The U.S. Environmental Protection Agency (EPA or sometimes USEPA) is an agency of the federal government of the United States charged with protecting human health and the environment, by writing and enforcing regulations based on laws passed by Congress. The EPA was proposed by President Richard Nixon and began operation on December 2, 1970, after Nixon submitted a reorganization plan to Congress and it was ratified by committee hearings in the House and Senate. The agency is led by its Administrator, who is appointed by the president and approved by Congress. The current administrator is Lisa P. Jackson. The EPA is not a Cabinet department, but the administrator is normally given cabinet rank. The agency has approximately 17,000 full-time employees.
The EPA employs approximately 17,000 people, and engages many more on a contractual basis. More than half of EPA human resources are engineers, scientists, and environmental protection specialists; other groups include legal, public affairs, financial, and information technologists.
The conservation of natural resources is the fundamental problem. Unless we solve that problem, it will avail us little to solve all others.
Environmental protection is a practice of protecting the environment, on individual, organizational or governmental levels, for the benefit of the natural environment and (or) humans. Due to the pressures of population and technology, the biophysical environment is being degraded, sometimes permanently. This has been recognized, and governments have begun placing restraints on activities that cause environmental degradation. Since the 1960, activity of environmental movements has created awareness of the various environmental issues. There is no agreement on the extent of the environmental impact of human activity, and protection measures are occasionally criticized.

Wasted food is the largest component sent to landfills in the United States. Once in landfills, the food waste decays into methane, a powerful greenhouse gas which has been linked to climate change. Americans waste nearly 40 percent of the food we produce while one in six Americans does not know where there next meal is coming from. EPA’s Food Recovery Challenge works with businesses, educational institutions, and other organizations to divert wholesome food to hunger relief organizations and food scraps to composting.

Criminal enforcement is EPA's strongest sanction and its criminal enforcement office investigates and helps the U.S. Department of Justice prosecute violators who, as a result of their intentional disregard of the law or their criminal negligence, seriously threaten public health and the environment.
The program investigates alleged crimes under all statutes administered by EPA, as well as violations of the general U.S. Criminal Code, such as fraud, conspiracy or lying to law enforcement officials, which are often associated with federal environmental crimes.
Potential criminal violations are investigated by highly trained special agents, working in over 40 field offices across the country, who are fully-authorized federal law enforcement officers, like their counterparts in the FBI or the U.S. Secret Service. They are supported by attorneys who are national experts in environmental criminal law and by expert forensic scientists and technicians who conduct complex and comprehensive analysis of pollution releases needed to link violators to their environmental crimes "beyond a reasonable doubt."

"The Environmental Protection Agency on Monday released a draft rule to regulate carbon emissions from hundreds of fossil-fired power plants across the U.S., the cornerstone of President Barack Obama's climate-change agenda. The proposed rule mandates that power plants cut U.S. carbon-dioxide emissions 30% by 2030 from levels seen in 2005, an aggressive target that marks the first attempt at limiting such pollution.
"That's like canceling out annual carbon pollution from two thirds of all cars and trucks in America," EPA Administrator Gina McCarthy said in speech at agency headquarters Monday announcing the rule. "And if you add up what we'll avoid between now and 2030—it's more than double the carbon pollution from every power plant in America in 2012."
The carbon framework seeks to strike a balance between what environmentalists want—an ambitious overall target—with what the utility industry wants: flexibility, along with a long compliance timeline and an earlier base-year calculation from which to meet the goal."* The Young Turks host Cenk Uygur breaks it down.

Oh hey, now that technical issues have been taken care of, we can get this back on track! Amazing! And so with that, it's time to start the Blue Moon equivalent of Red Sun's Eagle Tournament. Our first opponent is WoodMan, a familiar face from the original Battle Network. Sal's eager to see us at the tourney, but of course, things can never be that simple. It looks like we have a mayor that can't appreciate nature, and a group dedicated to stopping his vision of progress, and poor Sal's right in the middle of it. It's up to Lan and his protagonist powers to set things right! Thankfully we also have a patched version of the game that prevents the more infamous problems caused by this scenario...

Why not?"
ADMINISTRATOR MCCARTHY: "As far as my understanding, and I wasn't at the site of the mine, is that it was a dangerous location, and we brought them as close as they could, and they actually seemed at that point in time to be very satisfied that they were being protected and getting an opportunity to be at the site --"
REPRESENTATIVE CHAFFETZ: "So you were doing it to protect them?"
ADMINISTRATOR MCCARTHY: "Many times that is a -- you yourself saw the site in the video. There was damage that occurred, keeping people safe, but there is no way in which we have kept people from going as close to the site as they could safely get, and the Navajo, in fact, went there."
REPRESENTATIVE CHAFFETZ: "They did not get there. That's the testimony. Quote, 'We finally convinced them to take us within a half mile of the point of release. We walked the rest of the way to the point of the release. There we saw completely unblocked mine at it with estimated 550 gallon per minute flow of bright opaque orange' and he goes on and on. You did not do that. You didn't call them. You didn't communicate with them. You told the media before you told them. They wanted to go to the site. You wouldn't do that. And, then you have the gall to hand out standard form 95 and walk along the river and try to get them to do waiver forms and you only did that after the President said, 'We are going to sue the EPA?'"

NOTE: If you need captions, please click the CC button on the player to turn them on.
For years, Jackson, Tennessee, struggled to revitalize its downtown. Then, in 2003, powerful tornados ripped away much of the downtown, destroying property and displacing residents and businesses. Local leaders saw the opportunity to bring residents together to create a new vision for downtown Jackson, rebuilding to establish a stronger and more vibrant community.
EPA created the National Award for Smart Growth Achievement in 2002 to recognize exceptional approaches to development that protect the environment, encourage economic vitality, and enhance quality of life. In the past 13 years, 62 winners from 26 states have shown a variety of approaches that states, regions, cities, suburbs, and rural communities can use to create economically strong, environmentally responsible development. EPA's Office of Sustainable Communities manages the awards program.

Heinrich On EPA's Response To Gold King Mine Spill
U.S. Senator Martin Heinrich spoke at a U.S. Senate Committee on Indian Affairs oversight hearing on the Gold King Mine spill, which caused a large plume of bright orange toxic waste to spill into the Animas and San Juan Rivers and pollute the Four Corners region last month. The committee examined the impacts the spill had on Indian Country, including the Navajo Nation, and the U.S. Environmental Protection Agency's (EPA) response to the accident.
During the hearing, Senator Heinrich asked about the EPA's response following the accident and how that effort was communicated to throughout Colorado, New Mexico, and Navajo Nation--which fall in three separate EPA regions--and the lessons the agency learned in order to prevent future accidents like the Gold King Mine Spill from happening. September 16, 2015.

Heinrich Calls For Mining Reform In Environment & Public Works Hearing On Gold King Mine Spill
U.S. Senator Martin Heinrich (D-N.M.) spoke at a U.S. Senate Committee on Environment and Public Works (EPW) oversight hearing on the Gold King Mine spill that occurred on August 5. The committee examined the U.S. Environmental Protection Agency's (EPA) response to the accident, which caused a large plume of bright orange toxic waste to spill into the Animas and San Juan Rivers and pollute the Four Corners region, and the subsequent impact it had on the environment and economies of local states, communities, and Indian tribes.
Senator Heinrich highlighted the need for reforms to federal mining laws. He displayed maps of New Mexico and Colorado--the two states most affected by the spill--that show the abandoned hardrock mines and the waters polluted by hardrock metals.

Dr. David Lewis, a former senior research microbiologist with the U.S. Environmental Protection Agency’s Office of Research & Development, is the only EPA scientist to publish first-authored research articles in Nature, Lancet and Nature Medicine.
Dr. Lewis is an internationally recognized research microbiologist who discovered, at the University of Georgia (UGA) in the early 1990s, that the AIDS virus could be transmitted by certain types of dental equipment that dentists share between patients. His research, published in Lancet and Nature Medicine, led to the current heat-sterilization standard for dentistry worldwide. He has also studied similar problems with flexible endoscopes used for common medical procedures such as colorectal cancer screening.
As a senior-level (GS-15) research microbiologist for EPA’s Office of Research & Development, Dr. Lewis used DNA-fingerprinting in the late 1990s to study the effects of global climate change on the breakdown of pesticides by bacteria. This research, which he published in Nature, was awarded EPA’s Science Achievement Award. EPA officials who developed the Agency’s sewage sludge regulations, however, moved to shut down his research when he began investigating illnesses and deaths linked to EPA programs promoting the agricultural use of processed sewage sludge. Nevertheless, his research in this area prompted the CDC to issue guidelines protecting workers handling processed sewage sludge.
At UGA, Dr. Lewis directs the Georgia-Oklahoma Center for Research on the Environment. (hyperlink to http://dromus.nhm.uga.edu/htmldocs/Partnerships/gaok.html) There, he has published additional research articles concerning the public health and the environment, including a first-authored research article in Nature dealing with global climate change. He also organized and published a five-year prospective epidemiological study of hepatitis C cross-infection in Egypt.
Dr. Lewis was awarded the Lexington Leadership Award in 2000 and the Accuracy in Media Award. He is Senior Science Advisor to the National Whistleblowers Center and a member of its Board of Directors. At the NWC, he organizes conferences and other events concerning the use of academic institutions by federal agencies to support government policies and quash independent scientific research. He also works with religious and community groups to foster acceptance of advancing scientific knowledge, promote religious tolerance, and discourage the use of the democratic process to empower religious movements (www.RoyalLaw.org) hyperlink to website.
Dr. Lewis’ work has been covered in numerous news articles, editorials, and documentaries in a wide variety of professional, scientific and popular publications, and broadcasts including Science, Lancet, JAMA, The Scientist, National Geographic, Reader's Digest, Voice of America, Paul Harvey, Time, Newsweek, U.S. News & World Report, Forbes, NY Times, Wall Street Journal, Washington Post, London Times, NPR’s All Things Considered, PBS Healthweek, PBS Technopolitics, CBS Evening News, ABC's Primetime Live, and BBC Panorama.
How EPA Faked the Entire Science of Sewage Sludge Safety: A Whistleblower’s Story
While working at EPA Dr David Lewis published evidence that teenager Shayne Conner (of New Hampshire) died and other neighbors were harmed from living near land applied with sewage sludge (Lewis et al 2002). He furthermore became involved after dairy herds of two Georgia farms (McElmurray and Boyce) were poisoned after grazing on sludged land. He testified in lawsuits following each incident, against his employer (EPA), which is where many of the following depositions were obtained. The following article is an excerpt from Chapter 4 (Sludge Magic) of his new book (Science for Sale: How the US Government Uses Powerful Corporations and Leading Universities to Support Government Policies, Silence Top Scientists, Jeopardize Our Health, and Protect Corporate Profits). The lawsuits referred to are Lewis v. EPA 1999; Lewis v. EPA 2003; and USA, ex rel. Lewis, McElmurray and Boyce v. Walker et al. 2009. The depositions below piece together an unprecedented and coordinated multi-agency scientific scheme involving EPA, USDA, local and city municipalities, Synagro Technologies (a waste management company), various universities, and the National Academies of Science.

The Administrator of the Environmental Protection Agency is the head of the United States federal government's Environmental Protection Agency, and is thus responsible for enforcing the nation's Clean Air and Clean Water Acts, as well as numerous other environmental statutes. The Administrator is nominated by the President of the United States and must be confirmed by a vote of the Senate. The office of Administrator of the Environmental Protection Agency was created in 1970 in legislation that created the Environmental Protection Agency. The EPA Administrator is customarily accorded Cabinet rank by the President and sits with the President, Vice President, and the 15 Cabinet Secretaries. Since the late 1980s, there has been a movement to make the Administrator of the Environmental Protection Agency a Cabinet Secretary, thus making the EPA a 16th Cabinet department, dealing with environmental affairs. The Administrator of the EPA is equivalent to the position of Minister of the Environment in other countries. The current Administrator of the Environmental Protection Agency is Gina McCarthy, who succeeded acting administrator Bob Perciasepe, on July 18, 2013. Note that Acting Administrators usually assume the office in the interim period between the resignation of a previous Administrator and the confirmation of his or her successor, including during the transition period between two presidential administrations, before the successor has been nominated and confirmed. Acting Administrators come from within the EPA and usually hold an office that is subject to Senate confirmation before becoming the Acting Administrator. Linda Fisher and Stephen L. Johnson had been served as Deputy Administrator when they became Acting Administrator. Marianne Lamont Horinko was an Assistant Administrator at the time. They are not subject to Senate confirmation to serve as the Acting Administrator, though to continue to serve as a full-fledged Administrator (as in the case of Lee M. Thomas or Stephen L. Johnson), they must be confirmed by the Senate.

This video describes the importance of protecting water for all sectors of the American economy. A recent poll indicated that 80% of small businesses support the protection of streams and wetlands in federal clean water protections. The newly proposed “Waters of the US” rulemaking does just that.

EPA’s National Ambient Air Quality Standards for ground-level ozone is based on extensive scientific evidence about ozone’s effects on public health and welfare. The standard will improve public health protection, particularly for children, the elderly, and people of all ages who have lung diseases such as asthma. History shows that we do not have to choose between a healthy environment and a healthy economy: for more than four decades, EPA and state, tribal and local air agencies have improved air quality by nearly 70 percent, while our economy has more than tripled.

The now-defunct, 120-year-old Gold King Mine in Colorado regularly spills toxic pollutants. It's a dirty problem for residents downstream. The EPA decided to plug it up, but on August 5, the crew working on the project made a big mistake.

Testifying before Congress, EPA Administrator Gina McCarthy is questioned by Representative Jason Chaffetz as to why Navajo leaders were denied access to the EPA's Gold King Mine disaster site, as the Navajo Nation is heavily reliant upon the water of the downstream tributary.
REPRESENTATIVE CHAFFETZ: "Let's go to the site visit because the President of the Navajo Nation wanted to visit the site and you denied him. You would not take him to that site. We quote, this is from the Navajo President, 'We requested a tour from the Environmental Protection Agency but faced immediate resistance. Staff indicated they would only take us to the confluence of the Cement Creek and the Animas River.' He goes on and on, but you did not allow them, the EPA would not allow them to go to the site.

Riverfront Park fulfills a decades-long movement to reclaim the Passaic riverfront for the people of Newark, New Jersey. Situated on the site of a former metal smelting plant, the park is becoming an integral part of the community’s identity and activity, hosting events and festivals and giving thousands of people a place to walk, bike, relax, and play. An inclusive design process guided decision-making throughout development. The park is expected to attract economic development, particularly to downtown Newark.

After years of disinvestment, the Rust Belt city of Hamilton, Ohio, has become an emerging hub of innovation and revitalization. With creative vision, strategic planning, and community engagement, the city and Historic Developers, LLC, completed three catalytic, mixed-use projects that reinvigorated the city’s central business district and set the stage for new economic development. The projects helped create a walkable downtown with new amenities, jobs, and housing options and spurred the creation of a formal partnership to buy and redevelop downtown properties.

Senator Udall, who serves on the committee and requested the hearing, pushed Administrator McCarthy to commit to a smooth claims process for spill victims seeking compensation, a strong government-to-government relationship between the EPA and the Navajo Nation, and to support designating the area as a Superfund site.
