The leaders of the NGOs said that actually they were not against the passing of the law, but are against some modification
which if passed would be against the customs, practice and usages of the Garo Community for which the CEM replied that
there was no any such agenda for this ongoing session and there was no any intention to pass it until and unless the public
hearing from all the districts of Garo Hills, which he said, would be conducted after the next GHADC election.

Linda Sheehan was one of 45 leading scholars, authors and activists who convened at The Great Hall of Cooper Union, New York City, on October 25-26, 2014, for the public presentation: "Techno-Utopianism and the Fate of the Earth." Speakers discussed the profound impacts—environmental, economic and social—of runaway technological expansionism and cyber immersion; the tendency to see technology as the savior for all problems. Linda Sheehan is an attorney and educator who works to improve environmental laws and policies. She is currently Executive Director of Earth Law Center, which advances recognition of the inherent rights of the natural world to exist, thrive and evolve. Prior to Earth Law Center, Linda worked to protect California’s waterways and ocean habitats as Executive Director of the California Coastkeeper Alliance, and as the Pacific Region Director of the Ocean Conservancy. For her efforts in “fight[ing] pollution of the Pacific and the streams and rivers that flow into it,” Ms. Sheehan was recognized as a 2009 “California Coastal Hero” by Sunset Magazine and the California Coastal Commission.
Linda holds a B.S. in chemical engineering from the Massachusetts Institute of Technology, an M.P.P. from the University of California, Berkeley’s Goldman School of Public Policy, and a J.D. from the Berkeley School of Law. She is a member of the Commission on Environmental Law for the International Union for Conservation of Nature (IUCN), and a Research Affiliate with the Centre for Global Studies at the University of Victoria in British Columbia. Linda also is regular Summer Faculty at Vermont Law School, where she teaches “Earth Law,” and has taught this class as Adjunct Faculty at the California Institute of Integral Studies. She is a contributing author to Exploring Wild Law: The Philosophy of Earth Jurisprudence (Wakefield Press, 2011), Rule of Law for Nature (Cambridge University Press 2013), and Wild Law in Practice (Routledge 2014).

Civil law (or civilian law) is a legal system originating in Europe, intellectualized within the framework of late Roman law, and whose most prevalent feature is that its core principles are codified into a referable system which serves as the primary source of law. This can be contrasted with common law systems whose intellectual framework comes from judge-made decisional law which gives precedential authority to prior court decisions on the principle that it is unfair to treat similar facts differently on different occasions (doctrine of judicial precedent ; stare decisis).
Historically, a civil law is the group of legal ideas and systems ultimately derived from the Code of Justinian, but heavily overlaid by Napoleonic, Germanic, canonical, feudal, and local practices, as well as doctrinal strains such as natural law, codification, and legal positivism.

WHAT IS ECOCIDE?

WHAT IS ECOCIDE?

Natural law is observed, not written. Nature goes on with or without mankind. So in the most literal sense law is not, nor has ever been, subject to drafting or codification. On the other hand, the unique practices and traditions of a particular community are developed by the people and thrive as long as they are consistent with the laws of nature.

If you have ever wondered how your State Government works, here is a typical example. This is the Georgia Senate Judiciary Non-Civil Committee. This is a hearing on a bill that would codify (put into law) No Knock Search Warrants, which are currently unlawful, and the codification would conflict with other Georgia Code sections which currently uphold the rights of citizens.
Please pay attention to the treatment of witnesses. The Chairman repeatedly reminds the witnesses that they each only have two minutes to speak and limits them to that time allotment. However, the two Judicial Activists, one of whom most likely wrote the bill, speak for 25 minutes.
While most of the witnesses speak to the slippery slope to tyranny that this bill enables by more deeply eroding our Constitutionally protected Rights, the two Prosecuting Attorneys advocate for No Knock Warrants using the logic that, despite being currently unlawful, codifying their use will help to regulate them and since they are and have been issued by the courts they should be made legal. It is the everybody is doing it, so it has to be good argument,
However, the unspoken underlying sudden necessity for making No Knock Search Warrant a part of Georgia code is that Defense Lawyers have become aware that No Knock Search Warrants are forbidden by current Georgia Code in the Common Law tradition since 1604 and therefore Judges, Magistrates, Prosecuting Attorneys, District Attorneys and Law Enforcement Officers could be held civilly liable for damages and wrongful death in the event of botched execution of such a warrant. Apparently, the elite Government Class is seeking impunity from prosecution and exemption from liability. Fancy that.

In 1989, it made the news headlines
that an “African Computer Wizard”
discovered
how to supercompute
at the fastest computer speeds.
It was rare because
one supercomputer
—or the world’s fastest computer—
costs more than the budget
of a small nation.
I used my supercomputer
to solve the toughest problem
in calculus.
At the granite core
of my mathematical grand challenge
was the system of non-linear
partial differential equations
of infinitesimal calculus
that was impossible to solve.
Those equations cannot be solved
when formulated
to help foresee global warming
or to recover more oil and gas.
By definition,
a system of partial differential equations
cannot be solved directly
on a computer.
The reason is that
the word “differential”
—arose from the term “differentialis”—
which translates to “taking apart”
or “taking differences.”
For the partial differential equations
of infinitesimal calculus,
such differences are infinitely small.
That is, they yield infinite calculations
that take forever
to completely compute.
A grand challenge problem
that takes foreover to solve
is impossible to solve.
A grand challenge equation
—formulated at infinite points in calculus—
cannot be solved on a computer,
unless it is reformulated
at finite points in algebra.
That reformulation is necessary
to make the impossible
possible.
If I had taken infinitesimally small differences
the forever impossible
will take forever
to solve, even across
a global network of computers
as large as planet Earth.
To make the impossible

I had to discretize my continuous
space and time and functions.
I had to use their finite differences.
Finally, I had to use

that I invented

During the entire year, our people spoke the loudest against corruption in the misuse of public funds. Last week, the leaders of the three branches of government, Executive, Legislative and Judiciary stood on the same platform with the Ombudsman to declare a unified stand in support of the United Nations Convention Against Corruption or UNCAC.
A resolution containing the government's commitment on the UNCAC was presented and submitted by Senate President Franklin Drilon, Speaker Feliciano Belmonte, Chief Justice Maria Lourdes Sereno, Ombudsman Conchita Carpio-Morales and Executive Secretary Paquito Ochoa to President Benigno S. Aquino III.
Among the significant actions they agreed to implement are the following: creation by Congress of more divisions in the Sandiganbayan to unclog its dockets and hasten the disposition of pending anti-graft cases; strengthening of the witness protection law; enactment of the Whistleblower's Act; strengthening of the anti-money laundering law; codification of anti-corruption laws; criminalizing bribery in the private sector: active and passive trading of influence; amendments to the forfeiture law, the extradition law and the mutual legal assistance treaty; and passage of a freedom of information law.
Ombudsman Conchita Carpio-Morales reported 85% compliance by the country on International cooperation agreements, and 65% compliance on criminalization and law enforcement.
The United Nations Convention Against Corruption or UNCAC was adopted by the UN General Assembly in 2003. It is the first legally binding international anti-corruption instrument that requires states and parties to implement through laws, institutions, programs and practices, a wide range of measures to prevent, detect, prosecute and sanction corruption and recover its proceeds.
The UNCAC was signed on December 9, 2003 by 140 states, including the Philippines, and was ratified by the Philippine Senate on November 8, 2006. At that time, the Philippines was only the second country in Southeast Asia and the fifth country in Asia who have done so. After the so-called "lost decade", the President said; President Aquino said last week that our first actions were not to build on what has been achieved, but to fill the fissures in our public institutions with the following important elements in the fight against corruption: first, vigorous implementation of the concept that no one can be above the law, as exemplified by the filing of cases against a former president and the impeachment of a chief justice, and the relentless prosecution of smugglers and tax evaders, through the filing of 423 cases to date; number two, removing inefficiencies in government systems, as exemplified by the top level revamp in the Bureau of Customs, accompanied by systems and policy reforms; and three, empowering the bureaucracy to serve the public better through the adoption of zero-based budgeting system and enhanced transparency and accountability measures.
On the fourth quarter survey of the Social Weather Station, the President and the members of his Cabinet are determined to pursue and complete the priority programs of the Philippine Development Plan regardless of survey results. As the President emphasizes, we will do right by our people and endeavor to fulfill their aspirations for a better future.

During the entire year, our people spoke the loudest against corruption in the misuse of public funds. Last week, the leaders of the three branches of government, Executive, Legislative and Judiciary stood on the same platform with the Ombudsman to declare a unified stand in support of the United Nations Convention Against Corruption or UNCAC.
A resolution containing the government's commitment on the UNCAC was presented and submitted by Senate President Franklin Drilon, Speaker Feliciano Belmonte, Chief Justice Maria Lourdes Sereno, Ombudsman Conchita Carpio-Morales and Executive Secretary Paquito Ochoa to President Benigno S. Aquino III.
Among the significant actions they agreed to implement are the following: creation by Congress of more divisions in the Sandiganbayan to unclog its dockets and hasten the disposition of pending anti-graft cases; strengthening of the witness protection law; enactment of the Whistleblower's Act; strengthening of the anti-money laundering law; codification of anti-corruption laws; criminalizing bribery in the private sector: active and passive trading of influence; amendments to the forfeiture law, the extradition law and the mutual legal assistance treaty; and passage of a freedom of information law.
Ombudsman Conchita Carpio-Morales reported 85% compliance by the country on International cooperation agreements, and 65% compliance on criminalization and law enforcement.
The United Nations Convention Against Corruption or UNCAC was adopted by the UN General Assembly in 2003. It is the first legally binding international anti-corruption instrument that requires states and parties to implement through laws, institutions, programs and practices, a wide range of measures to prevent, detect, prosecute and sanction corruption and recover its proceeds.
The UNCAC was signed on December 9, 2003 by 140 states, including the Philippines, and was ratified by the Philippine Senate on November 8, 2006. At that time, the Philippines was only the second country in Southeast Asia and the fifth country in Asia who have done so.
