Sunday that there was little chance of success.
“Our differences with the parties who voted for the memoranda are unbridgeable and there’s no chance of any cooperation”, he warned.
All of this means that snap elections are likely in September. For the interim, Vassiliki Thanou, president of the Supreme Court, is reportedly to be named caretaker prime minister. This would make her the first woman ever named to the post.
The Greek political parties are already busy working out lists of candidates for the election. For Tsipras, the task should be easier now that he no longer has to contend with the radical wing of his Syriza party. It is possible that Tsipras will seek to woo opposition parliamentarians to his party, as the opposition has supported the bailout and the economic reform measures it calls for.
Tsipras is still the most popular politician in Greece with 61 percent of support in the polls.
So Tsipras' Syriza party is expected to win the election, Kratsas said.
"But Tsipras will once again come short of a majority in parliament", he said. "Tsipras will undoubtedly face great difficulties to form a viable government this time. His government partners, the Independent Greeks, could lose their representation in parliament thus forcing Tsipras to turn to pro-market parties such as To Potami, PASOK or the Centre Union", he added.
This would mean a break with the popular base of his party and turn every day, post election, into a constant battle for him. "Under these conditions, Tsipras will probably not be able to remain in office for more than a year", Kratsas said.

It is noteworthy that Tsipras forced snap elections in late 2014, right at the start of the Greek recovery, so the Greek people never actually felt the benefit of the policies laid down by the previous government", explained political analyst George Kratsas.
Tsipras on Sunday told the press that he would not meet with Meimarakis to discuss a coalition, as "our differences are unbridgeable".
Meimarakis met over the weekend with Panagiotis Lafazanis, the leader of the rebel Syriza left wing, which, on Friday, officially formed a new Popular Unity party, comprising 25 members of parliament.
But there were no grounds for agreement. “Our differences with New Democracy are unbridgeable, chaotic”, Lafazanis told the press on Sunday. “There is absolutely no ground for cooperation with any of the parties that have voted in favor of bailouts”, he added.
Popular Unity will on Monday be asked to form a government, as it has the largest number of parliamentarians after New Democracy. While Lafazanis is expected to make use of the full three days allowed to form a government, he declared on Sunday that there was little chance of success.
“Our differences with the parties who voted for the memoranda are unbridgeable and there’s no chance of any cooperation”, he warned.
All of this means that snap elections are likely in September. For the interim, Vassiliki Thanou, president of the Supreme Court, is reportedly to be named caretaker prime minister. This would make her the first woman ever named to the post.
The Greek political parties are already busy working out lists of candidates for the election. For Tsipras, the task should be easier now that he no longer has to contend with the radical wing of his Syriza party. It is possible that Tsipras will seek to woo opposition parliamentarians to his party, as the opposition has supported the bailout and the economic reform measures it calls for.
Tsipras is still the most popular politician in Greece with 61 percent of support in the polls.
So Tsipras' Syriza party is expected to win the election, Kratsas said.
"But Tsipras will once again come short of a majority in parliament", he said. "Tsipras will undoubtedly face great difficulties to form a viable government this time. His government partners, the Independent Greeks, could lose their representation in parliament thus forcing Tsipras to turn to pro-market parties such as To Potami, PASOK or the Centre Union", he added.
This would mean a break with the popular base of his party and turn every day, post election, into a constant battle for him. "Under these conditions, Tsipras will probably not be able to remain in office for more than a year", Kratsas said.

Centre-right and far-left opposition parties in Greece talked about creating a coalition government on Saturday after Prime Minister Alexis Tsipras resigned on Thursday, leading Greece on elections once again.
However, the talks between the parties did not bring substantial results as many believe that a new government would be impossible to form without holding elections.
Fofi Gennimata, the head of the PASOK socialist party, stressed that even though Greece agreed to the austerity measures and managed to get a new bailout fund, security has not been locked by the country.
"It is obvious that ... this parliament cannot form a new government. Therefore, any delay can have destructive consequences for the country because, as I have said many times, Grexit remains in our backyard," she said reporters after holding a meeting with head of conservative New Democracy political party, Evangelos Meimarakis.
The head of newly founded leftist Popular Unity party, Panagiotis Lafazanis, who founded the party after he split from Tsipras’ Syriza party, said he thinks that Greece "will either finish off the bailouts or the bailouts will finish off Greece."
Lafazanis also commented on the coalition talks making obvious how the anti-bailout possible future government meeting led to a dead end.
"Our differences with New Democracy are unbridgeable, chaotic," he said after the meeting. "There is absolutely no ground for cooperation with any of the parties that have voted in favour of bailouts."
According to Reuters, given the fact that Lafazanis aims at a coalition government, the only political parties left to back them up are the Golden Dawn party as well as the communists.
At the same time, as Greece deals with the country’s leadership, which will be decided in the upcoming elections possibly to be held in October, Greece is also struggling with the migrat crisis. Thousand of migrants have overrun Kos island as well as many more islands in the Aegean Sea.
The next step for Greece comes after the Greek government manages to repay the first payment to its creditors.
October will be a crucial month for the future of Greece as the government is called to present a plan to the euro zone and the International Monetary Fund that fulfills the austerity measures accepted by Tsipras.
Failure to do so could mean a Grexit, leaving the country outside of the euro currency.

The government of Prime Minister Alexis Tsipras has accused parliamentary speaker Zoe Constantopoulou of “behaving like a dictator” after she branded the early election procedure “undemocratic and unconstitutional.”
Tspiras resigned on Aug. 20, going on the offensive to defend the tough terms he accepted in the 86-billion-euro ($96 billion) rescue package which had triggered a rebellion in his radical-left Syriza party.
The mutiny scuppered his parliamentary majority and last week 25 of the rebels broke away to form a rival group called Popular Unity.
The head of state, President Prokopis Pavlopoulos, is expected to name a caretaker government on August 28.
Under the constitution, Pavlopoulos is obliged to invite the largest opposition parties to attempt to form a government before formally setting a date for elections.
The conservative New Democracy party was given a three-day exploratory mandate on Aug. 21.
The breakaway Syriza rebels will be next in line on Aug. 23.
The procedure has no chance of success, as neither group can muster enough lawmakers for a parliamentary majority in the 300-seat chamber.
But Constantopoulou has accused the president of breaking the rules by skipping a parliamentary technicality in order to hasten the procedure. Late on Aug. 22, the president responded by dismissing her arguments as “legally baseless.”
Constantopoulou, whose father was a former head of Syriza, vehemently opposed the third EU bailout Tsipras signed on July 13 and repeatedly sought to frustrate its ratification through stalling tactics.
As a result, three successive parliamentary votes on the bailout were held overnight, and were concluded narrowly before deadlines set by Greece’s creditors expired.

MOSCOW (Sputnik) — The third party to be granted a mandate to form a new Greek government will be the far-right Golden Dawn, MP from the New Democracy Party, Makis Voridis, told Sputnik on Friday.
"The third party to receive a proposal to create a government will be the Golden Dawn," Voridis who is a former Minister for Infrastructure, Transport and Networks, said.
Earlier on Friday, Greek President Prokopis Pavlopoulos granted the leader of Greece's official opposition and head of the center-right New Democracy party Vangelis Meimarakis a mandate to form a new government.
Under the Greek Constitution, Meimarakis has three days to determine if his party can create a viable government before a caretaker regime is put in place.
Golden Dawn is a radical right party, whose 69 members have been accused of creating and running a criminal organization.

Earlier, the government declared a state of emergency at the border and increased security to deal with an influx of asylum seekers from the Middle East, Asia and Africa. It says it’ll also deploy troops along a 50 kilometre stretch of its border with Greece. In the last month, almost 39 thousand refugees have tried to enter the European Union through Macedonia.
Anti-slavery Activists’ Sentence Upheld
A Mauritanian court has upheld the two-year prison sentence handed down to the country's leading anti-slavery campaigner. Biram Ould Dah Ould Abeid was jailed alongside two other activists in January. He was also the runner-up in the 2014 presidential elections. They were found guilty of "belonging to an illegal organisation, leading an unauthorised rally, and violence against the police.” The Mauritanian government has criminalised slavery, but it’s still widely practised.
Charges Filed Against Speaker of House
Prosecutors have filed charges against the speaker of the lower house, Eduardo Cunha. He’s accused of taking five million dollars in bribes for contracts at Petrobras, the state-run oil company.Cunha is an outspoken critic of President Dilma Rousseff and calls the allegations ‘politically motivated’. Last month, Cunha joined a campaign calling for her impeachment. Rousseff chaired the board of Petrobras from 2003 to 2010… when corruption is said to have taken place. She denies any involvement.

ATHENS, Greece (AP) -- Greece's president asked the main opposition party Friday to try to form a new government, a day after Prime Minister Alexis Tsipras resigned and called an early election next month to deal with a governing party rebellion over Greece's third bailout deal.
The opposition has few chances of uniting and forming a government, meaning that after more than five years of a worsening financial crisis, Greece is headed for its fifth national election in six years. Tsipras is widely tipped to win the vote, though if he fails to secure an outright majority he could have to seek a new coalition that could hamper his ability to govern.
Hardline lawmakers in Tsipras' radical left Syriza party announced Friday they were splitting from the party and forming their own anti-austerity movement, which becomes the third largest group in Parliament.
Outgoing government officials say the likeliest election date is Sept. 20, just eight months after Tsipras was elected on promises to fight creditor-demanded spending cuts and tax hikes, terms he later agreed to in order to secure Greece a third bailout and keep it from falling out of the euro.

Greece's main opposition leader Vangelis Meimarakis met with President Prokopis Pavlopoulos to discuss the formation of an interim government, in Athens on Friday, the day after Prime Minister Alexis Tsipras tendered his resignation.
Meimarakis received a three-day mandate from the president to reach a coalition agreement in order to avoid new elections next month. The New Democracy leader said a fresh election would “not [be] helpful in any way” and Parliament should instead focus on finding a “substantial and serious political solution” to Greece's crisis.
While Meimarakis intends to form a new government it is unlikely New Democracy will be able to cobble together enough coalition partners to do so. Tsipras declared that he would seek re-election and continue his government programme, saying it is “time for the sovereign people to get the power" and choose who best represents their interests.

Riding high on its twin poll victories in Haryana and Maharastra, BJP could soon form the next government in Delhi, which has been under central rule since AAP chief Arvind Kejriwal resigned as the Chief Minister in February.
BJP may be asked to form a government in Delhi with Lieutenant Governor Najeeb Jung reportedly getting the nod from President Pranab Mukherjee to invite the single largest party BJP for government formation.
The Congress and Aam Admi Party, however, have condemned the move. AAP chief Arvind Kejriwal took to Twitter to question why the BJP does not want to go for elections.
"How will BJP form govt? They don't have nos. Why don't they just call elections? BJP playing dirty tricks wid the people of Delhi. Tried 4 times earlier to "buy" MLAs n form govt. Failed. Now 5th time?" Kejriwal tweeted.
He also accused the BJP of playing dirty tricks with the people of Delhi.

The video footage claims that Delhi BJP vice president Sher Singh Dagar tried to poach AAP MLA Dinesh Mohania. In a hurriedly called press conference, AAP chief Arvind Kejriwal claimed that Dagar offered Rs 4 crore to Mohania to lend his support to the safron party. Mohania is party MLA from Sangham Vihar. In video footage released at the press conference, Dagar is seen luring Mohania to resign from party. The BJP leader is heard saying that he is ready to bear expense if he fights next election. Dagar also claims that if Mohania loses election, they will offer him a chairmanship of any corporation. Addressing the press conference, Kejriwal said that they will submit the raw footage to Supreme Court to expose the BJP's attempts to form the government in the national capital.
