The knowledge economy is a term that refers either to an economy of knowledge focused on the production and management of knowledge in the frame of economic constraints, or to a knowledge-based economy. In the second meaning, more frequently used, it refers to the use of knowledge technologies (such as knowledge engineering and knowledge management) to produce economic benefits as well as job creation. The phrase was popularized by Peter Drucker as the title of Chapter 12 in his book The Age of Discontinuity, And, with a footnote in the text, Drucker attributes the phrase to economist Fritz Machlup and its origins to the idea of "scientific management" developed by Frederick Winslow Taylor.
The essential difference is that in a knowledge economy, knowledge is a product, while in a knowledge-based economy, knowledge is a tool. This difference is not yet well distinguished in the subject matter literature. They both are strongly interdisciplinary, involving economists, computer scientists, engineers, mathematicians, librarians, geographers, chemists and physicists, as well as cognitivists, psychologists and sociologists.

Twelve short-term, flat-funding extensions for surface transportation over the last six years have degraded the nation’s surface transportation network and constrained the nation’s economy, thereby impacting short and long-term U.S. global competitiveness. There is bipartisan agreement that a long-term transportation authorization bill is an economic necessity, and diverse funding solutions are on the table. While all agree that transportation is fundamental to the economy, it has been nearly six years since the last transportation finance hearing in the House. A crisis is fast approaching as the current Transportation Bill authorization expires May 31, 2015, just at the height of the construction season for transportation projects and repairs.
High-tech, high-value industries involved in the knowledge-based economy tend to cluster to enable collaboration and labor market pooling. In addition, a growing number of “knowledge workers” prefer walkable, bikeable communities connected by transit, to minimize travel times and make commutes more productive. Community leaders have found that these traits improve the competitiveness of an entire region.
A previous APTA report showed that transit investment in the major metropolitan areas of Boston, Atlanta, Denver, Chicago, Seattle and San Francisco would provide more efficient access to jobs, enabling over 100,000 jobs and $8.6 billion in GDP by 2040.

Teshager W. Dagne argues for a degree of balance in the approach to the implementation of global intellectual property rights in a manner that gives developing countries an opportunity to protect traditional knowledge-based products. The book will be of great interest and use to scholars and students of intellectual property law, public international law, traditional knowledge, and global governance.

Arising from recent developments at the international level, many developing countries, indigenous peoples and local communities are considering using geographical indications (GIs) to protect traditional knowledge, and to promote trade and overall economic development. Despite the considerable enthusiasm over GIs in diverse quarters, there is an appreciable lack of research on how far and in what context GIs can be used as a protection model for traditional knowledge-based resources. This book critically examines the potential uses of geographical indications as models for protecting traditional knowledge-based products and resources in national and international intellectual property legal frameworks. By analysing the reception towards GIs from developing countries and advocates of development in the various legal and non-legal regimes (including the World Trade Organization, World Intellectual Property Organization, and the Convention on Biological Diversity and the Food and Agricultural Organization), the book evaluates the development potential of GIs in relation to ensuing changes in international intellectual property law in accommodating traditional knowledge. Teshager W. Dagne argues for a degree of balance in the approach to the implementation of global intellectual property rights in a manner that gives developing countries an opportunity to protect traditional knowledge-based products. The book will be of great interest and use to scholars and students of intellectual property law, public international law, traditional knowledge, and global governance.
