STORY: This was the observation of the Vice Governor of Guangdong province, Yang Xiaotang at the Laos Road Show for the ‘2015 Guangdong 21st Century Maritime Silk Road International Expo’ to be held from October 29-31.
He said, “It is obvious that Laos has no exit to the sea and so is a so-called ‘landlocked country’ but the participation of Laos will enable it to raise its profile and get involved in business cooperation with its foreign partners,”
The event is designed to promote the trade, economic and tourism cooperation among the countries of the region as well as to exhibit the typical quality products of each country. In addition, it also aims to accelerate new forms of foreign trade and support the creative development of cross-border electronic commerce, trade and shipping logistics.
Following the fruitful initiative exposition of 2014, the authorities of Guangdong are keen to attract more exhibitors and enterprises from domestic business units and international firms.
Mayor of Vientiane Dr Sinlavong Khoutphaythoune, President of the Lao National Chamber of Commerce and Industry Mr Sisavath Thiravong and Chinese Ambassador to Laos Guan Huabing were also present at the event.

NEW DELHI: India on Wednesday backed the Philippines in its dispute with China over islands in South China Sea, which Manila calls West Philippine Sea, saying it wanted peaceful resolution to the maritime disputes, at the heart of which lies Beijing's expansive maritime claim in the form of the nine-dashed line covering 90% of the sea's waters.
India's position implies diplomatic support for the Philippines' decision to approach Permanent Court of Arbitration against Beijing's maritime claims in early 2013 and persisting with arbitration even though China boycotted the proceedings of the Arbitral Tribunal for long.

Today it commissioned its Coastal Radio Station, to ensure effective communication is maintained to minimize maritime incidents.

But it has been dormant over the years, since it was destroyed during the 1994 Rabaul Volcanic Eruption.

The relevant provisions of the law of the sea are outlined, in order to define the legal framework within which the regulation process for matters of safety and pollution prevention may operate. Special reference is made to the development of the concept of Port State Control and its emergence as a new, alternative method of enforcement under the guidance of IMO. The study focuses on the modus operandi of IMO and critically evaluates the tactics employed by the organization in pursuing its ends. The book also examines the practices employed by influential port states in enforcing international regulations, and it assesses the reactions of smaller states with large registries, as well as the different sectors of the industry to these developments. These developments will lead to new legislation in the contracting states, with the potential of changing the principles of private maritime law. The author also draws attention to the impact that the ISM Code and the STCW '95 may have on issues of private maritime law, through an analysis of the use of English maritime case law. The Tribunal is likely to announce its decision this month and even if China were to ignore any adverse ruling, it will have to contend with a loss of face which, many hope, would force it to go slow on its recent military build up in South China Sea.
Foreign minister Sushma Swaraj and her counterpart Albert Del Rosario, secretary of foreign affairs, Wednesday co-chaired India-Philippines third joint commission meeting on bilateral affairs here. The joint statement issued after the meeting referred to South China Sea as West Philippine Sea, a name which Philippine started to use only after escalation of its maritime dispute with China in the region.
``Rosario briefed Minister Swaraj on the developments in the West Philippine Sea, and the status of the Philippine arbitration case at the Permanent Court of Arbitration, in The Hague, the Netherlands,'' said the statement.
``Minister Swaraj expressed support for the peaceful resolution of the West Philippine Sea/South China Sea dispute. Both sides reiterated the importance of the settlement of all disputes by peaceful means and of refraining from the threat or use of force, in accordance with universally accepted principles of international law, including the 1982 UNCLOS,'' it said, adding that the two ministers also reiterated the importance of safeguarding the freedom of navigation and overflight in the South China Sea.

In this regard, it said, they reiterated the importance of an expeditious conclusion on a Code of Conduct and full and effective implementation of the 2002 Declaration of the Code of Conduct of Parties in the South China Sea.
As it seeks to engage more with countries party to the South China Sea disputes, India has not shied away from using its own maritime dispute with Bangladesh, which it successfully resolved through international arbitration, as an example worth following in the region.

The National Maritime Safety Authority is working on improving communication with vessels out at sea.
Today it commissioned its Coastal Radio Station, to ensure effective communication is maintained to minimize maritime incidents.
The Station is funded in partnership with Australian Aid at a cost of eight million kina.
The Coastal Radio System is a vital part of maritime communication.
But it has been dormant over the years, since it was destroyed during the 1994 Rabaul Volcanic Eruption.

Maritime Naval warfare - Most advanced Submarine technology
Allied submarines were used extensively during the Pacific War and were a key contributor to the defeat of the Empire of Japan. During the war, submarines of the United States Navy were responsible for 55% of Japan's merchant marine losses; other Allied navies added to the toll.The war against shipping was the single most decisive factor in the collapse of the Japanese economy. Allied submarines also conducted reconnaissance patrols, landed special forces and guerrilla troops and performed search and rescue tasks. The majority of the submarines involved were from the U.S. Navy, with the British Royal Navy and the Royal Netherlands Navy contributing smaller numbers of boats.
The Allied submarine campaign is one of the least-publicized feats in military history, due in large part to the efforts of Allied governments to ensure their own submarines' actions were not reported in the media. The U.S. Navy adopted an official policy of unrestricted submarine warfare, and it appears the policy was executed without the knowledge or prior consent of the government.The London Naval Treaty, to which the U.S. was signatory, required submarines to abide by prize rules (commonly known as "cruiser rules"). It did not prohibit arming merchantmen, but arming them, or having them report contact with submarines (or raiders), made them de facto naval auxiliaries and removed the protection of the cruiser rules.This made restrictions on submarines effectively nulled.
Throughout the war, Japan was dependent on sea transport to provide adequate resources, including food, to the home islands and supply its military at garrisons across the Pacific. Before the war, Japan estimated the nation required 5,900,000 long tons (6,000,000 t) of shipping to maintain the domestic economy and military during a major war, which was considerably less than the 6,400,000 long tons (6,500,000 t) of shipping in the Japanese merchant fleet and 1,200,000 long tons (1,200,000 t) of smaller craft at the time of the attack on Pearl Harbor.Despite the awareness that shipping was vital, the Japanese military accorded anti-submarine warfare a low priority and allocated few warships and aircraft to protecting merchant shipping For instance, their destroyers had deficiencies in sonar and radar compared to equivalents of other navies, despite their impressive night fighting capabilities, even though these warships formed the bulk of convoy protection.Moreover, Japanese Navy doctrine in relation to commerce defense was derisively bad.The Japanese also seriously underestimated the threat from Allied submarines, whose ineffectiveness in the early part of the war reinforced Japanese overconfidence.
The size and effectiveness of the Allied submarine force increased greatly during the Pacific War. At the start of the war, a high proportion of the submarines deployed against the Japanese were obsolete, and U.S. boats were hampered by defects in their primary weapon, the Mark 14 torpedo, as well as by poor training (an excessive reliance on sonar, due to an undue fear of destroyers' sonar and aircraft), insufficiently aggressive skippers, poor dispositions (scattered on close surveillance of Japan's major bases),and divided command (which kept submarines out of one of the best hunting areas, the Luzon Strait, for fear of fratricide). Growing numbers of modern submarines became available from 1942 onwards. The efforts of Admiral Charles A. Lockwood were crucial for the rectification of the Mark 14's problems (which were nevertheless not resolved until September 1943), and for the selection of more aggressive submarine skippers. As a result of all of these developments, assisted by signals intelligence (breaking the "maru code" in January 1943, after a gaffe by U.S. Customs prewar had caused Japan to change it), U.S. submarines inflicted devastating losses on Japanese merchant shipping in 1943 and 1944. In conjunction with attacks by aircraft, including aerial minelaying in Operation Starvation, U.S. submarines had effectively destroyed the Japanese merchant fleet by January 1945. Poor torpedoes claimed at least two U.S. submarines out of 42 lost on patrol.
After the Battle of Coral Sea, the U.S. Navy detached eight submarines to finish off the damaged aircraft carrier Shōkaku, but she evaded all of them. At the Battle of Midway, although the attack on the battleship Kirishima by USS Nautilus had been unsuccessful, it drew the destroyer Arashi temporarily away from the main fleet to drop depth charges, and the destroyer's return was traced by USS Enterprise's VB-6 to the Japanese task force, where the dive bombers promptly sank four fleet carriers. Overall in 1942, U.S. submarines had only managed to sink the heavy cruiser Kako and the light cruiser Tenryū.

The Asia's Titanic: MV Dona Paz, Bloodiest Maritime Disaster - Amazing Documentary TV
The MV Doña Paz was a Philippine-registered guest ferryboat that sank after hitting the oil tanker MT Vector on December 20, 1987. With an approximated death toll of 4,386 people and also just 24 survivors, it was the most dangerous peacetime maritime catastrophe in record.
Doña Paz was taking a trip from Leyte island to the Philippine capital of Manila. Official blame was routed at the MT Vector, which was found to be unseaworthy, and operating without a license, lookout or qualified master.

South China Sea Maritime Dispute: Political, Legal & Regional Perspectives
The South China Sea is a major strategic waterway for trade and energy shipments to Asia’s major economies. It has been the focus of maritime disputes which have continued for more than six decades, with competing claims from China, Vietnam, the Philippines and others. In recent years, growing Chinese assertiveness in pressing its claims has unsettled the regional security order, drawing the attention of the United States, Australia and other powers concerned about freedom of navigation and a rules-based order.
The springboard for this discussion is the recently published book, edited by Leszek Buszynski and Christopher Roberts, which examines the South China Sea as an ongoing maritime dispute which has become a potential conflict zone. This volume is the final outcome of a National Security College collaborative research project, which involved a number of present and former academic staff from both the College and the Strategic and Defence Studies Centre at ANU. The book examines the conflict potential of the current dispute, discusses how the main claimants and the United States view the issue, and assesses the prospects for resolution or management of the problem.
The panelists discuss the arguments of the book in the light of recent developments, such as China’s ‘island-building’ activities and the Philippines case before the International Tribunal for the Law of the Sea. There is a particular focus on four questions:
· What are the security risks arising from continuing tensions in the South China Sea, including to Australia’s interests?
. What are the contours of a possible resolution to the South China Sea disputes?
· Is resolution a realistic option?
· Do dispute management and confidence-building measures comprise a more feasible set of options for preventing conflict, and how would these work?

Mais en vertu de la Loi sur l'Administration de la voie maritime du Saint-Laurent, votée par le parlement canadien en 1951, elle s'étend du port de Montréal au lac Érié, y compris le canal Welland qui permet de franchir les chutes du Niagara.
La première partie de la voie maritime aligne une chaîne de canaux le long du fleuve Saint-Laurent qui comprend sept écluses (cinq canadiennes, deux américaines). La voie commence au port de Montréal, où le canal de la Rive Sud (écluses Saint-Lambert et Côte Sainte-Catherine) permet de franchir les rapides de Lachine. À l'ouest de l'île de Montréal et du lac Saint-Louis, le canal et les deux écluses de Beauharnois permettent d'aller au-delà de la centrale au fil de l'eau de la centrale de Beauharnois
La voie maritime quitte le Québec par le lac Saint-François et le territoire de la Première nation du Conseil des Mohawks d'Akwesasne pour passer entre la province de l'Ontario et l'État de New York jusqu'au lac Ontario. Le canal Wiley-Dondero (écluses Snell et Eisenhower) permet d'aller au-delà du barrage hydroélectrique Moses-Saunders. La courte écluse d'Iroquois permet également d'aller au-delà du barrage Iroquois qui contrôle le niveau du lac Ontario. Les écluses du Sault situées entre les rives des villes jumelles Sault Sainte-Marie, permettent la navigation entre les lacs Supérieur et Huron.
Le gabarit Seawaymax définit la taille maximale des navires qui peuvent emprunter la Voie maritime sur tout son parcours, soit 225.6 m (740 pieds) de long, 23.8 m (78 pieds) de large, 7.92 m (26 pieds) de tirant d'eau, et une hauteur au-dessus de l'eau de 35.5 m (116 pieds).
Ouverte à la navigation le 25 avril 1959 (ouverture officielle le 26 juin 1959 par la reine Élisabeth II et le président Dwight Eisenhower, à bord du yacht royal Britannia piloté par le duc d'Édimbourg Philip Mountbatten, à un coût approximatif d'un million de dollars canadiens), la voie maritime demeure sous administration conjointe canado-américaine. You set sail as others return to dry land. Wind force 12. Breakers beat on the bow deck, spray blows across the bridge. On the high seas: face the sheer force of the elements! And you're steering them -- the most powerful rescue vessels of the Maritime Search and Rescue Service in search of castaways. As a sea rescuer, you put your life on the line -- to save the lives of others!
Extinguish fires, salvage damaged ships, direct search and rescue operations, stay in constant radio contact with the Maritime Rescue Co-ordination Center and save lives in 20 different missions. Together with your crew, you'll become acquainted with the hard day-to-day life of a sea rescuer and make the high seas a little bit safer. So, choose your vessel and your location on the North or Baltic Sea, switch on your radio and get ready!

-Rescuing: Steer the salvage cruisers HERMANN MARWEDE and HARRO KOEBKE across the stormy seas. Deploy boats to rescue people in distress at sea!
-Engaging: Take on the role of the foreman (captain) of the rescue cruiser, and move around the ships freely in first-person perspective! View your ship from numerous camera angles, from inside and out!
-Absorbing: Featuring up to 30 main and supporting characters, elaborately dubbed and with fascinating background stories. Get to know your crew and radio in regularly to the Maritime Rescue Co-ordination Center.
-Wide-ranging: Two scenarios (North Sea and Baltic Sea) provide a wide range of missions.
-Salvaging: Salvage ships! Pump water out of shipwrecks! Extinguish fires on the open seas! Rescue people in distress at sea! The game features the entire spectrum of sea rescue missions.
-Changing: Experience realistic water, waves and weather that react in real time to the operation, time of day, and the ships and their movements. Sail in bright sunshine or the most raging storms, crystal clear twilight or dense morning fog!
-Challenging: Take note of tide conditions, use the nautical chart to navigate and deal with the many problems of the On-Scene Coordinator! Steer the ship using either simplified or realistic controls!
-Collaborating: Produced by simulation and game experts kindly supported by the German Maritime Search and Rescue Service (DGzRS)
