PRESS RELEASE (11/10/2008) LAOS NATIONAL RAILWAY PROJECT SAVANNAKHET TO LAO BAO SIGNING OF MOU between GOVERNMENT OF LAO PDR & GIANT GROUP LIMITED The Government of the Lao Peoples Democratic Republic has signed a Memorandum of Understanding (MOU) with Giant Group Limited (GGL) (a Company incorporated in the British Virgin Island) on the 10th of November 2008 for the survey and design of the railway construction of the part of Lao National Railway Network from Savannakhet to Lao Bao which is approximately 220 km on a Build-Own-Operate-Transfer basis. At the signing ceremony held at Novotel, the Government of Laos was represented by Mr. Phetsamone VIRAPHANTH the Deputy Director General, Department of Planning and Cooperation while GGL was represented by its Vice President Mr. Muhammad Falah Bin MOHAMMAD FADZWI. Also present during the MOU is HE Sommard Pholsena, the Minister of Public Works and Transport. Other Directors of the relevant Ministries was also present. After signing of the MOU with the Government of Lao, GGL also signed with DigiMap Sdn. Bhd. a surveying company as their Project Management Consultant (PMC) headed by Mr. Muhammad Firhat. Formerly the country's royal capital, the historical city of Luang Prabang is listed as a Unesco world heritage site. It is also the touristic hub of Laos, with the number of visitors rising from 19000 in 1996 to 360000 in 2008. The city however is now facing the dilemma of how to absorb this influx of tourists without destroying its heritage. For five years, the Agence française de développement (AFD) has been supporting Luang Prabang through an urban development project. It notably helps to support "Heritage House", which is in charge of implementing the government's plan to safeguard and enhance the city's historical districts. The major challenge is to preserve the city's heritage while at the same time improving its citizens' living conditions. Rarely seen as a potential driver of development, heritage nonetheless embodies a collective challenge. Developing heritage means viewing streets, districts and the city as shared spaces. But, undoubtedly, a restoration project can only further development if it serves first and foremost the interests of the local residents.

Rice planting season is a nerve-wracking time for 49 year-old farmer Vongphone of Xieng Khouang province, in northern Lao. He was disabled five years ago when he accidentally set off an unexploded cluster bomb. Vongphone, who lost his left hand, is one of hundreds maimed or killed each year by explosive weapons - more than two million tonnes of which were dropped across the country by United States' aircraft between 1964 and 1973. "I'm still afraid," said Vongphone. "It's hard for us because when we farm there are unexploded bombs. But we have to farm, otherwise we have no income." The majority of the nearly one hundred million cluster sub-munitions that failed to explode fell on some of the country's poorest areas. More than 200000 hectares of prime agricultural land remains to be cleared. "We select about 22000 hectares among those 200000, which we can clear within 16-years," said Maligna Saignavongs, senior government advisor to the Government's National Regulatory Authority for Unexploded Ordnance (UXO)/Mine Action (NRA). The United Nations Development Programme (UNDP) has supported the national clearance operator, UXO Lao, in clearing around 24000 hectares since starting operations in 1996. A new 10-year government plan that focuses on clearing land in the 42 poorest at-risk districts is part of Lao PDR's commitment under the 2008 Convention on Cluster Munitions. A view of Oudomxay, Laos, from Puhipii Mountain. Oudomxay (pronounced OO-dom-SIGH) thrives as a tourist destination, though not for Occidental tourists. Located a couple hours drive south of the Chinese border, it tends to draw visitors from the North rather than from the West. While neighboring districts like Luang Nam Tha and Luang Prabang draw large numbers of Western tourists with the allure of trekking, hill-tribe culture, ancient Buddhist splendor, and forested tropical mountains, Oudomxay caters almost exclusively to Chinese on short vacations. The two largest buildings in the town are both combination casino/restaurant/brothels. There are a few other examples of each type of establishment scattered around town, and its clear that that is where the money is flowing in. The signs are in Chinese and the locals all know a few words of Mandarin or the Yunnan dialect. Chinas proximity to Oudomxay province is also evident in the wide-scale pillaging of natural resources. Lumber-hungry companies strip the hillsides of old-growth tropical hardwoods, leaving them vulnerable to erosion and mudslides. Much of the old forest is replaced with rubber plantations, under the aegis of a Chinese program designed to benefit former opium growers by giving them another, less detrimental cash-crop. Lao PDR is the most heavily bombed country per capita in history. More bombs were dropped on the nation during the Indochina war (1964-1973) than on Germany and Japan combined during World War II. Today unexploded ordnance (UXO) accidents still injure and kill around 300 people a year. In addition to the tragic human costs, UXO presence also hinders development. Rich agricultural land is unusable and substantial additional resources are required to clear land before development such as road building, tourism and school construction can take place. The strong correlation between poverty and UXO presence across the country is clear, with 41 out of the 46 poorest districts contaminated by UXO. Since the sixteenth century Vientiane has been the capital of Laos and is situated in the heart of Indochina. The city originated at the point at which the first navigable section of the Mekong River joins with the Gulf Of Thailand. Vientiane was once a group of rural settlements and even today contains several village-like districts each with its own temple and traditional marketplace. At the end of the nineteenth century the French began to renovate the city's most important buildings and made Vientiane the administrative capital of their new colony and gave it a French look. There are some fascinating places to visit outside the city such as the Cultural Park Of The Laotian People, a large area on the banks of the Mekong River. Historic Vientiane also has some fine reconstructed buildings such as the Wat Impeng on the western bank of Pagoda Street. Artistic wooden carvings on the windows and doors, along with the paintings and stucco work on the walls, feature various legends from the life of Buddha. Some signs of affluence are beginning to appear and in future years Vientiane may become yet another Asian metropolis with skyscrapers, smog and manic rush hours. It is now poised to leap into contemporary times as it gradually emerges from its atmospheric curtain of bamboo.

Nong Khai is a long thin province running along the Mekong River, providing the main access to Laos. Originally people went by boat from Tha Sadet, but the building of the Friendship Bridge across the Mekong has made Nong Khai a major centre for transport and trade with Laos. Attractions include Wat Pho Chai, renowned for its large seated Buddha believed to have been cast in Lan Chang, and Phra That Nong Khai, an old chedi that slipped into the river and can now only be seen completely in the dry season. Sala Kaeo Ku is a bizarre sculpture garden packed with statres of Shiva, Vishnu and Buddha as well as many other figures from Hindu and Thai culture. Phu Wua Wildlife Sanctuary near the Mekong River contains a number of beautiful waterfalls. Nong Khai is 615 kilometres from Bangkok and has an area of 7739 square kilometres. It consists of the following districts: Mueang Nong Khai, Bueng Kan, Phon Phisai, Tha Bo, Sangkhom, Seka, So Phisai, Si Chiang Mai, Phon Charoen, Pak Khat, Bueng Khong Long, Si Wilai, Bung Khla, Sa Khrai, Rattana Wapi, Fao Rai and Pho Tak.
