Lithuanian Parliament amended Information Law to make it easier to punish TV channels spreading hostile propaganda against Lithuanian Constitutional order or instigating war.
79 lawmakers voted in favor, 4 against and 27 abstained. Parliament adopted amendments to the so called "Law on Provision of Information to the Public".
The amendments were drafted by President Dalia Grybauskaite. It aims to counter hostile propaganda by making it easier to punish TV channels.
Before there were legal loopholes that provided opportunities for foreign TV channels to avoid any punishments, for example if the TV channel is re-broadcasted and re-broadcaster is formally registered abroad.
Now the law will regulate broadcasters and re-broadcasters no matter where they are formally registered. There is also a clause that foresee fines up to 3 percent of broadcaster's annual income.
Furthermore the Radio and Television Commission will have more powers to take swifter actions against companies spreading hostile propaganda.
The changes will come into force on October 1.
The bill has explanatory note saying that Russian TV broadcasts containing propaganda have an audience of 400 thousand in Lithuania. This is about 15 percent of the country's population.
Lithuania has recently become the first EU country to temporarily suspend broadcasting of a Russian TV channel in a move that sparked some controversy.
SHOTLIST
Vs from Parliament
Speaker of Seimas Loreta Grauziniene announce the positive result of the vote
Soundbite (Lithuanian), VYTAUTAS MATULEVICIUS, Member of Parliament:
Tully is hard to believe that RTR Planeta descended to such black propaganda. However, when I see empty air on television in a free, democratic state, that suspends TV channel, this is in principle not acceptable to me.
Soundbite (Lithuanian), GINTARAS STEPONAVICIUS, Member of Parliament from Liberal Movement:
We are already late with an adequate reaction to the events that are happening from Russian side. To call lies, disinformation, dull propaganda as it would be a freedom of expression or opinion. It is at minimum superficial and wrong.
Parliamentarians leaving after the vote
Soundbite (Lithuanian), AUDRONE PITRENIENE, Chairman of Parliamentary Committee on Education and Science:
Before it was that if re-broadcaster is registered in other European state, let's say Sweden, our law could not be applied for them. Today it will be applied for all. Is that bad?
Recents shots of journalist watching RTR on television
Soundbite (Lithuanian), DALIA GRYBAUSKAITE, President of Lithuania:
We all understand the current pressure for Lithuania and especially propaganda and symptoms of information war and when Parliament takes responsibility to fight with this and not to allow slandering or disregarding Lithuania, I can only welcome Parliament.

DOPESHEET
Parliament of Lithuania Seimas overwhelmingly voted in favor of restoring conscription in the country.
The plan, which was previously proposed by State Security Council consisted of the highest Lithuanian officials, was backed by 112 lawmakers while 3 voted against and 5 abstained.
Under the bill, the general marginal numbers of troops will range from 16,840 to 21,960, compared to the previously approved range of 14,340-18,460. The number of conscripts will stand at 3000-3,500 a year.
The first stage of military draft is scheduled for August-September.
Lithuanian Minister of Defense Juozas Olekas said the conscription will allow to fulfill necessary army units which are now not fully completed. It was the main argument put forward by chief of the armed forces Jonas Vytautas Zukas when State Security Council consisted of him, the Speaker, Prime Minister and President decided to reintroduce conscription amid geopolitical tension with Russia.
The selection process for mandatory military service will be detailed by other legal acts. The basic plan is to draft 3,000-3,500 young men between 19 and 26 years for 9-month service every year.
Lithuania ended conscription in 2008.

Soundbite (Lithuanian), JUOZAS OLEKAS, Minister of Defense of Lithuania:
Chief of the Armed Forces when came into office he himself analyzed and then informed me about the situation which I described regarding fulfillment of our units. I declared actual numbers in fraction, I do not want to repeat it here, but this situation determine why we offer to take this decision. (He refers to an argument that units in the army are not fully fulfilled.)
Recent shots of Lithuanian Army soldiers
Soundbite (Lithuanian), ALGIRDAS BUTKEVICIUS, Prime Minister of Lithuania:
An assignment is given that together with chief of the Armed Forces documents should be prepared regarding increasing salaries for professional soldiers who serve in the army and also salaries would be increased for conscripts.

Tautiška giesmė es el nombre del Himno nacional de Lituania. Fue escrito en 1898 por Vincas Kudirka y se convirtió en el himno nacional en 1919 con música que también compuso Vincas Kudirka.
●▬▬▬▬▬▬▬▬▬ஜ۩ENGLISH۩ஜ▬▬▬▬▬▬▬▬▬●
Tautiška giesmė (The National Hymn) is the national anthem of Lithuania, also known by its opening words "Lietuva, Tėvyne mūsų" (official translation of the lyrics: "Lithuania, Our Homeland", literally: "Lithuania, Our Fatherland") and as "Lietuvos himnas" (Hymn of Lithuania). The music and lyrics were written in 1898 by Vincas Kudirka, when Lithuania was still part of the Russian Empire. The fifty-word poem was a condensation of Kudirka's conceptions of the Lithuanian state, the Lithuanian people, and their past. Shortly before his death in 1899, the anthem was performed for Lithuanians living in Saint Petersburg, Russia.
The first public Lithuanian performance of the anthem took place in Vilnius in 1905, and it became the official national anthem in 1919, a year after Lithuania declared its independence. Following the occupation and annexation of Lithuania by the Soviet Union in 1940, the anthem was forbidden to be played or sung in public.
"Tautiška giesmė" was reinstated in 1989 shortly before the reestablishment of Lithuanian independence and confirmed in the National Anthem act (21 October 1991.) It was automatically included as the national anthem in 1992, when the new Constitution was ratified after independence from the Soviet Union was achieved. The status of "Tautiška giesmė" as the National Anthem of Lithuania was further confirmed in 1999 with the passage of a national law stating that.

Lithuanian Parliament passed the law on national budget for 2015, the first year of the country's eurozone membership, with an emphasis on increased defense spending.
The budget was passed by a vote of 79 to 33, with 23 abstentions. It was adopted by the votes of the ruling Social Democratic majority, with opposition lawmakers voting against the bill.
Next year's budget provides for increasing national defence spending by a third, continuing to compensate for pension cuts during the crisis, raising salaries for the lowest-paid government employees by 5 percent from March, and increasing the minimum monthly wage to 325 euros from July.
Unemployment benefits are to be raised to the pre-crises level of 1,040 litas.
The Seimas instructed the government to cut state administration expenses and debt servicing expenses by almost 90 million litas in 2015 and allocate these funds to cultural workers, school students and farmers.

Shots from the Parliament
Soundbite (Lithuanian), ALGIRDAS BUTKEVICIUS, Lithuanian Social Democratic Prime Minister:
We the government commit ourselves to implement the budget law, a government will work on it, competent people will work on it, and surely, despite tense geopolitical situation, I can tell you that there will be no financial changes and crises as well. Thank you.
Recent Archive, Butkevicius opens Euro coins mint
Soundbite (Lithuanian), ANDRIUS KUBILIUS, Conservative, leader of opposition:
Absolutely, we agree on defense spending increase, we ourselves initiated signing of agreement between parties. However, we do not agree, because the government brakes law of financial discipline, it will not decrease deficit as much as it is needed, they are spending on other things.
More or Parliament
Soundbite (Lithuanian), professor ROMAS LAZUTKA, economy expert:
The old problems are still there, for example our spending on healthcare is two times lower that EU average if we count on GDP proportion, pensions are a joke, we spend 7 percent of GDP compared to 13 percent of EU average. Old social issues are left without solution and the main problem is failure to collect taxes.

Lithuania has ordered the detention of a Russian citizen on suspicion of spying.
The individual is accused of trying to infiltrate Lithuania's leadership, law enforcement and security institutions - according to the prosecutor -general's office.
The move will do little to ease already strained relations between Vilnius and Moscow.
Last week Lithuania which is a member of NATO and of the European Union summoned the Russian ambassador after accusing Russian ships of disturbing the laying of a…

Dopesheet
Lithuania is handing to court the case of attempted Soviet coup
Lithuanian Prosecutor General says that this case of attempted Soviet coup of January 13, 1991, is the most significant and the largest case in the history of Lithuania's law-enforcement.
Fourteen people were killed during an attack on the Vilnius TV Tower and the Radio and Television Committee building in the Lithuanian capital Vilnius when Soviet units in early hours of January 13, 1991 tried to overthrow Lithuanian government after Lithuania declared independence from Soviet Union in 1990 March.
Now Prosecutor General Office says it has finished pretrial investigation of the events and finally is handing the January 13 case to the court. Some 700 volumes of documents were taken to a court by a special bus escorted with police.
Prosecutors say that there are 79 suspects included in the case. Only two are in Lithuania. Most of them are Russian, Ukrainian and Belarusian citizens of whom many live abroad in Russia and will probably be tried in absentia.
3 persons have already died, 10 persons are included in a separate pretrial investigation and a court now will investigate 66 suspects.
However, critics claim that the most important suspect who was President of Soviet Union at the time Michail Gorbachev is not touched by this investigation. Lithuanian Prosecutors did not even manage to question him although did try.
In 1999, six individuals – Mykolas Burokevicius, Juozas Jarmalavicius, Juozas Kuolelis, Leonas Bartosevicius, Stanislav Mickevic and Jaroslav Prokopovic – were sentenced for involvement in anti-state organizations and other crimes.
Lithuanian law foresees a penalty for war crimes with imprisonment for a lifetime.

Shots and photos of case material
Soundbite (Lithuanian), ROBERTAS POVILAITIS, son of the one man who died during January 13 events:
He was the president of the Soviet Union at the time when killings were made in Vilnius, and in Tbilisi before that, he was chief of armed forces. And we cannot say anything about his activity, Prosecutors did not evaluate his role. I think that this is a huge gap in this investigation. Maybe we lack some documents and this raises questions if we made all our homework.
Archive, January 13, 1991
Soundbite (Lithuanian), DARIUS RAULUSAITIS, temporarily working as Lithunian Prosecutor General: The situation where he is not considered as suspect only shows that it was impossible to reach certain data based on very limited available information at the current cooperation with Russia level. However, I must say that this case foresee another investigation regarding persons who were not questioned. Of course today it is a very theoretical opportunity, but maybe Russian attitude will change in the future and this opportunity will wait.

A great place to learn about the history of Roman Catholicism in Lithuania is Vilnius Cathedral.
It is thought that the Lithuanians first worshiped a pagan God at the site of the cathedral.
Parts of what are believed to be the original pagan church were discovered during one of its reconstructions.
Though the cathedral has been rebuilt consistently since the Middle Ages, it has retained its early Lithuanian art.
Beneath the cathedral are catacombs housing the remains of some of Lithuania's most important citizens.

Curonian Spit - Lithuania Travel, Tours, Vacations HD
World Travel https://www.youtube.com/user/World1Tube
The Curonian Spit is a 98 km long, thin, curved sand-dune spit that separates the Curonian Lagoon from the Baltic Sea coast. Its southern portion lies within Kaliningrad Oblast, Russia and its northern within southwestern Lithuania. It is a UNESCO World Heritage Site shared by the two countries.
Geography
The Curonian Spit stretches from the Sambian Peninsula on the south to its northern tip next to a narrow strait, across which is the port city of Klaipėda on the mainland of Lithuania. The northern 52 km long stretch of the Curonian Spit peninsula belongs to Lithuania, while the rest is part of the Kaliningrad Oblast, Russia (see the map). The width of the spit varies from a minimum of 400 m in Russia (near the village of Lesnoy) to a maximum of 3,800 m in Lithuania (just north of Nida).
Geologic history
The Curonian Spit was formed about 3rd millennium BC.[1] A glacial moraine served as its foundation; winds and sea currents later contributed enough sand to raise and keep the formation above sea level.
The existence of this narrow shoal is inherently threatened by the natural processes that govern coastal shoreline features.[2] It depends on a dynamic balance between sand transport and deposition. If (hypothetically) the source area to the south-west were cut off, say, by a large port construction with a pier, the Spit would erode and eventually disappear. It is thus a geologically speaking ephemeral coast element. The most likely development, however, is that the shallow bay inside the Spit will eventually fill up with sediment, thus creating new land.
Current state
The Curonian Spit is home to the highest moving (drifting) sand dunes in Europe. Their average height is 35 meters, but some attain the height of 60 meters. Several ecological communities are present on and near the Spit, from its outer beaches to dune ridges, wetlands, meadows, and forests.[4] Its location on the East Atlantic Flyway means it is frequently visited by migratory waterfowl. Between 10 and 20 million birds fly over the feature during spring and fall migrations, and many pause to rest or breed there.
The largest town on the spit is Nida in Lithuania, a popular holiday resort, mostly frequented by Lithuanian and German tourists. The northern shoreline of Curonian Spit is the site of beaches for tourists. Both the Russian and Lithuanian parts of the spit are national parks. The settlements of the Curonian Spit (from north to south) are:
Smiltynė
Alksnynė
Juodkrantė
Pervalka
Preila
Nida
Morskoe
Rybachy
Lesnoy
The first six are on the Lithuanian side, while the last three are on the Russian side. The Russian side of the Curonian Spit belongs to Zelenogradsky District of the Kaliningrad Oblast, while the Lithuanian side is partitioned among Klaipėda city municipality and Neringa municipality.
There is a single road that traverses the whole length of the Curonian Spit. In the Russian side it goes to Zelenogradsk, while on the Lithuanian side it goes to Smiltynė. The spit is not connected to mainland Lithuania. Car ferries provide a transportation link between Smiltynė, located on the spit, and the port town of Klaipėda.
Human history
According to Baltic mythology, the Curonian Spit was formed by a giantess, Neringa, who was playing on the seashore. This child also appears in other myths (in some of which she is shown as a young strong woman, similar to a female version of the Greek Heracles).
From ca. 800 to 1016, the Spit was the location of Kaup, a major pagan trading centre which has not been excavated yet. The Teutonic Knights occupied the area in the 13th century, building their castles at Memel (1252), Neuhausen (1283), and at Rossitten (1372). The Spit may have been the home of the last living speaker of a now-extinct Baltic language, Old Prussian.
